Charge of the Committee and the Process The Faculty Senate formed an elearning Ad-hoc Committee during its March 16, 29, meeting with the following charge: S.A. 6.1 The Faculty Senate endorses the Council recommendation to form an ad-hoc committee on elearning. The committee charge is to examine the current status of elearning on campus including the modes of delivery, practices, course management, proctoring of exams, policies, assessment tools, teaching loads, student evaluations of online courses, and support for faculty that is provided. The committee shall consist of six members, including at least 2 from CASL, 1 each from SOM, SOE, and CECS, and 1 campus-at-large member. The committee shall submit its report to the Faculty Senate by December 29. Throughout the fall 29 semester the Committee met to investigate distance learning practices within the University of Michigan-Dearborn. As part of this investigation, the Committee invited distance learning program directors and managers of each unit to make a presentation about their distance learning program, including a demonstration of a typical/representative distance learning course, the modes of delivery, practices, course management software and so on. Furthermore, a data collection survey was developed and distributed to distance learning program directors and managers to collect enrollment data from 27 to 29 as well as information on program assessment, faculty teaching loads and support, student evaluations of online courses, proctoring of exams, online course fees, and budget allocated for course development and hardware/software support. 2. Summary of Online Program Offerings at UM D All four academic units at UM-Dearborn have well-established distance learning programs. Brief descriptions of distance learning programs in CASL, COB, CECS and SOE are presented next. Distance learning enrollment data and summary of program features of UM Dearborn academic units are presented in Tables 1 and 2. College of Arts Science and Letters CASL is currently offering one undergraduate degree program online. The College currently has 41 online courses overwhelmingly developed by regular, in-class instructors, and the content of these courses is identical to in-class courses. Faculty members provide instruction primarily through CTools, with lectures in video, audio, and/or Powerpoint, although BlueStream and Nefsis are also used, the latter for synchronous conferencing. Courses are taught in-load unless an unplanned second section is added due to an extensive waitlist after registration begins, in which case compensation for the second section is treated as an overload. When funds are available, faculty are provided with $1 to $5 course development grants. Of approximately 2 faculty in CASL, 32 (16%) have taught at least one online course and a substantial number of courses are in the development phase. CASL Online provides CTools support to faculty and students. CTools Support in Ann Arbor provides support to CASL Online and directly to faculty and students who contact them. A full-time Instructional Learning Assistant in CASL Online is also available for technological training and mentoring. CASL Online offers departmental workshops, specially timed workshops, and one-on-one help for faculty by appointment. Course/student evaluations for online courses are completed online, and 2

3 the questions in the evaluation are the same as those provided to face-to-face classes. Program assessment is accomplished via student satisfaction surveys administered annually at the end of every fall semester. The total budget allocated for course development and hardware/software support is approximately $5,. There are no additional course fees for online classes in the CASL. College of Business The COB is currently offering three online graduate Masters programs. The College currently has 35 online courses mostly developed by tenure-track or tenured faculty who also teach courses in the classroom. The course material and objectives of these courses are identical to inclass courses in cases where both online and in-class versions of the courses are offered. Online courses are taught within the Blackboard Campus Edition 8 (CE8) Learning Management System. Faculty members are primarily supported by the Associate Dean of Administration and outside vendors (i.e., AliveTek and aelearn) for instructional design and technical support. This support is provided via one-on-one consultations, group meetings, training workshops (technology, pedagogy, invited speakers, instructional concerns/issues), and a Best Practices portal (videos, links, guides, pedagogical white papers). For new course developments faculty are provided a budget of $7,. In consultation with an instructional designer, this money can be split between the vendor and the faculty based on the preferences and need of the faculty. Online courses count as a regular part of faculty teaching load like any other course. Of 48 filled faculty positions in the COB, 26 (54.2%) have taught online with another 5 (1.4%) teaching online for the first time within the next 1-2 semesters. Program assessment is accomplished via a portfolio approach consisting of numerous surveys and measurements. Course/student evaluations for online courses are completed online and the questions in the evaluation are the same as those provided to face-to-face classes. Total budget allocated for online course development/instruction and hardware/software support for the FY21 is just over $242,. This includes all vendor contracts, course development payments, and operating expenses. Credit hours generated from online courses account for approximately 37% of total graduate credit hours generated in the COB. Online tuition for residents is $2,764.8 per course, $3,1.25 for non-residents. For classroom courses tuition is $54.1 per credit for residents and $957.9 per credit for nonresidents. College of Engineering and Computer Science The CECS is offering all of its eleven graduate masters programs online. The College currently has 93 online courses overwhelmingly developed and taught by regular faculty. All CECS distance learning programs are asynchronous, interactive and utilize Virtual Learning Tool (VLT) software as the course management tool. Each distance learning course has a companion live campus offering. Live courses are taught in specially designed classrooms. These live courses are captured and recorded, edited, produced and posted to VLT the next day for online students to view. Videos remain posted for the semester. Instructors post notes and other supplementary materials to the course website. Per CECS policy, all examinations (except takehome exams) are proctored. Program assessment is handled through the CECS academic unit in which the program resides. Online courses are always taught with a live campus course and the pair is taught in-load. Course/student evaluations for online courses are completed online and the questions in the evaluation are the same as those provided to face-to-face classes. Instructors receive a $35, one time development stipend per course. A formula has been developed to pay 3

4 faculty per distance learning student after 24 enrollments in a course. Because the live course is recorded, minimal instructional design is necessary, although some is required. Faculty development workshops are offered each semester and as needed one-on-one faculty training is always available. Of 58 tenure track CECS faculty, 39 (67%) have taught at least one online course. Approximately 12 LEO lecturers in CECS have also taught at least one online course. Credit hours generated from online courses account for approximately 4% of total graduate credit hours generated in CECS. The College charges a $1 per credit hour premium for online courses. The total budget allocated for course development and hardware/software support is approximately $1,. School of Education The SOE is currently offering three web-based online graduate Masters programs. The College currently has 45 online courses, all developed by regular faculty and contents of these courses are identical to in-class courses. The majority of SOE faculty use CTools, a few use VLT and the Special Education faculty uses a homegrown system that was created when that program initially went online. Faculty members provide instruction through a variety of strategies including assigned readings, online discussions, , video tutorials, podcasts, simulations, lecture notes, presentations and chat sessions. There is not a formal program assessment that is being done in regards to the online teaching/courses that are offered through the SOE. Also, there is no formal program for supporting faculty in the development or teaching of online courses. 12 (44%) faculty members in the SOE have taught at least one online course. LEO lecturers do not currently teach online for the SOE. There are no additional course fees for online classes in the SOE. Also, there is no specific budget for course development or hardware/software support. Credit hours generated from online courses account for approximately 35% of total graduate credit hours generated in SOE. Course/student evaluations for online courses are completed online and the questions in the evaluation are the same as those provided to face-to-face classes. 3. Committee Observations Program Quality, Integrity and Faculty Buy-in All four academic units at UM-Dearborn provide high quality online programs, and academic integrity is not a significant problem in any of these programs. Three out of four academic units have well defined and rigorous program assessment processes for continuous improvement of their programs. Also, units continuously research, collect data, and use best practices to improve their online programs and courses. Faculty buy-in and student interest in online programs are very high. Faculty members who are skeptical about online education often become ardent supporters of online programs after they teach an online course. Online course content in all four units is identical to in-class courses and generally developed by in-class instructors. Also, in all four academic units, student evaluations for online courses are completed online using the same questions as those provided to face-to-face classes. Faculty Support and Teaching Load The level of faculty support varies between academic units. Some units, such as COB and CECS, have a defined budget for new course development and hardware/software support. In other units this support is minimal (i.e., in CASL) or nonexistent (i.e., in SOE). Also, COB, CASL, and 4

5 CECS have developed formal programs for faculty training and development, while such a formal program is not currently available in SOE. In COB, CASL, and SOE, online courses are taught in-load, while in CECS an online course is always taught with a live campus course and the pair taught in-load. Enrollment and Retention With the exception of CASL, all online programs in units are offered at the graduate level. It is clear that online programs not only allow units to increase their enrollments but they also have a positive impact on student retention and graduation rates. These programs allow students to take more classes, complete a class while traveling, or complete a degree program if they are relocated. Enrollment data also shows that the impact of online programs on graduate enrollment is very significant. In COB, CECS, and SOE, credit hours generated from graduate online programs account for 35% to 4% of total graduate credit hours generated in those units. Although online classes make up only 4% of total enrollments in CASL, a large number of undergraduates (and a smaller number of graduate students) take online courses in CASL each year. Data from the annual CASL Online Student Survey suggest that students seek out online classes because they provide flexibility, particularly for students with work and family responsibilities, allowing them to take more credits per semester. Program Administration and Course Delivery Feature Three out of four units have formal structures for administering and coordinating the activities of their distance learning programs. In CASL, distance learning programs are administered by the CASL Online office, in COB by the office of Associate Dean of Administration, and in CECS by the Engineering Professional Development office. There is currently no formal distance learning administrative office in the SOE. It is important to note that although the delivery mode for all distance learning programs at UM-Dearborn is asynchronous and interactive, there are significant differences in course delivery features. For example, in COB the entire course content is delivered via the web using various teaching/learning modules, while in CECS actual class lectures are captured and recorded, edited, produced and posted online for students to view. Although there are differences in the ways in which courses are developed and delivered across the academic units, the committee found that all of the units have carefully considered these issues and have crafted course delivery platforms that are a good fit with the academic needs of their students. 4. Future Considerations and Recommendations The Committee strongly believes that UM-Dearborn academic units design, develop, and deliver high quality online programs and that academic integrity is not a significant problem in any of these programs. The Committee also believes that distance learning programs are an integral component in fostering enrollment growth and improving retention at UM-Dearborn. With the proper allocation of resources, institutional support, and strategic vision, distance learning education can help UM-Dearborn achieve its enrollment growth and retention goals by reaching out to students who reside outside our traditional geographic area. Therefore, marketing and development of these programs should be a high priority. Additionally, as increasing number of students outside our traditional geographic area enroll in our online courses and programs we must ensure that library, bookstore and campus software resources are more accessible to online students. 5
