2 Uniform Crime Reporting (UCR) Program s Crime Index UCR Crime Index was first recommended to J. Edgar Hoover in 1958 Term crime Index first appeared in Crime in the United States, 196 Offenses selected for inclusion were the Part I crimes, Considered by experts to be the most serious and most commonly reported Violent Murder and non-negligent manslaughter, forcible rape, robbery and aggravated assault Property Burglary, larceny-theft, and motor vehicle theft
