1 Issue Date: Title: Services of Instructors to Teach Online Professional Development Courses in Gifted and Talented Education Specifications: Purpose: The Maryland State Department of Education is recruiting online instructors to teach online professional development (OPD) courses in gifted education during the the school year Instructors are needed for the following courses: Early Talent Development (ETD) Fall 2013, Winter 2014, Summer 2014 The Gifted Learner (TGL) Fall 2012, Winter 2013, Summer 2014 Smart Kids with Learning Difficulties (SKLD), Summer 2014 (This course requires revisions before it can be offered). Background: The Maryland State Department of Education has developed three Continuing Professional Development (CPD) courses to enhance teachers skills and knowledge in addressing the needs of gifted students. These courses include a survey course in gifted education and two underserved populations in gifted education: twice exceptional gifted students with learning disabilities, young children who are demonstrating advanced learning potential. Each of these courses has been approved for three MSDE continuing professional development (CPD) credits. Nature of Work: The Contractor will serve as a teacher for one or more of the MSDE online course offerings: Early Talent Development (ETD), The Gifted Learner (TGL) Smart Kids with Learning Difficulties (SKLD). Responsibilities include teaching web-delivered continuing professional development courses; monitoring and reporting student performance; and communicating with students. Teachers will be implementing online courses in MSDE s Blackboard learning management system. Teachers are required to supplement and modify the existing courses as needed. The maximum student to teacher ratio in an online course is 20:1. The MSDE online faculty must respond to students ed questions within 24 hours during the week, 48 hours on the weekend, and maintain the current grade average. The MSDE online faculty must be available for virtual office hours one hour twice a week in the afternoon or early evening. MSDE faculty can work any time of day or night and any place they can access the Internet. MSDE does not provide computers to MSDE online faculty. The Contractor may propose to teach one or more courses. All courses that the Contractor proposes to teach must be indicated on Bid Form A in this RFQ. Contractors are paid on a per pupil basis (20 students maximum per course). See Bid Form A for a listing of the fee structures. 1
2 Partial/Multiple Consultants: The MSDE reserves the right to award contract to multiple consultants for the services and materials required in this RFQ. Offeror Qualifications: A. Essential Requirements: 1. Previous experience leading professional development in gifted education topics. 2. Previous experience teaching online courses in gifted education topics such as characteristics of gifted learners, diverse gifted learners, curriculum and instruction for gifted learners. 3. Previous experience using the Blackboard learning management system. B. Education Requirements: 1. Current Maryland certification 2. Graduate course work in gifted and talented education. 3. Successful completion of the 3 credit MSDE CPD Online Teaching in Maryland course or an equivalent course offered by a local school system. Term Of Contract: Contract shall begin on October 1, 2013 and terminate on August 1, Submission: The Offeror must submit a letter of interest, resume that demonstrates the required qualifications for the services required and the signed (using a blue ink pen) bid form Exhibit A to provide the service detailed in the Nature of Work. The submission must be received by the submission time and due date. Exhibit A: Cost per day or per hour is to include all costs incurred both direct and indirect in delivering a product or service, which includes, but not limited to travel, lodging, food, etc. Place of Work: Work will be completed online at the Contractor s place of business. 2
3 Most Favorable Bid Price: The State reserves the right to award the contract to the responsive and responsible bidder submitting the most favorable bid price for providing the goods and services, as specified in this RFQ.
