3 Short history of SW development in Thailand Thailand used the first computer in national census in 1960 The first few computers were IBM machines installed at NSO, Chulalongkorn U., Esso, AIT, EGAT, etc. Computer Languages used were FORTRAN II & IV, RPG, Assembler, COBOL, PL/I, SL/I, APL and all data management was simply a file system.

7 Status Today Thailand are still in need of many different kinds of software for all sectors. Most software must be localized to handle Thai characters Many universities have degree programs in computer science, computer engineering, software engineering, business computing, and information technology. They produce around 18,000 graduates each year. About 1/3 of them are competent, 1/3 need more trainings and the rest are not IT employable.

8 SW-CMM & CMMI Initiation SW Park has been a CMMI partner of SEI for more than a decade (since the time of SW-CMM) At the beginning, SEI sent a trainer to provide training programs in Intro to SW-CMM, CMM Assessor, and to observe CMM assessment. Later after SW-CMM was revised and transformed to CMMI, SW-CMM assessors were retrained to become CMMI appraisers and CMMI instructors.

10 CMMI Initiation CMMI was accepted rather slowly at the beginning because of high initial investment. Therefore, SW Park initiated a project SW@ease to provide SW companies with matching fund to adopt CMMI through passing maturity appraisals at the end. So far two SW@Ease projects were approved which created much enthusiasm among SW organizations and about 70 organizations have been successfully achieve maturity levels 2 5. However, only 27 organizations appraisals are still valid today. Many companies did not re-appraise.

14 Issues in CMMI Adoption Benefits are not clear for local SW companies. No requirement for passing CMMI maturity level is specified in any government TOR. CMMI is thought to be a burden because SW organizations normally operate at minimum needed manpower, No CMMI tools are available SW personnel are not well trained in appropriate software development methodology

15 ISO Thailand participated in a working group to develop ISO Systems and Software Life Cycle Profiles and Guidelines for Very Small Entities (VSEs) This standard is smaller and easier to implement than CMMI for Development. At present SIPA is a prime mover on this standard.

20 Software Business in Thailand Board of Investment agreed to include software industry within its scope of business promotion. BOI states that production value of the software market in Thailand in 2011 was US$929 million and will expand about 10% each year. Enterprise software is leading this sector accounting for 61% of the total production value followed by digital content at 21% and embedded software at 15%. Thailand s export value of software was US$114 million in 2011.

22 Future of Thai Software Situation Thai Government offices will suffer from lack of capable software because they cannot produce software themselves and they will not be able to obtain capable software from reliable companies. A lot of budget will be wasted in software obtained from local small companies. Business sector will move towards more reliable software from large vendors and finally will be under unscrupulous control of these vendors.

23 What Should Be Done? National Software Policy is the first priority Develop a strategic plan to move the policy Update knowledge of IT instructors in all universities Improve SWE curriculum to include more current SW practice methodologies and implement the aptitude test in the entrance examination Create standard SW engineering competency examination for recruitment

24 Conclusion Thailand has been among the first IT users Lack of vision in IT causes serious decline in ability to develop new applications for use in corporate levels Decline in education quality has further cause a big down fall in software development Corruption in all sectors has also create a difficult situation which seems to be impossible for anyone to solve the problems.
