1 Northgate POLE GEM SaaS Service Definition This Service Definition is relevant to all UK Police Forces and Criminal Justice agencies. Overview of G-Cloud Service POLE GEM Software as a Service (SaaS) comprises core POLE (Person, Object, Location and Events data) Services. In addition to the core there are two option packages which provide the following functionality: Investigation and Intelligence; Custody and Case Preparation. POLE GEM SaaS is hosted at one or more secure data centres, accredited up to IL3. Rather than duplicating commonly required functionality and data across multiple disparate stovepipe application silos, Northgate s POLE GEM SaaS provides a common framework and open standards for the sharing of Police data between applications. POLE GEM SaaS includes the initial configuration of software, proactive management and monitoring of servers, built in resilience and disaster recovery, provisioning and secure hosting, access to a service desk and all the functional and technical features of Northgate s POLE Services. POLE GEM SaaS is securely hosted within an existing IL3 environment within the United Kingdom and connected to the Criminal Justice Extranet (CJX). POLE GEM SaaS provides an integrated, standardised platform for the efficient and managed sharing of data and commonly required functionality between applications and modules; both Northgate s own and third party applications approved to interface to the service. POLE GEM SaaS provides: A performant and extensible POLE Data Store. POLE Search User Interface (Simple, Intermediate and Complex searches). Secure Data management web services. Comprehensive role and data (record) level access control. Accessible Search web services. Automated data driven user notifications / messaging. Record based Alert and Flagging functionality (Secure / Closed records). Integrated Match and Merge functionality to ensure data integrity. Fully automated MoPI (Management of Police Information) Notification, Review Retention and Delete functionality. Electronic Document Storage. Digital Data Storage. 2 Integrated Data Explorer and Viewer User Interface (including Hierarchical and Network Diagram views); Detailed Audit facilities. Management Information (MI) and Reporting facilities. Comprehensive Functional Role Based Access Control (RBAC) and Data (Record) Security. Inbuilt Configuration and maintenance functionality. Geographic Map Server. Interfaces via the POLE Service Data Exchange component to the following Criminal Justice applications: Libra, CPS TWIF, PNC, PND, Livescan, generic Command and ControlHR, and PNLD. Ability to search the Police National Computer. Integration with the police national Identity Access Management Service (IAM) for Authentication. The following GEM modules are also available as optional add-ons to the POLE GEM SaaS: 1. The Investigation Module and Intelligence Module Option Package provides the ability to: Create, edit and submit a MOPI compliant Police Information Report. Link and reuse any existing POLE objects or events from any Police business area. Apply comprehensive security / access control to Reports (role and record based). Send and receive Notifications, e.g. when a high priority report is submitted, when a report is due for review. Record Stop, Account Stop and Search contacts. Attach or link Documents, Images and selected other file types to Reports. Assess, manage and disseminate Information reports in compliance with MOPI/NIM (National Intelligence Model) processes. Ability to manage Warrants - creation and management of Court and Police warrants. Stop Search / Premises Search recording authorisation and auctioning. Briefing for the dissemination of Intelligence and other information. Create, edit and submit categories of Crime Report (including specific data items relevant to PND, HOCR, NCRS and MOPI) reusing data such as Persons, Locations and Objects wherever possible. Record (Home Office classification) offence details relating to a Crime. Record detection details against the relevant crime record. Generate and manage escalation / alerts for overdue tasks and data driven notifications (e.g. repeat offences). Automatic crime status update from Custody and Case, including outcomes (detections). Support the management of non-crime incidents (Domestic Abuse, Child Protection, Anti-Social Behaviour, etc.) either independently of a Crime or as part of a multithreaded investigation. The Custody Module and Case Preparation Module Option Package provides: An easy-to-understand user interface which guides users through the Booking in and other processes, while ensuring data quality standards are maintained. Automated alerts to ensure custody staff are made aware of impending events and actions so they are correctly completed in a timely manner. Warrants creation and management of Court and Police warrants. Facilities to allow police forces to fulfil statutory obligations associated with custody, e.g. update PNC with Arrest / Summons details within 24 hours of arrest. An ability to produce customisable custody documentation, in electronic or printed formats (e.g. charge sheets). Detention Log recording and full audit of custody activity. Interfaces to support the exchange of information with national partner systems, namely PNC, Libra (Courts) and TWIF (CPS). A Whiteboard for custody cell management. Supports production of custody documentation, in electronic or printed formats (e.g. charge sheets). Help material to ensure custody staff can carry out their duties without having to constantly refer to written documentation and procedures. Fully integrated with Case creation and management. An interface to support upload of digital images. Automatic update of linked investigation reports. Automatic update of linked case file. Compliance with PACE and related legislation, such as the Criminal Justice and Public Order Acts. Manual and automated Case File creation (from Crime and Case) including linking and reuse of any relevant POLE GEM SaaS records from across the business Fully configurable Case File Types to meet national and local requirements (e.g. prearrest advice, Remand, Charge-Anticipated Guilty / Not Guilty, Non MCA / MCA Summons, Youth Summons, Advice, Postal Requisitions, Non-Police Prosecutions (such as Immigration and Revenue), as well as non-court activity, such as cautions, reprimands and final warnings. Case preparation workflows to ensure efficient throughput utilising work queues reminders, escalations and reports. Standard MG Form creation facility. Validation of data input to support data quality. Adherence to the relevant legislation, including the Manual of Guidance and Management of Police Information (MoPI). POLE GEM SaaS is delivered to the end-user via a Browser for example, Firefox, Chrome or Internet Explorer. Northgate Information Solutions UK Limited of 16

4 Customer Requirements As part of Onboarding of the POLE GEM SaaS and (where applicable the Optional Module Packages) we require that the Customer works with Northgate to: (Where appropriate, depending upon which Optional Module Package(s) are purchased), define local workflow to support local business practices. Ensure suitable business controls are in place in terms of access to sensitive data held by the POLE GEM SaaS i.e. maintaining User Profiles for suitable security access to the service. Manage and support workstations used to access the service. Provide contacts for system administration, data protection and security. Ensure the existence of IAM login accounts for users of the service (if not already set up). Information Assurance The Hosted Service Deployment of the POLE GEM SaaS is via a private community cloud. The POLE GEM SaaS will be delivered within an environment that conforms to the relevant sections of the Government s Security Policy Framework and Personnel Security Controls and to all relevant CESG (Communications-Electronics Security Group) Memoranda, Manuals and Standards. Our Information Security Management System is certified to ISO and ISO 27002; Our Service Management System operates in accordance with ITIL v3. Our Information Assurance process is iterative. The assessment and consequent risk management plan are periodically revised and improved based on data gathered about their completeness and effectiveness, as well as from lessons learned from other solutions. The processing and storage is at business impact levels up to (BIL) IL3. Northgate maintains an Information Security Management System (ISMS) and a Security Management Plan for its Cloud Hosting Services in accordance with ISO and ISO standards. The ISO27001 accreditation ensures Northgate maintains and continually reviews all Security Management Systems and Plans and also carries out regular risk assessments. The ISMS incorporates the development and maintenance of appropriate Risk Management systems. The service supports a number of key principles outlined in the Government ICT Strategy: Simply by being available via the Cloud Store, the service allows for more streamlined ICT procurement. As the service is already defined, built and available to procure, the risks associated with lengthy or failed ICT programmes to deliver a similar service using a more traditional model are reduced significantly. The service supports the use of cloud infrastructure and transactional delivery models. Northgate Information Solutions UK Limited of 16

5 The service supports a number of key principles outlined in the Greening Government ICT Strategy: The service is deployed using a shared infrastructure in a central data centre reducing the number of physical devices and hence power consumption required to deploy similar outcomes in standalone environments. The use of thin client end user technologies ensuring a greater ability to re-use rather than replace client devices at service uptake as well as facilitating location independence and hence a potential to reduce travel requirements. The service contributes to more efficient working practices, reducing the requirements for paper copies and printing. Open Source Software The POLE GEM SaaS and related modules utilise a range of open source software and frameworks, including: Apache Tomcat; Apache HTTPD; 389 Directory Server; Apache juddi; OpenLayers; MapServer; GeoWebCache. Backup / Restore and Disaster Recovery Backup / Restore All data that is production critical, i.e. critical to maintaining production in all circumstances is replicated to the alternate site. There are multiple back-ups taken within the system as part of the POLE GEM SaaS, in particular, back-ups (using a tape cycle that includes daily (incremental), weekly (entire image), monthly and annual saves) are taken daily from the live system utilising an automated process scheduled to run overnight, taking into account any batch routines and system availability requirements. Back-up tapes are taken off site daily and stored in a secure off-site location. Further details concerning all data back-up and restore processes can be supplied on request. The POLE GEM SaaS is delivered from two data centres. These each have a physically separate set of infrastructure, such that a failure in one will not affect another. The hosted infrastructure is split across two data centres, with inter-data centre connectivity providing telecommunications resilience and data replication functionality. In order to meet the requirements for performance and availability, the infrastructure at the primary data centre has been designed to be ultra-resilient. All components have in-built redundancy (e.g. multiple power supplies, fans, etc.). Additionally all components are deployed with duplicate components in either an active-active or fail-over configuration. Further details can be supplied on request. 6 Disaster Recovery The approach to disaster recovery and business continuity services is based on a BS25999 accredited Business Continuity Plan and associated policies, processes and procedures. These support an ITIL IT Service Continuity Management function. Northgate manages and maintains a comprehensive and integrated ICT Business Continuity Plan (BCP). Further details can be supplied on request. On-boarding and Off-boarding Processes On-Boarding Northgate provides the following Onboarding activities for POLE GEM SaaS: Provision of a URL to access the POLE GEM SaaS. System administrator log-on credentials supplied. 15 days of support for the initial delivery of the POLE GEM SaaS. 15 days of configuration of the POLE GEM SaaS. A 22 day scoping study to identify Back Record Conversion (BRC) and additional local interface requirements. 7 person days of Train the trainer training (for up to 8 Authorised Users). This training is carried out at the Customer s premises and therefore the Customer is required to provide a room suitable for eight (8) people, with a projector and eight (8) PC s/laptops with access to the POLE GEM Software as a Service, with internet connectivity also available for the trainer. 5 days finalisation of Onboarding activities. Northgate provides the following On-boarding activities for each additional Optional Module Package purchased: 5 person days of support for the initial delivery of the POLE GEM SaaS. A 10 day Scoping Study to identify Back Record Conversion (BRC) and additional local interface requirements. 3 days of configuration of the relevant POLE GEM SaaS Optional Module Package. 3 days (in the case of the Investigation Module and Intelligence Module Option Package) and/or 6 days (in the case of the Custody Module and Case Preparation Module Option Package) of Train the trainer training for up to 8 Authorised Users. This training is carried out at the Customer s premises and therefore the Customer is required to provide a room suitable for eight (8) people, with a projector and eight (8) PC s/laptops with access to the POLE GEM Software as a Service, with internet connectivity also available for the trainer. 2 days (in the case of the Investigation Module and Intelligence Module Option Package) and/or 3 days (in the case of the Custody Module and Case Preparation Module Option Package) for finalisation of Onboarding activities. BRC and local interface integration recommendations identified via the scoping studies included in the Onboarding activity will be provided on a fixed price basis utilising the SFIA the day rates included at Appendix B of this Service Definition. 7 Off-Boarding All data relating to the organisation, as well as any POLE GEM SaaS data, will, unless agreed otherwise with you, be permanently deleted from the live POLE GEM SaaS system in not less than 10 working days from termination or expiry and in accordance with the legal requirement for data destruction. Throughout the duration of the contract you can extract a variety of business data by use of the POLE GEM SaaS. However, if you would like to extract your data in a different manner outside of the standard reporting suite, then this must be agreed with you prior to termination or expiry so that we can agree the scope of the data to be extracted together with the format and any associated costs based upon the SFIA day rates included at Appendix B of this Service Definition. Pricing The charging for the POLE GEM SaaS and any purchased Optional Module Packages is each made up of an initial On-boarding charge and an ongoing Monthly Subscription Charge. POLE GEM SaaS and the Optional Module Packages can be taken for an initial term of either 12 months or 24 months. The one off On-boarding charges (covering the On-boarding activities listed above) for the POLE GEM SaaS and the Optional Module Packages, which are payable on order, are set out in the table below: Description On-boarding Charge POLE GEM SaaS 48,000 Investigation Module and Intelligence Module Option Package 17,250 Custody Module and Case Preparation Module Option Package 20,250 The Monthly Subscription Charge for the POLE GEM SaaS and the on-going Charges (if selected) for the Optional Module Packages, which are payable quarterly in advance, are based on a price per user per month with a minimum of 1,200 users, and are set out in the table below: Description Price Per User Per Month POLE GEM SaaS 8.00 Investigation Module and Intelligence Module Option Package 9.00 Custody Module and Case Preparation Module Option Package 9.00 The Monthly Subscription Charge and on-going Charges for the Optional Module Packages start when the relevant service is available for train the trainer training. The number of users is calculated on the basis of individual user logon accounts i.e. a single Authorised User logon cannot be used by multiple persons. Additional users can be ordered in blocks of 200 users (at the prices set out above) at any time. Where the POLE GEM SaaS and both of the Optional Module Packages are purchased and the number of users falls within 5,000 and 9,999 Users then the Monthly Subscription Charge and ongoing Charges for the Optional Module Packages will be subject to a discount of 50%. Where the POLE GEM SaaS and both of the Optional Module Packages are purchased and the number of users is 10,000 or more then the Monthly Subscription Charge and on-going Charges for the Optional Module Packages will be subject to a discount of 55%. 8 Included, as standard, in the POLE GEM SaaS is 100GB of data storage. Additional data storage can be purchased in blocks of 100 GB at a charge of 30 per month for each 100 GB block. Service Management Northgate Service Management will be delivered by the Client Services Management (CSM) Team. The CSM Team will be responsible for the on-going relationship and, where necessary or applicable, will provide assistance with reporting, incident escalation and continual service improvement. The CSM Team will manage processes such as Incident, Problem and Change Management. Service Constraints The POLE GEM SaaS provides for the creation of user profiles and therefore the management and administration of user access. In order for those Authorised Users set up within the POLE GEM SaaS to access the service, such users must have a user profile within the National IAM (Identity Access Management) system. This facilitates a single sign on to all authorised systems associated with the POLE GEM SaaS. Customisations are achieved through changes to the configuration however there are application rules in place to ensure that users cannot apply customisations that would result in breaches of statutory process. Planned Maintenance Planned maintenance means any pre-planned maintenance of any infrastructure relating to the POLE GEM SaaS. We will provide you with at least 24 hours advance notice of any such planned maintenance. Planned maintenance of Northgate s infrastructure relating to the POLE GEM SaaS shall take place between the hours of 17:30 and 09:00 (UK local time) on a Business Day and/or between the hours of 08:00 and 12:00 (UK local time) on a non-business Day. Emergency Maintenance Emergency maintenance means any emergency maintenance of any of the infrastructure relating to the POLE GEM SaaS. Whenever possible, Northgate will provide you with at least 6 hours advance notice. Whenever possible Emergency Maintenance of Northgate s infrastructure will take place between the hours of 17:30 and 09:00 (UK local time) on a Business Day and/or between the hours of 08:00 and 12:00 (UK local time) on a non-business Day, unless there is an identified and demonstrable immediate risk to the POLE GEM SaaS infrastructure. Service Levels Performance As a network based service, there is clearly a dependence on the Force s infrastructure and the load experienced by your Criminal Justice EXchange (CJX) connection. The POLE GEM SaaS is a lightweight HTML based solution with low bandwidth consumption. Availability The service is available 24/7. Northgate Information Solutions UK Limited of 16

9 Support Hours Help Desk services will be delivered from our Service Desk by a team of service analysts who are dedicated to providing high levels of services to our Clients. Authorised Users will be able to log a call 24x7 using a self-service web browser. All requests for support will be logged at the Service Desk. Severity Definitions The table below articulates Northgate s severity definitions and, upon receiving a Support Request, but in any event within 4 working hours during Normal Business Hours, the Service Desk will prioritise the call in accordance with the process set out below. Prioritisation of incidents Priority Reasoning P1 (Critical) The system is unavailable to all Authorised Users. P2 (Medium) Access to one or more of the optional modules namely the Investigation module, Intelligence module, Custody module or Case Preparation module is unavailable for all Authorised Users. P3 (Low) Access to one or more of the optional modules namely the Investigation module, Intelligence module, Custody module or Case Preparation module is unavailable for 50% of the total number of Authorised Users. P4 Requests for information, advice and /or guidance or problems affecting 1 or 2 Authorised Users. The Service Desk will contact the Authorised User detailed in the Support Request during Normal Business Hours and conduct an initial analysis in order to try and resolve operational issues and minor technical issues directly with the Authorised User within the call. Where it is not possible to resolve the Support Request within the call, the Authorised User will be notified and the Support Request will be escalated to the relevant technical team. Northgate will use reasonable commercial endeavours to provide identification and resolution, obviation and/or mitigation (including provision of a temporary workaround) of bugs or errors reported by the Client in the Software as a Service in accordance with the following estimated target timescales: Priority Resolution to Customer P1 Four (4) working hours P2 Twelve (12) working hours P3 Twenty four (24) working hours P4 Seventy two (72) working hours Northgate Information Solutions UK Limited of 16

10 Financial Recompense Model for not Meeting the Service Levels Northgate is fully committed to providing superior levels of service and achieving a high level of availability. However, given the limited nature of each individual contract and the relatively short contract period, it is not appropriate to include a service credit regime. Training Northgate will provide training as part of the Onboarding activities which will be delivered on-site on the client s premises with Northgate facilitating Train the Trainer sessions, for up to 8 Authorised Users to allow for cascaded sharing of knowledge. In addition to the training, Northgate provides full documentation and the Modules within the Optional Module Packages include a built in contextual help facility. Ordering and Invoicing Process To place an Order you must complete a POLE GEM SaaS Registration Form which includes the requirement for a Purchase Order, a copy of which is included in this Service Definition at Appendix A. You will be asked to set up Purchase Orders against which Northgate can raise invoices. In order to ease administration for each organisation, we will ask you to raise Purchase Orders to cover the costs for one year. The value of the first Purchase Order will be based on (i) the price of the one-off On-boarding Charge(s) as described in the Pricing section above; and (ii) any other charges, such as additional data storage charges, to be incurred during the period covered by the Purchase Order. The second Purchase Order will be based on the value of the Monthly Subscription Charge and ongoing Charges to be paid within the first contract year, the value for which will be notified to you once the POLE GEM SaaS and/or Optional Module Package(s) are available for train the trainer training. It is a requirement to raise the second Purchase Order upon receipt of notification of the value of the Monthly Subscription Charges and on-going charges for the contract year. Where the initial term is for a period in excess of 12 months, then a further Purchase Order will be required for the second 12 month period, which must be issued prior to expiry of the Purchase Orders for the first year. The above Purchase Orders exclude any optional services that may be selected during the period covered by the Purchase Orders for which additional Purchase Orders will be required. Termination Terms In addition to the standard termination events, the Client shall be permitted to terminate POLE GEM SaaS upon giving 3 months written notice to expire at the end of the initial term or any anniversary of the same. Data Restoration and Service Migration Where client data is lost or damaged due to the actions of Authorised Users or a third party (other than Northgate) data restoration services can be provided by means of restoring to the latest back-up of such client data maintained by Northgate in accordance with the back-up policy set out above. Such services will be charged on a day rate basis utilising the SFIA rate card included at Appendix B of this Service Definition. Where a client, rather than Off-boarding, wants to migrate the data contained within POLE GEM SasS to another service being provided by a third party or Northgate Information Solutions UK Limited of 16

11 wishes to migrate data contained within an existing service into POLE GEM SaaS then service migration services can be provided. In order to provide these services we will carry out a scoping study which will be charged in accordance with the SFIA rate card. Any recommendations following the scoping study will be priced on a fixed price basis utilising the SFIA rate card included at Appendix B of this Service Definition. Customer Responsibilities The Customer is responsible for: Provision of contacts for system administration, data protection and security. Control and management of access and responsibilities for Authorised Users. Ensuring suitable controls in terms of access to sensitive data held within the POLE GEM SaaS through setting Authorised Users up with appropriate security access. Reviewing the Authorised User list to ensure user count does not exceed agreed Authorised User limits. Ensuring that IAM user accounts exist Where possible working in partnership with Northgate by being an active member of the POLE GEM SaaS user group or special interest group, feeding back ideas for improvements and enhancements. Technical Requirements Service Dependencies Dependencies on the client are: (where appropriate, depending upon which Module Option Package(s) are purchased), define local workflow to support local business practices. Ensure suitable business controls are in place in terms of access to sensitive data held by the POLE GEM SaaS i.e. maintaining User Profiles for suitable security access to the service. Manage and support workstations used to access the service. Provide contacts for system administration, data protection and security. Ensure the existence of IAM login accounts for users of the service (if not already set up). Technical Interfaces The user interface to the POLE GEM SaaS is through a supported browser platform, the POLE GEM SaaS supports the following browsers: Internet Explorer v8 or above, with a specific Microsoft Hotfix ( Chrome (minimum v28). Mozilla Firefox (minimum v22). Because of the nature of the processing and data held on the POLE GEM SaaS, any network access to POLE GEM SaaS will be via https over a CJX connection. 12 Client Side Requirements The Client is required to work with Northgate to: (where appropriate, depending upon which Module Option Package(s) are purchased), define local workflow to support local business practices. Ensure suitable business controls are in place in terms of access to sensitive data held by the POLE GEM SaaS i.e. maintaining User Profiles for suitable security access to the service. Manage and support workstations used to access the service. Provide contacts for system administration, data protection and security. Ensure the existence of IAM login accounts for users of the service (if not already set up). To access the service the customer must provide workstations from which the CJX is visible, and that run one of the following browsers: Internet Explorer v8 or above, with a specific Microsoft Hotfix ( Chrome (minimum v28); Mozilla Firefox (minimum v22). Bandwidth and Latency Requirements The POLE GEM SaaS is designed to work over a range of bandwidths, dependent on the number of users, and the type of data to be uploaded / displayed. 13 Appendix A POLE GEM Software as a Service Registration Form Please complete all sections of this Registration Form and return to the Sales Order Processing Team, Northgate Information Solutions UK Limited, Interchange 25 Business Park, Bostocks Lane, Sandiacre, Nottingham, NG10 5QG, failure to do so will result in a delay in access being granted to the POLE GEM Software as a Service. 14 Information Asset Owner (The data held within the POLE GEM Software as a Service system is owned by each individual Customer, from a security perspective there needs to be an Information and Asset Owner, typically this would be someone within the Customer who is running the system) Name Contact Number Address 2. Please provide details of your approved Purchase Order information against which the Supplier can invoice the Charges in accordance with the terms and conditions of contract. Such Purchase Order shall cover the full estimated Charges for the Term (if the Term is for twelve (12) months) or the first twelve (12) months of the Term (if the Term is for more than twelve (12) months) based on (i) the On-Boarding Charges for the POLE GEM Software as a Service; (ii) the On-Boarding Charges for the Optional Module Package(s) (where selected); and (iii) any other charges such as any additional data storage charges to be incurred during the period covered by the Purchase Order. Once the POLE GEM Software as a Service and/or the Optional Module Package(s) are available for train the trainer training, the Supplier shall notify the Customer of the Monthly Subscription Charges for the POLE GEM Software as a Service and any ongoing Charges for the Optional Module Package(s) (where selected) payable within the first twelve months of this Agreement and it is the Customer s responsibility upon notification of the same to provide a Purchase Order to cover such notified Charges.
