1 CITY OF SANTA ROSA BOARD OF COMMUNITY SERVICES JULY 24, 2013 TO: SUBJECT: STAFF PRESENTER: BOARD OF COMMUNITY SERVICES MEMBERS BAYER NEIGHBORHOOD PARK & GARDENS MASTER PLAN UPDATE JENNIFER PHILLIPS, ASSISTANT CITY MANAGER CITY MANAGER S OFFICE AGENDA ACTION: PROVIDE RECOMMENDATION ON PLAN UPDATE ISSUE(S) Shall the Board of Community Services provide a recommendation to City Council on the Updated Park Master Plan for Bayer Neighborhood Park & Gardens? BACKGROUND 1. Bayer Neighborhood Park and Gardens was identified as a future park site in the Santa Rosa General Plan: 20 and the Recreation and Parks Business and Strategic Action Plan (BSAP). 2. The Recreation & Parks Department has actively sought out funding and partnerships to acquire, program, plan and construct the neighborhood park. In the summer of 2007, the City purchased the nearly six acres located at 1550 and 16 West Avenue in the heart of Roseland (APN and ) in order to bring the parkland ratio in southwest Santa Rosa closer to the City standard. 3. The park was named Bayer Neighborhood Park and Gardens, (Resolution No. 271) on August 5, In order to provide immediate programming at the site, the Recreation & Parks Department partnered with LandPaths, a local nonprofit to provide "interim" onsite programming and community garden activities. LandPaths interim role at the park has evolved and grown over the years, and both the City and LandPaths are committed to working together to make the park a success for years to come. 5. On May 19, 2009 Council approved a Professional Services Agreement (Resolution No ) with Royston, Hanamoto, Alley & Abey (RHAA) of Mill Valley, California RHAA to provide community outreach, park master planning and design services for Bayer Neighborhood Park and Gardens. The goal was to create a park that suited the needs of the

2 Bayer Neighborhood Park & Garden Master Plan Update Page 2 community and community participation was integral to the planning from the outset. Over several months, steering committee meetings and public workshops were conducted to fully enable public participation in the park planning process; over fifteen public meetings were held. During the community outreach process, a sense of community ownership developed and residents became deeply committed to the planning process as well as the future park. During the planning workshops, members of the public chose features that were best suited to the needs of the community and determined the placement within the park. (Attachment A - Draft Park Master Plan) 6. On May 26, 2010 the Board of Community Services reviewed the Park Master Plan (Attachment A) and voted to make a recommendation to Council that the Park Master Plan be adopted. 7. In 2011, it was presented to Council that it was anticipated that the Park Master Plan will require additional design work from the project team and a contract amendment would be presented before Council when the scope was further defined. 8. On April 5, 2011 Council adopted the Park Master Plan (Attachment A) and approved the Mitigated Negative Declaration (Resolution No ). ANALYSIS 1. To date, over $12 million in funding has been secured for acquisition, outreach, planning, design and construction. This is a direct result of the strength, innovation and effectiveness of the partnership between the City, LandPaths and the Roseland community. Of that $12 million, nearly half is available for mitigation, construction, management and additional design work that will be needed for the site. Sources of funding include: Proposition 84 Parks Program Grant - $4,833,467 Stewardship Council Grant - $9,000 Housing Related Parks Program Grant - $317,900 Park development and CIP funds - $1,200, The construction cost for the adopted Park Master Plan was estimated at $13 million. Staff worked with the community and design team to meet the grant criteria, community s needs and funding restrictions. Additional community meetings were held to ensure community input was integrated into the Updated Park Master Plan. The Updated Park Master Plan includes many of the features originally placed in the park. The majority of the buildings have been removed from the Master Plan because they were not eligible for grant funding or to meet budgetary constraints. The design team has reserved space for the Outdoor Education Support Building and associated parking lot if funding becomes available in the future. Elements that will serve the same programmatic function include: a community garden gathering areas

3 Bayer Neighborhood Park & Garden Master Plan Update Page 3 turf areas three play zones i. a traditional play area ii. a nature discovery zone iii. a skate plaza and half-court basketball area picnic areas wetland orchards placate/kiosko (central courtyard) cross cultural ovens restrooms green elements throughout the site Elements in the plan that have been revised include: support structures for the garden reuse existing green house, construct new farm stand caretaker's residence removed from project, not an eligible grant expense interactive fountain removed from project a Community Hall reworked into an open air community pavilion with restrooms picnic area and commercial kitchen Outdoor Education Support Building removed from project ADA and staff parking staff parking removed, ADA parking and loading zone remain (Attachment C- Updated Park Master Plan) RECOMMENDATION It is recommended that the Board of Community Services provide a recommendation to City Council on adoption of the Bayer Neighborhood Park & Garden Updated Master Plan.
