This application seeks listed building consent for the insertion of a stud wall in an existing opening in the entrance lobby and the insertion of new doors within an adjacent existing opening in the entrance lobby in order to create a new office space within the existing grade II listed Handsworth library. The Birmingham Civic Society have commented that the details submitted with the application are of poor quality. 5. Policy Context 5.. 2 6. Planning Considerations 6.. Policy 3.25 of the UDP states that any development affecting a listed building should preserve or enhance its character The works proposed under this application seek consent for the insertion of a new doorway in an existing opening of the lobby and the insertion of a stud wall into an adjoining existing opening in the entrance lobby. to the entrance lobby seek to create a new office space for library staff use. Since the application was originally submitted additional plans have been submitted which show sections of the proposed stud wall and doorway fittings at a more detailed scale My Conservation Officer has considered these proposals and raised no objections but has commented that joinery details should be provided by planning condition. I am satisfied that the details now submitted with the application satisfactory demonstrate that the proposed works will enable the continued use of the library building without harming the important historic character of this building and as such meets with policy 3.25 of the UDP and with the principles set out in the NPPF. 7. Conclusion 7.. This proposal would preserve the grade II listed library building whilst enabling the building to be altered for continuous use. This application should be deferred to the government office with a recommendation for approval subject to conditions. 8. Recommendation 8..
