2 Special Projects Officer Freeman works diligently to ensure the Department is up-to-date with regard to training, policy, and state laws. Officer Megan Freeman is our CALEA (Commission on Accreditation for Law Enforcement Agencies) Accreditation Manager, as well as our Training and Grant Coordinator for the Addison Police Department. Megan ensures the Police Department is in compliance with all traffic-related CALEA standards, which hold our agency to a higher standard, and has an entire chapter of CALEA standards dedicated to traffic. She works closely with the Traffic Sergeant and Grant Writer by searching for and obtaining traffic grant monies. In 2009, we received a Labor Day grant in the amount of $5376, and we continue to apply in fiscal year 2010 for additional traffic grants. Megan also distributes all training materials following a thorough review to verify the information is in accordance with all state laws, policy, and procedures. She approves all lesson plans created by members of our Department and assures the plan covers necessary policy and procedures. 16

5 An occupant protection and child safety seat roll call training class is conducted to help Officers understand the basic concepts and principles of how to check if a child and the safety seat is installed properly and secured, as well as to review the state law(s) pertaining to occupant protection. This presentation is given by one of our eight Certified Safety Seat Technicians. Officer Nisbet demonstrates to Patrol Officers key points to look for to ensure a properly installed child restraint system. The training is provided as a means of ensuring Officers remain cognizant of checking any safety seats they encounter while on the job. An outline with the definitions of each safety seat, age recommendations, installation techniques, tightness checks, and the actual law are given to the Officers so they can keep them in their duty bag to refer to when needed. 19

6 The Illinois Saved by the Belt Program recognizes drivers whose lives were saved or injuries significantly reduced because they were wearing a safety belt at the time of a crash. The program is a great asset to the State in that it is used: To emphasize safety belt use; To use these drivers as a role model for safety belt use; and To increase public awareness on the benefits of safety belt use. Officer DiFatta discusses the Saved by the Belt Program and how important it is to actively participate in this program. The Addison Police Department recognizes the importance of the Saved by the Belt Program and its reward to motorists in order to save lives. The Traffic Safety Unit annually provides training about this program, reiterating to Officers the importance for them to wear their, seat belt and to educate and enforce this law, to further reinforce one of the Departments most important goals - reduce injuries in crashes. 20 Officers are reminded if they are investigating a traffic crash and feel the use of that driver s and / or passenger s safety belt saved the person from the risk of injury to complete a Saved by the Belt entry form for that person.

7 To keep our Officers proficient with the tools we use, Traffic Safety Officers provide training on the use of our RADAR and LIDAR units. Certified RADAR / LIDAR instructors give a presentation to go over the basic concepts and principles of the equipment. Calibration, restrictions, case law, testifying in court, and a practical are covered in addition to the basics. The purpose of this training is not only to further educate Officers, but also to encourage them to use an ancillary means for enforcing speeding laws. LIDAR / RADAR Instructor Nisbet reviews with other Officers how to work the Pro Laser III. 21

8 Every year, impaired drivers cause thousands of traffic deaths and injuries. Addison Police Officers play a leading role in getting these drivers off our Village s roadways. Officers must be skilled in detecting impaired drivers and administering Standardized Field Sobriety Tests (SFST's). This unit of instruction provides an eight-hour refresher course intended to get Officers more proficient in recognizing and interpreting evidence of DUI violations, administering and interpreting SFST's, and describing DUI evidence clearly and convincingly in both written reports and verbal testimony. The refresher class utilizes a PowerPoint presentation, as well as in-car video of traffic stops from our Police Department, dry lab videos, and an on-hands practical to keep Officers current with their knowledge of DUI enforcement. 22

9 A DUI Processing Help Book was created in 2009 by our top DUI enforcement Officer as a reference guide for the Department. The help book serves as a reference guide for processing Aggravated DUI, Zero-Tolerance, Hospital DUI s, and DUI Drugs. The reference guide is filled with state laws, a breakdown of the non-consensual blood draw law, and administrative code for breath alcohol testing, and has flow charts for most types of DUI arrests encountered. Officer Zajdel reviews the DUI Help Book prior to calling the Assistant States Attorney. Roll call presentations are given throughout the year on each topic, along with scenario based questions and answers given by the presenter. Additionally, in this book is information pertaining to DUI traffic crashes, obtaining search warrants, and tips on completing the complaints and reports. This book has helped make arrests easy to follow and time efficient by having information immediately available. 23

10 Officers in the Traffic Safety Unit of the Addison Police Department understand how crucial it is that all Officers on the street are continuously learning and staying current with as much information as possible. Staying current includes staying up-to-date with state laws, policy and procedures, and anything an Officer on the street can do to save a life. Throughout the year, Officers are given training in occupant protection, speed enforcement and impaired driving. Our training goes above and beyond some of the essential training. The entire Patrol Division and Sergeants are required to attend all roll call training sessions. Sergeant Tierney gives a roll call presentation on crash reduction. In 2009, Officers were trained in railroad crash investigation, hazardous material, and crash reduction. The railroad crash investigation covered how to shut down the railroad line, signaling other engineers of a hazard, what information is needed, who to talk to, and completing a crash report. The crash reduction presentation identified key points to help reduce squad car collisions, such as not to rely on the Opticom 24 System at intersections and the state law of emergency vehicles operating emergency equipment. Our records department uses a program, CopTrak, to keep records of all Officers training.

11 The Addison Police Department has a great working relationship with the Addison Fire Protection District. For this reason, we utilize each other s expertise in cross training. In 2009, the Addison Fire Department provided us with a presentation on Hazardous Material and steps to take for a traffic crash involving a truck containing Hazardous Material, along with a review of the Emergency Response Guide book. The Police Department provides the Fire Department with training on crash investigation, with a heavy emphasis on what they can do to not contaminate key road or vehicle evidence for a crash reconstructionist. Officer Kopec studies the Emergency Response Guidebook. Officer Freeman reviews the Emergency Response Guidebook with Fire Fighter / Paramedic Chris Mansfield. 25

12 The Addison Police Department has two State Certified Crash Reconstructionists who are called to the scene of every fatal crash in the Village of Addison. To help enhance the skills of all Evidence Technicians, the Reconstructionists give a Crash Investigation for Evidence Technicians class. This class provides Evidence Technicians guidelines to follow for assisting at a traffic crash investigation. Key points of the instruction included: what to do when (s)he first arrives on the scene of a crash, what photographs to take, and working with the on-scene Crash Reconstructionist. There was also a review of the Department s policy regarding Accident Reporting and Investigation. Officer Weinbrenner explains to Evidence Technicians the steps to take when they arrive on the scene of a crash. Our Evidence Technicians take advantage of this training to ask questions they may have and for the Reconstructionist to explain why they do specific tasks in a certain way while doing a crash investigation. 26

13 Addison's Traffic Safety Officers are specially trained investigators in traffic crash reconstruction and investigation. Schooled at Northwestern University in Evanston, Illinois, Officers are called to the scene of all serious and fatal vehicle traffic crashes. The Addison Police Department has two Illinois State Certified Reconstructionists and five trained Crash Investigators who are trained to document and process a scene for the Reconstructionists. The Reconstruction and Crash Investigators conduct a number of inservice practicals to stay refreshed on scene documentation, evidence collection and the use of their array of equipment. Crash Investigator Wadsworth documents the crush on the Dodge Viper with Certified Village of Addison Mechanic Michael Chow. Crash Reconstructionist Weinbrenner is creating a to-scale diagram of a crash scene using our Leica Total Station equipment. 27

14 Videos are another useful tool our agency utilizes to train Officers. When a video is seen by one of our Officers that may be useful and/or educational to our Department, (s)he forwards this information to the Traffic Sergeant. If the Traffic Sergeant feels this video would be a suitable training tool, it is passed along to all of the Sergeants, and it is required that these videos are viewed by all personnel. Below are videos we viewed in 2009: The Michelle Norton s Story tells the compelling narrative of a mother whose two sons were killed in the course of a law enforcement officer s emergency response to a report of domestic violence. The P.U.R.S.U.E. video is intended to heighten our awareness of those factors involved in pursuit decision making. This video improves understanding of what pursuits involve and will educate Officers on how to respond more effectively to reduce the dangers of death, injuries and crashes from occurring. 28 Officer Avello and Officer Muniz view the Michelle Norton s Story video.

15 Saving Lives, One Stop At A Time shows our Officers proactive traffic enforcement efforts to reduce needless tragedies from occurring while simultaneously detecting criminal activities, helping to accomplish our goal of saving lives and reducing injuries. Your Vest Won t Stop This Bullet reinforces to Officers the deadly threat to emergency workers, roadway construction crews and themselves, threats all of them face on a daily basis: Unpredictable drivers. 29

16 Lifesavers is the premier National Highway Safety meeting in the United States dedicated to reducing the tragic toll of deaths and injuries on our nation's roadways. The conference addresses a wide range of safety topics, from child passenger safety and occupant protection to vehicle safety and technology. It offers the latest information on advances in roadway safety, and for this, the Traffic Safety Unit tries to attend the conference ever year. The conference strives to base workshops on evidence-based programs, which can be replicated in communities throughout the country. 30 By attending this conference in 2009, we were able to bring back ideas to our Department which were later implemented. One example is building a better relationship with our school districts to provide further education and safety to both the administration and students. Ideas learned at this conference have allowed us to work closer with School District 4 to build upon the Safe Routes to School Program.

17 Illinois Traffic Safety Leaders is an organization which encourages support for, and participation in, state and community programs. They create opportunities for the development and evaluation of traffic safety movements in Illinois and establish a channel for the exchange of information on traffic safety activities of statewide service organizations and advocacy groups. The beneficial information that comes from their conference and newsletters can do nothing but help our traffic safety efforts. We have several members of this organization attending their annual conference in Lombard, Illinois. We also use valuable information in their newsletters to pass along to our Patrol Officers. Seeing the need for a way to share information and experiences, the Illinois Association of Technical Accident Investigators was created years ago. Addison s two State Certified Reconstructionists are members of this organization and find the wisdom gained from being members to be insightful. Due to a tight financial budget in 2009, these members were unable to attend the annual conference, but still find their newsletters and networking opportunities an advantage to promote traffic safety through crash investigations. 31

18 North East Multi-Regional Training (NEMRT) provides in-service training to law enforcement personnel throughout the metropolitan Chicago land area. 20 Monthly online training is conducted using The Police Law Institute. Traffic-related issues covered in 2009 were: Vehicle Stops and Officers Safety; Danger During Pre-Arrests; and Vehicle Searches. All sworn personnel, from the Command Staff to the Patrol Officer, are required to complete this training. The Traffic Safety Unit had a wide variety of networking opportunities through neighboring agencies. These neighboring agencies notify us about training they are hosting and/or conducting and invite us to attend. In 2009, members of the Addison Police Department have attended training classes or seminars on Emergency Scene Roadside Management, Rail Safety for Emergency Responders, Railroad Grade Investigation, Truck Legislation, and VIN Cloning & Motor Vehicle Title Fraud. 34 Lombard Truck Officer Menolascino discusses the new Illinois state laws going into effect in 2010.

21 DuCART (DuPage County Accident Reconstruction Task Force) is a county-wide crash investigation team created to assist other agencies with the experienced Crash Reconstructionists / Investigators and Evidence Technicians specially trained in traffic crash investigation. This program helps bolster prosecution of impaired drivers and other motorists involved in fatal crashes by using the most up-to-date technology and equipment. The DuPage County Accident Reconstruction Task Force was formed in May 2009 with the purpose of providing assistance and support to any law enforcement agency in DuPage County in the investigation of traffic crashes involving death or great bodily harm. Two officers of the Addison Police Department were selected to act as team leaders for two of the six call-out teams. These Officers regularly make themselves available to assist with any crash investigation throughout our County. They also attend monthly meetings which provide them with additional or refresher training. At times, they are asked to create presentations and provide training to other members of DuCART. Some training classes include: operating total station equipment, mock crash reconstructions, and working with the CDR (Crash Data Retrieval) System. Officer Nisbet and Weinbrenner complete a practical with scene documentation of a roadway using the Total Station. 35

22 The CERT (Community Emergency Response Team) program is an eight-week program designed to train residents to have the basic response skills needed when a disaster or major emergency occurs. The Village of Addison has great residents we can rely on in our time of an emergency! When the Traffic Safety Unit has a major event, such as a roadside safety check or community function, the CERT team is activated to assist us with traffic flow and a variety of other duties. Traffic Safety Officers teach a Traffic Control and Direction Course to the CERT members. Topics in this course cover safety priorities and equipment, different traffic control situations, as well as how to direct traffic and stage a scene. Not only are the CERT members an asset to our Police Department with regard to special events, but also with our public relations activities. CERT members assist us with the operation of our traffic safety booths, child safety seat events, and a lot of other functions. 36 CERT members break into groups and determine how they would coordinate a traffic operation at a community event.

23 The Addison Police Department is committed to the philosophy of Community Oriented Policing (COP) and continues to develop and support partnerships with our residents. The COP/CERT Association provides an opportunity for residents who have participated in our Citizens Police Academy or CERT (Community Emergency Response Team) class to continue their understanding and partnership with our Department. It is also an opportunity for the Police Department to develop ideas and strategies for policing that meet the needs of the residents of our Community. These residents are assigned a RADAR gun and a spread sheet form, in which they document speeding vehicles in various neighborhoods throughout the Village of Addison. They also are assigned to school zones to document vehicles passing school bus stop arms. A representative from the Addison Police Department will then send the registered owner of the offending vehicle a letter advising them of the violation, hence, educating the public. These Citizens on Patrol are a great asset to our Community, as they are the eyes and ears since we cannot be everywhere at once. CERT members Joan Kusnierz and Tammy Bishop assist the Police Department by watching violators drive by the school buses at Fullerton School. 37

24 The Addison Police Department has sixteen seasonal School Crossing Guards. Their primary duties are crossing students and all other pedestrians at their designated crossing points. Crossing Guards are given a pre-training written test prior to hiring. After the training class is completed, a final written test is administered. After this training is completed, there is on-site training scheduled with the new Crossing Guard. Additionally, Crossing Guards are given service training twice annually. A Crossing Guard Evaluation form is also completed, which evaluates judgment, initiative, attitude, compliance to rules and observance of work hours. The Addison Police Department also uses Crossing Guards to cross students for intown school field trips, during the summer, the Crossing Guards duties include summer school crossings and field trip crossings for our local resource center. Crossing Guards further assist in crossing pedestrians for our town festivals and Fourth of July activities. The Crossing Guards attend pre- and post-school meetings held with the Traffic Safety Unit Commander, Sergeant, and Traffic Officers. During these meetings, training, safety concerns, and duties are discussed. During the first two weeks of school, the Crossing Guards complete a school crossing survey for each of their designated crossing points. These forms are evaluated and any safety issues are addressed. 38 Commander Moffitt speaks with the Crossing Guard(s) at the beginning of the school year.

25 Our Traffic Safety Unit teams up with our Crime Prevention Unit, Addison School District 4, and AAA to provide training to all 5 th graders wishing to participate in the AAA School Safety Patrol Program. The Addison Police Department works closely with the schools and Community to develop educational and safety programs for motorists, pedestrians, cyclists, and children, including public service, by focusing on the young volunteers who help make our schools safer. Officers train the students to work with their assigned Crossing Guard about school zone and crosswalk safety. They learn to teach and act as a role model for other students, as well as learn the value of community service. Patrol boys and girls are taught the proper stance and location to safely obtain pedestrian cooperation. Prior to their deployment, the students complete a practical and written exam, receive their certificate and patrol belt. Crime Prevention Officer Peterson answers questions the soon-to-be patrol boys and girls have. She also has them demonstrate how to use their arms to stop others from crossing the road. 39
