1 The A-Z of Building a Digital Newspaper Archive: A Case Study of the Upper Hutt City Leader Palmer, Meredith, DL Consulting, Hamilton, New Zealand Duncan, Debbie, Upper Hutt City Council, Upper Hutt, New Zealand Abstract How do you build a digital newspaper archive? What are the steps involved in the process and what are the costs? This presentation aims to provide a detailed look at the entire process, from A-Z. Debbie Duncan, recently Library Manager and now Community Services Manager at the Upper Hutt City Council and Meredith Palmer of DL Consulting describe how the Upper Hutt City Library approached the digitization of their historic newspaper collection, The Upper Hutt City Leader. The authors of this case study outline how the physical pages for each issue were scanned and digitized; they describe the OCR and digital conversion process to METS/ALTO; and they discuss how the collection is presented online and hosted. By the end of the presentation, audience members will have a clearer understanding of the following: how to estimate the project costs based on the number of pages in their collection how to allocate resources what services they need for scanning and conversion of text to digital images what to expect from a presentation system options for hosting and maintaining the online collection what approaches work for successful search engine optimization This detailed review of the Upper Hutt City Leader digitization project will take the mystery out of the digitization process and show how to solve the problem of turning paper copies of historic newspaper issues into a digital collection that is easy to access, browse, and search through online. The Upper Hutt City Leader The Upper Hutt City Leader is the longest running community newspaper in New Zealand. The first issue was printed and distributed on Friday the 6 th of January, Co-founder and publisher, Mr Ralph Ashford, greeted the paper s readership for the first time with this introduction: Here s Real News! YOU, OURSELVES AND THIS YOU, the residents of the Upper Hutt and District numbering some six thousand OURSELVES (The.Upper Hutt P. Co.) We have only been in existence for a few months but we are proud the progress we have made, and the support we have received in short period of our activities. THlS is to be the peoples paper produced and printed in Upper Hutt, designed to be of mutual help to all sections of the 1

2 community, residents, business people, and associations of kinds, all whose wholehearted consideration we earnestly seek. The Upper Hutt Printing Company, under Mr. Ashford, launched the weekly newspaper with this goal in mind: to make this little journal a power in the service of the residents of the district serving for the better interests of all sections of our community. (Editor, 1939) The paper has been running ever since and continues to prosper as a source of information, a place for businesses to advertise, and a forum for community members to voice their opinions and concerns. Over the life of The Leader, paper copies of the newspaper have been archived by the Upper Hutt City Library as part of the larger Heritage Collection which includes a rich store of memorabilia related to the history of Upper Hutt and its citizens. As many libraries and archival institutions know, the privilege of housing cultural heritage material comes with the responsibility of protecting it from deterioration while providing public access. The problems associated with this responsibility ultimately come down to converting physical items into digital items for long-term preservation and universal access. But, just exactly how do you build a digital newspaper archive? The Upper Hutt City Library Approach About 10 years ago a team of specialists in the Community Heritage department at the Upper City Library began pondering this question. To answer it, the team needed to define their project and determine the scope. They focused this conversation around two key drivers: preservation and accessibility. The team knew from the very beginning that there was no point spending lots of time and effort to preserve important cultural heritage material if the digitized collection would not be easily accessible to their patrons. The Leader, Upper Hutt s weekly community newspaper, was at the top of the team s priority list for digitization. The library held nearly a complete set of The Leader s editions, the first 25 years of which were in broad sheet format. The broad sheets had been folded for storage and the condition of the collection was deteriorating to the point of it being almost completely inaccessible. Around the same time The National Library of New Zealand was looking for newspaper editions to include in the Paper s Past digital collection. First published in 1939, The Leader was too new to qualify for the Papers Past project. The team decided to create the digital collection as a library initiative covering all available editions of The Leader from 1939 to Project Planning The team implemented a classic project management approach, starting with the desired outcome and working backwards to identify required tasks and resources. With the concept of accessibility in mind the team envisioned a digital collection that was searchable. They wanted to go beyond simply scanning and displaying PDF files. They wanted an online collection that was easy for patrons to perform keyword searches that would quickly return an organized list of results. Working towards this outcome the team created tasks in sequential order and identified the resources required to accomplish the tasks. Acknowledging that resourcing can be difficult with limited funds and staff, the team did some creative thinking and recommend taking the following steps: 2

3 Analyse exactly what is needed for each step of the project Survey your organization to see if resources are present internally Approach the community to see what services and expertise are available The team at Upper Hutt knew they would not be able to afford a proprietary model. They needed something purpose-built that would accommodate their project goals. Given the small size of the market in New Zealand for scanning, digitization, and presentation, the team felt that they did not need to conduct a formal market analysis or issue an RFP. Instead, they went directly to New Zealand Micrographics to initiate the work. Collection Features New Zealand Micrographics (NZMS) were instrumental in helping the team structure and implement their project. NZMS recommended using Veridian software by DL Consulting for the required display and search functionality. Veridian is the software powering Papers Past. It was built on the Greenstone open source software and highly customized to fit the requirements of the National Library s Papers Past project. The resulting software is capable of supporting any type of digitized material from newspapers and books to photographs and video. Veridian was chosen to display The Leader because it has very fast, very robust search capabilities including: Federated Search the ability to search multiple items through a single query Faceted Search the ability to apply multiple filters to a search to return the most relevant results Fuzzy Search a function patrons can enable when they want to widen the search to incorporate similar search terms which can greatly improve performance when searching through text with OCR errors Veridian can also display newspapers at the article level. The team chose to display text at the article level instead of the page level because it delivers a better user experience. Article level display allows a user to read an article in its entirety even if it is separated across columns or pages. Budgeting and Fund Raising Digitizing The Leader at the article-level was an important decision because it addressed accessibility, a key driver of the entire project. Article-level conversion does impact the budget. Fortunately, it made financial sense for the Upper Hutt City Library to choose this option because the collection was not extremely large and it significantly improved the usability of the collection. Funding for the project came from the New Zealand Lotteries Grant Board and the Upper Hutt Rotary Club. The NZ Lottery funds are available under various streams for different types of projects. The Leader digitization project was funded under the Lottery World War One Commemorations, Environment and Heritage stream. The oversight committee for this stream grants funds to non-profit organizations in support of work that promotes the conservation, preservation and promotion of New Zealand s natural, physical and cultural 3

4 heritage. (Affairs, 2011) The funds granted to digitize The Leader covered the per page cost to scan, digitize, convert, display, and host the online archive. Project Implementation With the project plans and funds in place the Upper Hutt City Library Community Heritage team were ready to hand over the physical editions of The Leader to New Zealand Micrographics for scanning, digitization, and conversion. Each sheet was carefully scanned and the resulting files were put through the Optical Character Recognition (OCR) process. Once the text went through this process it was converted to METS/ALTO. METS/ALTO is the standard digital object format adopted and maintained by the Library of Congress. This format encodes the structure of a document including sections, pages, articles and associated metadata as well as the full-text content and the physical place of every word in the document. This facilitates searches quite significantly, returning fast and accurate results. Once converted to METS/ALTO the files were delivered to DL Consulting for batch loading into Veridian. This is a process that typically only takes a few days. The initial set-up of the Upper Hutt digital archive included the content ingest as well as basic customization to match the look and feel of the library s brand. Veridian can be customized to incorporate basic brand elements such as logos, colors, tagline, etc. Or, it can accommodate a highly specialized design. The Upper Hutt Newspaper Archive launched with 1,061 issues of The Leader comprising 7,534 pages and 55,728 articles. The website is hosted and maintained by DL Consulting. Launch and Promotion It may seem like the launch of a digital newspaper archive is the end of the story. Not true, especially if, like the Upper Hutt City Library, accessibility is a key objective. Allowing and encouraging the Upper Hutt community to access, browse, and search through the archive was central to the idea of sharing the rich history within the pages of The Leader. But first, it had to be promoted within the community and easy to be discovered online. The Community Heritage team began a campaign to introduce this resource to the public. They engaged with members of the community by talking to groups likely to use the resource. They promoted the collection in the library newsletter. They used existing social media outlets to announce and promote usage of the collection, and they actively promoted the collection inside the library with leaflets and brochures. In addition, they were able to get federated search on the library catalogue through the Migrated Library Management Systems consortium. The Leader was picked up by Digital New Zealand via a widget linked to The Leader database. Not to mention, a segment on Free to Air Breakfast TV to promote their entire Heritage Collection project. Discoverability via Google and other search engines was implemented to ensure the site could be found anytime patrons looked for it online. Search Engine Optimization is a function built into Veridian software. Veridian generates a complete site map for the site as well as a Robots.txt file to indicate which pages search engines should crawl and which 4

5 pages are redundant and therefore unnecessary to crawl. This may sound simple but the impact can be enormous with daily visits increasing exponentially. The Upper Hutt Newspaper Archive is now a well-known and frequently accessed cultural heritage collection. Conclusion The A-Z of building the Upper Hutt City Leader newspaper archive is a model that other libraries and institutions can follow. The Community Heritage team succeeded by following these steps: Spend time planning the project, beginning with the desired outcome. Determine the scope of the project based on the project goals. For the Upper Hutt City Library both preservation and accessibility were equally important and these became the key drivers that helped the project team make critical decisions such as robust search capabilities and article-level display. Identify tasks and resources required to support the desired outcome. Secure funding based on cost estimates. Estimating the costs to digitize and display a collection the size of the Upper Hutt City Leader depends on the size of the collection. Each page of a newspaper collection is considered one item. Assuming a collection of 10,000 items or less the scanning, digitizing, and conversion process ranges between NZ$0.75 and $1.50 per item, depending on page-level versus article-level segmentation. The cost for Veridian includes a setup fee equal to NZ$2,350 plus a processing fee of $900 for a total of $3,250. An annual hosting fee for a collection of this size costs about $4,500. Work with service providers to implement the project. Promote the collection in the community and online. Today, the Upper Hutt Community Heritage team is continuing their work to preserve and make accessible cultural heritage items for the benefit of community members and the wider New Zealand population. They have plans to begin the next phase of digitizing The Leader from 1964 to present day. 5
