2 1. Objectives 1a. Prfile f the prgramme The bjective f the Master's in Public Administratin is t train students fr managementsupprting and plicy-advising psitins within public administratin in the bradest sense f the wrd. In this brad sense, the term 'public administratin' refers t bth gvernment rganizatins and scial rganizatins, cmpanies and institutins that play a rle in the cllective decisin-making n the administratin and structuring f ur sciety and the implementatin f decisins made in that cntext. 1b. Final attainment targets The final attainment targets f the Master s prgramme in Public Administratin have been specified in a set f learning utcmes. The cmplete set f learning utcmes is as fllws. Cmpetence in chsing and using Public Administratin appraches and skills. The student is familiar with the existing knwledge base and is able t increase its width and depth trugh study. He/she - is familiar with relevant theries, methds, techniques and current questins regarding prblem-riented and interactive plicy analysis - has knwledge and understanding f plitical, administrative and scietal relatins as well as f the legal precnditins fr plicy making, guidance, planning and cntrl f plitical and administrative prcesses - acknwledges the imprtance f demcracy and the cnstitutinal principles fr the functining f public institutins - can judge the apprpriateness and effectiveness f a prblem apprach, based n ex ante and ex pst evaluatins - has the ability t cmprehend and master a given plicy area and t use plicy-riented skills. Cmpetence in ding research The student has the cmpetence t acquire new scientific knwledge thrugh research. Fr this purpse, research means: the develpment f new knwledge and new insights and understanding in a purpseful and methdical way. He/she - is able t assess the usability and validity f assignments fr applied research - is able t mnitr the usability and validity in assignments fr applied research - is able t perfrm research in the field f public administratin. Cmpetence in designing The student has the cmpetence fr design. Designing is a synthetic activity aimed at the realisatin f new appraches, slutins and the sensible use f measures in the public dmain. He/she - is t use disciplinary knwledge in cherent ways in the design f slutins fr scietal prblems - is able t use disciplinary knwledge in cherent ways in the design f appraches regarding the dynamics f plitical and administrative prblems - is able t critically reflect n the usability f disciplinary knwledge - is t invlve research findings in the design f (new) plicies, plitical and administrative prcesses and structures - is able t design an apprpriate and effective prblem apprach based n theretical insight and research findings. This requires adequate interactin, a sense f respnsibility, leadership and cmmunicatin with clleagues and nn-clleagues. The student has cmpetences t participate in scientific r public debate. He/she - is able t present scietal issues, their backgrunds, disciplinary perspectives and views regarding plitical and administrative issues in ral and written frm (in English) - is able t present research ideas and findings fr varius audiences - is able t invlve prfessinals and laymen in the analysis, (design fr a) slutin and evaluatin f scietal prblems - is able t advice varius grups f prfessinals and laymen regarding legal and judicial aspects. Level f the prgramme The curriculum and final attainment targets f the Public Administratin prgramme have recently been renewed, in rder t make them mre cmpetence-based and even better adjusted t public administratiin practice. T this end, the 3TU Criteria fr academic Bachelr s and Master s curricula were used as an imprtant guideline and surce f inspiratin. The seven areas f cmpetence distinguished in this framewrk have been related t the key cmpetences f the public administratin prfessinal as described abve in par. 1b. 2. Cmpsitin f the prgramme The Master's prgramme cnsists f 60 EC (1 year, 1680 hurs) and has fur specializatins: - Plicy and Gvernance (PG) - Public Safety (PS) - Public Management (PM) - Regulatin and Innvatin (RI) The tables belw shw the curses in each specializatin and the exam frmat and study lad fr each curse. In all specializatins it is pssible t start in Quartile (Q) 1 = September r in Quartile 3 = February. During Quartile 2 (r Quartile 4 if yu started in February) there will be special Research Methds classes t help yu start with yur master thesis. Cntent f the specializatins The prgramme has fur specializatins, als referred t as tracks. Students can chse a special directin fr their studies by means f the selectin f a track, by selecting the electives in the track (if available) and in their chice f the Master's assignment. Plicy and Gvernance The track Plicy & Gvernance prepares students fr careers in public gvernance, in plicyrelated advisry and staff functins in bth public and private rganizatins. T this end it fcuses n tw main themes: Plicy, aimed at the design f effective public plicies, and Gvernance, with special attentin fr legitimacy and feasibility issues. The master thesis cnsists f a research prject n a prblem related t public plicy and gvernance. In tw f the bligatry curses, the plicy aspects f especially Sustainability and Knwledge and innvatin are highlighted. The ptinal curse has fur chices, f which three are aimed at a specific plicy field. Public Safety De track Public Safety shares curses with the track Plicy & Gvernance. Cmplementing these generic curses n public gvernance and plicy, the remaining curses pay special attentin t subjects that ffer insight and academic knwledge in the cre f (gverning) public safety. In additin, the Master s prject in this track will cncentrate n a subject related t the field f safety. Regulatin and Innvatin In this specialisatin we fcus n the relatin between regulatin and technlgical innvatin. Yu will especially address the legal side f gvernance f regulatin, t prmte technlgical innvatin in balance with checking the risks f technlgical innvatin. Yu will learn t understand the main issues in technlgy with the curse Current Affairs in Advanced Technlgy, and yu are ffered the pprtunity t chse tw curses f interest n this tpic, e.g. health care, sustainability, energy sectr, fd industry r ICT. Public management This specializatin fcuses n implementing gvernment plicy. Mre specifically, it aims t prvide yu with the cmpetencies that enable academics t supprt public managers, integrating key insights frm bth public administratin and business administratin. It nt nly equips yu with a tlkit f instrumental cmpetencies partly brrwed frm general managerial appraches in the private sectr but als teaches yu t take int accunt the particular cntext f the public sectr, including plitical influences n managerial decisins and ther gvernance issues. 3. Cherence and didactic cncept The Public Administratin master prgramme has fur imprtant starting pints: The prgramme familiarises students, n the basis f varius disciplinary perspectives, with a Plicy & Gvernance, a Public Management and a Legal Gvernance apprach t tackling public prblems under cnditins f gvernance; all this cmbined with thrugh knwledge f research cncepts and methds; The prgramme allws students t fcus n particular fields/dmains f applicatin r a particular prfessinal apprach; the Public Management and Legal Gvernance Teaching and Examinatin Regulatins, BMS master s prgrammes page 5

6 specializatins prvide such pprtunities, as well as the Public Safety specializatin; withut such theme-based specialisatins, the Plicy & Gvernance specializatin leads t generic prfessinal and academic qualificatins in plicy research and plicy advice; The prgramme is dable; especially data n average duratin f study fr students n a schlarship demnstrate that the ne-year master prgramme is dable; The prgramme is (partly) riented twards prfessinal activity; all tracks were decided upn nly after an analysis f jb advertisements fr the public dmain as a basis fr extended cnsultatins with ur Practitiners Bard and discussins in the Prgramme Cmmittee. The specialisatins are internally cherent, especially thrugh the cncentratin n particular fields f applicatin/prfessinal appraches. Given the fact that we have chsen t allw students t enter the prgramme at the beginning f each semester, we have limited pssibilities t build up cmplexity in the prgramme. The tw thesis-wrk quartiles, hwever, prvide excellent pprtunities fr splitting up between the lgical steps in research: chice f tpic, prblem frmulatin, theretical apprach and research design, first; data cllectin, analysis and reprting, secnd. The master is a training t perfrm research, but als a test f cmpetences. The aim is that students demnstrate that they are able t integrate theretical perspectives and research skills in an applied scientific cntext. Fr this the students need t shw in their papers, and especially in their MSc thesis, their ability: t frmulate a prblem definitin that suits the prblem at hand including research questins, sub-questins, methdlgy and time-frame; t use cncepts and theries f the public dmain, preferably thse that figure prminently in their selected track/specialisatin; t make educated chices regarding: units f research; chice f variables; chice f analysis r design strategy; chice f research design methds; t frmulate research design findings and link them t the research design questins; t devte attentin t the scial embedding and ethical aspects f the research at hand; t give a clear, structured presentatin, cmprehensible fr audiences f different level and (prfessinal r disciplinary) backgrund. 3b. Elective ptins See part 3. 3c. Requirements related t electives and student s individual chice N special requirements are in place. 3d. Cntent f practical exercises A practical exercise is a study unit r a cmpnent f a study unit in which the emphasis is n the student s activity, such as: preparing a literature review, paper r experimental design, thesis, article, r psitin paper, r delivering a public presentatin; a design r research assignment, tests and experiments, practical exercises, skills practice; wrk placement, fieldwrk r excursins; Teaching and Examinatin Regulatins, BMS master s prgrammes page 6

7 participatin in ther required learning activities aimed at achieving the desired skills. Practical exercises are generally part f a study unit fr which there is a respnsible examiner. The structure f the practical exercise(s) is described in general terms in OSIRIS, and in mre detail n Blackbard at the beginning f the prgramme. The Master's assignment (r Master s prject r Master s thesis) is nt supervised by a single respnsible instructr; instead, a Master's cmmittee is assembled fr each assignment. The Master's prject is an individual prject, and is evaluated n an individual basis. The Master's prject tests the student's cmpetence in the integrated applicatin f the knwledge, cmprehensin and skills cvered in the study units. The Examinatin Bard prescribes an evaluatin checklist t help ensure the quality f the evaluatin. Admissin t the prgramme A request t be admitted t the prgramme is assessed by an admissin cmmittee that cnsists f the prgramme directrs In additin t the general criteria, Public Administratin distinguishes tw types f (inter)natinal educatin; - Research Universities (primarily respnsible fr research-riented prgrams) - Universities (cllege) fr prfessinal educatin (prepares students particular fr mre practical prfessins) The assessment f all applicant s skills is based n academic backgrund, as utlined belw. 1. Dutch Degrees f Research Universities a. A Bachelr s degree in Public Administratin awarded by a Dutch university Applicants with a Bachelr s degree in Public Administratin awarded by a Dutch university will be admitted t the prgram. With regard t prficiency in English, the admissin cmmittee decides whether additinal requirements shuld be set r a diagnstic test shuld be taken. b. Anther Bachelr s degree awarded by a Dutch university Applicants with a Bachelr s degree in a related field awarded by a Dutch research university will be admitted after cmpletin f a 20 EC pre-master s prgramme. The admissins cmmittee determines whether r nt a pre-master is awarded and determines the cntent f the pre-master s prgramme. The applicant must have successfully cmpleted the entire pre-master s prgramme within 12 mnths 1 befre being admitted t the Master s degree prgramme. c. Anther Bachelr s degree awarded by the University f Twente Applicants with a Bachelr s degree ther then PA awarded by the University f Twente may be admitted t the prgram after cmpletin f a pre-master s prgramme. The admissins cmmittee determines whether r nt a pre-master is awarded and determines the cntent f the pre-master s prgramme. Fr infrmatin cncerning the admissin g t: Students f ne f the Bachelr s prgrammes ffered by the Schl f MG wh have already attained 170 EC s f that prgramme and have als successfully cmpleted their pre-master (if awarded), can prvisinally start Public Administratin Master s curses in the year 2011/2012 but nt the Master s thesis. After having been awarded the Bachelr s degree students will be registered as Master s student. Students wh d nt meet these requirements can submit a request t the Examinatin Bard with a plan and an advice frm the study adviser, accrding t OER Bachelr f Science art. 18a Degree by a Dutch cllege fr higher prfessinal educatin (HBO) a. A Bachelr s degree in a related field awarded by a Dutch University (cllege) fr higher prfessinal educatin Students with a Bachelr s degree in a related field awarded by a Dutch University (cllege) fr higher prfessinal educatin will be admitted if: - they have successfully cmpleted the 30 EC pre-master s prgramme within a perid f twelve mnths 3. The admissins cmmittee determines the cntent f the pre-master s prgramme. - their prficiency in Mathematics is at pre-university level (Dutch VWO A1, 2 r HAVO Wiskunde B). Students wh have had a higher prfessinal educatin (HBO) are assumed t be sufficiently prficient in the English language at the start f the Master s phase 4. It is the respnsibility f the student t attain this level f English. The fllwing degrees are currently cnsidered degrees in a related field: - Management Ecnmics and Law (in Dutch: MER) - Public Administratin (in Dutch: Bestuurskunde) - Public Safety (in Dutch: Integrale Veiligheidskunde) - Business Ecnmics (in Dutch: Bedrijfsecnmie) - Marketing (in Dutch: Cmmerciële Ecnmie) - Business Administratin (in Dutch: Bedrijfskunde). b. Anther Bachelr s degree awarded by a Dutch University (cllege) fr higher prfessinal educatin Applicants with a degree in a nn-related field are judged n an individual basis. In specific cases and n the recmmendatin f a track crdinatr, the admissin cmmittee may grant exemptins, entirely r partly, frm the dmain-specific part f the pre-master s prgramme. The applicant must have successfully cmpleted the entire pre-master s prgramme within 12 mnths 5 befre being admitted t the Master s degree prgram. 3. Bachelr s degrees frm a nn-dutch university The admissins cmmittee assesses internatinal applicants with a Bachelr s degree awarded by a nn-dutch Research University r University (cllege) fr higher prfessinal educatin n an individual basis. Language f teaching and exams The prgramme is ffered in English, and the exams are taken in English. The reprt f the Master's prject will be written and defended in English. Students are free t make a translatin r summary in Dutch nce this is necessary fr the disseminatin f the research results, but the final grade will be based n the riginal versin in English. T safeguard the quality f teaching and examinatin in the English language, MG has taken the fllwing measures: An assessment is made f all MG teaching staff and examiners as t their cmmand f the English language. If their IELTS scre is slightly belw the established minimum level, they will be allwed a remediatin perid. Failing t meet the standard after this perid will lead t exclusin frm the English-language prgramme. Any newcmers will be assessed upn their entry. Inclusin f specific demands n their prficiency in the English language in the admissin requirements fr the MG English language prgrammes, wherever a sufficient cmmand is nt warranted by the candidates prir educatin. 4c. Prgram Cmmittee (OLC) and Examinatin Bard Members f the Prgramme Cmmittee (OLC) are appinted by the Dean f the faculty every (tw) year(s) (faculty regulatins article 13). Transitinal arrangements The curse Public management theries and tls is changed in Public management: Research and applicatins The curse Theries f regulatin is changed in Regulatry Thery, Strategy and Tactics The curse Crime Science fr Public Administratin is changed in Criminal justice, law and legitimacy The curse HRM and rganizatinal develpment is changed in Managing Change & Human Resurces Since the track Recht en Bestuur is changed in a new track Regulatin and Innvatin, fr this track the curses have changed. This affects a few students nly, cntact the track crdinatr Prf. Heldeweg. In the tw specializatins Higher Educatin and Envirnment and Sustainability are integrated int the specializatin Plicy and Gvernance. By chsing the ptinal curse n these areas, yu can highlight thse aspects f the plicy field.
