2 Purpose The purpose of Engineers Australia is to advance the science and practice of engineering for the benefit of the community. Engineers Australia aims to achieve its purpose by: Educating its members and the community; Facilitating the exchange of ideas and information; Encouraging the development of knowledge and competency; Setting and maintaining high professional standards for its members; and Informing community leaders and decision makers. 3 How We See Ourselves Engineers Australia is the national forum for the advancement of engineering and the professional development of our members. Our Preferred Future Our community will look to our members to create engineering solutions for a sustainable future; and Engineers Australia will ensure that the standards for engineering practice are world class. 4 About Us The Civil College is constituted by Engineers Australia s Council and is managed by a Board. The Board is made up of elected members from each of Engineers Australia s nine divisions from members of the Civil Engineering College as well as representatives from Engineers Australia s Special Interest Groups. The Board also includes representation from key Technical Societies, such as IPWEA, AGS and ATS and its National Committees. The Civil College oversight of its National Committees and Special Working Groups: The National Committee for Water Engineering; The National Committee for Coastal and Ocean Engineering; The Special Working Group for Construction Engineering; and The Special Working Group for Transport Engineering. 5 The role of not only the Civil College but also all eight Engineers Australia s Colleges has been under review over the last 12 months. Whilst the 2010 College Regulations outline College Board responsibilities, the Board considers that the Colleges are the peak of Engineers Australia s learned society and should: 1. Set the discipline standards for professional engineers, technologists and associates; 2. Guide the content of undergraduate courses; 3. Enter into Mutual Recognition Agreements with kindred bodies; and 4. Explore discipline related initiatives and provide guidance on CPD policy. To achieve these aims, the College Board must actively engage with Divisions and Division Branches, Technical Societies and maintain is management and governance oversight of its groups. 6 Our Strategic Framework The Civil College has by far the largest membership base of all the eight Colleges with more than 37,000 members which continues to grow. The Board developed the following strategic framework which puts Civil College Members at the center of everything it does. Page 6 of 12

7 Key Value Proposition and Key Stakeholders The Board considers its key value proposition is its members with its key stakeholders being: Congress Council Volunteers Educators The Community EA Staff. Page 7 of 12

8 2013/14 Objectives The Civil College Board will focus on the following areas in the 2013/14 year which align within Engineers Australia s purpose: 1. Governance 2. Competencies 3. Accreditation 4. Standards development 5. The implementation of the CROSS initiative 6. Provision of leadership and direction to Civil National Committees and Technical Societies 7. Maintaining and strengthening existing relationships with Kindred Learned Societies. Achievement of these focus areas can only happen through the knowledge and expertise of our members, particularly our volunteers without whom we would not be able to achieve our goals. Page 8 of 12

9 Our Values The Civil College Board works within a set of values which are derived from Engineers Australia s Royal Charter, By-Laws, Code of Ethics and various Regulations. The Board works within these values and has set clear guiding principles for the volunteer members who make up the Board. As the major Engineers Australia College, the Board expects that our members will meet the cardinal principles of the Code of Ethics, which are: To respect the inherent dignity of the individual; To act on the basis of a well-informed conscience; and To act in the interest of the community. 10 2013/14 Key Performance Indicators 1. Publish two editions of the Australian Journal of Civil Engineering; 2. Work with Engineering Practice and the Structural College Board to further develop and implement the Confidential Reporting on Safety initiative; 3. Actively support and provide positive leadership and direction to the Civil College National Committees and Special Working Groups; 4. Maintain and enhance Engineers Australia s relationship with ACECC and provide a Board representative to attend ACECC Executive Committee Meetings; 5. Provide input into the revision of Engineers Australia s Regulations; Page 10 of 12

Work with the Education and Assessment Directorate to ensure that the Board is involved in setting the discipline standards for professional engineers, technologists and associates; guide the content of undergraduate courses, and; is involved in the assessment process undertaken by the Directorate for CPEng and CPD Audits; 7. Invite nominations for, judge and award the Civil College Awards: The Sir John Holland Civil Engineer of the year The Rod McGee Medal The Warren Medal The Transport Medal Provide an Executive member as Engineers Australia s representative on the ACAA Management Committee; and 8. Actively engage with relevant Technical Societies and the National Committees of Special Interest Groups. Page 11 of 12
