3 European flood Directive 60/2007 EC Article 1) (aim) The purpose of this Directive is to establish a framework for the assessment and management of flood risks, aiming at the reduction of the adverse consequences for human health, the environment, cultural heritage and economic activity associated with floods in the Community. through a 3 phases process: 1. PRELIMINARY FLOOD RISK ASSESSMENT 2. FLOOD HAZARD MAPS AND FLOOD RISK MAPS 3. FLOOD RISK MANAGEMENT PLANS

4 European flood Directive 60/2007 EC Italian transposition (Legislative Decree n 49 23rd february 2010) Art.3 c.2 Regions, coordinated by DPCN, provide to ( ) furnish national and regional early warning system for flood risk with civil protection purposes. ( ) Art.7 c.3 b) Regions ( ) produce Flood Management Plans part related to early warning systems (functional centres, according to 2004 national directive with particular attention on freal time flood management (dams) non structural actions priority New aspects to be implemented (not available yet): Cultural heritage (Art.1 c.1); Sediments (Art.2 c.1); Socio-economic scenarios with climate change effects (Art.4 c.2); Controlled flooding of specific areas during events (Art.7 c.1)

5 European flood Directive 2007/60/CE 14) Flood risk management plans should focus on prevention, protection and preparedness. With a view to giving rivers more space, they should consider where possible the maintenance and/or restoration of floodplains, as well as measures to prevent and reduce damage to human health, the environment, cultural heritage and economic activity. Prevention: preventing ii. iii. iv. preventing damage caused by floods by avoiding construction of houses and industries in present and future flood- prone areas; by adapting future developments to the risk of flooding; and by promoting appropriate land-use, agricultural and forestry practices Former flood management plans (flood mapping and territorial planning), Directive 60/2000 EC management plans; Protection: taking taking measures, both structural and non-structural, to reduce the likelihood of floods and/or the impact of floods in a specific location Structural and non structural measures (e.g. flood early warning system, POR-FESR studies, Interreg III B Cadses Floodmed Project participation, etc.); Preparedness: informing informing the population about flood risks and what to do in the event of a flood (e.g. Participation on TRBA IMRA project); Emergency response response: developing emergency response plans in the case of a flood provincial and municipal civil defence plans (ongoing update february 2011)

(that can significantly enhance the widespread frontal rainfalls causing the major flood events) MONTEDOGLIO DAM CHIASCIO DAM lithology: terrigeneous facies and flysch deposits land use: agriculture/arable land (53.6%), forest (22.4 %), urban (2.8 %). precipitation: annual average total precipitation ~ 1000 mm CORBARA DAM temperature: mean annual temp. ~11 C 3 reservoir (Montedoglio, Casanuova and Corbara dam)

10 Chapter 2 Umbria Region: hydraulic risk reduction with structural measures A three-year program of intervention is defined through agreements (APQ) with the ministries that identifies priority actions for those who belong to the higher risk flood prone areas (R4). Umbria Region funded 45 million for the construction of 35 measures to reduce the hydraulic risk throughout the period Additional 48 million were found for new activities for period In accordance with the Directive 2000/60 were promoted projects with minor impact as possible able to encourage river living and access by population

Chiani stream (at Orvieto town) flood reduction storage basins, levee, new bridge; 2. Tiber river (at Deruta, Torgiano and Umbertide towns) new levees, cross sections reshaping; 3. Topino stream (at Foligno town) flood reduction storage basins, new levees, cross sections reshaping; 4. Nera river (at Terni town) new levees, cross sections reshaping; 5. CNR-IRPI of Perugia; PAI extension 2. Engineering - University of Perugia: 3. Reclamation Consortiums of ValdiChiana Romana e ValdiPaglia, Bonificazione Umbra and Tevere-Nera; Working Group composed by representatives of the Region, Basin Authority, Provinces and scientific well known experts. In accordance with the directive, on the basis of high hydraulic risk areas (R4) for which interventions are responsible for safety measures and on the basis of reports by local authorities of areas of potential leaks; based on the criterion of hydraulic continuity with the main grid.

49 Prevention: The flood attenuation plan by dams The aim of the plan is to: a) Find the best conditions for dams water storaging for flood attenuation; b) Define the best conditions for surplus disposal works management, optimazing water volumes intended for other uses without downstream damages; The plan is devided in two parts: 1) Static management (fixed volume); 2) Dynamic management (downstream discharge management variable in time according to the real time conditions). 54 Chapter 4 CONCLUSIONS 1. New flood Directive 60/2007 EC found some nations, including Italy, ready to address many issues required (preliminary assessments, part of the detailed risk assessment and flood management plans); 2. Some very important issues must still be addressed in depth and, in some cases, from scratch (like Cultural heritage evaluation, sediments and solid transport, Socio-economic scenarios, climate change effects, controlled flooding of proper areas during events, flash floods, etc ); 3. A proper Directive implementation requires fruitful cooperation and sharing of experiences among all the stakeholders involved. Regione Umbria 54
