1 2012 Desire2EXCEL Awards Best Practices Building an Institutional Outcomes Structure to Enhance Course and Program Assessment Dr. Eileen Hamby & Dr. Robert Saum, Daytona State College Dr. Eileen Hamby and Dr. Robert Saum of Daytona State College are attempting to establish guidelines for data collection and analysis, specifically focused on increased student retention and success, while also enhancing course and program assessment. Problem Dr. Eileen Hamby and Dr. Robert Saum of Daytona State College are attempting to establish guidelines for data collection and analysis, specifically focused on increased student retention and success, while also enhancing course and program assessment. Solution Accreditation and reaffirmation require extensive reporting on both program and student learning outcomes. In the past, these outcomes and student achievement levels have been reported through manually prepared documents or spread sheets containing the information. The school s unique, new approach involved reporting information directly from where it originates: the Learning Environment DSC began a co-development project with Desire2Learn in 2011 to develop a series of reporting tools for evaluating, managing, and tracking learning outcomes and achievements at various levels throughout the organization. The project represents DSC's unified approach in implementing an outcomes and achievements reporting structure consistently across the entire institution. The flexibility built into these reports allows for comparing and contrasting the outcomes of various teaching modalities (for example, online versus face-to-face) over multiple selected terms or course sections.
2 Within a specific course or course offering, the achievement results can be drilled all the way down to performance metrics of individual quiz questions or drop box submissions. The performance results are aggregated based on the evaluation rubric that is tied to the learning activity. By extension, multiple course offerings utilizing the same rubric to evaluate a learning activity can effectively be aggregated or reported individually. As the intended audience, faculty members, department chairs, program coordinators, and administrators will find these reports easy to understand with clear visual representations of multiple data sources on the same document. This reported data is available at multiple user-selected levels within the organization. The student achievement data is represented via charts, tables and other color coded and visually appealing representations on the reports. Faculty, chairs, program coordinators, and administrators may use these reports to evaluate and track student achievement from the learning activity level all the way up to the institutional outcome level. Learners do not have access to these reports; however, they have visibility for the learning outcome relationships that have been defined between their courses and the program of study. A student may, for example, view their status relevant to achieving all learning outcomes in the program through a tool facilitating tracking of user progress. In the DSC culture, outcome concepts are pervasive. They permeate every fabric of course and program evaluation. The interaction and tracking of student learning outcomes up to institutional outcomes is critical to the DSC education model. In the context of this project, the faculty members and department chairs are the primary intended audience. One of the Academic Vice Presidents heavily involved in the Steering Committee for this project stated, "Once fully implemented, faculty and department chairs will be able to spend the majority of their SLO [Student Learning Outcome] review time truly evaluating the success of the outcomes rather than tabulating the results. Program improvement review can focus more on the outcomes and less on gathering the data to determine if the outcomes were achieved. " Outcome This reporting project maximizes and extends the use of Desire2Learn Analytics. Data results are accumulated in the Desire2Learn Analytics data warehouse based on the institutional structure defined in the DOME and the competency and learning objective structure defined in the learning environment. The relevant analytics reports are currently in development at Desire2Learn. The first three of these reports have been completely defined and mock-ups are available. The remaining two reports are in early stages of development. The use of Desire2Learn Analytics in the project, however, goes beyond the aggregation of achievement results. The defined reports in this project are Learning Outcome Mapping Report, Curriculum Mapping Report, Program Competency Evaluation, Learning Outcome Evaluation and Program Summary Report. The Outcome Mapping reports are generated using various filters to see how one institutional level relates to the others regarding outcomes listed at the higher level and all related outcomes or assessments at other institutional levels. The goal of the mapping reports is to ensure that a well-structured system of assessment is designed and implemented. The mapping reports reveal gaps in outcome structure and alignment of assessments, enabling targeted improvement in curriculum design. DSC's requirements for these mapping reports have driven novel learning outcome structure solutions across the organizational hierarchy. The Program Competency Evaluation report documents the major learning outcomes, methods of evaluation, results, and use of results at a specific institutional level. The Program Summary report provides commentary and assessment results on courses taught during a specific term. The report includes a summary of the program's overall results and improvements. The Learning Outcome Achievement report provides statistical analysis and visualization of the achievement results.
3 The results are aggregated at multiple levels and a rubric-based analysis is presented. Results are summarized in multiple contexts: a master course level, selected or individual course offerings (for example, online versus hybrid), or quiz questions. Qualitative analysis and reflections on both results and the use of the results will be collected. This structured feedback from faculty at the various institutional levels is gathered using eportfolio and then assembled within the reports. 4 About Eileen Hamby and Robert Saum Dr. Eileen Hamby is the Associate Vice President of the College of Business Administration at Daytona State College. She was initially hired to assist with the level change from a two year to a four college and to implement the College s first bachelor s degree program. She earned a Doctorate and Master s in Business Administration from Nova Southeastern University and a Bachelor s degree in Physical Therapy from Hunter College. She is a licensed Healthcare Risk Manager in the State of Florida, a Certified Professional in Healthcare Quality (CPHQ), and a Diplomate of the American Board of Quality Assurance and Utilization Review Physicians. Formerly, she worked as the Regional Campus Coordinator for the Health Services Administration program at the University of Central Florida. Previous to that, she was the Chief Executive Officer (CEO) of several hospitals and a nursing home. Dr. Robert Saum is Executive Director of Instructional Resources at Daytona State College. He holds a Bachelor's degree in Psychology from Florida State University, a Master's degree in Global Studies in Education from the University of Illinois at Urbana-Champaign and a Doctorate in Ministry from South Florida Bible College and Theological Seminary. He has nearly 15 years of higher education and distance learning experience. Dr. Saum has helped Daytona State College grow its distance learning initiative from 1,700 students to over 13,000 in 7 years. He also helped build a world class instructional media production facility which assists faculty with the creation of learning object development, micro-lectures, videos and other instructional content. These materials are made available online through a media server and over the air through WDSC-TV which serves a viewing audience of roughly 3.5 million. Dr. Hamby was the co-recipient of the 2004 IBM Research Award for a project on improving workflow in a major organization. She has published over 60 journal articles and textbook chapters, and has made over 100 national and international business presentations.
