The meeting was organized in three parts: the first day was dedicated to giving an overview of the project, the organization and administration infrastructures and processes. The second day served establishing the governance structures and the project management established the anchor stones for the project scope, plan and schedule. June 4 th has been dedicated to the coordination meetings of the Work Packages, to elaborate the working modes of each work package and the integration of the individual work packages, detailing work plans for the year, establishing the working teams, identifying hiring needs and agreeing on the next common steps towards the first deliverables. Minutes of the EuroCirCol Collaboration Board and Coordination Committee constituting sessions have been taken. WORKSHOP SUMMARY The EuroCirCol project has started on June 1 st, One of the main goals of this kickoff meeting is to establish a coherent project plan in line and in agreement with the encompassing FCC study program. While FCC is based on best effort collaborations (in form of MoUs) EuroCirCol binds the collaborators into obligations towards the EC via the Grant Agreement and Collaboration Agreement. In particular, the key deliverable of EuroCirCol is a Conceptual Design Report (CDR) that is the basis for the inclusion of FCC in the ESFRI roadmap. The first day of the meeting was dedicated to organizational and administrative aspects. Members of the coordinators EU office, legal service, HR department and the directorate for technology and accelerators presented the overall scope, goals and main schedule of the study. Its relation to the FCC study was shown. The organization of the management team and the required administrative processes with respect to financial and periodic reporting as well as the need for regular internal reporting to be able to track the project were shown. The applicable regulations concerning Intellectual Property rights and policies were explained. A web-based platform to present information to the public, to the consortium members and to collaborate on the production of data, documents and EC required reports was shown. The governance structure of the project and its relation to the governance structure of the FCC study have been shown. Consequently the EuroCircol Coordination Committee (ECC) and the EuroCirCol Collaboration Board (ECB) constituting sessions have taken place. The CDR is due by end 2018, which has to be accounted for in the EuroCirCol, which runs until end of May Hence, Daniel Schulte, deputy PI of EuroCirCol and FCC-hh study leader has presented a concept on the integration of the schedules foreseen for the two studies. The integrating schedule is based on the FCC annual meetings, which are foreseen to be around April of each year and one intermediate annual meeting for EuroCirCol around October of each year. The EuroCirCol project plan requires that a first full baseline must exist in April 2016 with a list of alternative options. In April 2017, the final baseline will be chosen. After evaluation, the full results will be available in April 2018 in order to write end edit the Conceptual Design Report by December The work package leaders engaged in draft an integrated work plan during the two days meeting, stating who does what and when. The proposed schedule was reviewed and key items that require adaptation to the work programme were identified. Grant Agreement PUBLIC 4 / 16

The goal of the project is to conceive a post-lhc research infrastructure around a 100 km circular energy-frontier hadron collider capable of reaching 100 TeV collisions. The project officially started on 1 June and will run for four years. The total estimated budget of 11.2 million Euros includes a 2.99 million Euro contribution from the Horizon 2020 programme (link is external) on developing new world-class research infrastructures. EuroCirCol will deliver a design for a hadron collider as part of the broader Future Circular Collider (FCC) study. It will provide input to an accelerator infrastructure roadmap taking into account European and global interests by the time of the next update of the European Strategy for Particle Physics in It was the only one of 39 submissions to receive the maximum points from reviewers, a clear sign that high-energy physics remains a top priority for the European Commission. 6 Figure 1: Attendees at the EuroCirCol meeting outside CERN main building (Image: CERN) EuroCirCol is organised around four technical work packages: the first two develop the collider s lattice and beam optics including the experimental regions. A third develops prototypes and tests a novel cryogenics beam vacuum system that can respond to the challenges of high synchrotron radiation expected at such a collider. This work also pioneers collaboration between the particle physics and light source communities, with opportunities to improve existing synchrotron-radiation facilities and to reduce cost and performance of fourth- or fifth-generation light sources. The last work package will study a viable design for a 16 tesla accelerator magnet as part of a world-wide study of conductor R&D for the HL-LHC project and the FCC. The EuroCirCol project creates opportunities for doctoral and post-doctoral assignments in the areas of beam optics and accelerator technologies in the participating institutes. It also provides excellent training opportunities for the next generation of accelerator physicists under the guidance of worldrenowned experts in the field. EuroCirCol is a building block in the globally coordinated strategy of the FCC study to produce a global design for a global machine. The main outcome of EuroCirCol will be laying the foundations for subsequent research infrastructure development that will strengthen Europe as a leader in global research cooperation over the coming decades. 7 3. EUROCIRCOL KICK-OFF MEETING, MAJOR OUTCOMES 3.1. ORGANISATION & ADMINISTRATION FCC and EuroCircol Overview CERN is the host institute of the world-wide FCC study. CERN is also the coordinator of the EC H2020 EuroCirCol project. While the FCC study federates institutes world-wide, based on a Memorandum Of Understanding expressing the good will to pursue a common goal at best-effort, the EuroCirCol Consortium is tied with the EC by the H2020 Grant Agreement (GA). The relationship of the Consortium partners is regulated by the Consortium Agreement (CA), which is an extension to the FCC MoU. Communication between the EC and the Consortium is realized via the Coordinator Project plan overview Daniel Schulte, deputy PI, prepared a concept to integrate FCC and EuroCirCol project schedules. The phase shift of 6 months of EuroCirCol with respect to the progress of the FCC-hh study needs to be considered. The work integration is ensured by having the same institutes covering the corresponding work packages (EuroCirCol) and work units (FCC): For instance, CEA leads WP2 in EuroCirCol and performs the arc design and lattice integration in FCC-hh. Technische Universität Darmstadt leads the FCC-hh work unit on single beam collective instabilities and the EuroCirCol task in impedances. WPs two and three will report the technical progress to the FCC-hh design meetings, while WP four will report to the technology meeting and WP five to the magnet development meeting. Particular care will be taken for the planning of work package four, to ensure the timely production of hardware for the experimental programme as well the availability of the experimental facilities. The following actions have been defined: 1. Each work package leader shall in close cooperation with the WP deputy leader develop a detailed work schedule for each work package, highlighting when and for which items a synchronization with another work package is required. 2. In addition, the WP1 leader in cooperation with the WP2-5 leaders will develop a meeting schedule permitting the synchronization of work packages in terms of scope. This will be made available on the EuroCirCol Web portal. 3. The WP4 management (leader and deputy) will prepare a dedicated, separate project schedule for the prototype design, production, measurement and testing of the beam- pipe/beam- screen. This schedule will be made available to all involved parties at the EuroCirCol Web portal. Grant Agreement PUBLIC 7 / 16

8 EuroCirCol project organization The project organization is laid out in the Consortium Agreement, which can be consulted on the EuroCirCol website ( Project Library EC). The highest decision-making body is the EuroCirCol Collaboration Board (ECB). The project s executive management is the EuroCirCol Coordination Committee (ECC). Work package leaders and the chair of the Collaboration Board expressed their concerns that personnel with the required qualifications for the research topics is rare and that additional publicity for the project among graduate students may be required. Job openings shall be communicated regularly to the coordinator s administrative assistant (Julie Hadre) by , detailing: 1. Job title 2. Job description and required qualifications 3. 9 Job openings are visible on the FCC web site ( Opportunities Individuals) and the EuroCirCol site The direct link is: Administrative processes The administrative processes with respect to periodic activity reporting, financial reporting and project internal reporting are laid out in Annex 5 of the Consortium Agreement. The EC has launched the pre-financing process. The first instalment will be 32.5 % of the total EC contribution. As soon as funds are received by CERN, 60% will be distributed to the Beneficiaries. The remaining 40% of the pre-financing will be distributed at Y1, subject to progress assessment by the Coordinator. Time sheets are compulsory for Beneficiaries requesting EC funding. In order to be well-prepared for an audit, also persons working 100% on the project shall prepare timesheets. The Coordinator s administration team will get in touch with the individual administration assistants to perform trial sessions for the provision of data and contents to the EuroCirCol Web portal, before the actual reporting periods. All participants are reminded to strongly encourage their team members to register at the EuroCirCol Web portal in order to establish the team database and to ensure that study participants gains access to all relevant computing resources at CERN. Concerning Intellectual Property, all Foreground knowledge produced in the course of the study is shared by all EuroCirCol participants and with the FCC study. It is necessary for each institute to provide a filled Background Intellectual Property form if any particular Background IP relevant to carry out the study work is granted by a Consortium partner or if particular constraints exist for such particular Background IP. Care shall be taken that indeed only Background IP relevant to the EuroCircol study is declared and only if this Background IP can be clearly scoped. All EuroCirCol publications must be made available Open Access, free of charge. It is therefore of highest importance to clearly mark all information that has to remain confidential. 10 Result dissemination policy and documentation platform The EuroCirCol Web portal is ready for use and has been demonstrated. Participants of the EuroCirCol study shall register at the portal ( Team Sign up) as soon as possible to be able to gain access to restricted contents. It is very important for the project to also upload data, figures and computer files (optics, lattice file sets). This allows their use by any member of the project. Templates for minutes and general documents exist on the Web portal in MS Word format. All publications have to be made available Open Access, free of charge. All publications have to have a disclaimer stating that they are an outcome of an EU co-funded activity and referring to the EuroCirCol contract. Scientific papers have to be uploaded to the CERN Document Server (CDS) server. If a paper should be published in a non Open Access journal, the authors need to obtain permission to make a version accessible on CDS before the journal accepts publication Communication strategy and channels Under the lead of the CERN communications group leader, James Gillies, a dedicated working group meeting took place to review the draft FCC communication strategy and to adapt the plan for the integration of the EuroCirCol project and the dedicated involvement of UNILIV. The following actions were agreed: A common FCC/EuroCirCol communication strategy document will be finalised in the coming weeks. As immediate next steps, the following items were considered: An FCC Q&A guide will be developed as part of the communications package. A visually attractive version in electronic format, supporting rich media contents and permitting the on-demand creation of a paper version is preferred over a pure sequential paper version. The acceleratingnews.eu newsletter will be used to communicate regularly news on the EuroCirCol project. For this purpose, the members of the EuroCirCol project will be included in the mailing distribution list of the newsletter. UNILIV will take care of further distributing any EuroCirCol and FCC news via their preferred channels. UNILIV will produce monthly Spotlight On articles for the FCC/EuroCirCol website, portraying one EuroCirCol participating institute, their specific contribution, any results if available by that time and a rich-media presentation of one key researcher of that institute. Concerning Knowledge and Innovation (K&I) management, a list of contact persons in each of the participating institutions is under preparation and can be seen at the EuroCirCol Website ( Team Management). The coordinator s knowledge and innovation officer s task (Marcello Losasso) is to get in touch regularly with the individual K&I representatives and to assess, if there are any technologies, new knowledge or data in view, which are of interest to industry or society in the mid- and long run. The potential impacts of those technologies, knowledge and data shall be assessed and documented. The technology scouting tasks need to be performed at each participating institute individually and need to consider the work package specific context. Grant Agreement PUBLIC 10 / 16

11 If information about FCC or EuroCirCol is published in a Social Media channel, the #FCCStudy hashtag shall be used Gender equality monitoring and actions The H2020 program includes the commitment to promote equal opportunities and to ensure a balanced participation of women and men at all levels in research and innovation teams and in management structures. Under the active guidance of CERNs diversity officer, Genevieve Guinot, a task force with contacts at each participating institute is being established. The preparation of this list is well progressing. It can be consulted at the EuroCirCol web site Team Management). This taskforce shall regularly meet to analyse the outcomes of gender monitoring, encourage best practices, raise awareness and support the research team building process. Following this principle, all Beneficiary institutes shall take care to consider gender actions in their hiring process and shall actively collaborate with the coordinator to establish a database of support actions for women in science on the FCC/EuroCirCol web site ( Society Gender and Equal Opportunities): A video encouraging the participation of women in the study, pointing out the value of the different involved domains can be found at Grant Agreement PUBLIC 11 / 16

14 3.3. TECHNICAL/SCIENTIFIC WORKING MEETINGS Summary of Work Package 1 (Work Coordination) The objective of the coordination task of WP1 is the establishment of a baseline overview document comprising descriptions of layout, site geometry, injector option baseline, injection parameters, collider and beam parameters and the requirements and constraints of the key systems (e.g. vacuum, cryogenics, magnets, RF). Two sets of collider parameters will be elaborated: a standard operation set and an ultimate parameter set, with pushed operation parameters. The latter parameter set is the goal, which the conceptual design needs to address. The document will include rationales permitting to understand, how the target parameters were obtained and give justifications for the selected parameters. A set of FCC internal reviews on layout is scheduled to permit the work packages to work towards a first, preliminary version of the collider baseline description document needs to be ready by September 2015 (Deliverable D1.1) Summary of Work Package 2 (Arc Design) Optics studies will develop lattice files. The work has begun and some files exist already. The goal for September 2015 is to insert correctors in the lattice and to be able to tune the machine. The goal for December 2015 is to have a correction scheme for the orbit and the chromaticity. In December 2015 all optics files need to be ready and integrated. From now until December, dynamic aperture will be studied based on preliminary input from WP5. Tools for dynamic aperture studies will be developed based on the HL-LHC toolset. Impedance studies have started. More information on feedback is needed to determine the upper impedance limit. Electron cloud studies are split into build-up (CERN) and instability studies (KEK). The build-up study has started and needs to take into account input from the beam pipe studies. A lack of people to study all electron cloud issues has been identified and remains to be addressed. A meeting between Task 2.4 and Task 2.5 is foreseen in September to merge the effort. A lattice for betatron collimation exists, but not for momentum. A first lattice for the momentum collimation needs to be ready for September Antoine Chance points out that the schedule towards the end of the year is very aggressive and this can turn into a risk. 15 Summary of Work Package 3 (Experimental Insertion Region Design) The hiring plan is established and a dedicated Vidyo meeting on the job descriptions with the other partners will be established. The CI training network will be exploited to find suitable persons. Two versions of the Experimental Insertion Region (EIR) will be studied: 1. L*=36 m with β* = 0.3 m, 2. L*=61.5 m scaled from HL-LHC with β* = 0.3 m. The latter version permits reducing peak dose, but may imply other limitations (e.g. field quality, chromaticity). A list of items to be studied is established. FLUKA calculations for energy deposition will be performed. Novel ideas like switching the vertical crossing angles every several years will also be considered. Beam-beam effects at 25 and 5 nsec will be studied. All tools to perform the studies are ready now Summary of Work Package 4 (Cryogenic Beam Vacuum System Conception) All participants shall consider that hardware needs to be developed, manufactured and measured. EuroCirCol includes only human resources! A meeting schedule is established. The individual items that need to be clarified with the other WPs before the actual design work can start have been identified. Laser Surface Treatment with SS + Cu samples will first be investigated as mitigation of e-clouds effects by STFC in cooperation with CERN. The temperature range operation has been established: K. Absorption isotherms studies will be carried in this range. The hardware development will focus on the study of PSD and PEY at room temperature and at LN2. The beam screen conceptual design study has started, involving WP2 and WP5, based on the principle shown during the FCC Week Discussions with ANKA personnel have taken place to determine where and how the experiment can be installed: 2 m of beam screen can fit. Close interaction with WP2 is ongoing to converge on the beam screen dimensions soon. Two main concerns have to be analyzed: injection requirements and vertical orbit sensitivity. A good understanding of the actual gas density and lifetime requirements has to be developed, so that these parameters are fixed as input to the vacuum design. Concerning impedance, data from real studies with Cu need to be obtained. The baseline operating temperature assumption for WP5 is 4.2 K and for WP4 it is 1.9 K. Hence convergence has to be considered and impacts need to be understood. The inner diameter was agreed to be 50 mm + / - 2 mm. Mechanical stability during quench will be tested in a real setup with 2 T pulsed magnets. Grant Agreement PUBLIC 15 / 16

16 Francis Perez shows that a rework of the existing schedule is still needed. Francis Perez will work with Daniel Schulte to align the schedules Summary of Work Package 5 (high-field accelerator magnet design) The goal to come to a viable 16 T magnet with a single 50 mm gap at 4.2 K with 10% margin was agreed. By the end of March 2016 the exploration of different design options will be concluded. This leaves still time to adjust assumptions. The cost estimate will be done for a double aperture magnet. The injection energy for the magnet design study is confirmed to be 3.3 TeV. During the first 10 months every institute explores both mechanical and EM designs of each option in 2D fully in an integrated fashion. A new task dedicated to include information from the conductor studies to support the magnet design assumptions will replace the mechanical study task, since now mechanical and EM studies are carried out in an integrated fashion. Material data will be centralised. Monthly Vidyo meetings will be established to align the work process based on full consensus. Grant Agreement PUBLIC 16 / 16
