2 Opening session Ivan Koedjikov Head of Action against Crime Department, Counter-terrorism Coordinator, Council of Europe Born in 1954 in Sofia, Bulgaria, graduated in international law from the Moscow State Institute of International Relations in 1980, Ivan Koedjikov served in the Ministry of Foreign Affairs of Bulgaria until 1994 in diplomatic ranks from attaché to counselor. His career includes several negotiations which resulted in landmark agreements such as the 1986 CSCE Stockholm Document on Confidence- and Security-Building Measures (CSBMs), the 1990 Vienna Document on CSBMs, the Treaty on Conventional Armed Forces in Europe and the OSCE Charter of Paris for a New Europe. In 1987, Ivan Koedjikov served in the Bulgarian mission to UN as special adviser for the country s non-permanent membership in the UN Security Council and in , as Counsellor in the Embassy of Bulgaria in Paris. Ivan Koedjikov joined the Council of Europe Secretariat in 1994 as political adviser for enlargement. Amongst various assignments, he facilitated the negotiation of the Gagauz autonomy in Moldova, took part in the EU-led mission which attempted negotiations with President Lukashenka of Belarus after the 1996 referendum, and set up the Council of Europe Human Rights Office in Chechnya in The same year he was appointed Head of Division with responsibility for fifteen applicant and member States including five frozen conflicts. In , he was Deputy Director of the Private Office of the Secretary General of the Council of Europe. Since 2010, he serves in the Directorate General of Human Rights and Rule of Law. His current remit as Head of Department covers standard setting, monitoring and technical assistance in criminal law, fighting corruption, money laundering and terrorism financing, other matters related to counter-terrorism as well as prison and police reform. 1

3 Ana Salinas de Frías Dr Ana Salinas de Frías is currently Chair of Public International Law, EU Law and International Relations at Málaga University (Spain). She has a long experience in academic research and has conducted different international projects on terrorism related problems which have been financed, amongst others, by the European Commission or by the World Justice Project (Melina & Bill Gates Foundation). She has a wide background on Public International Law, in particular regarding International Law of the Treaties, Human Rights and International Responsibility. She has been visiting professor in universities of many countries (Italy, France, Belgium, United Kingdom, Chili, Argentina, Brazil, Costa Rica, Mexico and the United States of America). Dr Salinas has been seconded before the Council of Europe by the Spanish Ministry of Foreign Affairs ( ) as Legal Advisor at the Directorate of Public International Law and Legal Affairs, and in particular before the CoE Counter-Terrorism Task-Force. In this vein she has represented the CoE in many international conferences and meetings sponsored by CoE itself, by CoE member states (Belgium, Croatia, FYROM, Switzerland, Spain)and third states, as well as by other international organizations (UN, OSCE, EU). She has also participated in a number of conferences on terrorism-related matters organized by most prestigious academic institutions such as the American Society of International Law (ASIL) or the European Academy of International Law (ESIL). Dr Salinas is the author of a high number of publications on the aforementioned domains. Concerning terrorism in particular it is worth mentioning, among others, Counter-Terrorism, International Law and Practice (Oxford University Press) and Counter-Terrorism and Human Rights in the case-law of the European Court of Human Rights (Council of Europe Publishing, translated also into Turkish). 2

6 Francisco Jiménez-Villarejo The Eurojust National Member for Spain since December 2012, Mr Francisco Jiménez-Villarejo, was elected Vice-President of Eurojust in October His career began as a prosecutor in 1990 when he joined the Prosecution Office of Sevilla, Spain. Following promotion to the rank of Senior Prosecutor, Mr Jiménez-Villarejo worked at the General Prosecution Offices of Mallorca and Málaga where he was appointed one of the Delegates of the Special Anticorruption and Organised Crime Special Prosecution Office in He was a founding member of the Spanish Prosecutors International Cooperation Network in 2002 and Head of the International Cooperation Service in the Prosecution Office in Málaga. In 2004, he was appointed as a contact point of the European Judicial Network. Mr Jiménez-Villarejo is often invited to speak at high-level international seminars, and was a professor of Criminal Law at the Universidad de las Islas Baleares and also a Professor of Procedural Law at the Police Academies of Andalucia and Mallorca. He has published more than twenty articles and has participated in several EU and legal research projects on international cooperation. 5

7 Thomas Fiquet Magistrat de l'ordre judiciaire français Premier substitut à l'administration centrale du Ministère de la justice Rédacteur au sein du Bureau de la lutte contre la criminalité organisée, le terrorisme et le blanchiment (BULCO) de la Direction des affaires criminelles et des grâces (DACG) Après avoir intégré l'ecole Nationale de la Magistrature en 2004, Thomas FIQUET a exercé à partir de 2006 des fonctions généralistes au sein de plusieurs Parquet de région parisienne. Il a rejoint le Parquet de PARIS en 2008, en qualité de Substitut du Procureur de la République et a été affecté pendant 4 ans à la section de lutte contre le terrorisme et les atteintes à la sûreté de l'etat (C1), centralisant l'ensemble des enquêtes conduites en France. Dans le cadre de ses activités au sein de la section anti-terroriste il a été nommé au Bureau des enquêtes et a été en charge du suivi des procédures liées aux activités du PKK et relatives à l Islam radical. Il a récemment piloté les enquêtes diligentées en France sur les filières jihadistes à destination de la Syrie. Il a également représenté le Ministère public aux audiences correctionnelles en matière de terrorisme, concernant principalement le jugement de membres de l organisation E.T.A ou d'individus impliqués dans des dossiers d'islamisme radical. Affecté depuis septembre 2014 au Bureau de la lutte contre la criminalité organisée, le terrorisme et le blanchiment (BULCO), il est en charge du suivi de l action publique relative au terrorisme national et international ainsi que de l actualité législative relative à ce contentieux. 6

8 Fiona de Londras A professor of law at Durham University in the United Kingdom, Professor Fiona de Londras co-directed the Durham Human Rights Centre from Prior to joining Durham in 2012, Prof. de Londras held lectureships at University College Cork and University College Dublin. She is a visiting professor at University of New South Wales (where she is affiliated with the Gilbert + Tobin Centre for Public Law) and University College Dublin. In addition, Fiona is a member of the advisory boards of the Centre for Comparative and European Constitutional Studies in the University of Copenhagen and University College Cork Faculty of Law, and is a global affiliate of the Vulnerability and the Human Condition Initiative at Emory University in Atlanta. Fiona s work has three main strands. The primary focus has been on terrorism, counter-terrorism, constitutionalism and human rights. Most recently this has taken the form of a major EU-funded project entitled SECILE (Securing Europe through Counter-Terrorism: Impact, Legitimacy and Effectiveness) of which she is PI. A second focus is on comparative human rights law, with a particular focus on the ECHR and constitutional rights protection in the US, Ireland and Canada. Thirdly, Fiona works on human rights and gender, with a particular focus on abortion law reform in Ireland. In all, Fiona is (co) author or (co) editor of more than 60 books, chapters and articles on human rights law. Prof. de Londras is joint editor-in-chief of the Irish Yearbook of International Law, co-editor of Legal Studies, founder of Human Rights in Ireland, an invited member of the SOURCE network on societal security, and will be a member of the Genest Global Faculty of Osgoode Hall Law School in January For she is a visiting fellow of Oxford Human Rights Hub and Programme Associate of the Human Rights for Future Generations Programme of the Oxford Martin School. 7

9 Case session Jesper Hjortenberg Jesper Hjortenberg is chairman of the European Committee on Crime Problems (CDPC) since the plenary meeting held in December He has been Danish member of the CDPC for more than ten years. He has on two occasions been a member of the CDPC Bureau and was from 2011 to 2013 Vice Chair of the CDPC. Jesper Hjortenberg has been a prosecutor since 1988 and has worked at the Office of the Danish Director of Public Prosecutions from 1994 to From 2002 to 2007, he was Head of the International Division of the DPP s Office, and since 2007 served as Deputy Director with responsibility for casework and international matters. He prosecuted a large number of cases before the Danish Supreme Court from 1996 to Jesper Hjortenberg was appointed National Member for Denmark at Eurojust on 1 September Mr Hjortenberg participated in negotiations for the EU 2000 Convention on mutual legal assistance and the 2002 Eurojust Decision as part of the Danish delegation at the meetings in Brussels and has also over the years participated in the process of negotiating and finalizing several Council of Europe Recommendations and Conventions. Jesper Hjortenberg is the author and co-author on a number of articles and books on inter alia Criminal Law, International Criminal Law and Human Rights and was a part time lecturer at Copenhagen University for many years. 8

11 Bruce G. Ohr Bruce Ohr is the Counselor for Transnational Organized Crime and International Affairs in the Criminal Division of the U.S. Department of Justice. He was previously the Chief of the Organized Crime and Racketeering Section in the Criminal Division from 1999 through May Prior to that Bruce was an Assistant United States Attorney in the U.S. Attorney s Office for the Southern District of New York from 1991 to 1999, and was Chief of the Violent Gangs Unit in that Office from 1998 to Bruce was an associate at the San Francisco law firm of Orrick, Herrington & Sutcliffe from 1988 through Bruce graduated from Harvard College in 1984 with a degree in physics. He graduated from Harvard Law School in 1987 and clerked for Judge Spottswood Robinson of the U.S. Court of Appeals for the D.C. Circuit from 1987 to

12 Session II Financing of terrorism and ancillary crime Carlo Chiaromonte Carlo Chiaromonte was born in Italy, where he graduated in Law, International Law and International Relations. He joined the Council of Europe in 1992 as a Lawyer with the European Commission of Human Rights. He is the Head of the Criminal Law Division and the Terrorism Division, Council of Europe. He has been responsible for the process of drafting of the most recent Council of Europe Conventions in criminal law: on Protection of Children against Sexual Exploitation (Lanzarote Convention); on Counterfeiting of Medical Products (Medicrime Convention), on Violence against Women; and the Convention against Trafficking in Human Organs. He is currently Secretary to the Council of Europe steering committees responsible for criminal matters (CDPC) and fight against terrorism (CODEXTER). 11

14 Luis Miguel Hinojosa Martínez Professor of International and European Law, Granada University Professor Luis Hinojosa is Vice-President of the European Society of International Law and the Director of the Department of Public International Law and International Relations of Granada University. After working as an attorney in Brussels (Van Bael and Bellis law firm), he joined Granada University teaching staff. His main areas of teaching and research include international economic law, European Union law, and international terrorism. He has written books on international economic law (2010), international legal instruments against the financing of terrorism (2008), the competencies of the European Union (2006), fair trade and social rights (2002) and the international and European regulation of capital movements (1997). He is a member of the Editorial Board of the Revista de Derecho Comunitario Europeo and the Revista Española de Derecho Internacional, and of the Executive Board of AEDEUR (Spanish Association for the Study of European Law), a member of SIEL (Society of International Economic Law), and of AEPDIRI (Spanish Association for International Law), and former member of its Executive Board. Professor Hinojosa has been Visiting Scholar in the Stetson School of Law, Florida (2007) and in Berkeley University, California (2010). 15 Session III Terrorism and the United Nations Arms Trade Treaty Hideki Matsuno He is currently a Political Affairs Officer in the Conventional Arms Branch, United Nations Office for Disarmament Affairs (UNODA). His current portfolio includes: Arms Trade Treaty, and military transparency issues, including the UN Register of Conventional Arms and the UN Report on Military Expenditures. He was the Secretary to the 2013 Group of Governmental Experts on the UN Register of Conventional Arms. Previously he was a team leader for small arms issues in the same Branch, and organized the Second Review Conference of the UN Programme of Action on small arms and light weapons in 2012 and the Meeting of Governmental Experts on small arms in He was also involved in anti-personnel landmines and cluster munitions, DDR (Disarmament, Demobilization and Reintegration) issues. Prior to joining the UNODA, he worked in DPKO (Department of Peacekeeping Operations) of the UN Secretariat, and managed UN peacekeeping missions in Timor-Leste (East Timor) between 2002 and Prior to joining the UN, he served in the Japan Air Self Defense Force as an intelligence officer. 14

16 Valerio de Divitiis Valerio de Divitiis is member of the Italian Team for Security Terroristic Issues & Managing Emergencies (ITSTIME) at Università Cattolica. Since 2008 Valerio has been working at international/multilateral level through serving the Action against Terrorism Unit of the OSCE, the Rule of Law Unit of the UNODC in Iran and the EU Agency for Fundamental Rights. In 2013 he consulted on terrorism matters for the EU Parliament-Grand National Assembly of Turkey Exchange and Dialogue Project. Currently, Valerio assists the UNODC and the EC in the field of Justice, Freedom and Security as independent expert. Moreover, he is adviser for the International Institute of Higher Studies in Criminal Sciences (ISISC). 15

17 Session IV Preventive aspects of combating terrorism and other form of serious organised crime Vivian Geiran He is also a member of the Parole Board. Appointed Director of the Irish Probation Service by the Minister for Justice, on the 08th of August, Leads the Probation Service, an agency of the Department of Justice and Equality, providing offender assessment and supervision programmes to around 9,000 offenders in the community and over 1,500 persons in custody every day. Responsible for the management of 395 Service staff, and an annual budget (2014) of 37.3 million. He is a registered social worker and holds two master s degrees (in social work and social studies), as well as a diploma in leadership and management. Having joined the Probation Service, as a Probation Officer, in 1987, he held a variety of posts up to and including as Director of Operations ( ). He has published papers on social work and probation management in a number of journals and as book chapters. In December 2013, he was elected as a member of the Council of Europe s Council for Penological Co-operation (PC-CP). 16

18 Miroslaw Nowak Miroslaw Nowak has 20-years of professional experience gained during service in the prison system and the Ministry of Justice of Poland. He started as a junior prison officer in Warsaw s Bialoleka Prison and continued his work in other penitentiary institutions as well as in various positions in the Central Prison Administration and Ministry of Justice in Poland. In the Central Prison Administration, he held positions as Head of the Unit of international relations, Head of the public relations department, as Advisor for the General Director of the Polish Prison Service. From 2001 to 2007, Mr. Nowak served as Deputy Chief of the Control and Inspection Bureau, which is responsible for overall planning, development, management and organisation of the system on interior control of penitentiary institutions. As Chairman of inspections he has control overall activity of prisons and remand prisons, regional inspectorates and training centres for Prison Staff in Poland. In addition, he was responsible of complaints procedures of prisoners, their families and legal representatives. Since 1997, Mr Nowak has repeatedly gained international experience working for field missions for multiple international and national NGOs, the Council of Europe and OSCE in Moldova, Georgia and OSCE Mission to Skopje covering projects in countries of the former Soviet Union and the Balkans. At present, he is seconded by Republic of Poland to the OSCE Centre in Bishkek and has been working as the Penitentiary Reform Advisor since Miroslaw Nowak has a Master Degree of Special Education from the Academy of Special Education in Warsaw, Poland. He also studied Law and Administration at the Warsaw University and has completed the School for Human Rights Instructors and Lecturers at the Helsinki Foundation of Human Rights in Warsaw. 17

19 José Luis Serrano Merino Head of Strategy Department, National Counterterrorism Coordination Centre (CNCA), Spain Destino actual: Cargo y Centro: Jefe del Área de Estrategia del Centro Nacional de Coordinación Antiterrorista. Ingresó en el Cuerpo Nacional de Policía, Escala Ejecutiva, en Octubre de 1980, habiendo desempeñado diversos destinos en áreas de Policía Judicial y de Inteligencia, bien en labores de investigación, bien en labores de análisis estratégico. Como investigador participó concretamente en la lucha contra la delincuencia organizada hasta 1985, año en que comenzó a desarrollar labores antiterroristas contra organizaciones de ámbito internacional. Desde 1992 asumió la dirección de grupos de investigadores en la lucha contra grupos terroristas internacionales, hasta el año 2002 que, tras ascender, pasa a dirigir Secciones operativas en la misma área de lucha antiterrorista. En 2007 accede al ámbito de la inteligencia como analista jefe, coordinador de Terrorismo Internacional. Finalmente, en 2010 es trasladado al Centro Nacional de Coordinación Antiterrorista, donde es nombrado responsable del Área de Estrategia contra el Terrorismo, puesto que ocupa en la actualidad. Posee distintas condecoraciones policiales de ámbito interno, como la Cruz al mérito policial con distintivo Rojo, y las Cruces con distintivo Blanco de la Policía y de la Guardia Civil o la Encomienda de la orden del mérito civil, así como numerosas felicitaciones públicas, españolas e internacionales. Entre otras titulaciones ostenta el Grado universitario en Criminología por la Universidad Rey Juan Carlos I de Madrid, obteniendo la calificación de Observador Policial para Misiones de Paz de NNUU y la diplomatura en Derechos Humanos por la Universidad Carlos III (Madrid), habiendo participado, entre otros, en el Forum Propuesta de Paz para Oriente Próximo de la Fundación Internacional Olof Palme de Barcelona. Como docente, ha desarrollado una amplia labor en diferentes y variadas materias policiales y de inteligencia estratégica, y ha impartido multitud de conferencias en organismos internacionales y en instituciones nacionales de distintos tipos, tanto en el campo de la Administración como en el mundo académico, habiendo intervenido en numerosas reuniones de trabajo auspiciadas por organismos internacionales, principalmente, de NNUU o la UE, así como en reuniones bilaterales entre Cuerpos policiales y/o de Seguridad e inteligencia de diferentes países, mayoritariamente en materias de seguridad y lucha contraterrorista. 18

21 Ghaffar Hussain Ghaffar Hussain is Managing Director at Quilliam. He holds a BSc (HONS) in Psychology from the University of Wales and an MA in Politics (with Distinction) from the University of Sheffield. In his youth, he was a very active supporter of a number of non-violent Islamist organizations in the UK. He now works to challenge extremism and to promote positive modes of political engagement. Ghaffar regularly travels around the UK, North America, and Europe in order to speak with policy makers and practitioners about radicalization as a phenomenon. His research focuses on analyzing extremist trends in western societies, as well as contributory factors, such as identity, alienation and perceived grievances that are conducive to their spread. 22 Joe McNamee Joe McNamee is Executive Director of European Digital Rights (EDRi), an association of 36 privacy and digital civil rights organisations from across Europe. He studied Modern Languages in Bristol (BA), European Politics (MA) in Swansea and International Law (LLM) at the Brussels Schools of International Studies. He has worked on Internet-related topics almost continually since 1995, having started his online career as a technical support advisor for an Internet provider in He was responsible for three independent studies for the European Commission on Local Loop Unbundling, on Convergence and on Telecommunications and the Information Society in eight former Soviet states.
