Motion to approve March 18, 2009 Chief Clerk s Meeting minutes. Motion to approve March 12, 2009 Commissioners Meeting minutes. Motion to enter into an Engineering Agreement (No. 010P97) between Mercer County and SAI Consulting Engineers, Inc. of 1350 Penn Avenue, Suite 300, Pittsburgh, PA in the amount of $388, for preliminary engineering, final design, appraisal services and consultation during construction of Mercer County Bridge 1015 on Mill Road in Perry Township. (This project is funded 80% Federal / 15% state / 5% Act 26). Motion to appoint John R. Janoso to the West Central Workforce Investment Board to fill the vacant position created by the death of Robert McQuiston. The term will run through August 31, 2009.
2 2 Motion to approve Resolution an amendment to an existing interest rate management plan; authorizing the form of an amendment to the interest rate management agreement relating thereto; authorizing the proper officers of the local government unit to execute and deliver the amended interest rate management agreement; covenanting to pay the periodic scheduled payments due under the amended interest rate management agreement; retaining an independent financial advisor; authorizing the preparation of a transcript of proceedings to be filed with the Department of Community and Economic Development; and authorizing the execution and delivery of other necessary documents and the taking of other necessary actions in connection with the foregoing. Motion to acknowledge termination effective March 11, 2009, of the portion of the Interest Rate Management Plan known as the 2005 Constant Maturity Swap. This was authorized March 27, 2008 by Resolution No if the termination value were at least $400,000. Actual proceeds received were $490,000, of which $77,000 is accrued interest and $413,000 for termination value. Under our Interest Rate Management Plan, net proceeds are designated for the Bond Refunding Reserve Fund. Motion to approve agreements to accomplish the termination of the Constant Maturity Swap through professional services rendered by: Dinsmore & Shohl, LLP, Pittsburgh, PA, legal counsel $5, Susquehanna Group Advisors, Inc., Harrisburg, PA, independent financial advisor $15, Motion to approve agreements to accomplish the amendment of the Interest Rate Management Plan under Resolution through professional services rendered by: Dinsmore & Shohl, LLP, Pittsburgh, PA, legal counsel $5, Susquehanna Group Advisors, Inc., Harrisburg, PA, independent financial advisor $10,000.00, Financial Security Association, Inc., New York, bond insurance, $5, Motion to re-approve a one year Maintenance Agreement with Sterling Solutions Inc. of Bluffton, South Carolina in the amount of Seven hundred dollars ($700.00) to provide software for the Veteran s Affairs Department. This fee remained unchanged.
3 3 Motion to enter into a Grant Agreement with the Pennsylvania Emergency Management Agency for the Hazardous Material Emergency Preparedness Grant in the amount of $7, The agreement will provide training for the County Emergency Responders. The Grant period is October 1, 2008 to August 31, Motion to amend the contract with CFG Health Systems, LLC, 765 Route 70 East, A-101, Marlton, NJ, and the County of Mercer to provide an increase in nursing hours to meet NCCHC Standards. The proposed staffing changes will increase the medical coverage by 32 hours a week to a total of 208 staffing hours weekly. The total estimated cost for the contract is $393, annually. This will result in an increase of approximately $43, annually. Motion to enter into a contract with American Red Cross of Trumbull and Mercer Counties, 517 West Main Street, Sharpsville, PA and the County of Mercer to provide health and safety education to the employees of the Mercer County Prison, 55 Thompson Road, Mercer, PA The Prison will provide its own instructors to be certified through the American Red Cross to instruct its employees in First Aid/AED/CPR. The cost for the equipment, course/instructor materials and training fees are itemized in appendix A of the contract. The annual cost will be in the range of $800 to $ annually. Motion to enter into an agreement with Med Health Services, 2490 Mosside Boulevard, Monroeville, PA and the County of Mercer to provide medical services to the inmates of the Mercer County Prison at the Medicare fee rate schedule.
