4 The Key Drivers Revised Waste Framework Directive Member States shall take measures to promote high quality recycling and, to this end, shall set up separate collections of waste where technically, environmentally and economically practical and appropriate to meet the necessary quality standards for the relevant recycling sectors
5 Waste (Scotland) Regulations 2012 Key Themes:- Maximise quantity and quality of materials for recycling Move residual waste management up the hierarchy Drive operational and cultural shift from waste to resource management for business and householders Create market certainty to support investment
6 Waste (Scotland) Regulations 2012 Specific Measures:- Businesses to present dry recyclables (metals, plastics, paper, card and glass) and food waste of >50kg/week by 1 st Jan Those producing <50kg exempt until 1 st Jan Local authorities to provide householders with a collection for dry recyclables (1 st Jan 2014) and food waste (1 st Jan 2016) Ban on materials collected for recycling going to landfill or incineration. 1 st Jan 2016 ban comes into force to prevent food waste going to drain or sewer.

12 SME Collaborative Recycling Fund Aim: To increase the availability of flexible, cost-effective recycling services to SMEs through collaborative initiatives Reasoning: Encouraging collaboration provides economy of scale for waste contractors Evidence: Key barriers to SMEs recycling lack of cost effective services small volumes of materials (as a single producer) Target Audience(s): Business or community-led groups/partnerships/consortiums
13 Current Project Example Partnership between ClacksFirst, Alloa Town Centre BIDs and Alloa Community Enterprises to deliver a recycling service to circa 400 levy payers Currently 135 businesses are participating in the free collection of dry mixed recyclates ZWS are funding a project leader to deliver the project over a six month period including undertaking a survey of levy payers, recruitment to the service etc. The BID partners are currently exploring the cost model for long term delivery of the service
14 Fund Details Lead applicant must be a Scottish SME Total programme fund of 250,000. Grants of 10,000 to 50,000 available o Up to 30,000 available to fund a short-term skilled resource for up to 9 months (100% of costs can be covered) o Up to 50,000 to fund capital costs associated with roll out of a service (up to 50% of costs can be covered) Application process: EOI, full application form
