Try-A-Trade Initiative Charlie Coleman introduced Ryan Gough, Auto Teacher and Greg Farley, Wood Shop Teacher, who gave a presentation on the Cowichan Secondary School Try-A-Trade program for Grade 7 students. Given the benefit and popularity of the program, they would like to see expansion into a Grade 6 program as well. b. VIU Nursing Students - Aviva Community Fund Grant Proposal for Khowhemun Elementary School VIU Nursing students Julia Ehmann and Alicia Manhas, accompanied by their instructor, Anita Carroll, outlined their proposal to apply for an Aviva Community Fund Grant to create a community recreation facility at Khowhemun Elementary School. They requested formal support from the Board for the project. Trustee Spilsbury thanked them for their impressive work on the project for the school and community. Moved by Trustee Spilsbury seconded by Trustee Croft "That the Board of Education write a letter of support for the VIU Nursing Students Aviva Community Fund Grant Proposal for Khowhemun Elementary School." Graduation and Year-End Events The Superintendent provided a schedule of graduation and year end events and invited Trustees to participate in the district scholarship process. The Board Chair encouraged Trustees who are school liaisons to a secondary school to attend as the official trustee or ask another to attend in your place. c. Skills Training Access Support for School-Aged Secondary Students 7.3 For Board Action The Superintendent acknowledged the financial support of the Province of British Columbia through the Ministry of Education for skills training access for school-aged secondary students. Funding in the amount of $5,000 was received to assist students with limited financial ability to participate in Trades programs. a. Palsson Elementary Moved by Trustee de Groot seconded by Trustee Thorne "That the Board of Education affirms their intention to continue the operation of Palsson Elementary School for the foreseeable future." CARRIED Moved by Trustee Thorne seconded by Trustee Schmidt "That the Board of Education directs that Early Learning resources be directed to Palsson Elementary to develop Early Learning programs at the school in cooperation with the community, including a program like StrongStart, effective September 2015." CARRIED Assistant Superintendent Koers presented her report on the survey issued to parents of Kindergarten to Grade 4 students at Palsson Elementary and Grade 4 and 5 students at Lake Cowichan School. Moved by Trustee Thorne seconded by Trustee Doman "That the Board of Education receive the results of a consultation process regarding the retention of Grade 4s at Palsson Elementary." CARRIED Discussion ensued about the placement of Grade 4 students in Lake Cowichan. Moved by Trustee Hutchins seconded by Trustee Thorne "That Palsson Elementary become a Kindergarten to Grade 3 school and that Grade 4s go to Lake Cowichan School." CARRIED b. Ecole Mt. Prevost Kindergarten Registration Assistant Superintendent Koers presented her report on the rationale behind the decision to limit the Ecole Mt. Prevost Kindergarten registrations and on the development of a late French Immersion program. Discussion ensued about the viability of a late immersion program. 12 Chemainus Crofton Community Schools' Assoc... April 29, 2015 Candace Spilsbury, Board Chair Dear Mrs. Spilsbury I am writing in regards to the Chemainus Crofton Community Schools Association. We, as members of the CCSA Board of Directors, request that we be given an opportunity to address the Board of Education Trustees and present information that we believe is important to the board while they are making important budget decisions. Our Community Schools Association, based in Chemainus and Crofton Elementary Community Schools, serves Saltair, Chemainus, Crofton, Thetis and Penelakut, to Westholme. However, everyone is welcome to participate in CCSA activities. We provided services and opportunities to a wide range of students that are a vital part of our school community. The potential cuts to the funding that has been generously been provided by SD79 in the past would mean an end to our community school as we know it. Without funding our community and our student body would be at a great loss to continue to provide services to our students in an area where services are very limited. The impact our Community School has made on our students is felt by so many children and families. Please allow us the opportunity to present ourselves to the board and share the benefits of our programs with you. 13 SD79 Poetry Slam Presentation... SD79 Poetry Slam Presentation On Tuesday, April 21st, Cowichan Secondary hosted the district s second annual poetry slam, Cowichan Speaks. Fifteen secondary school students competed in the celebration of spoken word, many performing in public for the first time. The students were brave and their poetry was heart- felt and powerful. The winners of this year s competition were: Sarah Kaufman (Frances Kelsey) first place Kyla Ronnigen (Chemainus Secondary) second place Rowan Carpenter (Cowichan Secondary ) third place The girls each received a medal and gift certificate for a local store. Earlier in the month, 30 students attended a day- long workshop facilitated by three of Victoria s Poets Raising Voices and organized by Lenore Underhill and members of the district Catalyst Program. 16 Good News Good News Stories from Around the District May 2015 Métis Cultural Camp The Métis Cultural Camp is being held this year from May 4th to 8th at Bright Angel Park 9:30 am to 1:30 pm daily. Classes with Grade 5 students from Alexander, Alex Aitken, Bench, Ecole Mt. Prevost, and George Bonner Elementary schools will spend the day moving through a variety of stations where they will cook bannock over the fire, practice jigging, visit a tipi, ride in a Red River Cart and more. Spuptitul The annual Spuptitul Hul q umi num speaking competition is being held on May 14th at Duncan Elementary from 9:30 am to 1:30 pm. Ready, Set, Learn Ready, Set, Learn is a drop- in health and education fair, hosted by SD79 in collaboration with various community resources, to support early learning throughout the Cowichan Valley. Four events were held during April at the following locations: Chemainus Elementary Community School, Palsson Elementary, Shawnigan Lake Community Centre and the Duncan Mall. This year s theme of Dinosaurs and Me was extremely successful with a total of 181 children and their families attending. Children participated in play- based activities such as dinosaur egg excavation, prehistoric playscape, light table activities, exploding volcanoes, etc. Young Authors Conference The Young Authors Conference is being held on May 5th at Chemainus Festival Theatre. Jump Rope for Heart Some of the elementary schools participating in Jump Rope for Heart this year are: Crofton (May 8 th ), Discovery (April 29th), Drinkwater (May 4th), and Maple Bay (April 24th). The goal of the event is to raise awareness about heart disease and to collect pledges to support the Heart and Stroke Foundation. District Cross Country Meet The District Cross Country Meet will be held on May 7th at Evans Park. Compassionate Leaders Project SD79 has received a one- time School- Based Prevention Programs Grant in the amount of $42,000 for a Compassionate Leaders Project Students Building Healthy & Respectful Relationships and Working Together to Eliminate Violence. The funding became available through proceeds from civil forfeiture and was distributed by the Civil Forfeiture Office in partnership with the Victim Service and Crime Prevention Division, Ministry of Justice. The Compassionate Leaders Project is an award winning program based on an experiential education model of inclusive leadership and participatory action. Participants will gain skills foundational to bringing about desired change in their relationships at home, at school as well as creating social change in their school and communities through their student- led projects. Five to ten participants will be recruited from each of the five secondary schools in the district for up to 50 total participants for the three- day Residential Leadership Camp. At the end of the project, the participants will have developed a strong sense of empathy and compassion and when combined with the skills and capacity to create change will continue to be leaders in their schools, their families and in the community. Cowichan Valley Leadership and Resiliency Program On April 16th it was announced that there would be nearly $1.7 million in funding over the next five years, from a federally- funded crime prevention program, for the Cowichan Valley Leadership and Resiliency Program. Community Options Society is delivering the prevention program in partnership with the Province of BC, Island Health Authority, School District 79, and community volunteers. The program will provide about 120 Duncan- area youth, between the ages of 12 and 17, with life and resiliency skills, and will focus on protective factors such as self- esteem. Community Options has partnership agreements with the schools that they are delivering the program at. Currently they are working with teachers and administrators at Lake Cowichan School, Chemainus Secondary, Chemainus Elementary and Crofton Elementary with plans to include another school in September. 17 Good News Central Schools Cowichan Secondary Video clip of a young special needs student making it to the top of the climbing wall. Alex Aitken Elementary Students at Alex Aitken Elementary have been learning to play the snare drum as part of their music program with Dustin Dollman as their drumming instructor. In April, the Division 6 - grade 3 drumline performed at Ecole Cobble Hill Elementary and at Bench Elementary schools. It was a very successful tour. The Alex Aitken Elementary Division 8 grade 1/2 class has been using ipads to enhance their learning using the book creator app to create their own personal book based on the Eric Carle book Brown Bear, Brown Bear. Teacher Mrs. Witt has been taking part in the District Mentor ipad program. Khowhemun Elementary Khowhemun students joined Queen Margaret students in a joint project to create a new mural for downtown Duncan. The students chose an elder to interview and created a portrait, which includes symbols and imagery of the elder. During workshops with renowned artist George Littlechild, the portraits are being painted on large 18x24 wood panels that will be mounted on a street wall in downtown Duncan. Khowhemun gives great thanks to artist and teacher Angela Anderson for coordinating the project. North Schools Chemainus Secondary On April 22nd, Chemainus Secondary celebrated Earth Day by participating in a Community Clean Up around the neighbourhood of Chemainus. Students picked up garbage lining the streets to show awareness to everyone to stop littering and dispose of waste properly. The school also celebrated Earth Day by wearing the colour green, and turning off classroom lights. Congratulations to these Chemainus Secondary students who participated in The Royal Canadian Legion s 2015 Poster Literacy Contest: - Makenna Stobbe s black and white poster won 1st place at the local level, the Vancouver Island level, and for the entire province. Her poster is now being judged at the national level. - Makenna Stobbe s colour poster won 1st place at the local level, and the South Vancouver Island Zone. - Catherine Flagg s senior essay won 1st place at the local level, South Vancouver Island Zone, and 2nd place for the entire province. - Taylor Funk s intermediate poem placed 1st at the local level, and earned 3rd place honours at the South Vancouver Island Zone. Chemainus Elementary Community School All Chemainus Elementary students, from Kindergarten to grade 7, are receiving tennis lessons through Tennis BC. The lessons are being delivered by Tennis Canada certified instructors and offered during already scheduled physical education classes in the same and familiar setting of the school gymnasium. Thanks to teacher Monica Birch for setting this up. The students are thoroughly enjoying it and have begun to bring their own rackets to school or are asking to borrow school rackets so they can play outside at lunch. South Schools Frances Kelsey Secondary In April, the Kelsey Theatre students and teacher, Susan Higbie, performed a theatre production, Death by Design. On April 20th & 21st, all of the FKSS grade 10 students participated in the Understanding the Village presentation hosted by SD79 Aboriginal Education Department. The presentation was a very thought provoking session that allowed students to deepen their understanding of colonization throughout Canada. The Kelsey Poetry Slammers and Teacher Joanna Roueche earned 1st place at the District Poetry Slam held on April 21st. On April 22nd, 25 grade 8-12 Kelsey students along with their Dance Teacher, Karen Welwood, participated in an Aboriginal dance workshop at the Cowichan Aboriginal Film and Art Festival. This was a terrific opportunity for the students to learn from a world- renowned Métis dancer. Kelsey Grads had a successful Dry Grad fundraiser on Saturday, April 25th that included a garage sale, silent auction, BBQ and car wash. Page 17 of 50

18 Good News Discovery Elementary On Earth Day, April 22nd, Discovery Elementary students participated in the CTV Community Clean- Up. It was a collaborative effort by the students to clean up and take care of their community. With enthusiasm and energy, the students and teachers headed out into the neighbourhood to collect litter. Classes were divided up into teams that reported to the class teacher, and each team was assigned a section of an area to clean up. The classroom teachers explained to the students what was considered garbage and what could be recycled. Equipped with gloves and garbage bags they ventured off collecting both garbage and recyclables. The results of the clean- up was outstanding with over 25 bags being collected. Principal Ian Zibin reported that the overall impact that the students have on reducing the litter in their communities is astonishing and they have made a considerable difference in keeping the neighbourhood clean. Discovery staff and students pride themselves on understanding and valuing the importance of the environment and natural resources. So far this year they have partnered with the Sierra Club who have come into classrooms and provided lessons to students on wild products from BC coastal rainforests. Discovery Elementary was recently selected as a successful school in receiving grant money from "Go Grant" offered by the Habitat Conservation Trust Foundation. These funds will go towards getting students involved in a number of environmental field trips in the Cowichan Valley that are high quality and provide unique educational experiences such as the Beach Seine at Bamberton Provincial Park in Mill Bay, and programs at Eve's Park in North Cowichan. Ecole Cobble Hill Elementary The Ecole Cobble Hill Roots & Shoots Club is a BC Green Games winner again this year. For this year s entry the club focused on an anti- idling campaign at the school and in the community. It s the club s hope that the campaign will help reduce the carbon footprint of the school and make it easier for everyone to breathe the air that we all share. The prize money that the club won from the BC Green Games will be contributed towards the building of interpretive signs for a new trail in the CVRD s Fairfield Park in Cobble Hill, located next to the school. Lake Cowichan School students have been learning about fish life cycle and habitat with a classroom fish tank filled with water and rocks from Beaver Creek and fry from the hatchery. ANNUAL BUDGET BYLAW A Bylaw of THE BOARD OF EDUCATION OF SCHOOL DISTRICT NO. 79 (COWICHAN VALLEY) (called the ''Board'') to adopt the Annual Budget of the Board for the fiscal year 2015/2016 pursuant to section 113 of the School Act, R.S.B.C., 1996, c. 412 as amended from time to time (called the "Act "). 1.
