1 February 16, 2011 ADDENDUM #1 LARIMER COUNTY BID #11-02 COURTHOUSE SECURITY SERVICES Under the bid documents titled Courthouse Security Services, the following information may help you prepare your bid. Question 1: On the county bid form, at the top you ask for the hourly wage for 1 security officer based on 40 hours per week. Is this supposed to be his/her wage or the bill rate? We are asking for your hourly billing rate. Your hourly billing rate would also apply to the over forty (40) hours as requested on the Bid Form under The following is for information purposes only. Question 2: What are the County s payment terms? We are requesting 4 security guards to be on duty for 8 hours per day, 40 hours per week. It is up to the security company to decide if they want to pay their employees for lunches and breaks. Larimer County intents to pay a security company to provide courthouse security services using 4 guards working 8 hours per day, 40 hours per week; which equals 160 billable hours per week times your hourly billing rate for regular duty. If there is any work over the normal 40 hours of regular duty Larimer County will pay the security company your hourly billing rate for over the 40 hour work week. Besides providing Hand Wands, what other screening equipment must be provided by the contractor? Aside from the Hand Wands, no other screening equipment is needed. Along with a radio, what other equipment is provided by Larimer County? (Walk through metal detector, divest containers, etc) Larimer County only provides a magnetometer and baggage x-ray machine. What is the evaluation criteria for the proposal? This is a Request for Bid, not a proposal. Award will be made on the lowest hourly billing rate submitted; taking into consideration previous experience and the vendor s ability to meet the specifications. Is there a page limit or any formatting (type of paper/binding) restrictions on the proposal? No. This is a Request for Bid, not a proposal. Bidders are to complete the Bid Form and return it. How many copies should be produced? None. Bidders are to complete the Bid Form and return it. I'm researching the Merchant Guard Company license requirements that your county requires. If we are awarded this contract how long will it take once we apply for this license? Larimer County does not have any Merchant Guard Licenses requirements. Question 10: When does the post begin? If we elect to provide POST training we need to know if we can meet the timeline to start date. Security guards do not need to be currently POST certified. They just need to be certifiable, i.e. of good character, no criminal history, high school diploma, etc.

2 Question 11: What is the minimum hourly wage required for a guard? It is important that the Courthouse receive the highest quality guard for the hourly wage, and it is proven that you get what you pay for. Most courthouses we have worked for in the past demand a "minimum hourly wage" to insure the guards are being taken care of properly. We cannot dictate what you pay your employees. Your bid is based on your hourly billing rate to us. However, your company should be mindful of state and federal minimum wage laws. Question 12: Will there be a published "questions and answers" pdf file distributed upon the close date for Q&A? Addendum #1 will be electronically set to all vendors currently on the vendor list and posted to our web-site at Question 13: The assigned hours for the security officers listed in Section 1(a) and 1(b) have 8-1/2 hour and 9 hour shifts. Understanding that there is a line item for overtime rates on the price page I would like to know if the assigned officers are paid for a lunch break. See response to questions #3. Question 14: If the assigned officer takes a lunch break are they required to be relieved by another officer? Breaks are a combination of security guards giving each other breaks with the assistance of Larimer County Deputies. Question 15: What is the name of the company currently providing courthouse security services? Twin City Security Question 16: What was the date of the last award? March 2, 2006 Question 17: What was the hourly billing rate for each category upon last award? The regular hour billing rate was $ The over 40 hour billing rate was $ Question 18: What was the Prevailing wage requirement at time of last award? non applicable Question 19: What are the current billing rates? The regular hourly billing rate is $19.69 per hour; the over 40 hour billing rate is $27.80 per hour. Question 20: Can you provide the bid tabulation from the last award? Yes. See attached Question 21: On page 3, number 8 of the Request for Bid it states that Security guards must wear a concealable ballistic vest. Does this also apply to any security guard that may be filling in for a absent guard or for a guard who has scheduled time off? Yes Question 22: On page 4, number 15 of the Request for Bid it states that the awarded Security Company must be willing to retain existing security guards. Can you verify if all current existing security guards are POST Certified and if their certification is current or expired? They are POST certifiable. Question 23: Can you confirm if all existing security guards currently have concealable ballistic vests?

3 Currently they do not. On page #3 of the bid documents under specification are as follows, number 8 it states the awarded security company must provide at their expense concealable ballistic vests for their guards. Question 24: Is there an incumbent company providing security services? If so who? See response to question 15 Question 25: How long has the incumbent been in place? See response to question 16 Question 26: What are the current hourly bill rates? See response to Question 17 Question 27: Are the Technical Specifications listed in the RFB the same as the contract currently in place? There are no technical specifications listed in the bid document. Question 28: Is there any special equipment/training required? Larimer County will train security guards on the use of the magnetometer machine and baggage x-ray machine. Question 29: What are the total contract hours? 4 guards at 40 hours per week = 160 total contract hours per week (excluding holidays). Question 30: In order to retain the current officers, what is their current wage? Please provide a list of wages and the number of hours for each wage category. Larimer County pays the Security Company $19.69 per hour for each guard on regular duty. It is decided by the security company what hourly wage they pay their employees. Question 31: Do all of the existing officers meet the current requirements as stated in the RFB; i.e. P.O.S.T., physical, background, etc.? See response to question 22. Question 32: Please provide a list of all of the duty belt equipment required, i.e. handcuffs, baton, chemical spray, etc. We require the security company to provide their employees at a minimum with the items listed in the bid documents on page 3 under specification are as follows; number 4, 7 and 8. Question 33: Is there storage to secure the weapons on site between shifts? Yes. Typically the security guards carry their weapons with them when they leave the job site (breaks, lunch, and end of duty). Question 34: If additional staff is required (on call) do the weapons for those personnel need to be the same? Each security guard on duty will carry a weapon and must comply with the specifications listed on page #3 of the bid document under specifications are as follows; number 4, 7 and 8. Question 35: In the insurance section, there is a reference to Commercial Auto and Umbrella Liability: III. All Insurance policies (except Workers Compensation and Professional Liability) shall include Larimer County and its elected officials and employees as additional insureds as their interests may appear. The additional insured endorsement should be at least as broad as ISO form CG2010 for General Liability coverage and similar forms for Commercial Auto and Umbrella Liability.

4 However there is no indication what an amount that would or might be required for either the Commercial Auto & Umbrella Liability. This is a reference to future possible requirements and is there an amount the county has in mind for these to insurance coverage s? Please ignore the reference to Commercial Auto and Umbrella Liability; it does not apply to this bid.
