3 Faculty of Graduate Studies- University of Colombo Proposal to introduce Postgraduate Courses on Management through IT for Senior Public Sector Personnel serving in the Periphery. 1. Postgraduate Diploma ( Pg.DPM) in public management leading to Masters in Public Management (MPM) 2. Postgraduate Diploma in Public Administration (Pg.DPA) leading to Masters in Public Administration (MPA) 1. Introduction With the conclusion of the 30-year war on terrorism, the focus is now on achieving socio-economic development on a fast tract. Investment by the public sector and in the public sector has been on the increase in the recent past and now it has taken a new momentum throughout the country. Infrastructure projects are coming up to be followed by projects for human capital development for a total effort towards growth and development within a shortest possible time. Expected success however depends primarily on the role of the state sector and it is vital to review and remedy issues affecting public sector performance. 2. The Problem The major player in this process is the public sector. 1.4 million Public sector employees in all socio economic sectors of the country are managed by the top personnel of the public sector. Do they have the necessary capacity for the daunting task of managing massive investments and personnel? Do they have access to enhance their capacities and to equip themselves with the new and advanced knowledge and expertise for the discharge of duties? The majority has at least a primary degree or a special degree. This basic qualification is not however adequate for an effective and productive contribution. The number of postgraduate courses conducted by universities and other public/private academic institutions cannot meet the demand of all top public sector personnel and particularly those who serve in the periphery do not get access as well as opportunity. There are some institutes providing opportunities for postgraduate studies for top personnel of the public sector such as Sri Lanka Institute for Development Administration, National Institute for Business Management etc but these limited opportunities are very much confined to those who either live or have easy access to City centres. The majority who serve in the periphery do not get the opportunity due to practical problems they face. This is evident from the fact that the development and therefore the socio development are confined to the Western Province. Efforts made at the periphery for growth and development takes time and the delay is visible in reaching benefits of modernisation to the public who live in the rural areas. The Objective Advanced Knowledge to Periphery for Accelerating Development The Government s vision for ICT led development and the importance the government has placed on this sector for Sri Lanka s national development, is clear as the year 2009 was declared the year of English and IT. Sri Lanka has been making strides in using ICT for Development in the recent past reflected in various indicators of the Government Information Centre, Lanka Government Network, Nenesala etc. Other Asian countries too have been implementing large scale projects in this sphere both at national and state level. Asia is leading this arena globally due to the high level intellectual capital and ingenuity that exist in our people. In order to achieve both the objectives of taking technology to the rural poor and to realise the growth expectations it is necessary that public sector top managers serve in the periphery receive opportunities for their capacity enhancement. 4. The Proposal It is envisaged to launch an e-learning program so that public sector top officials of outstations get opportunities to undertake postgraduate studies on public administration and public sector management using internet facility. The courses would be designed to deliver lectures at a given time of the day by resource personnel from the class room in Colombo. Public sector top officials working in faraway places like Kankesanturai, Amparai, Hambntota etc will be able to follow lectures through their IT devices. Suitable time schedules can be arranged as convenient to the student which may be even during night time. These will be interactive lecture sessions where students could ask questions for clarification. His submissions of assignments would be done electronically. The facility will include recording of the lecture so that the student can listen when he finds free time. These public sector top managers serving in the periphery will be given credits for their experience in the public sector. Extra credits will be given depending on the duration of service, diversity of experience in different sectors and various ranks the officer has served. The resource personnel for the designated program will be drawn from the public sector training institutes while the theoretical aspects would be covered by the University academia. The program would be designed for a period of two years; Diploma at the end of the first year with the option to proceed to Masters depending on the performance. On the successful completion of the course the officer will be awarded an MBA or MPA. The expected Outcome A large and significant number of top public sector personnel gaining advanced knowledge compared to the number benefiting presently from institutionalised learning centres in the city. The contribution of these officers to enhance the efficiency of public sector delivery and execution of infrastructure and human capital development projects would be the expected outcome of the program. The online programme support part time learners looking to combine graduate studies with work and family responsibilities. They are committed to develop their public sector leadership skills while managing and looking to combine graduate studies with work while mastering the new information and communication technologies used in on line study. The programme focuses on the topics of governance, policy management research, economics, finance and law and development of professional writing and research skills throughout the program. 6. The Target Group Sri Lankan Graduates manage local and provincial administration and run large government Ministries and lead in interfacing business and the government. The MPA and the MPM On Line Programme is for active professionals preparing to advance their career at local, provincial and national levels in the public sector. The programme encourages public sector managers to explore theory and practice in both policy analysis and public management where a mix of skills that creates career opportunities as managers and consultants. Senior public sector personnel belong to Sri Lanka Administrative Service, Sri Lanka Planning Service, Sri Lanka Accountants service, Sri Lanka Engineering Service, Sri Lanka School Principles Service, Sri Lanka Educational Administrative Services, etc. Many serve as public sector managers in the education, health, agriculture, security services. The program is for those who cannot afford the time and or funds to earn a master s degree and can complete the program from home located in any faraway place of the country while meeting their work and personal responsibilities. They will be able to put their new found knowledge and expertise into practice immediately in their own work places 7. Method of Study MPA/MPM to be studied by online distance learning, Students will be able to select from a range of electives too. Mode of delivery m-learning mode with the application of hybrid mode for review workshops. 10. Proposed Course Structure. MPA/MPM provides a broad-based education that will equip the student with the necessary knowledge and key transferable skills to begin or enhance his career in public administration and management. The course is underpinned by a variety of teaching and learning methods. The rationale is to develop and foster self-reliance in analysis and problem solving equipping the student with the confidence to seek practical solutions to problems. Those who are admitted to the programme will follow a selected number of core courses and electives. Those who choose to offer Public Management related courses will be eligible to obtain the Pg Diploma in PM and others who choose Public Administration related courses will be eligible for Pg Diploma in PA Pg Diploma in PM /PA (Pg DPM/Pg DPA) 1 st year = 30 credits comprising of 8 course units (Modules) and one extended essay Core Courses (Course Units) 6 (6X3) =18 Credit Hours) Elective Courses* (Course Units) 2 (2X3) = 06 Credit hours) Extended Essay 1 (1X6) = 06 Credit hours) Total Credit hours =30 Credit hours *six Elective Courses will be offered Those who secure above 60% marks can proceed to MPM or MPA Faculty of Graduate studies, UNIVERSITY IF COLOMBO 6

Academic Staff The MPA/MPM faculty members will be those with developed expertise across a broad range of subjects including public international law, global civil society, social welfare, policy analysis, managing people, international economics, research methods and comparative government. 13. Entry Requirements The MPA/MPM is a challenging master level program demanding a combination of academic ability and practical experience. Those who seek admission in the Master Degree program are required to have a primary degree needed to the desired major with at least 5 years of relevant practical experience in a public sector environment. They should be able to demonstrate competencies in written and oral English and should be willing to acquire knowledge to use computer internet facility. 14. Evaluation Each Course Unit will be 45 hours which carry 3 credits. Additional credits will be given for practical work and case studies. Candidates will have to earn 30 credits to be qualified to obtain the certificate. 12 Credit rating: A credit is defined as one hour of lectures for a week for the duration of one semester usually is of 15 weeks. Credit will also be equivalent to 2 hours of any other student contacts such as assignments, discussions, tutorials, practical work etc. Table.4. Credits and Evaluation. Analysis of the difference between the traditional and new approaches within the context of the changing role of government. various components of management function both inside and outside the organization, and how these are changing under new approaches to public management. The relationships between political action and public sector management, and the critical linkage of accountability. Good governance for effective public policy delivery which includes leadership, public administration and service delivery, transparency/anticorruption, reforms management, and e-governance. Economic management to enhance the quality of economic policies and their delivery, advancement of peace, freedom, human rights, stability, and security both internally and externally. Historical development and impact, and the social, political, legal, and economic environment in which nonprofit organizations exist. Principal legal issues affecting nonprofit organizations. Topics include liability, contracts, procedures employment law, incorporation and bylaws, tax exemption and reporting requirements, and political advocacy. Principal relations between nonprofit organizations and Provincial and local government, and relationships with funding sources are studied Public Policy Analysis Management Discuss the public policy making cycle; identify factors in policy failure; guide policy implementation; evaluate critical elements in the policy process; and, identify the various models of decision-making. Prerequisites: demand analysis and estimation, production and cost analysis under different market conditions, forecasting and decision making under uncertainty Human Resource Management Attainment of competitive advantage by application of effective peoples skills, the human resources cycle (selection, performance appraisal, rewards, and development); mental mastery (systems thinking, mental modeling, shared vision, and team learning); trust; empowerment; corporate governance; and the role of transformational leadership, formal and informal approaches to manpower training and development Extended Essay Participants have to write an extended essay on an area/issue/problem of area of studies of his/her choice under the guidance of a supervisor who will be appointed by the Faculty of Graduate Studies. The period shall be two months and the extended essay to be presented, as typed word-processed document on A4 size paper with double line spacing and running into approximately five thousand (5,000) words, presented in bounded form with the approval of the supervisor appointed by the faculty. Best practices in participatory, bottom-up approaches to development 6108 International Business Environment Understanding of the current international business environment; international trade, foreign investment, Technology transfer, international labour migration, immigrant entrepreneurship, Diaspora, remittances, exchange rate determination, balance of payment, international financial management, behavior of multinational firms, recent global economic trends and their determinants, globalization and its impacts on businesses, trading blocks, activities of international organizations like WTO, The World Bank, and IMF, foreign aid and infrastructure building, and new trends in international management techniques. Special sessions will also be arranged to cover contemporary issues on International Business Dissertation/Thesis Participants will have to write a Dissertation/Thesis on an area/issue/problem of area of studies of his/her choice under the guidance of a supervisor who will be appointed by the Faculty of Graduate Studies.
