Justification and Need for the Program Changes to Georgia s Professional Standards Commission rules and the creation of an Instructional Technology area of certification necessitate this change. Last year, two tracks were approved by the TEC/GPCC in the Ed.S. program. One track includes the Certification Track and the other track includes the Upgrade Track which is now being changed to Advanced Track to avoid confusion with the PSC term upgrade. The Advanced Track was based on ISTE Technology Facilitator standards. However, ISTE recently replaced these standards with the ISTE Technology Director standards. Therefore, the courses in the Advanced Track have to be replaced with new courses that meet the ISTE Technology Director standards. IV. Procedures Used to Develop the Program The existing program was designed through faculty collaboration across and with feedback from advisory boards that include teachers, administrators, and central office personnel for area school systems. The proposed revisions were developed by program faculty in the Department of Instructional Technology with input from the ITEC advisory board and B-12 educators. V Curriculum: Degree Program Requirements There are two tracks for the Ed.S. in Instructional Technology Certification and Advanced permitting the program to serve the needs of different audiences. The Certification Track leads to initial certification in Instructional Technology from the Georgia Professional Standards Commission (GaPSC), resulting in an improvement in the candidate s certificate type (T to S) and an increase in the candidate s certification level (5 to 6). The Advanced Track is more versatile, meeting the needs of educators who (a) do not need or (b) do not want initial Georgia certification in Instructional Technology. This group may include candidates already possessing Georgia Instructional Technology certification who only need to improve their certificate level (5 to 6); or candidates whose careers do not require Georgia certification (e.g., leadership candidates; educators in independent, charter, or IE 2 school districts; and educators outside of Georgia), who wish to earn an advanced degree in Instructional Technology. The Certification Track in Instructional Technology prepares educators who wish to effectively integrate technology into their own teaching practice and to assist other educators in utilizing technology to improve the teaching and learning process. It prepares educators to model best practices in the use of instructional technologies and to provide high-quality professional learning experiences for others. The Certification Track is based on the GaPSC Standards for Instructional Technology and the ISTE Standards for Technology Coaches (ISTE-C). The Advanced Track prepares technology leaders to lead the use of technology at the local, state, regional or national levels. The Advanced Track is based on the ISTE Standards for Technology Directors. In Georgia, Instructional Technology is a new field of certification and is classified as a Service (S) certificate (P-12) when added to an existing clear renewable Georgia certificate. The Certification track leads to S-6 certification (service field) in Instructional Technology and increases a candidate s T-5 certification to a T-6. To qualify for the new certification, candidates December 2013 Page 3 of 8
4 must pass the GACE in Instructional Technology and add the new field to their existing teaching certificate. The Advanced track increases a T-5 to a T-6 and an S-5 to an S-6. Program Admission Requirements: Expected qualifications for applicants to be considered for admission will typically include: 1. An earned master s degree in professional education or a related field; 2. A clear renewable professional certificate (T, S, L, PL or Life) OR a departmentallyapproved equivalent. The Department of Instructional Technology recognizes and appreciates that many charter, independent schools, IE 2, and 21st century learning environments do not require educators to hold traditional state teaching certification. In such instances, the Department will make a case-by-case determination as to whether the educator's qualifications are sufficiently equivalent to a traditional teaching certificate and/or whether the educator has the background necessary to ensure successful completion of the program. 3. At least three years of professional teaching or administrative experience (or a combination thereof), or a related role serving B-12 education (To facilitate candidates field experiences, current full-time employment as a professional educator is preferred.). Applicants to the program must submit the following: 1. Complete the Online Graduate Application. 2. Obtain and submit official transcripts from EACH college attended, including those institutions where degrees were NOT earned. Official transcripts are those in a university sealed envelope. Your transcripts should reflect at least a Master s degree with at least a 3.0 GPA (on a 4.0 scale). 3. Obtain and submit a copy of your Georgia Teaching Certificate or a Departmentally-approved equivalent. The Department of Instructional Technology recognizes and appreciates that many independent schools and 21st century learning environments do not require educators to hold traditional state teaching certification. In such instances, the Department will make a case-by-case determination as to whether the educator's qualifications are sufficiently equivalent to a traditional teaching certificate and/or whether the educator has the background necessary to ensure successful completion of the program. 4. Obtain and submit ONE Evaluation Form. (Certification Track Only) 5. Obtain and submit ONE Mentor Form from a current administrator, Instructional Lead Teacher, Instructional Technology Specialist, teacher, etc. at the building or district levels with instructional technology knowledge and experience. 5 6. Obtain and submit a Professional Resume documenting education, teaching experience, volunteer and service accomplishments, and record of leadership activities. Your resume MUST reflect, at least, three year of teaching experience. 7. INVENTORY OF FACULTY DIRECTLY INVOLVED COURSE/INSTRUCTOR SUPPORT DEPTH The present faculty, representing a diversity of educational backgrounds, brings a wealth of expertise and experiences to support the course instruction for the Ed.D. Program in Instructional Technology. They each demonstrate a strong record of instructional technology leadership, professional activity, and innovative and exemplary teaching. FACULTY DEVELOPMENT The faculty maintains active memberships and provides leadership in major professional organizations that relate to instructional technology. Furthermore, the faculty subscribes to major journals, newsletters, newsgroups, and discussion boards in the field of instructional technology. Travel funds are available for faculty to participate in significant conferences of instructional technology at the state, national, and international levels. Faculty members have traveled internationally to share professional educational expertise and to gain knowledge of educational practices around the world and to establish partnerships with international peers. Specifically, in the last few years faculty have traveled on professional December 2013 Page 6 of 8
7 exchanges to China, Russia, and Spain. During these exchanges, faculty have presented papers at conferences, visited schools and colleges and worked with educational colleagues on common research interests. FACULTY RESEARCH AND SCHOLARSHIP Some of the professional conferences in which the faculty delivers presentations include: American Association of Colleges of Teacher Education (AACTE) Georgia Association of Colleges of Teacher Education (GACTE) Georgia Educational Research Association (GERA) Georgia Department of Education Technology Leadership Conference (TLC) Georgia Educational Technology Conference (GaETC) Hawaii International Conference on Education Illinois Educational Technology Conference International Society of Technology and Education (ISTE) International Education Symposium - SINO-American Education Consortium National Staff Development Conference (NSDC) Southern Regional Council for Educational Administration (SRCEA) Distinguished professional journals that the faculty publish in and reference include: Association for the Advancement of Computing in Education Journal Contemporary Issues in Technology and Teacher Education Gateways Journal of Computers in Math and Science Teaching Journal of Computing in Teacher Education Journal of Educational Media and Hypermedia Journal of Interactive Learning Research Journal of Research on Technology in Education Journal of Technology Education Journal of Technology and Teacher Education Learning and Leading with Technology School Business Affairs Teaching Horizons in Education (THE) Journal VII. Outstanding programs of this nature at other institutions KSU is the first and only USG institution to develop and seek approval for a program aligned with the new ISTE Technology Director standards.
