1 WATERTOWN, CONNECTICUT WATER AND SEWER AUTHORITY REGULAR MEETING WEDNESDAY, MAY 18, 2011 A Regular Meeting was held by the Watertown Water and Sewer Authority on Wednesday, May 18, 2011, in the Water and Sewer Authority Office, 747 French Street, Oakville, CT at 7:00 P.M. 1. Call Meeting to Order Chairman William Hedberg called the Regular Meeting to order. 2. Roll Call Members Present: Mssrs. Michael Garassino, Matthew Grabel, Richard Groben, William Hedberg, James Sugden. Members Excused: Mr. Keith Franson. Others Present: Mr. Vincent Caterino. 3. Public Participation None. 4. Unfinished Business a. Fire Line Charges: Mr. Hedberg: At the last meeting we reviewed the fire line charges, we tentatively agreed to the rates as shown and we have minor changes to change the effective date shifting the fiscal years to begin fiscal 12 through 16 instead of fiscal 11 through fiscal 15. Do we have a motion? A Motion was made by Mr. Groben to adopt the resolution to change the fire protection rates and fees as presented. Mr. Grabel seconded the motion. Mr. Hedberg: Moved and seconded. Further discussion? Roll call vote: Mr. Garassino: In favor. Mr. Grabel: In favor. Mr. Groben: In favor. Mr. Sugden: In favor. Mr. Hedberg: In favor. All are in favor. The resolution is adopted. 5. New Business None. 6. Superintendent s Report Mr. Caterino reported: I. Water Main and Service Breaks: None.

2 Page No. 2 II. Sewer Stoppages: None. III. Project Status: a. Water Maintenance: Meter changeouts continue. Hydrant flushing of the entire system will be completed on Friday, 5/20/11. Hydrant painting, maintenance and replacement will begin we are presently planning on replacing 15 hydrants and we re planning on painting 75 this summer. b. Sewer Maintenance: Heitkamp, Inc. began the job of cleaning and CCTV-inspecting the sewers in sewer shed #7 and to date have found numerous cracks and leaks that are in need of repair. Generally, the sewer system is in very good condition. Upon completion of their inspection work, a sewer rehabilitation plan and specifications will be prepared and put out to bid. They actually finished that work today and it worked out very well. We found quite a few leaks that we can fix and it should be an improvement in our infiltration we ll find that out next year once the work is completed and the water table comes back up again. c. Gorham Street and Portland Street Sanitary Sewer Extension: Caveats have been placed on the properties involved in this project. Lenard Engineering is beginning to prepare the final construction plans and specifications and upon approval of the FYE 2012 budget, the project can be put out to bid. d. Water Main Extension Happy Avenue to Shaw Farm Road: Jamark Construction, LLC of Watertown was awarded the project for a price of $69,460 and work is scheduled to begin the week of 5/16/11. e. SCADA Upgrade/Replacement: We re still waiting for that project to be put out to bid. f. CUSI Billing System: Work is progressing very well with the Town s interface the Town s financial software so that should be completed very shortly.

Carvel Water Meter Pit: Wright-Pierce will be working on a water model which will include the City of Waterbury s 36-inch water main to see what affect a major break in that line would have on our system. h. Water and Sewer Contracts with the City of Waterbury: There s been no change since our last meeting. 7. Minutes Mr. Hedberg: We have minutes for the April 20 th meetings. I have one request to change on page 5 (of the Public Hearing re Changes to Fire Protection Rates & Fees) at the bottom the last three lines of that large paragraph where it says the public sum to take into account should be some instead of sum. Do we have a motion? A Motion was made by Mr. Grabel to accept the minutes from the April 20, 2011 Public Hearings and Regular Meeting minutes. Mr. Garassino seconded the motion. All are in favor. Motion passes. 8. Correspondence/Information a. 39 Bushnell Avenue Damage From Water Main Break: Mr. Caterino: This property was damaged as a result of one of our water main breaks this past winter on 2/16/11. What happened was the water main broke and the water came to the surface of the ground and flowed down this person s driveway, into his garage and then into his basement and flooded his whole basement he had a finished basement. We tried to put it through the Town s insurance and they denied the claim because in certain situations where there s water damage, they consider it flooding and that s not covered. So right now the owner of the property submitted it to his insurance company and they re presently reviewing his claim. If they cover it, that will be good. If not, he s probably going to make a request that we pay for the damages which we have done in the past. This is still an open issue, he ll be getting back to us soon. Mr. Garassino: Do we have an idea what the damage is? Mr. Caterino: It s about $4,000 or $5,000. He had a laminated floor in the basement and because of the moisture, we had the floor ripped out right away and we had J.P. McGuire go in and dry the basement out immediately so there s no mold or anything like that to worry about they sprayed it to prevent mold. So right now the only work that needs to be done is to put in a new laminated floor for them. We also have to check his footing drains

4 Page No. 4 to see if there s any damage. We ll have to dig up the front of his yard and inspect his footing drains because if the water main break did cause damage to his footing drains, we ll have to fix that too. There s going to be some investigation on that he claims that he never had water in his basement before which may be true, but then again he s only lived there for one year so it s a very difficult situation to nail down. Mr. Hedberg: Where did this break occur? Mr. Caterino: Right on Bushnell Avenue. If you go up Sunnyside Avenue from Falls (Mr. Hedberg: Was it in the street?) Yes, it s actually right in the shoulder of the road, right on the edge of the pavement. When it broke, the water just came up out of the ground and flowed right into his driveway. He s got a driveway that slopes down to his house. Mr. Hedberg: If it rains on his property, where does that water go? Mr. Caterino: What happens is any small amount of rainwater will go around his garage doors it won t go in because he s got a slight slope going into his garage. But there was so much water coming out of the ground that day it was probably six or seveninches deep it just flowed, it was just too much water to handle. Mr. Grabel: The Town s insurance company considers this a flooding issue? (Mr. Caterino: Yes, they will not cover it.) Mr. Groben: It s a flooding issue it came off the road. Mr. Hedberg: What does the Town attorney say? Does he agree with that determination? Mr. Caterino: I talked to Chuck Frigon (Town Manager) about it a little bit we didn t present it to the Town attorney yet. Mr. Groben: See if his insurance company covers it first. If that s the case, you might as well wait and see. I know in that area there are several houses that have streams that run through the basement. When I was looking at houses five years ago, a bunch of houses in that area literally have There s a step up to the garage and then in the basement there s running water a little trough and water constantly moving through there. If the water came out six inches high in the road from a water main break, I would think we would pay for that. Mr. Hedberg: Anything further on this item? (Mr. Caterino: No.) 9.
