2 In June, 1964, the Agency for International Development (A.I.D.), Office of International Training, entered into a contract (now a cooperative agreement) with the American Association of Collegiate Registrars and Admissions Officers (AACRAO) for professional assistance in achieving the most effective selection, admission, and placement of A.I.D. participants in U.S. universities and colleges. Since that time, more than 1,000 members of AACRAO, in approximately 500 institutions, have participated in the project. The purpose of the current A.I.D. cooperative agreement with AACRAO is to augment AACRAO canabilities and activities regarding the admission, level of placement and enrollment of all students, including all foreign--and, hence, A.I.D. students--in U.S. universities and colleges in order to ensure a smooth transition from a foreign educational system to the U.S. system of higher education. One of the project's regular, ongoing activities is the appointmnt by AACRAO of admissions officers and graduate deans to the Office of International Training for periods of two to three weeks each, throughout the year, to examine the qualifications of participants proposed for academic study. As a result, only participants for whom there is reasonable assurance of success in the fields of study proposed in the U.S. are submitted for placement in U.S. universities and colleges. AACRAO has a membership of more than 7,400 registrars and admissions officers, representing more than 2,000 universities and colleges, and including all of the institutions where A.I.D. academic participants are placed.

5 SUGGESTIONS FOR USE When a U.S. university or college reviews the dossier of a foreign applicant, a number of items are taken into consideration. The most significant item is the previous academic background of the applicant. The level of the programs followed, the content of the subject matter, the quality of the student's achievement, the breadth and depth of study, and the time normally required for com- pletion of a program all come under study. It is, therefore, essential that all relevant educational certificates, degrees, and diplomas be presented along with supporting documents that show the individual subjects studied and the marks or grades received. Although all countries do not routinely issue transcripts similar to those found in the U.S., this type of information can usually be obtained if requested. Most U.S. institutions will not make admission decisions on the basis of certificates, degrees, and diplomas alone. The transcript portion of the record is also required. The individual pages of this publication list credentials and other documentation that would be required for entry from a given country to a specified level of study. The country is identified in the upper left-hand corner of the page, and is followed by the three-digit AID identification number for the country. An individual applicant would need to have one or more of the documents listed for admission consideration. Secondary school completion documents should always be pro- vided for those who may fall into the transfer credit category. All postsecondary documents should be provided for those who hope to gain admission at the graduate level. Column one lists the two major levels of study in U.S. higher education: undergraduate and graduate. Each level is further divided: freshman and transfer at the undergraduate level; master and Ph.D. at the graduate level. In column two, the certificates, diplomas, and degrees which should accompany applications for admission to each level are specified. In column three, supporting documentation required in addition to the certificates, diplomas, and degrees is described. For programs that fall into the I(B) (undergraduate transfer) category on the lists, it is also desirable that syllabi of the programs be included with the dossier. While admission decisions can sometimes be made without the syllabi, the student's exact placement cannot be determined without this information. The lists of certificates, diplomas, degrees, and supporting documents are not exhaustive in the case of many of the countries. Included are the most commonly seen documents. One should always exercise great care in assessing foreign academic credentials. In several countries, documents of the same name will appear at more than one level. To assist the reader in sorting these out, parenthetical remarks such as " after a three year iii
6 program" have been addecd. To minimize errors in making assessment.,, a review.r should take note of an applicant's birthdate to determine at what age a particular document was. Reviewers may also come across documents ten or fifteen years ago that are not in- cluded herein. A publication more pertinent to the period may need to be reviewed in such cases, Copies of all academic documents should be certified. Three categories of guidelines have been utilized in the text in connection with certification: (1) Countries their that academic normally documents issue in English need only certify their usual copies; (2) countries that do not use the western alphabet should provide certi- fied English translations; and (3) countries that use the western alphabet should ba asked to provide certified copies of the original language documents, plus the certified English translations. Most of the countries fall into this third category. Copies in the original language are useful as a safety check on the translator for simple errors or for interpretive rather than literal translations (the latter can sometimes be quite misleading when grades or marks are "interpreted"). The reader is reminded that there is not unanimity on the handling of all documents listed herein. Some institutions have the capacity to admit a student with deficiences. Others are unable to extend this consideration. It is hoped that this publication will assist each institution to find the most equitable way to advance the educational level of the individual applicant while maintaining the integrity of institutional standards. When complete academic documentation is presented, the admission decision process can be greatly expedited and the student's level of placement more accurately determined. Working toward the smooth transition of foreign students into the U.S. system is a worthy goal for all involved in international educational exchange. G.
