3 Overview Purpose Bay Area Coastal Protection Alliance (BACPA) is a nonprofit corporation organized in October 2014 under the laws of the State of Texas. The purpose of our organization is to facilitate research and studies regarding alternatives providing protection from hurricane and other storm surge in the Gulf Coast region, to provide information and resources to educate the public about the economic, security, and public safety benefits of such alternatives, and to carry on other charitable, scientific, literary or educational activities within the meaning of Section 501(c)(3) of the Internal Revenue Code of 1986, as amended. Current Board Membership Fredell Pollak Rosen, President, Victor Pierson, Vice President and Treasurer, Jeri Kinnear, Secretary, Fred Burns, Mike Mierzwa and Roy Shaw. Current Focus The current focus of BACPA is raising the necessary funds to support and complete the Ike Dike research and economic impact study that is already underway. Dr. William Merrell of Texas A & M Galveston is the principal investigator. Dr. Merrell, working with the Severe Storm Prediction, Education and Evacuation from Disasters Center at Rice University (SSPEED Center), is leading the most noted experts in this field including Delft University of Technology in the Netherlands, the Dept. of Homeland Security s Coastal Hazards Center, Jackson State University, economist Richard Gilmore at the University of Houston s C. T. Bauer College of Business and others to complete this far-reaching study. The results of this effort will show the feasibility of such a regional surge protection as well as the national impact and cost of not protecting the coastal region from future disasters. During 2014, BACPA raised over $500,000. (See Attachment 1 for sources of income.) BACPA operates on a totally volunteer basis. The organization has no paid staff. Total expenses from for the period of October 2014 (our inception) through December 31, 2014 were $2, (Please refer to Attachment 2 for a complete list of expenses) During our first year of operations, BACPA funded six grants totaling $350,000. The Board of Directors of BACPA unanimously supported these grant requests that furthered this regional solution to surge protection for the Houston/Galveston area. (A list of grant recipients is included as Attachment 3 and their reports are also included following Attachment 5.) 3 Page
4 Summary Extensive research by Texas A&M Galveston and the SSPEED Center has proven that a regional response plan is the only plan that will protect our entire region and is fair and equitable to all citizens. This plan continues to gain momentum and acceptance. (See Attachment 4 for a list of key cities, communities and other governmental bodies and industry associations who support this Ike Dike concept and Attachment 5 for a map that clearly shows the overwhelming support of the geographic area.) The list of resolutions, the list of more than 100 companies that form the East Harris County Manufacturing Association and the map showing the geographic support give you a glimpse at the overall acceptance of such a barrier. Those who live and work in this region realize this is a no brainer. Stop the surge by protecting the bay at the outer coastline. The Dutch have done so successfully for more than 50 years. It is way past time for our region to be protected. We need to focus on protection rather than rebuilding after the fact. Protection is infinitely less expensive than the billions of dollars in damages caused by storm surge. The more difficult work of winning in the State Capitol and Washington, D.C. remains our toughest obstacle. Billions of dollars have already been directed toward protecting the east coast from the damages of a storm like Sandy. a storm that wasn t even a hurricane. Our region has seen nothing. One day, sooner or later, a surge suppression system for the Houston-Galveston region, based on the best science in the world, will become a reality. We hope that Mother Nature does not bring on another disaster before the protection is in place. 4 Page
