1 JOLIET JUNIOR COLLEGE FARMER'S MARKET 2015 INFORMATION, RULES & REGULATIONS MISSION The Mission of the Joliet Junior College Farmer s Market is to enhance and strengthen community and sustainable lifestyles through education and support of local farmers and artisans. LOCATION JJC Greenhouse Parking Lot 1215 Houbolt Ave Joliet, IL DATES AND HOURS OF OPERATION Thursdays from 2:00pm to 6:00pm, May 28 th thru September 17 th APPLICATION DEADLINE Applications should be postmarked by March 30 th. ELIGIBLE PRODUCTS The market is predominantly a farmer s market, focused on agricultural products. However, we appreciate the added value of having artisans and nonfood products for our customers, and will continue to have select products available. All fruits, vegetables, herbs, flowers, livestock products, honey and cheese, as well as foods processed from these products, need to be grown/raised/produced locally. Local = within approximately 300 miles of Joliet, IL. 1

2 Growers: Fruits, vegetables and flowers need to be grown within the approximate range of 300 miles of Joliet, Illinois. Please cooperate with our desire to offer only local produce to our customers. We are depending on you to help us build a local food economy by bringing only in-season produce and flowers, and educating our customers about seasonality and the varieties of produce and flowers available in our Midwest region within a given season. Other food vendors: Other eligible products include meat, poultry, honey, dairy products, eggs, and herbs. All other items must be approved by the Market Manager prior to sale. Homegrown & Handcrafted: The Joliet Junior College Farmers Market specifies that all items sold at market must be homegrown or handcrafted. The resale of massmarketed/mass-produced merchandise is strictly prohibited. The resale of wholesale or retail produce and/or crafts is strictly prohibited. The Joliet Farmers Market Manager shall decide on a case by case basis if there are appropriate, complimentary or sustainable items or services to offer at the Joliet Junior College Farmers Market. ADMITTANCE PROCESS Admittance to the Joliet Junior College Market is based on: Submission of the complete, signed contract, indicating that the vendor signing the contract and their representatives understand and will abide by the information in the application. Space available at the market. The vendor's product knowledge and ability to communicate it. The Market s attempt to create a balance between unprocessed farm products and value added products prepared by small-scale food and non-food artisans. Product line. Priority is given to vendors with products that are: Unique or unusual Locally and sustainably grown or produced. Of high quality Contain seasonal and regional ingredients purchased from Joliet Farmers Market vendors ATTENDANCE All-Season Vendors: In order to provide consistency for customers, and to maximize our publicity and marketing, it is important that vendors attend the majority of the markets. The more consistent your attendance at the market, the more you will build your business. If customers can depend on you being at the market, they will wait until Thursday to buy from you instead of picking up those items at the local grocery store. For that reason, we ask you to commit to at least 13 of the 17 weeks. If you attend fewer than 12 weeks (barring unforeseen circumstances) your participation in future markets may be jeopardized. 2

3 LINK TOKEN PROGRAM Our market accepts Supplemental Nutrition Assistance Program (SNAP) benefits (formerly called "food stamps"). Low-income residents bring their LINK cards (Illinois' SNAP benefit cards) to the market information booth and convert their benefits into Joliet Junior College Farmers' Market wooden tokens, which can be spent at any eligible vendor's booth. Eligible items are: fruits & vegetables, meats & poultry, dairy products, seeds & plants that produce food, jams & jellies, sauces & soups, & baked goods which are wrapped and labeled for home consumption (not ready-made hot food). The tokens are treated just like cash, and vendors turn them in at the end of each market day and receive a voucher for payment from the Joliet Junior College Farmers Market. More information will be mailed to you upon acceptance of your application. BOOTH-SPACE RENTALS PREMIUM COVERED LEAN-TO = 15 wide, approximately 10 deep This area is covered with a wooden structure. The flooring is concrete. Direct electrical outlet is available for an additional fee. Rental fee includes one 3 x 6 table and two chairs. SPACE WITH TENT AND TABLE RENTAL 10 X 10 tent with one 3 X 6 table and two chairs. Tent has three side flaps if needed. This space does not provide for adjacent vehicle parking. (Tent and table set-up and tear down is the responsibility of the vendor.) SPACE ONLY 12 wide, 20 deep This space is for vendors providing their own tables, chairs and tent. Produce vendors (fruit, vegetables, fresh herbs, flowers): You may rent up to 3 booth spaces depending on the current demand requested by each individual vendor. Other all-season vendors: 1 booth-space limit unless prior arrangement is made with market management. Weekly Booth vendors: 1 booth-space. If you are new to outdoor markets, keep in mind that it is held, rain or shine! Weekly booth vendors must complete an application to be considered for the market. Day of market drop-ins will not be permitted. Electricity: There is an additional fee for use of an electrical outlet. Outlets are limited and prior approval for usage must be obtained from the Market Manager. Call us if you are a new applicant, before you send in your application for outlet availability. For everyone's benefit, we will be providing a hand-washing station at the market. 3

4 SET-UP AND PARKING The vendors are not allowed to begin setting up until 11:00am. Vendors can furnish their own tables, awnings, displays, etc or tents, tables, and chairs can be rented from the market. We recommend that vendors bring adequate weights to secure their personal tents/awnings on windy days. Wind can and has ruined tents, put the safety of people under and near them in jeopardy, and caused ruin of displayed goods. The college is not responsible for any damage incurred as a result of a poorly secured equipment. Take this seriously! If you are using our tents, you will be given weights to secure the tent. If you bring a tent, please bring your own weights. Vendors should understand their responsibility for maintaining their booth in a neat, clean and sanitary condition. At the close of business, vendors need to clean their booth areas and take their garbage with them or disposes of it in refuse containers stored behind the Greenhouse building. VENDOR REQUIREMENTS Note: The burden of compliance to all federal, state, and local laws and regulations is the responsibility of the vendor. 1) All vendors must provide proof of liability insurance. This Certificate of Insurance (minimum of $1,000,000) must name the Joliet Junior College as additional insured. This provides coverage if someone is injured at your booth or from your product. 2) All vendors must possess a valid Illinois State Sales Tax License. (To obtain this number, go to: write: Department of Revenue, or call ). 3) All vendors must operate in compliance with the Will County Health Department ( and all applicable Illinois Departments of Public Health ( Agriculture ( and Revenue ( rules and regulations. Updated Technical Information Bulletins concerning Sanitation Guidelines for Farmers' Markets may be found at 4) All vendors (and collaborative farms) must be willing to entertain a visit by the market manager at their farm or place of business. Yes, it's an inspection, but more importantly, it gives us a greater understanding of each other and what you do, so that we can accurately and fully promote your business at the market. 5) If your farm, your collaborative farms or products are certified by a 3rd party, send us a copy of those certifications. (USDA Certified Organic; Certified Naturally Grown; Food Alliance Certified; Michigan Agricultural Environmental Assessment Program; Animal Welfare Approved; Certified Humanely Raised & Handled; American Grassfed Association Certified; American Humane Certified) We will gladly publicize this accomplishment! 6) Our customers deserve to know where their food comes from, so, farmers are required to identify, at their booths, the farm sources of any produce being sold which doesn't come from your farm. Hanging a poster or sticking individual signs into baskets of vegetables are two ideas for how to do this. 4

5 7) If we think your business may be eligible under the new Illinois Cottage Food Industry law (making it possible for you to prepare food for the farmers market in your home, instead of a certified kitchen), we have attached information on this option. (Illinois-made jams & jellies, fruit butters, baked goods, dried foods) If you plan to apply, please contact your local or county health department for guidance. Full text of the law can be found at LIABILITY Joliet Junior College and its employees, officials and agents will not be held responsible for theft, damage, injury, death, loss or liability resulting from the actions of any farmer (vendor) or any customer. The vendors agree to defend, indemnify and hold harmless Joliet Junior College from and against any and all claims, suits, actions, or liabilities, including court costs and reasonable attorney fees, for injury or death of any person, and for loss or damage to property, which arises out of the actions or omissions of vendors, the customers of vendors or by reason of the use of rented space by vendors. 9 We support the collaboration of neighboring farmers & kitchens to bring products to market that you do not or cannot produce yourself. This is permitted, but the other farmer/producers must be identified below and be willing to be contacted and show their farm, kitchen, processing facility or business to a market manager, if requested. Please identify below any products/produce NOT your own, that you plan to bring to the market. Please put a check beside any sustainable practices you follow that are listed below, and add any others not listed here. You are encouraged but not required to give further explanation or description of your sustainable practices. This information will be used on our website, brochure, or other publicity. 13 SECTION 3: WILL COUNTY TEMPORARY FOOD PERMIT APPLICATION REFER TO THE STATE DIRECTIVE FOR RULES AND REGULATIONS APPLICATION REQUIREMENTS: COMPLETED APPLICATION MUST BE SUBMITTED AT LEAST 10 BUSINESS DAYS PRIOR TO EVENT Include a copy of the latest inspection within the last twelve (12) months that was performed by the local health authority-outside of Will County only COOKING DEMONSTRATION: IT IS REQUIRED THAT FOOD ITEMS INTENDED FOR SAMPLING BE DISPLAYED WITH A TOOTHPICK, SINGLE SERVICE CUP OR OTHER TYPES OF SINGLE SERVICE TOOLS. List each product individually. Include which item is available for sampling. List any equipment that may be used at the event in the preparation of food or beverages (i.e., mixers, blenders, etc.), include drawings and specifications. Hot foods must be maintained at a temperature of 135 F or above. All vendors must have a passing inspection dated not more than twelve months before the event. Non-Will county establishments must submit their latest sanitation report from their local health department jurisdiction no more than twelve months before the event.
