Minutes of the last meeting of The Postgraduate Medical Education Committee confirmation of. The Postgraduate Medical Education Committee confirmed the minutes of The Postgraduate Medical Education Committee meeting held on 26 th August, The Committee has observed that there has been confusion in interpreting benefit of Defence Services experience to be given for appointment/promotion to teaching posts and eligibility of those holding DNB and P.G. Diploma Qualifications for appointment as Senior Resident/Assistant Professor. The P.G. Medical Education Committee, M.C.I., has decided to issue following classifications:- 1. Benefit of Defence Services Experience: Defence Services Doctors who worked in following Hospitals upto as Graded Specialists, Classified Specialists or Advisor/Consultant would get teaching experience and their eligibility for appointment to various teaching posts would be as follows:-

2 2 Those who have worked as Graded Specialist for 3 years shall be eligible to be appointed as Assistant Professor. Those who have worked as Classified Specialist for 2 years shall be eligible for appointment as Associate Professor. Those who have worked as Advisor/Consultant for 5 years shall be eligible for appointment as Professor. 1. Armed Forces Medical College, Pune. 2. Command Hospital, Pune. 3. 3 3 DNB: 1. Armed Forces Medical College, Pune. 2. Army Hospital (R &R), New Delhi. 3. Indian Naval Hospital Ship Asvini, Mumbai 4. Command Hospital (Air Force, Bangalore) Those who pass DNB from a Non-teaching Hospital (other then Medical Colleges/Teaching Institutions recognized by MCI as Teaching Institutions) would be required to have further three years experience as Junior Resident in a Teaching Hospital, before they could be considered eligible for appointment to the post of Senior Resident. They would also be required to work for another one year as Senior Resident (after DNB) in a Teaching Hospital before they could be considered as eligible for appointment to the post of Assistant Professor. Those who pass DNB from a Teaching Hospital (Medical College/Teaching Institution) would be eligible for appointment to the post of Senior Resident. However, they would be required to work for another one year (after DNB) as Senior Resident/Equivalent post in a Teaching Hospital before they could be considered eligible for appointment to the post of Assistant Professor. Post Graduate Diploma: Those who pass postgraduate Diploma (2 years course) from a recognized Medical Teaching Institution would be required to have further one year experience before they could be considered eligible for appointment to the post of Senior Resident in that Specialty. These clarifications are to be incorporated in all the letters to be sent to Assessors for strict compliance. 2. Minutes of the last meeting of The Postgraduate Medical Education Committee action taken thereon. The Postgraduate Medical Education Committee noted & approved the action taken on the minutes of the meeting of The Postgraduate Medical Education Committee held on 12 th August, Bharati Vidyapeeth Deemed University, Pune - Recognition of MS(OBG) qualificiation in respect of students being trained at Bharati Vidyapeeth Medical College & Hospital, Sangli - Maharashtra. The college authorities failed to show Unitwise bed allocation of each Unit. 2. Total major operations are 1,102 & minor surgeries are 976 in 2013 averaging 3 major & 3 minor per day. However checking the list of O.T.s,

4 4 this seems to be false. In the operative list, since last 7 days, there is no major surgery being done & 3 minor operations being done in a week. 3. Daily average of OPD is 147 & of IPD is 10; daily average bed occupancy is %; this again seems to be false. When the hospital round was taken & registers checked, majority of patients were either post-partum or preoperatively admitted for investigations only. 4. The Department has 2 Professors, 2 Associate Professors & 3 Assistant Professors; resultantly there is deficiency of Faculty: (a) Asst. Prof.: Designation of Resident/ Sr. Resident and Faculty not clearly mentions. For each Faculty it is mentioned as Registrar/ Lecturer/ Asst. Professor. 6. Other deficiencies as pointed out in the Assessment Report. 4. Bharati Vidyapeeth Deemed University, Pune - Recognition of MD(Anaesthesiology) qualification against increased intake from 06 to 08 seats in respect of students being trained at Bharati Vidyapeeth Medical College, Pune - Maharashtra. Veerendra Kumar, Assoc. Professor, Unit-I is irregular. He has been Asst. Professor only for 3 years. 3. No space is available in the wards for clinical teaching. 4. There is no separate room for clinical teaching in OPD. 5. Paramedical staff like Child Psychologist, Health Educator or Medical Social Worker are not available.

7 7 6. Equipment in NICU is inadequate. Radiant Warmer & ED Phototherapy are not available. 7. Departmental office space is shared with office of Superintendent & paediatric Surgery. 8. Specialized investigations like Bronchoscopy, G.I. Endoscopy & Echocardiography are not performed in the department. 9. Community Paediatrics services are not available. 10. Other deficiencies as pointed out in the Assessment Report. 11. Kerala University of Health Sciences - Recognition of MD(Anaesthesiology) qualification against increased intake from 08 to 10 seats in respect of students being trained at Government Medical College, Thiruvananthapuram - Kerala. Journals available upto September, 2013 only. 7. Dr. Ravi S., Dr. Rajeev D.S. and Dr. Vimal Pradeep do not have Postgraduate Degree qualification. Hence, they are not eligible for appointment to the Post of Lecturer. 8. Other deficiencies as pointed out in the Assessment Report. 12. Kerala University of Health Sciences - Recognition of MS(Anatomy) qualification against increased intake from 02 to 04 seats in respect of students being trained at Government Medical College, Thiruvananthapuram - Kerala. Half of the Faculty have not taken Faculty Development Training. 10. Publications are very less. 11. P.G. Seminars are not regularly conducted. 12. Experience Certificate in declaration forms were not issued and signed by the Dean. 13. Other deficiencies as pointed out in the Assessment Report. 13.
