1 CITY AND COUNTY OF CARDIFF DINAS A SIR CAERDYDD AGENDA ITEM: 6 TH ECONOMY & CULTURE SCRUTINY COMMITTEE: 12P P NOVEMBER 2009 DEVELOPING CARDIFF S POST-RECESSION ECONOMIC REGENERATION PRIORITIES Purpose of Report 1. To introduce the committee to a piece of work that will be carried by the Economy, Enterprise and Infrastructure service area that will aim to develop Cardiff s post-recession priorities for economic regeneration. Background 2. As part of its terms of reference the Committee has responsibility for scrutinising economic strategy and development as well as taking an interest in the general economic wellbeing of the city. The former Economic Scrutiny Committee has carried out substantial pieces of work in the area of the economy and economic regeneration and undertook a task and finish inquiry looking at the Competitiveness of Cardiff. This included commissioning Professor Michael Parkinson of the European Institute for Urban Affairs at Liverpool John Moores University to carry out a large scale piece of research looking at the competitiveness of Cardiff. This inquiry was completed in July 2006 and contributed to the Cardiff Economic Strategy The strategy itself was scrutinised by the Committee in January 2007 and March The Cardiff Economic Strategy emerges from the Council's Community Strategy, "Proud Cardiff" and the Council's Corporate Plan. It contains 1

2 seven strategic themes, outlined below (the Executive Summary of which is attached in Appendix Z): An International Capital City which aims to increase the competitiveness of Cardiff as leading International Capital City, and to project the vibrancy, culture and verve of the City and the Welsh nation to a national and international audience; A Business City which aims to establish Cardiff as a widely recognised international business location that encourages growth and innovation in thriving sectors; An Innovative City which aims to accelerate the diversification of the City's economic base by encouraging and facilitating growth, enterprise and innovation in thriving high value added knowledge sectors; A Skilled City which aims to create a highly skilled qualified workforce to drive forward the knowledge economy and provide an excellent quality of service; An Enterprising and Inclusive City which aims to tackle deprivation and promote economic and social inclusion by regenerating local communities and providing a sustainable future for local businesses; An Accessible City which aims to ensure that Cardiff has a modern, world class transport infrastructure that meets the ambitions and needs of residents, businesses and visitors alike and assists in achieving sustainable economic growth; A Sustainable City which aims to build on Cardiff's reputation as a quality of life City by progressing improvements in the quality and performances of businesses in the context of sustainable development and a high quality built and natural environment. 4. In addition the Economic Scrutiny Committee also carried out a short scrutiny inquiry into Economic Regeneration which was completed in September The inquiry set out to consider the economic aspects of regeneration and review the corporate approach to ensuring this was embedded into the delivery of projects. The Committee made a series of 2

3 recommendations to the Executive relating to economic regeneration, economic development and worklessness. 5. In terms of economic regeneration for Cardiff, in 1992 the former South Glamorgan County Council launched the 2020 Vision. This was an attempt to reposition Cardiff as a superlative maritime European Capital City, which will stand comparison with any similar city in the world. Analysing Cardiff s strengths and weaknesses in terms of key assets, potential areas for development, infrastructure to support business, transportation and inward investment amongst other factors, a vision was laid out for how the city should develop, which included an ambitious programme of highprofile regeneration projects that would take the city forward over the subsequent quarter of a century. 6. Many of the ambitions of the 2020 Vision have already been achieved, such as developing a dynamic service sector economy at the centre of the South-East Wales city region; the development of Cardiff Bay; the construction of the Millennium Stadium; developing the city as a leisure and retail hub, culminating in the recent opening of the St David s 2 Centre and progress of projects such as the International Sports Village 7. Cardiff s ambition of delivering for Wales as the economic and cultural driver of a competitive city-region remains. However, the challenges the city faces now are very different. Cities now operate in a global context. In order to remain competitive they must work to attract international investment, businesses and organisations, educated and mobile workers as well as international visitors and events. 8. Furthermore, Cardiff must respond to significant global economic, social and environmental challenges such as the credit crunch and climate change. The economic crisis and its consequences are of particular relevance to this piece of work. Cities must act in the short term to mitigate the impact of the recession, whilst at the same time develop a long term strategy for thriving in a post-recession world. 3

The piece of work that will be carried out will build on the Economic Strategy, and work within the context set by other existing Council strategies, to develop Cardiff s post-recession economic regeneration priorities. The following questions will be considered: o What are Cardiff s current economic, cultural and environmental assets, strengths and weaknesses? o What are the global drivers and challenges that will influence Cardiff s future and what are their implications for the city? o How are other successful international cities responding to these challenges, particularly in terms of economic development and regeneration projects? o What are the most important economic development and regeneration projects that the city needs to progress over the short / medium / long term in order to remain internationally competitive? o How should the city deliver these projects in partnership between public, private and voluntary sectors; all of whom have a stake in a successful international city? To test and build upon this research a series of workshops and interviews with Senior Officers from both the Council and the Welsh Assembly Government; Cardiff s business; academic; social and voluntary communities, as well as with potential investors in the city, will take place. The principle output will be a tightly focussed document which will set out the identified major development priorities that need to take place in the city in the short, medium and long term in order to ensure that Cardiff remains an internationally competitive city. Alongside this there will be an Action Plan which will identify the appropriate delivery partners and mechanisms for making these projects a reality. 4

5 Issues 10. Officers will be present at the meeting to run through the aims, objectives and process of the work that will be undertaken. The work is at a very early stage and this meeting offers Members an opportunity to gain an early understanding and involvement in what will be an important part of future economic strategy. Way Forward 11. Members may wish to consider the information provided, decide whether they wish to make any comments, or observations, and whether there needs to be any further scrutiny of this issue. However, legal implications may arise if and when the matters under review are implemented with or without any modifications. All decisions taken by or on behalf the Council must (a) be within the legal powers of the Council; (b) comply with any procedural requirement imposed by law; (c) be within the powers of the body or person exercising powers of behalf of the Council; (d) be undertaken in accordance with the procedural requirements imposed by the Council e.g. Scrutiny Procedure Rules; (e) be fully and properly informed; (f) be properly motivated; (g) be taken having regard to the Council's fiduciary duty to its taxpayers; and (h) be reasonable and proper in all the circumstances 5

8 43510_Comp_Capital_Summ_E 14/9/07 3:46 pm Page 2 COMPETITIVE CAPITAL Cardiff: A Competitive Capital To ensure that Cardiff, as an International Capital, is an inclusive, vibrant and thriving city in which to live and work, with a skilled, creative workforce and a buoyant business environment - Proud Capital Vision 2 An exciting new agenda is being developed for Cardiff that will create opportunities for local businesses and communities befitting a Proud Capital. The Competitive Capital Economic Strategy will further progress the Cardiff story by outlining the city s strategic objectives over the next five years. Overwhelmingly, research now shows that the contribution of cities is particularly important to the performance of national economies. Economic competitiveness is compatible with social cohesion and creates more opportunities to address social exclusion. It also underlines that the policies, resources and powers that national governments allocate to cities can have a major impact upon their performance. Cities are back. For twenty years they were basket cases, liabilities, now Government has realised they are the drivers of regional and national economy Professor Michael Parkinson, Director of the European Institute for Urban Affairs, Liverpool John Moores (2000) In a global context, Cardiff can only be considered small in terms of its administrative boundaries. The city economy can rely on the increased population of the surrounding hinterland and travel-to-work area of the South Wales Valleys, Newport and the Vale of Glamorgan. As such the city benefits from the continuous flow of tourism and the business activity of the entire region. This has the effect of increasing the number of residents to around 1.4 million, creating a critical mass of people and activity that allows Cardiff to service a significant south east Wales regional economy. Like all progressive cities, Cardiff is marked by an ongoing debate about the scope for improvement. Consequently, there is a strong case for linking the economic strategy to the drivers of competitiveness as identified by the European Institute for Urban Affairs - a specialist think tank in areas of concern to urban policymakers throughout the world. The six critical drivers of urban competitiveness, noted below, form the basis of Cardiff s strategic approach to achieving international competitiveness: Innovation Systems; Economic diversity; A skilled workforce; Connectivity- transport, technology; Quality of life social, cultural and environmental, and Strategic capacity- to mobilise and implement long-term development strategies. Cardiff compares favourably with its benchmark cities on the majority of indicator variables, performing best in terms of employment rates, qualification levels and claimant count rates. In 2005, Cardiff had an overall competitiveness index score in of higher than all but two of the benchmark cities and higher than the UK average. The city of Cardiff is also the main driver of economic growth in South East Wales with 40% of the city s workforce living outside the city s boundaries and over one fifth of Welsh GVA is generated by Cardiff and the Vale of Glamorgan. However, despite the city s competitive position, there are areas in which Cardiff is performing less well in comparison with the core cities and against international averages. Pockets of high unemployment in deprived areas still persist, there is a lack of corporate headquarters in the city and there is a degree of skills-polarisation in the city-region as a whole.

This Economic Strategy delivers the economic strand of the vision in collaboration with Cardiff's strategic partners. Seven strategic chapters will focus on Cardiff s key objectives, developed around the drivers of urban competitiveness as identified by the European Institute of Urban Affairs. These represent the key areas that cities need to address if they are to be competitive on the international stage. A consensus view emerged identifying the strategic areas that demand immediate action, and to address these priorities stakeholders in the city must: Raise the profile of Cardiff as an international capital, and develop its role as a driver of the south east Wales economy. Improve Cardiff s accessibility to ensure the city has a world class integrated transport infrastructure and improved airport connectivity. Capitalise and exploit the expertise of the region s academic base in developing the economy. Increase both the inception levels and growth of indigenous businesses as well as attracting quality inward investment to the region. Address the polarisation of skills in Cardiff and the region, ensuring a match between the supply of a skilled workforce with the developing demands of business. 3

As skilled labour and knowledge-intensive businesses become increasingly mobile, places have to compete to attract and retain high value-added economic activity, and quality of place becomes a key competitive asset. Cardiff s new approach to international activities aims to share best practice, develop trade opportunities and promote innovative approaches to service delivery. To achieve the International Capital City aim by 2012 Cardiff will: Maintain and improve the city s cultural, leisure and sporting facilities and events programme; Widen the city s global outlook by developing links with other leading international cities, critically so with priority partner cities; Develop a new strategic relationship between Cardiff and Bristol; Develop the St. David s 2 Shopping Centre anchored by John Lewis; Play a key role in supporting the 2012 London Olympics; Ensure that Cardiff, along with Newport and Swansea, can provide training facilities for sportsmen and women in preparation for the 2012 Olympic Games; Play a key role in hosting the 2010 Ryder Cup; Utilise the Cardiff & Co place marketing agency to promote Cardiff as a great place in which to invest, work, visit, live, and study. Host an Ashes Test Match in 2009 at the redeveloped Sophia Gardens cricket ground; Maximise the use of the Millennium Stadium with a series of new events, to compensate for the loss of Wembley matches ; Develop an International Sports Village; Develop a new International Conference Centre; Develop a Regeneration Framework for the next phase of Cardiff Bay s development; Develop 400,000ft of retail development at Leckwith stadium; Develop a new stadium for Cardiff City Football Club. 4

11 43510_Comp_Capital_Summ_E 14/9/07 3:46 pm Page 5 COMPETITIVE CAPITAL A Business City Aim: To establish Cardiff as a widely recognised international business location that encourages growth and innovation in thriving sectors. A reputation as a successful business city relies on the availability of suitable employment land and premises and a supporting infrastructure which encourages the development and growth of new and indigenous companies. It is essential that Cardiff offers a range of suitable employment land and premises to accommodate those high value added sectors identified as being fundamental to the future prosperity of the city s economy. In addition to ensuring the availability of large high quality employment sites the city also needs to provide a portfolio of smaller workshop units and technology centres to encourage innovation and greater levels of start-ups. To achieve the Business City aim by 2012 Cardiff will: Increase the availability of premium quality office accommodation for high value businesses and subsequently attract a greater number of headquarters to the city; Work with partners and the private sector to develop an International Business Park within Cardiff; Work with our private sector partners to provide and/or facilitate a range of premises and facilities for the complete range of business sizes and types at different stages of development; Protect employment land through the implementation of new employment planning policies contained in the new Local Development Plan for Cardiff; Encourage the availability of venture funding sources through the private sector and Finance Wales; Increase the number of new business start ups in Cardiff; Develop a new Urban Village at Dumballs Road that includes significant new employment opportunities, particularly in the creative industries; Further improve its Business Support package with key partners. An Innovative City Aim: To accelerate the diversification of the city s economic base by encouraging and facilitating growth, enterprise and innovation in high value added knowledge sectors. To achieve the Innovative City aim by 2012 Cardiff will: Establish a new approach to improving the R&D Capacity of the City; Implement a successful sectoral based marketing strategy to increase investment and employment growth; Establish a network of incubation and growth facilities in Cardiff; Increase the number employed in high value added, knowledge based sectors; Implement sectoral-based action plans with identify sector champions to increase growth in each of our key sectors; Increase employment within finance and business services through the promotion of a financial quarter ; Develop Callaghan Square into a high value business district, with a focus on expanding the financial quarter; Work with the Welsh Assembly Government to develop the Creative Industries and the Healthcare Life Science park as part of the Roath Basin development; Cardiff must take steps to increase its share of innovative high value added sectors and diversify its economy. Industries of the past will not be enough to ensure that Cardiff performs in line with other successful cities throughout Europe. Research undertaken by Cambridge Econometrics identified the sectors that offer the greatest potential and added value to the Cardiff economy as financial & business services, bioscience, creative industries, technology and leisure & tourism. Develop a range of creative industries hubs within the city; Develop a new Technology Centre on the site of the existing Cardiff Business Technology Centre (CBTC) with a new approach to management and development of technology in the city region; Advance the city s technology infrastructure to ensure accessible global connectivity for businesses and citizens; Raise awareness with businesses of the availability of the communications infrastructure in the city; Facilitate the creation of high bandwith communication networks/infrastructure to enable greater collaboration between companies, universities, the public sector; and the third sector; Maximise new investment opportunities at the St. Athan site; Develop a creative industries hub for the city and region; Open the Cardiff Museum at the site of the old library; Establish a new visitor centre at Cardiff Castle as one of the most popular tourist destinations in the city. 5

12 43510_Comp_Capital_Summ_E 19/9/07 10:07 am Page 6 COMPETITIVE CAPITAL A Skilled City Aim: To create a highly skilled and qualified workforce to drive forward the knowledge economy and provide an excellent quality of service. There is a wide consensus that the knowledge economy will be a principal driver for growth in the 21st Century. Accordingly, knowledge and skills is a central component for raising not only the international competitiveness of Cardiff, but also our overall standard of living. Cardiff s strategic approach seeks to achieve a balance between utilising skills and knowledge as a tool in promoting social inclusion as well as driving forward our higher-level competitive economy agenda. To achieve its Skilled City aim by 2012 Cardiff will: Develop learning and skills responses that meet the identified needs of retail, social care and early years, finance and business services (including contact centres), bioscience and film, television and multimedia; Meet the training and recruitment requirements needed to support St David s 2, the International Sports Village and other major projects; Address the demand and capacity to respond to the vocational training needs of young people, including those wishing to learn through the medium of Welsh; Increase the capacity to deliver ESOL (English Speakers of Other Languages) and employ different approaches for the delivery of essential/basic skills including ESOL training to help raise levels of participation; Raise skill levels in Cardiff and the city region, ranging from an increase in basic skill levels to the numbers attaining NVQ Level 4; Utilise skills and knowledge to tackle worklessness and inactivity; Encourage opportunities for knowledge transfer from universities to business; Ensure the skills base can accommodate and respond to the demands of industry; Increase the percentage employed within knowledge sectors; Further promote parity of esteem between academic and vocational learning via Learning Networks and the promotion of the Welsh Baccalaureate. Address the regional skills agenda through the Skills, Learning and Work Partnership. 6

13 43510_Comp_Capital_Summ_E 24/9/07 2:10 pm Page 7 COMPETITIVE CAPITAL An Enterprising & Inclusive City Aim: To tackle deprivation and promote economic and social inclusion by regenerating local communities, encouraging social enterprise and providing a sustainable future for local businesses. Local people are proud of their city and proud of their communities. They must be empowered to play a major role in the future development of the city. Effective partnership working between the public, private and voluntary sectors is essential to support effective regeneration and in delivering social, economic and environmental wellbeing within local communities. To ensure an Enterprising & Inclusive City by 2012 Cardiff will: Develop increased numbers of social enterprises; Open a new Cardiff Central Library, which can promote social capital and encourage accessible learning; Extend and improve the Council s infrastructure of Local Training and Enterprise Centres with particular regard to Splott and North Cardiff; Capitalise upon available funding sources in order to deliver improved and extended job-placement and vocational training schemes; Support a network of thriving, active and enterprising communities; Exploit employment opportunities for local people afforded by the significant capital investments at St David s 2 and the International Sports Village by working in partnership with private and public sector agencies; Build upon the existing provision of construction skills training at the Cardiff Construction Training Centre in Dumballs Road by extending the building through planning gain opportunities; Invest in the regeneration of neighbourhoods, not just the city centre and in business parks; Maximise European Structural Funds and other external funding opportunities to continue the regeneration of Cardiff. An Accessible City Aim: To ensure that Cardiff has a modern, world-class transport infrastructure that meets the ambitions and needs of its residents, businesses and visitors alike and assists in achieving sustainable economic growth. To achieve the Accessible City aim by 2012 Cardiff will: Support a Regional Transport Plan to aid the delivery of Cardiff s future transport strategy. The Regional Transport Plan s vision is to provide a modern, integrated and sustainable transport system for outh East Wales that increases opportunity, promotes prosperity and protects the environment; where public transport, walking, cycling and sustainable freight provide real travel alternatives ; Reduce unnecessary car use by developing and promoting real alternatives, and by managing both the network and demand for travel; Improve access to Cardiff International Airport, together with increasing the range of direct international flights (including major European business centres) to ensure the airport functions as an international gateway to the city and wider region; Connectivity is an essential feature of urban competitiveness. It is widely recognised that the most successful cities have the physical and communications infrastructure to move goods, information, services and people quickly and efficiently. The importance of increasing Cardiff s connectivity extends beyond the city s administrative boundaries to the wider city-region. Excellent transport links between Cardiff, the South Wales Valleys and along the M4 corridor are vital to ensure that the future momentum of economic development within the city region is not constrained. Expand logistical services and establish feeder ship connections to deep sea UK and European ports providing access to markets for retailers and manufacturers; Establish the proposed Cardiff Transportation Partnership to take forward key priority projects such as the: Eastern Bay Link (EBL): which will connect Butetown Tunnel with the A48 Eastern Avenue. Regional Park and Ride plus supporting Bus Priority Measures: St Mary Street/High Street: aimed at improving the High Street/St Mary Street streetscene Cardiff Bay Link Cycling and Walking: by promoting alternatives to car use remains integral to Cardiff s overarching policy. 7

14 43510_Comp_Capital_Summ_E 14/9/07 3:47 pm Page 8 COMPETITIVE CAPITAL A Sustainable City Aim: To build on Cardiff s reputation as a quality of life city by progressing improvements in the quality and performances of businesses in the context of sustainable development and a high quality built and natural environment. Because of its distinction as a quality of life capital, sustainable development forms a central guiding principle for all of Cardiff s activities. Cardiff s commitment to sustainability is reflected in the creation of the ecological footprint to measure the sustainability of current practices. The move towards sustainability is a necessity, but the transition will be difficult in many respects. The strategy seeks to embed sustainability within its new model for growth. For Cardiff to become a Sustainable City by 2012 it will: Achieve widespread adoption of Environmental Management Systems (e.g. Green Dragon) across all sectors of the economy; Develop comprehensive design guidance for all types of development in Cardiff; Educate the public, private and third sectors on sustainable operations that afford efficiency savings and promote environmental planning; Expand market demand for sustainable technologies; Maximise the impact which procurement can have on sustainable development; Reduce energy consumption in the city; Develop measures to establish an energy cluster in Cardiff; Mainstream the sustainability agenda to afford economic benefits; Utilise sustainable technology as well as improve sustainable behaviouralpractices; Develop the role of social enterprise in encouraging / facilitating sustainability; Create local industries by developing the facilities to satisfy demand locally; Adopt and implement a medium term Climate Change Action Plan with partners to focus on mitigation and adaptation to climate change in Cardiff; Prepare to make Cardiff a carbon lite city; Mitigate energy use and encourage the provision of alternative energy.
