Open Access (source: Wikipedia) Open access (OA) is the practice of providing unrestricted access via the Internet to peer-reviewed scholarly journal articles. OA is also increasingly being provided to theses, scholarly monographs and book chapters. [2]

Open Access and RTOs RTO as user: Yes RTO as submitter: Yes, but ranking (impact factor) needs to be solved.

Open Data (source: Wikipedia) Open data is the idea that certain data should be freely available to everyone to use and republish as they wish, without restrictions from copyright, patents or other mechanisms of control. The goals of the open data movement are similar to those of other "Open" movements such as open source, open hardware, open content, and open access.

certain data Weather data Map data Open Energy Consumption Tax Files? Medical File Education File Proprietary Social Research Data Publications Raw Data Nano technology Research Data Not every data should be open data!

Open Data and RTOs Yes, but indeed for certain data. Good examples already present!

certain data Map data Dino Child Growth Open (Technical) patents Proprietary Government funded research Collaboration Research Contract Research Not all research data can be open!

The roles of RTOs RTO as developer of open data: Government funded projects: Open is possible, but funding is needed Consortium research projects: Difficult, because the reason for participating is declining when results are open. Contract research: Not likely RTO as user of open data RTO as knowledge provider of open data Needed to address future challenges

Future challenges for discussion Statement: Open Data is a trend that will come and go. We should have talked about Linked Open Data! Open Data usage is overrated! Apps: Finding Public Toilets in Amsterdam Data should have: Open License Technical and Semantic Interoperable We need 5 star data! Current focus on 1 star should change!

Open is not good enough! Kroes, Obama & Folmer Neelie Kroes, Vice President of the European Commission: Big Data revolution, Data-driven Economy, Data is the new Oil, worth tens of billions of euros per year Unlocking this gold mine, Opening up public data means opening up business opportunities Data needs to be freely available for use and re-use. It needs to be easy to transport and inter-operate Open and Machine Readable

Open is not good enough! Kroes, Obama & Folmer Obama, President of the United States: And today I m announcing that we re making even more government data available, and we re making it easier for people to find and to use. And that s going to help launch more start-ups. It s going to help launch more businesses It s going to help more entrepreneurs come up with products and services that we haven t even imagined yet. This kind of innovation and ingenuity has the potential to transform the way we do almost everything. open, machine-readable formats

Open is not good enough! Kroes, Obama & Folmer Erwin Folmer, Scientist at TNO: It is not about open data: it is about innovation based on (linked/open/big) data. Not only our data itself, but our knowledge about linking data, big data analytics, how to open data, combined with our long history of innovation, makes RTOs the key enabler of (open/big/linked) data innovations for the data-driven economy! RTO s can play the crucial role in realizing the ambitions of Kroes and Obama. We should take that role!

In summary: Open Access: YES, we want that! Open Data: YES, we can! (but not for all data) Linked Open Data: YES, is needed! Erwin Folmer,
