1 Number: PL- 377 Date: May 7, 2008 Subject: 760 NPA; 2-way Split, Creating 442 NPA California Related Previous Planning Letters: PL-160, PL-194, PL-238 General Description On April 24, 2008, the California Public Utilities Commission (CPUC) in Decision D ordered a 2-way geographic split as the relief method for the 760 NPA, which serves the entire southeastern portion of the state. A copy of the CPUC order and other related Commission information can be obtained at: This planning letter replaces all previous planning letters mentioned above. As ordered by the Commission, the southwestern region of the existing 760 NPA will change to the new 442 NPA and the remaining areas will retain the 760 NPA. Some of the areas that will continue to be served by the NPA 760 include such communities as Bishop, Brawley, Bridgeport, Blythe, Calipatria, Calexico, El Centro, Holtville, Imperial, Indio, Mammoth Lakes, Needles, Ocotillo, Palm Springs, Parker Dam, Ridgecrest, Salton, Victorville, and Winterhaven. These communities will retain the 760 NPA. The new 442 NPA will serve the remaining portion of the existing 760 NPA. Some of the areas to be served by the new 442 NPA will consist of such communities as Borrego Springs, Camp Pendleton, Carlsbad, Encinitas, Escondido, Fallbrook, Julian, Oceanside, Pauma Valley, Ramona, San Marcos, Valley Center, Vista and Warner Springs. These communities will change to the 442 NPA. Implementation of Relief Plan Implementation of the split of the 760 NPA is as follows: Start of permissive dialing and latest date for all carriers to activate new NPA code End of permissive dialing and start of mandatory dialing of the new NPA Earliest date for the end of recorded announcement Time Date 12:01 AM Pacific November 8, :01 AM Pacific May 16, August 8, 2009 First date codes from the new NPA may be - February 8, 2009 ordered through NANPA During the permissive dialing period, either the 760 or the new 442 NPA code will be acceptable in a dialed number terminating in the new 442 NPA. After the permissive period

2 ends on May 16, 2009, all calls dialed with the incorrect NPA code will be routed to intercept recording through August 8, Central Office Code Listings and NPA Map Attached is a listing of rate centers for each NPA and listings of the central office codes and rate centers that will remain in the 760 NPA and those that will move to the new 442 NPA sorted by NXX and by rate center. This information is current as of May 1, Since NXX information may change over time, please consult the NANPA website at the Local Exchange Routing Guide (LERG) or the NXX Activity Guide (NNAG) for updated information. Information in the LERG and NNAG is available by license contract from Telcordia Routing Administration (TRA), at The attached map identifies the NPA boundaries after the 2-way split. Dialing Plan At the beginning of mandatory dialing on May 16, 2009 the dialing plan for the 760 and 442 NPAs will be as follows: Type of call Call terminating to Dialing plan Local & Toll Home NPA (HNPA) 7-digits (NXX-XXXX) Local & Toll Foreign NPA (FNPA) 1+10-digits (1+NPA-NXX-XXXX) Operator Services Credit card, collect, third party HNPA or FNPA digits (0 + NPA-NXX-XXXX) Network Testing All international and domestic carriers should ensure that the new 442 NPA has been activated throughout their networks prior to November 8, The test number to verify the routing to the new NPA will be in service beginning August 8, 2008 through August 8, The test number to verify the routing to the 442 NPA is: A recorded announcement will indicate that the test call has been successfully completed. The information has been derived from commission orders and from industry implementation decisions. The implementation of the plan described in this letter is the responsibility of individual service providers, and NANPA does not guarantee that the activities and plans will occur exactly as described herein.
