2 Background Instructions for Completing Application for SHIP Funds Citrus County Division of Housing Services Not for Profit Strategy The Citrus County Board of County Commissioners, through the SHIP budget resolution, approved to allocate a portion of its State Housing Initiative Partnership (SHIP) funds to not-for-profit housing developers who produce housing for households with up to 60% of median income. These funds will be awarded on a competitive basis. The funds will be used to assist with the construction or rehabilitation of homes sold by not-for-profit housing developers. A maximum of $10,000 may be spent per unit. Funds may be used for interest rate buy down, development fees, or to offset the cost of construction. As long as the home stays part of the affordable housing stock for at least 20 years, no money will have to be repaid to the County. Eligible Activities The SHIP funds may be used to pay the present value of the interest. Loans may be in the form of a straight purchase loan or can be construction/permanent financing loans. These loans can be made to either the purchaser of the home or directly to the non-profit. Interested non-profits may work with local lenders to arrange financing. Loan terms can be for a maximum of 30 years. Eligible costs include impact fees, i.e. water and sewer fees, building permit fees, and other reasonable and customary fees charged by governmental entities. Other eligible activities include hard construction costs directly associated with lot development such as septic, wells, and site prep. Any remaining funds may be used to meet the energy conservation guidelines of the program or to offset the cost of construction. Recapture Provisions The funds provided by the SHIP program do not have to be repaid to the county, provided that the homes that are built or rehabilitated remain part of the affordable housing stock for at least 20 years. All eligible sponsors shall include in the deed transferring ownership of the property to the eligible person or eligible sponsor, a covenant which shall remain with the land for the term herein specified. You must state in your proposal how your agency will accomplish this (soft second mortgages, right of first refusal, land trust, etc.). If the homes are sold within the 20 year period to a successor family whose income exceeds 60% of the median income of Citrus County, repayment will be in accordance with the non-profit s promissory note. 3 Scoring Applications will be scored based on the following criteria: 1) Affordability - All units constructed under this program must meet Citrus County s definition of affordable housing for the applicable income category AND address long term affordability with a procedure to ensure that the homes being built will stay part of the affordable housing stock for at least 20 years. 2) Capacity/History The agency experience demonstrates the capacity to produce housing for very low and low-income families. Documentation of experience, history, purpose, and structure, of the organization. 3) Ability to Obtain Financing - Either a commitment letter or a letter on lending institution letterhead stating the institution s intent to finance pending approval of SHIP dollars, or verification from the not-for-profit that sufficient donations have been secured. 4) Energy Conservation - Points will be awarded for including certain energy conservation features into the house design. Max Points ) Need for Subsidy- Agency must describe how the end user will benefit from this 15 award. 6) Site Control 15 7) Time Line- Funds must be expended within 12 months of award. 15 8) Financial History- Monitoring reports and audits will be reviewed for any findings. 15 9) Client Selection 5 10) In-kind Donations- this should be reflected on the Sources and Uses Statement. 5 11) Welfare Transition Program - Although not a requirement, the SHIP Rule now 5 requires that agencies which do employ personnel from the Welfare Transition Program will be given preference. (Examples include: resale agreements, soft seconds, right of first refusal, etc.) F. Please submit evidence of financial commitments from a lender of otherwise and attach copies of any type of commitment letters. NOTE: Applications may be approved, but funds will not be made available until documentation of financing has been secured. G. 9 Part VII. Energy Conservation The long term affordability of homeownership is determined not only by principal, interest, taxes and insurance costs (PITI), but also by long term energy costs. In recognition of the need to address energy efficiency in new construction of affordable housing, the following energy conservation measures are strongly encouraged. Please attach a description of the energy conservation measures to be included in your homes constructed. Proper window orientation- Windows should be maximized on the south walls. Minimize unshaded windows on the northwest and west walls. Window shading by design or by shading glaze- Building design naturally shades windows by porches, awnings, or trellises. Trees can be very effective and increase home value as they grow. A shading glaze applied by the window manufacturer reduces the sun's conductive and radiant heat, reducing air conditioning costs. Unshaded windows should have shading coefficient of.67 Light colored roofs or radiant barrier system. Radiant heat from the sun beats down on Florida's residential roofs. A light or white color is a sensible energy feature. A truss mounted radiant barrier system can also trap and release heat emitted into the attic. R30 attic insulation and continuous soffit and ridge vents-although code only requires R19, the additional insulation has been shown to be cost effective. Heat Pump HVAC- A heat pump is the most energy-efficient heating and cooling system commercially available. Heat pumps are rated by their Seasonal Energy Efficiency Ratio (SEER) for cooling. The A/C unit should be sized using the unit indicated by Manual J. Ducts in conditioned space- (inside conditioned envelope and insulation) This item ensures that the central heating/cooling system will deliver conditioned air inside the house rather than heating or cooling the attic. Or Sealed and tested duct system- If the above cannot be done, seal all joints in ductwork with mastic have the ducts tested for leakage. Energy efficient electric appliances or gas appliances-where possible all appliances and systems should be Energy Star certified. Insulated steel doors- Keep glazing to a minimum on west side unless protected by shading. Digital thermostat- Provides accurate settings for occupants. 10 Part VIII. Certifications A. All information contained in this application is correct to the best of the agency s knowledge. B. The agency complies with all relevant non-discrimination guidelines with regard to race, religion, national origin, age, handicap and sex. C. The agency assures equal employment opportunities and applies all equal opportunity standards to persons served by the agency, its members, Board of Directors, and committees. D. The initial purchasers of the homes built with assistance from the SHIP program will have total household incomes less than 60 percent of Citrus County s median household income. E. The agency currently owns or has entered into an agreement for sale or has an option to purchase the property for development. F. The agency agrees to execute any documents required by Citrus County in accordance with the County s SHIP program. G. If awarded funding, the agency agrees to comply with all requirements of SHIP in accordance with Florida Statute Chapters , Florida Administrative Code Chapter 67-37, and the provisions of Citrus County s Housing Assistance Plan. H. The agency has adopted the following codes of Conduct and Competition policy: No employee, officer, or agent of the agency shall participate in the selection, award, or administration of a contract supported by SHIP funds if a real or apparent conflict of interest would be involved. Such a conflict would arise when the employee, officer, or agent, any member of his or her immediate family, his or her partner, or an organization which employs or is about to employ any of the parties indicated herein, has a financial or other interest in the firm selected for an award. The officers, employees, and agents of the recipient shall neither solicit nor accept gratuities, favors, or anything of monetary value from contractors, or parties to sub-agreements. However, recipients may set standards for situations in which the financial interest is not substantial or the gift is an unsolicited item of nominal value. All procurement transactions shall be conducted in a manner to provide to the maximum extent practical, open, and free competition. The recipient shall be alert to organizational conflicts of interest as well as noncompetitive practices among contractors that may restrict or eliminate competition or otherwise restrain trade. In order to ensure objective contractor performance and eliminate unfair competitive advantage, contractors that develop or draft specifications, requirements, statements of work, and invitations for bids and/or requests for proposals shall be excluded from competing for such procurements. Awards shall be made to the bidder of offer or whose bid or offer is responsive to the solicitation and is most advantageous to the recipient, price, quality and other factors considered. 12 Not for Profit Strategy Application Reminders Client income eligibility is up to 60% of median income. Inclusion of certain energy conservation measures into the design of homes built are encouraged but not required. A courtesy inspection will be made by Housing Services at the time of construction to confirm the use of energy conservation measures indicated in the application. Need for subsidy, Under Part VI, Project Information, is intended is to demonstrate how the end user will ultimately benefit from the SHIP award. In some cases, it will result in an actual reduction in principal to be repaid, while in other cases, it may result in accumulating capital needed for construction. In either case, it should result in an affordable housing payment for the end user. Time Line must demonstrate that funds will be used within 12 months from the date of award by the Citrus County Board of County Commissioners. If needed, upon receipt of written request, an extension may be provided. Agencies that do employ personnel from Welfare Transition Program are given preference (additional points), in accordance with SHIP regulations.
