2 Job Description: JOB SUMMARY The Director of Information Technology s (DIT) leads and coordinates all technology/systems work for the Oregon Education Association (OEA). This requires envisioning OEA s service offerings as an integral part of the organizations growth and success. ESSENTIAL JOB FUNCTIONS Management / Supervision A. Plans, organizes and controls the activities of the Department. B. Supervises and directs IT staff and has the authority and responsibility to recommend hiring, transfers, discipline, dismissal and to adjust grievances. C. Responsible for maintaining the confidentiality of personnel materials and contract negotiations data for the entire organization. D. Sets divisions goals and objectives and regularly reviews and updates policies relating to OEA information, network and communications systems. E. Prepares and monitors the technology annual budget. F. Advises and supports OEA Executive Director and OEA Board on all matters relating to employee use of OEA information, network and communications systems, including as it relates to personnel and labor relations matters. Assist in Strategy & Planning A. Identify opportunities for delivering OEA s technology-related services with a focus on innovation, and assessment of obstacles and hurdles to success. B. Identify technology trends and evolving social networks that may support or impede the success of OEA. C. Evaluate and identify appropriate technology (including but not limited to cloud software and web applications) for delivering OEA s services. D. Assist OEA s strategic planning initiatives, by advising and making recommendations on the role of technology in them and, ultimately, in their implementation. E. Collaborate with the appropriate Centers to assess and recommend technologies that support Center and OEA organizational needs and goals. F. Prepares feasibility studies and cost analyses.

3 Job Description: G. Develops and recommends plans to meet OEA s long-range information system needs. H. Keeps current with state-of-the-art electronics related to the Association s technological processing needs. Operations A. Maintain up-to-date knowledge of technology standards, industry trends, emerging technologies, and software development best practices by attending relevant conferences and reading widely. B. Ensure that technology standards and best practices are maintained across the organization. C. Share knowledge, mentor, and educate the organization s leaders, members and staff with regard to OEA s technology vision, opportunities, and challenges. D. Assist in establishing performance standards for the Technology Services Specialist and vendors (through service level agreements). E. Direct the activities of Technology Services Specialist, as appropriate, with a teamoriented approach to meet OEA technology needs and goals. F. Operates and/or oversees the operation of all computer and peripheral equipment. G. Conducts or arranges for appropriate user training in hardware and software facilities. H. Coordinates local area networks; specifies installation requirements. I. Insures that all systems and user documentation are complete, secure, and appropriately distributed and understood. J. Establishes and oversees security for OEA systems and information; insures adequate protection of licensing agreements and applications. K. Serves as Administrator on all Association computer systems with access to ALL OEA information. L. Coordinates the purchase and disposition of computer and related hardware. M. Identifies, selects, and negotiates agreements with vendors. N. Maintains adequate back-up of data; provides for alternate system back-up in the event of failure. O. Maintains inventory and oversees service agreements on all IT equipment. P. Promotes achievement of OEA s goals within a context of community collaboration by developing policies for sharing software, technological innovation, business processes, and other intellectual property.

4 Job Description: Q. Be the liaison to NEA technology services and coordinator with national-level technology activities. QUALIFICATIONS/REQUIREMENTS Formal Education & Certification Degree in the field of computer science or technology certifications demonstrating advanced training. Knowledge & Experience A. Management/supervisory experience. B. Five years of experience in business systems development, acquisition, and maintenance. C. Substantial knowledge of LAN/WAN computer hardware and business applications. D. Demonstrated technical writing skills, with specific experience in local area networks, and related equipment. E. Demonstrated ability to envision technology services that meet organizational and member needs or solve business problems. F. A minimum three years experience in technology deployment and maintenance. G. Hands-on experience with Windows-centric environment. H. Ability to discern user requirements and develop specifications. I. Knowledge of technology standards and their practical application. J. Familiarity with technical requirements of Internet activities and search engine optimization. K. Familiarity with information security vulnerabilities and risk management. Personal Attributes Ability to set and manage priorities judiciously. Excellent written and oral communication skills. Excellent interpersonal skills. Ability to articulate ideas to both technical and non-technical audiences. Exceptionally self-motivated and directed.

Valid driver s license to enable occasional work in field offices and to attend OEA meetings. Ability to stand, sit and bend in order to perform routine office functions. Ability to lift twenty five pounds or more.
