Proposal to have a representation of and Director at the presentations, then report back to the Committee for their final proposal. - Proposal to appoint the Deputy to chair the process of allocating the EU CH 2015, as Aachen is a bidder. 1
2 5 Reem Acra FEI World Cup Final Dressage - Update on qualified riders - Strategy for Extra Places - Stakeholders meeting TAS TAS ** ** 6 WDM Nations Cup 7 Allocation WEL WC-Q season 8 Categorization of Events. Report from the working group 9 Dressage Development: according to decision of the DC, a survey will be made to have an overview of the Dressage level and organization in each country as basis for further development of the Dressage. Kyle Riplinger will do the actual work TB/HM * EL ** 10 Olympic qualification process experiences /TAS 11 Olympic issues Qualification process - Format - Process - Other issues This is meant as an initial discussion, and will be continued in the in person meeting in July /TAS AOB Minutes 1. Welcome and approval of minutes of last meeting The opened the second meeting of the year and welcomed all. The Minutes from the previous meeting 31 January 2012 were approved. 2. Appointments of Officials WEG 2014 The Dressage Director (DD) informed the Committee that the TD and Chief Steward for the WEG 2014 needed to be appointed. The WEG being held in France, someone fluent in French was needed. The DC agreed to the DD s suggestions, and names will be public when they have accepted this appointment. 2
3 Long Lists World Cup Final 2013 and EU-CH 2013 The DD had distributed lists compiled by the JSP with suggestions for Judges for the Long list for the World Cup Final 2013 and the EU-CH The Committee expressed their need for more discussion about the candidates. Decision: For the 2013 World Cup Final and EU-CH, the Long lists would be discussed with the JSP in April in den Bosch before any decision was taken on them. 3. Proposal for Allocation of EU-CH-Y/J 2014 The DD informed the Committee that one application had been received for the EU-CH-Y/J 2014, from Arezzo (ITA) for 9-13 July This was a bid for Dressage only, so the DC would decide whether to support it, and it would then go to the Bureau for allocation. Decision: The DD was to find out further information from the OC and inform the DC, who would then decide on their support. 4. Allocation of Championships World Cup Final 2015 The informed that two bids had been received for hosting the World Cup Final 2015, Las Vegas (USA) and Guadalajara (MEX). Both bids would be presented during the time of the Sports Forum in Lausanne on 2 nd May 2012, and both the DD and the would be present, and then share the information with the DC. The DC agreed to this. The date of the Final would also need to be discussed, to potentially hold it a little earlier in the future. The possible consequences of this would need to be examined. For Dressage, they should not be overly important, only the CEL with currently having its qualifiers over summer and autumn, and then a League Final late in spring, was a concept that needed reviewing. EU-CH 2015 As Aachen was a (sole) bidder for the EU-CHs 2015, the would not be part of this discussion; instead the Deputy was to lead this. The date of the presentation had been set to the 26 th of April to the Evaluation Committee (who discusses non-sports issues). An information sheet about the bid would be prepared for the DC, who would then hold a Conference call without the to discuss this. The DD reminded that other disciplines were also involved hence it could be a complex situation. Decision: The DD would provide information on this bid to the DC, who would then take a decision without the being involved. The DD and the Deputy would handle this issue. 3

Reem Acra FEI World Cup Dressage Final 2012 The DD updated the Committee that all 9 qualified Riders from the Western European League had confirmed their participation; from the Central European League, two Polish riders had qualified, confirmation was still pending (since then received), the Pacific League had confirmed their one rider (R. Sanna), the North American League their two riders (J. Ebeling and S. Harding). There was no rider from South America/Asia. The title defender, Adelinde Cornelissen, had confirmed her participation. Therefore there were 3 extra places (2 FEI extra starting places and the unused SAm/Asia spot) and the FEI had received 6 applications, four of which were the next riders on the ranking list. The DC decided to give the extra starting places to Jeroen Devroe BEL, Mikaela Lindh FIN and Siril Helljesen NOR in order to ensure having as many nationalities as possible. Jenny Schreven NED, would be first reserve, followed by Sebastien Duperdu FRA and Luis Principe POR. The NFs concerned were to be informed by HQ. The reserves would be invited to participate in the CDI4* and the latest time for substitution for the CDI-W would be immediately following the CDI-W horse inspection (19 th April). Stakeholders meeting The informed that the members of the Stakeholder groups had been invited to a meeting on 19 th April at 2 pm, where they would be updated on the work of the DC. The statistics of 2011 would be presented by the DD. The members would also be invited to come up with ideas and feedback on the way Dressage was moving forward. The survey questionnaire itself may not be finalised yet by that time, but the members can be informed about it and invited to give input. Also the Action plan was to be presented. Conclusion: The DC allocated the extra starting places to BEL, FIN and NOR, with NED, FRA and POR as reserves in this order, and the reserves invited to participate in the CDI4*. HQ would formally invite the NFs. A stakeholders meeting was to be held 19 th April at 2 pm. 6. World Dressage Master and Nations Cup The informed about a meeting held in Düsseldorf on 15 th March with the, the DD and Carsten Couchouron (FEI Commercial Director) from the FEI, and gave a general update. Conclusion: The DC would be kept informed in this matter. 7. Allocation WEL World Cup Qualifiers season The organisers are happy to know they are secure for one more year. Decision: The same OCs would be invited to organise the WEL Qualifiers in 2013/14 as in 2012/13, with the exception that Gothenburg becomes a Qualifier and Lyon the Final. 8. Categorisation of events Report from Working Group Thomas Baur thanked especially Harald Müller, but much input had also been received from Jumping. A paper had been made and distributed to the DC. 4
5 Decision: The evaluation of data from events and its use in categorisation of events would be observed when discussed for Jumping at the upcoming Sports Forum by the and DD, and then discussed further with the DC at the in-person meeting in August. 9. Dressage Development Survey Kyle Riplinger (HQ) joined the call and introduced himself to the DC. He was to do the practical work at HQ related to this survey. The Deputy, in charge of this project, had already discussed the survey over a conference call with HQ. She had submitted a list with subjects/questions, which Kyle would make more targeted and specific. The reason for purpose of the survey would also be given to the NFs, along with possibly some kind of incentive to motivate them fill it out. The FEI Solidarity department would also be consulted. David Hunt had also submitted some suggestions for the survey. Kyle was to start working on the survey on 10 th April, sending it out to the NFs that week, giving them 3 weeks to respond and then taking 2 weeks to analyse the responses and make a report. Decision: Kyle Riplinger was to start work on the survey on the 10 th April together with the DD and the Deputy, and after three weeks late, start analysing the results and compile a report. 10. Olympic Qualification Process experiences The DD informed that the qualification system in general worked quite well without too many unclear factors. Two problematic issues were new events appearing in the middle of the season, often made to suit the needs of a few riders, with so far no rule to stop this. Another issue was a number of riders changing nationality just before the end of the qualification period and being able to bring their previous points with them. According to the Legal Dept, this could not be prevented under the current rules. The work has already begun to improve what needs it for the next Olympic Games. More information on this was to be provided in the in-person meeting. Decision: Problematic issues related to the Olympic qualification process were being examined in order to be corrected for the next Olympic Games. More information to follow in the inperson meeting. 11. Olympic Issues 2016 The DD stated that more would be known on the IOC view at the in-person meeting, guidelines had been sent out for the 2016 qualification process, and he reminded that the FEI could not change any IOC guidelines common to all sports. The DD was to gather all information available for the in-person meeting. Decision: These issues were to be discussed at the in-person meeting. 5
6 AOB Thomas Baur asked about the protest from the DOM NF. The DD gave an update. The issue of nosebands was discussed. The thanked the DC for the meeting; an informal meeting was to be held in April in den Bosch where all except the Deputy would be present.
