5 education & youth 3 Egemen BAĞIŞ Minister for EU Affairs and Chief Negotiator European Union is the greatest continental peace project of the history based on the ideal of world peace as a reaction against the destruction caused through World War II and which targets the peaceful living of different cultures with each other in the same geography. Countries bringing the European Union into existence actually host different motives that form a tableaux of peace which becomes more beautiful thanks to cited differences that are combined in harmony with each other. Our country progressing more and becoming stronger with each passing year will enter to the most beautiful place of this tableaux as rightfully deserved thereby in the near future. Education and Youth Programmes carried out through the National Agency which has celebrated the 10th anniversary thereof recently are one of the most important tools at this stage incident to adoption of the European Union accession process- in other words, inclusion of our people in this process- by our citizens. Today, while we are taking a step closer to our goal of membership of the European Union every passing day thanks to the projects carried out in every corner of our country, we are also opening new windows of opportunities in the lives of our people through uncovering the creativity therein. Multiculturalism, one of the most important principles of the European Union, is one of the main pillars of the Education and Youth Programmes of the European Union. Anatolian culture, existing in different forms in every corner of our country, combines with other cultures in Europe by virtue of these Programmes and via this way prejudices that have survived until today are eliminated. 81 Cities 81 Projects Festival held in Istanbul due to the 10th anniversary of the National Agency is in this sense therefore very important. National Agency projects carried out in 81 provinces representing the various forms of our Anatolia culture have met in Istanbul, the world capital to celebrate the anniversary of the National Agency and gave the message of Alliance of Differences to Europe. I would like to thank the participants and National Agency staff for their work incident to this event realized by attendance of our Prime Minister Recep Tayyip ERDOĞAN as the honor guest. 7 education & youth 5 Bülent ÖZCAN Director The Turkish National Agency (Türk Ulusal Ajansı), as one of the most important institutions in the European Union accession process of Turkey, has been serving for 10 years as a bridge coordinating knowledge, experience and cultural exchange between our country and Europe. Tens of thousands of Turkish citizens have enjoyed the chance of knowing European culture and the way of life in European countries as well as opening new windows in terms of personal and vocational development thanks to EU Education and Youth Programmes. The Turkish National Agency, albeit a relatively new institution compared with many other public institutions, has scored remarkable successes in the last 10 years since the inception. Much as only eight thousand people benefited from the European Union Education and Youth Programmes in 2004, the dedicated efforts of the National Agency reached many citizens with each passing year and we were able to send more than 61 thousand Turkish citizens to Europe by Our experts working within the Turkish National Agency travel from one city to another each and every year and enlighten our citizens about opportunities in Europe while providing our citizens with information regarding Turkish National Agency and its facilities through effective utilization of radio, television, press and social media tools. Recently, we celebrated the 10th anniversary of the National Agency in İstanbul the world s capital where all civilizations meet and which is the most western city of the east and the most eastern city of the west. And we crowned the 10th anniversary of the National Agency with a festival where 81 cities met with 81 projects on May 9, the Europe Day which was followed through May 10, our day of establishment as a nice coincidence. Each province of Turkey was represented by a project in our project festival honored by our Prime Minister, Mr. Recep Tayyip Erdoğan and the project owners shared their experiences in the field of the festival with more than 5 thousand visitors. I extend my thanks on behalf of the National Agency to Mr. Recep Tayyip ERDOĞAN, our Prime Minister, Mr. Egemen BAĞIŞ, our Minister for EU Affairs and Chief Negotiator who honored our 81 Cities -81 Projects Festival, the project beneficiaries and visitors who came from all the cities and celebrated our 10th anniversary with us. 11 education & youth 9 Provincial Briefings of the National Agency for the First Period of 2013 Every year thousands of projects and individual applications are accepted within the scope of the Lifelong Learning and Youth Programmes. One of the most important issues that the National Agency emphasizes is ensuring that the projects selected to be supported are carried out in a more sound and qualified way and that the benefits obtained from the programmes by the beneficiaries, institutions and consequently from our country are increased. The Turkish National Agency aims to create a diverse beneficiary distribution by enlarging the target audience who has not yet meet the programmes. In this context, our provincial briefings for the first period of 2013 were carried out in Şanlıurfa, Istanbul, Izmir and Burdur Province. The meetings that began on March 21, focused mainly on the Youth Programme due to the completion of the 2013 year applications of many activities within the scope of the Lifelong Learning Programmes. The Provincial Briefings for the Second Period of 2013 will be held during October-December period in 35 cities. Our Minister participated in the EU Funds and Opportunities for Istanbul conference Mr. Egemen BAĞIŞ, Minister for EU Affairs and Chief Negotiator made a speech in the EU Funds and Opportunities for Istanbul conference held on January 19, 2013 by the Ministry for EU Affairs at the Istanbul Haliç Convention Center. Mr. Egemen BAĞIŞ, Minister for EU Affairs and Chief Negotiator also attended the EU Funds and Opportunities for Istanbul meeting performed under his auspices thereof which had broad participation of civil society organizations. Mr. Egemen BAĞIŞ stated that civil society organizations have an important role in Turkey s EU accession process and much as they were a little nervous due to bringing together civil society organizations for the first time they saw that all of them contributed to the process. 12 10 education & youth Our Minister Mr.Egemen BAĞIŞ visits a Comenius Project Mr. Egemen BAĞIŞ, Minister for EU Affairs and Chief Negotiator, Mr. Osman EKŞI, Governor of Beyoğlu, Mr. Osman BALCI Beyoğlu District Director of National Education and foreign students who came to Turkey joined the program held at the İhsan Şerif Primary School in Hasköy district within the framework of April 23, National Sovereignty and Children s Day celebrations Students coming from Spain and Greece to Turkey within the scope of Comenius project of National Agency expressed their feelings by saying We are happy to be in Turkey. We are learning a different culture. Our friends here treat us very well. The atmosphere is very good. Local folk games prepared by the students of İhsan Şerif Primary School were watched with great interest by citizens. After the show, Mr. Egemen BAĞIŞ, Minister for EU Affairs and Chief Negotiator gave various gifts to the foreign students who came to Turkey for the Comenius project. Mr. Egemen BAĞIŞ had aplenty photographs taken with children and gave special interest to them. GaragErasmus set out from Istanbul with the participation of our Minister NEWS FROM OUR AGENCY Erasmus Program carried out by the Ministry for European Union Affairs and the Turkish National Agency, within the scope of the Lifelong Learning Programme which provides financial support gratuitously that higher education institutions in Turkey and Europe produce and implement joint projects and make short-term exchange of students and staff. Turkey was included to the Erasmus Programme on 2003 which is already in practice in Europe for 25 years. Approximately 90 thousand students and academic staff actively participated in trainings in universities of European countries in 10 years thanks to the cooperation and projects carried out under the Erasmus Programme. In this context, the number of students and academic staff who came to our country from European countries reached approximately the number of 40 thousand. Within the framework of the works to make Erasmus Programme visible and known the Ministry for European Affairs and the Turkish National Agency held a meeting with the title GaragErasmus-Istanbul in Istanbul on April 20, 2013 in cooperation with the GaragErasmus Foundation which aims to gather the Erasmus students in Europe under one roof. The meeting in which Mr. Egemen BAĞIŞ, the Minister for European Affairs and Chief Negotiator, honored the opening part of was held with high level participation from the European Commission Delegation to Turkey, university rectors, mission representatives of European countries residing in Istanbul, public and nongovernmental organizations and the business community. Please find the full message at: egemenbagis.com/tr/ CITIES- 81 PROJECTS- Opening of the 10th Year Festival of the National Agency was made by our Minister Mr. Egemen BAĞIŞ, Minister for EU Affairs and Chief Negotiator, inaugurated the 81 Cities of 81 Projects Festival organized at the Haliç Congress Center due to 10th anniversary of the National Agency. Mr. Egemen BAĞIŞ stated that 70 thousand people from Turkey s 81 cities will be sent to Europe this year for education through the European Union funds and added the following: Last year, this figure was 61 thousand, and the year before it was 44 thousand. We started with 8 thousand, and reached 70 thousand. Our motto is, Do not stop, keep going. Now to study in Europe, is not something that belongs to upper class in Turkey. Every citizen from 81 cities of Turkey can go to training programmes in Europe making the necessary applications and preparing the required projects. Now we have national programme projects in which everyone can partake from 7-year-old ones to 70-year-old ones from all cities such as Mardin, Şırnak, Edirne and Rize. 14 12 education & youth ECTS and DS Label Award Ceremony for 2012 Term Prizes of our higher education institutions who have deserved to receive Labels due to their success in the applications for 2012 period regarding the European Credit Transfer System and the Diploma Supplement Labels issued through the European Commission were given in a ceremony by the Center for European Union Education and Youth Programmes hosted by Ege University in Izmir Labels of 19 institutions of higher education that deserved to have Diploma Labels and 11 institutions of higher education that deserved ECTS Labels were delivered through a ceremony to the university rectors after the opening speeches has been completed of Mr. Bülent ÖZCAN, the Deputy Chairman of the European Union Education and Youth Programmes, Prof. Dr. Candeğer YILMAZ, Rector of the Ege University, Ms. Virve VIMPARI, Deputy Head of the Delegation of the European Union to Turkey, Dr. Fatih HASDEMİR, Deputy Undersecretary of the Ministry for EU Affairs and Prof. Dr. Gökhan ÇETİNSAYA, Director of Council of Higher Education Cities 81 Projects Festival was realized by the participation of our Prime Minister Recep Tayyip ERDOĞAN Our 81 cities 81 Project festival organized in Haliç Congress Center was performed with the participation of Mr. Recep Tayyip ERDOĞAN, our Prime Minister and Mr. Egemen BAĞIŞ, Minister for EU Affairs and Chief Negotiator and Ms. Jean Maurice RIPERT Head of the Delegation of the European Union to Turkey on May 10, Projects from 81 cities were exhibited in at the event organized due to10th Anniversary of the National Agency where citizens had the opportunity to receive information of to the projects and to meet with the owners. Our Minister Egemen BAĞIŞ and our Beneficiaries were on NTV NEWS FROM OUR AGENCY Mr. Egemen BAĞIŞ, Minister for EU Affairs and Chief Negotiator attended the program named Turkey s Future in NTV TV Channel with some of the young people who are beneficiaries of National Agency on the occasion of May 19, Commemoration of Atatürk, Youth and Sports Day. Mr. Egemen BAĞIŞ said in the program that National Agency is an institution of Turkey which provides facilities to Turkish citizens to find education and youth opportunities abroad thanks to the European Union Education and Youth Programmes. Young people who benefited from National Agenccies Youth Programme projects and whose lives changed positively through cited projects also partake in the program as well as Mr. BAĞIŞ. Robert Cem OSBORN, a member of the Down Syndrome Association, Salih YÜCE President of the Turkish Youth Accumulation Association, Sabne NABOWITZ, European Voluntary Service Participant, İbrahim Halil KILIÇ member of the SAP Youth Association, Levent YÜCEL, Manager of the Community Volunteers Foundation and Ahmet KATIKSIZ Coordinator of the SAP Administration explained their success stories achieved thereby thanks to the National Agency. Furthermore, Leila Van REHEENEN, a trainer of the National Agency and Ali Aslan ÖZASLAN President of the Gaziantep Education and Youth Association also participated to the program from outside and shared their experiences. Deputy Chairman of the National Agency Bülent ÖZCAN, was the guest of the program named Türkiye de Sabah (Morning in Turkey) aired on TRT Turk TV channel on Monday, May 20, between 07:00 to 08:00 hours. The Youth Week and the 81 Cities 81 Projects Festival organized last week for the 10th anniversary of the National Agency were discussed in the Program. European Youth Week Many activities such as nationwide seminars, street demonstrations, conferences, press meetings, briefings, workshops, stand screenings, interviews, questionnaires, speeches, radio and television programs and contests were performed in the European Youth Week organized through Eurodesk Network of Turkey and the Youth Programme of the Turkish National Agency jointly. Local Media Briefing, Istanbul Mr. Egemen BAĞIŞ, Minister for EU Affairs and Chief Negotiator who came together with the local media members in the Local Media Briefing organized at the Baltalimanı Portaxe Restaurant pointed out that the local media was strong in the developed countries of the world and said People see that the problems of the region will affect their own lives. We, the Ministry, made intensive efforts for the strengthening of the local media in Turkey since four years and the Ministry for EU Affairs is the only ministry which has a separate press consultancy for local media in Turkey. Mr. Bülent ÖZCAN, the Deputy Chairman of the National Agency, the officials of the Ministry for EU Affairs and the officials of the National Agency attended the meeting. Ministry for EU Affairs, Istanbul Conference A Common Future for Turkey and the European Union against Global Challenges, The conference, which opening was honored by Mr. Recep Tayyip ERDOĞAN, the Prime Minister of the Republic of Turkey was held in Istanbul on 7-8 June The conference was organized with co-financing of EU funds and the Ministry for European Union Affairs. This conference is in fact a COMMON FUTURE ASPECT inasmuch as it claims to contribute to the future of both the EU and Turkey - EU relations. New opportunities of cooperation and dialogue in Turkey - EU relations were created on the common ground provided by the conference and more importantly, a critical step was taken for building a common and secure future. Prominent representatives of civil society, media, academia and the business world have come together at the conference where ministers from Turkey and Europe have been invited to make the opening speech. 16 14 education & youth ACA Membership The membership application of our institution to Academic Cooperation Association (ACA) with the status of a non-profit association based in Brussels aiming co-operation in the field of higher education has been resulted. Our institutuion directorate has been accepted as a member of the Academic Cooperation Association, currently National Agencies of 13 countries are members of the Union. It is in particular aimed to take an active role in internationalization and mobility in the field of higher education. National Agency in Kanal D Europe TV Channel Mr. Bülent ÖZCAN, the Deputy Chairman of the National Agency, answered questions related to the National Agency in Kanal D Europe TV Channel (Euro D) on June 11, Opportunities for Europe were Presented National Agency in A Haber TV Channel Mr. Bülent ÖZCAN, the Deputy Chairman of the National Agency, gave information about free European opportunities to be broadcasted in the Money League program of A Haber TV channel on Sunday, June 23, at At the EXPO ETU Triathlon European Championships in 2013, young people were informed through a pop up stand which was opened in order to promote locally, nationally and internationally the European Voluntary Service program, which gives young people the opportunity for free mobility in Europe. 23 Millions Euro Grants were Allocated for 348 Leonardo da Vinci Mobility Projects NEWS FROM OUR AGENCY The Turkish National Agency allocated 23 million grants for 348 Vocational Training projects in the framework of Leonardo Da Vinci Vocational Training Programme Mobility Activity Turkish citizens will have the opportunity to receive training and education in Europe related with their professions, thanks to the grants allocated in a wide range of variety starting from Vocational High Schools, Universities, NGO s, Public Institutions, Corporations to municipalities Within the scope of the Leonardo da Vinci Programme, Turkish National Agency allocated approximately 100 million Euro grant to 3000 projects, so more than 50,000 citizens, had the opportunity to increase their skills and competencies related with their professions. 20 18 education & youth 81 PROVINCES 81 PROJECTS 10th Anniversary of the National Agency Festival was performed with the opening of our Minister Mr. Egemen BAĞIŞ, Minister for EU Affairs and Chief Negotiator, inaugurated the 81 Cities 81 Projects- 10th Anniversary of the National Agency Festival organized at the Haliç Congress Center. Making a talk here Mr. Egemen BAĞIŞ, said that Turkey s accession process to the European Union at the same time meant Turkey s process of reform, reconciliation and living humanely and added that While Turkey s accession process to the European Union contributes to the democratization, transparency, enrichment and development at the same time it is the most important platform for the reconciliation process. I would like to thank everyone who contributed to this process. The process of the European Union is Turkey s process of reform, reconciliation and living humanely. The process of the European Union is also our process for returning to our original being. What I mean by returning to our original being is that we are the members of a civilization which has said even during the most powerful periods in history that we must make humans live in order to make the state live. What I mean by saying make humans live is that we are living the transition process of applying the every citizen is equal principle in our constitution as the descendants of the ancestors who have embraced all the people without any discrimination. The process of the European Union is the most important platform of Turkey while it contributes to the democratization, transparency, enrichment and development thereof. Our country deserves much more, and we are realizing this in our reconciliation process, in our enlightment process, in our transparency process and in our democratization process namely in our European Union process. Even the little ones and young people who did not go out of their villages before get on a plane and go to Europe Prime Minister ERDOĞAN stated that much as only a short period of 10 years has passed since its inception, a source of more than 1 billion 200 million Turkish Liras was transferred to 21 thousand 93 projects through the National Agency and the total financial support provided by the EU to candidate countries was 10 billion Euros in the period and emphasized the fact that these efforts had very significant contributions to provide the climate of dialogue and peace in the world which is urgently needed today. Today, I will in particular congratulate and appreciate my brothers who run after their dreams and look for ways to achieve them. I m also someone who had such dreams. When I was mayor of Istanbul, I had some dreams. Now I am happy to make these dreams come true one by one. by virtue of the National Agency. Mr. BAĞIŞ continued his speech by saying: Today, our citizens who neither had an opportunity to go out of their villages nor even saw the center of the city they lived can travel to Europe and receive education in Europe without spending a single penny and can open new windows of hope to their life. While we are currently carrying out this program, 13,485 Turkish citizens are enjoying new friendships, projects and opportunities in European countries. Mr. Egemen BAĞIŞ, Minister for EU Affairs and Chief Negotiator, stated in his speech that studying in Europe, is not something that belongs only to the upper class but citizens from all social classes are able to receive education in Europe Ambassador Jean-Maurice RIPERT, Head of the Delegation of the European Union to Turkey said that Turkey is the country that benefited most from EU Education and Youth Programmes. Projects performed in 81 cities were exhibited at our 81 cities-81 projects festival realized the event to celebrate the 10th anniversary of the National Agency on May 10, 2013 at the Haliç Congress Center. Some of the many projects made for youth, women and the elderly including arts, media, social responsibilities and solving the problems of citizens with disabilities are as follows: Down Syndrome Association / Uniting Parents for Children with Down Syndrome Robert Cem OSBORN This is a project carried out under the coordination of the Netherlands in which Turkey, Bulgaria and Romania took part. This project was created with the participation of the partners who are interested in children with Down syndrome and aims to help parents, caretakers and therapists working in this field through education and support groups. The association organized days of celebration in Istanbul, Ankara and Izmir on March 21, 2012 World Down Syndrome Awareness Day and created a huge awareness campaign. FILE Can AYAN, 15-year-old and Robert Cem OSBORN 17-year-old with Down s syndrome joined the Seminar held in Bulgaria in April 2012 and gave a presentation about their competence. Robert Cem OSBORN speaks English, is a 12th class student in high school receiving special education. He joined the Bulgaria trip and made his presentation in English with great selfconfidence. He created great awareness as to what people with Down syndrome can perform, and successfully represented both our country as well as people with Down s syndrome with great success thereby shedding light on the issue and giving hopes to other families in other countries. bilgi@ua.gov.tr

25 education & youth 23 In-Service Training Activities / Creative Teaching in the Primary Classroom Akkese Elementary School - Oxford / UK Pınar YILMAZ Pınar Yılmaz, employed as an English Language Teacher in Akkese Elementary School in Akkese village, Beşikdüzü district, Trabzon province, participated in the course for Creative Teaching in the Primary Classroom held in Oxford, England within the purview of Comenius In-Service Training Activity between the dates of 17/06/ /06/2012. Yalova Kocadere Junior High School / Yes We Art Aleyna AŞIK (7th grade student, 13 years old) The project is a joint project of Italy, Turkey, Hungary and Belgium. The aim of the project is to create awareness of communication in students through utilization of different branches of art and helped the students have knowledge about the cultural heritage of particularly their own countries as well as other countries. Furthermore the project aims to introduce national artists and the works thereof to students and allow students to create similar works by selecting one or more of foregoing works and adding the original approaches of students thereto. Painting, marbling, poetry and photography were determined as the four branches of art as the field of working in the project.. FILE /ulusalajans

26 24 education & youth Erasmus Program / MUŞ ALPARSLAN UNIVERSITY / Turkey- UNIVERSIDAD DE HUELVA / Spain Ayşe ÇİFTÇİ Ayşe ÇİFTÇİ, a senior in Muş Alparslan University, Faculty of Education, Institute of Science and Technology Education received training in 2011, Universidad de Huelva in Spain, within the Erasmus programme for 5 months. Energy Efficiency Applications in the Construction Industry, Passive Houses / BOLU Baran İzolasyon Yapı Dekorasyon Doğalgaz Is.Ve Soğ.Sist.San.Tic.Ltd.Şti. (Baran Insulation, Building, Decoration, Natural gas Heat.and Cool. Syst.Ind&Trade.Ltd.) The project has been launched for people who have graduated from secondary or tertiary educational institutions subsequent to receipt of basic vocational training on energy efficiency and related areas (civil engineering, construction, machinery, electrical and electronics, business administration, etc.) who are working on energy efficiency in FILE the construction sector or who are unemployed or who have newly started to work in a job related to the project and want to improve their professional experience. The most important outcome of the project was determined as technology transfer incident to production of Passive House, and if possible to build a sample house in Bolu. In this context, it was decided to draw attention to energy efficiency in our country with the experiences acquired by the beneficiary company and the support of sponsor companies subsequent to this project and to establish an energy efficiency center in Europe Passive House standards in Abant Izzet Baysal University with a view to ensure the provision of training in this area. To this end a protocol has been signed with the University and the foundation to build a sample Passive House within the university campus which will cost 900 thousand TL was laid on April 18, The Passive House to be built will serve as an Energy Efficiency Training Center and will have a Passive House certification document subsequent to measurements to be carried out through the German Passive House Institute. This certificate has not been granted to any building in our country so far. In this regard, something first for our country will be realized. bilgi@ua.gov.tr
