1 Community Partner Program Newsletter Texas Health and Human Services Commission Summer Spring 2013 Community Partner Program News Briefs Coming Soon New Community Partner Program website We are excited to announce that HHSC is creating a new Community Partner Program website to make participation in the program easier for community organizations. The new website will be a one-stop shop for Your Texas Benefits Navigators and site managers, allowing them to complete and track training and certification, and also find program updates and resources. In addition, the website will offer a search tool, enabling the public to locate Community Partners by county, city, ZIP code. The website is expected to launch this fall. We will share more information about the new website in the coming months. Uploading documents ll clients and Community Partners can now upload supporting documents for a new application, a case change or a benefits renewal application through YourTexasBenefits.com. This further streamlines the eligibility process by enabling clients to send a complete application packet to HHSC. Here are several tips on how to help your clients upload supporting documents. CHIP into TIERS Over Labor Day weekend, which is ug. 30 to Sept. 3, the Children s Health Insurance Program (CHIP) will be added to HHSC s eligibility system. This means that beginning Sept. 3, CHIP clients will use YourTexasBenefits.com to apply for and manage their CHIP cases alongside their other HHSC benefits. For more information, see page 3. The Health Insurance Marketplace The ffordable Care ct, also often referred to as health care reform, is a law passed by Congress in It brings changes to how individuals and small businesses get health insurance, including the creation of a Health Insurance Marketplace opening on Oct. 1, For answers to common questions about the law, the Marketplace, and how The Marketplace will operate in Texas, see the & on page 9. 3 CHIP into TIERS Since the Children s Health Insurance Program (CHIP) started in Texas in May 2000, CHIP eligibility has been determined by a system separate from other HHSC benefits programs. s a result, families who use CHIP as well as other HHSC benefits have had to navigate two different systems to manage their cases. To create a simpler and more efficient setup for both HHSC and Texans, HHSC will add CHIP into the Texas Integrated Eligibility Redesign System (TIERS) the eligibility system used for all other HHSC benefits programs over the 2013 Labor Day Weekend. What will change for clients? Beginning Sept. 3, 2013, clients will apply for, renew, and manage their CHIP benefits on YourTexasBenefits.com. Other features of the old CHIP website (CHIPMedicaid.org) will also be available on YourTexasBenefits.com. These include: Choosing a child s medical or dental plan and provider Paying the CHIP enrollment fee (if applicable) CHIP clients will be mailed a new health benefits card with a new case number. Clients who already have a case number will be able to use it to identify themselves over the phone for at least a year after this transition. The CHIP toll-free number (877-KIDS-NOW) will reroute to Option 2, the customer service line for all other HHSC benefits programs. CHIP clients can call Option 2 to get help and information about all of their HHSC benefits. Clients will receive two letters notifying them of these changes. The first letter will go out on ug. 23. The second letter will go out on Sept. 10 and include their new case number. IMPORTNT: YourTexasBenefits.com, CHIPMedicaid.org, 877-KIDS-NOW, and (Option 2) will be unavailable from 6 p.m. (CST) Friday, ugust 30 until 8 a.m. (CST) Tuesday, September 3, to complete the changes associated with moving CHIP into TIERS. What can I do as a Community Partner? Make sure your clients are aware of the changes and the planned system down time. If you serve CHIP clients who do not have an account on YourTexasBenefits.com, encourage them to create one after Sept. 3 so that they can manage their CHIP cases online. If a client already has a YourTexasBenefits.com account, let them know that they will soon be able to manage their CHIP case through that account as well. If a client has questions about these changes that you cannot answer or are not comfortable answering, you can direct them to call 2-1-1, Option 2, for help. Take the update training module regarding the changes to YourTexasBenefits.com once it becomes available. HHSC will notify you when the training module has been released. NOTE from HHSC: We would like to recognize Esther Morales, Program Director, and the McLennan Hunger Coalition s HELPINGS: SNP Outreach Program for hitting the ground running as a new partner. HELPINGS joined the CPP in February 2013 and submitted 30 applications in its first month as an active Community Partner! Esther and HELPINGS are champions for client services and YourTexasBenefits.com in the Waco area and are a great addition to the network. This article is Esther s Shout Out to all of you. First and foremost; what an honor to have the HELPINGS: SNP Outreach Program recognized by the Texas Health and Human Services Commission. I m humble and proud to a part of such a hard-working group of individuals and agencies as my fellow Community Partners. One year ago, we started the journey to becoming a Community Partner with a lot of uncertainties the change to using YourTexasBenefits.com with our clients made me a little uncomfortable. But I knew in my heart that in order to continue serving the number of families, children, homeless and seniors in our community that we have been, I had to put on my big girl smile, and roll with the punches. nd guess what I haven t looked back! To be completely honest, we enjoy the new on-line program now that we know what we re doing. HELPINGS: SNP Outreach Program was established in October 2005 because of the number of individuals and families seeking emergency food from local pantries weekly who were not applying for federal SNP benefits. Believe me that still holds true today! We have been so privileged to operate this program at one of the largest food pantries in Central Texas Caritas of Waco. Their generosity has given the HELPINGS program a home (in-kind) for the past eight years. Our program is also under the great leadership of the McLennan County Hunger Coalition the only one of its kind in the State of Texas as we ve been told. What advice would I give to other new partners? Be yourself, give your all, listen with your heart, and never back down! 5 Outstanding Service ward This Community Partner is recognized by HHSC for outstanding achievement South Texas Food Bank Site Manager: Juan Solis Partner since: January 2012 pplications ssisted: 568 In addition to submitting a high number of online applications several months in a row, the South Texas Food Bank is also being recognized for its dedication to clients. ccording to Sylvia Girón from South Texas Food Bank s Eagle Pass location, CPP is a great program. We at South Texas Food Bank strive to end hunger, and what better way to help our community than helping clients fill out applications for SNP benefits through YourTexasBenefits.com. positive client experience South Texas Food Bank has a staff that thoroughly understands the YourTexasBenefits.com application process. Marissa lvarez and Merari López from the Laredo location say that our clients trust that our staff are helping them fill out their applications on YourTexasBenefits.com the right way. s a result, clients of South Texas Food Bank walk away feeling confident and empowered. s Sylvia says, One time when I told a client we were already done applying for benefits online, she raised her hand and gave me a high five. Leticia García from the Eagle Pass location had a similar experience when a client exclaimed that the staff totally made her day when they helped her complete her renewal application online so efficiently that she had time to spare before her ride came to pick her up. Keys to success This preparation, along with smiling faces and patience, translates into excellent customer service and clients feeling confident to try something new by using the website. s Sylvia says, Our staff always have a smile on their faces and are always ready to handle whatever comes their way. 6 Outstanding Service ward (continued) Gabriela Martínez from the Rio Grande location says that Patience is key to having success at anything, especially when explaining how to use a computer to people that might not even know where the power button is located. Our staff has the ability to explain how to use YourTexasBenefits.com however many times a client needs. nd when your staff are knowledgeable and provide great customer service, you have a recipe for success, as Leticia can attest to: I believe our staff is so successful at helping clients because of our great customer service, as well as our knowledge and speed at submitting applications and supporting documents online. dvantages of using YourTexasBenefits.com Staff at the South Texas Food Bank use YourTexasBenefits.com Gabriela Martinez with their clients because they see the advantages that using the website can bring. Since it s paperless, it s faster, Leticia explains. It puts a great smile on our clients faces. We hear that s it? so often from our clients after they submit their applications online, and that s rewarding. Marissa and Merari say that according to their clients, it s a great advantage for everyone that they don t have to wait in long lines at HHSC offices; now they can check on their benefits cases at their most convenient time, on their own. Gabriela and Leticia agree on the importance of this 24/7 access for clients, and Leticia emphasizes that one of the most rewarding parts of being a Partner is being able to teach clients how to create an account and use the website so that they know how to do it independently in the future. dvice for fellow partners It can t be said enough: prepared staff and great customer service. Leticia reminds us to be ready for clients by setting up the computer right away in the morning, and recommends that with document uploading now available that a goal is to try to submit 100 percent of supporting documents. Gabriela says, We are only as strong as our weakest link. It s back to basics if we want to have a successful team: teamwork, good communication, and the best customer service we have to offer. nd most importantly, as Sylvia reminds us, working with a client with a smile on your face works wonders. Troylyn Gonzales Employee of: San ntonio Food Bank Your Texas Benefits Navigator since: ugust 2011 (Community Partner Interviewer Project) What is the best part of your job at San ntonio Food Bank? Engaging the client face to face. How has being a Your Texas Benefits Navigator affected your work with your clients? It saves time not only for me, the client, and HHSC, but it allows for a faster workflow. Troylyn Gonzales has been with the organization going on three years this coming ugust. She s highly selfmotivated and dedicated to not only the San ntonio Food Bank organization but our clients needs. Troylyn goes above and beyond her daily responsibilities to ensure the client leaves the food bank with anything they may need. She comes in early every day to ensure we re set up so all staff are available to assist right at 8 a.m. We couldn t do it without her. Yesenia Bazan, Site Manager What would you say to other staff members or volunteers interested in becoming a Your Texas Benefits Navigator? We can use this tool to help answer client s questions that we may have not had access to in the past and when a client doesn t have access to a computer or Internet we can help navigate them through the process.... Do you know of a Your Texas Benefits Navigator who deserves to be recognized for their successes and commitment to their clients? Send that person s name, address and phone number, along with the reason you are nominating them, to with the subject line Spotlight Nomination for a chance to have them featured in the next newsletter. 7

8 Community Partner Best Practices Forward to 50 Tips from Our Community Partners Over the summer, we have been working to increase the percentage of HHSC benefits applications submitted online through YourTexasBenefits.com to 50 percent. We are working toward this goal by telling clients about the efficiencies and 24/7 access offered by YourTexasBenefits.com. s you re working with clients, keep in mind some of these online application assistance tips from other Community Partners: n Explain the advantages of YourTexasBenefits.com to your clients; for example: Clients can submit an application, make changes to their case information, upload supporting documents and submit benefit renewals online. YourTexasBenefits.com offers clients 24/7 access to their case information, without having to get on the phone or travel to an office. pplications, changes, and renewals submitted on YourTexasBenefits.com go directly into the HHSC eligibility system, speeding up the response time from HHSC. n Reassure clients that their information is secure when they use the website. Putting information into a computer can make some clients hesitant. However, applications submitted online go directly into the eligibility system no printing, faxing, mailing or other hands touching the application means that YourTexasBenefits.com actually maintains a very high level of information security. n Stay up to date on all features of YourTexasBenefits.com. Knowledge is power. Be sure all of your staff and volunteers have a thorough understanding of how to use YourTexasBenefits.com through both training and practice. lso, remind staff to stay on top of any new functions of YourTexasBenefits.com through HHSC s update training modules, found on the same webpage as all original training modules n Be prepared. ssign a point person to log on to computers that clients use to access YourTexasBenefits.com every morning so you re ready when clients arrive. n Take advantage of the free YourTexasBenefits.com promotional materials available to all Partners. Put up posters and hand out brochures, information cards and wallet cards to share information while adding some color to your office. s Community Partners, you can order these materials online at 8

9 &: Health Insurance Marketplace : What is the ffordable Care ct? : The ffordable Care ct is a federal law passed by Congress in It makes many changes to health insurance, including Requiring U.S. citizens and legal residents to have health insurance. Ending exclusions for pre-existing conditions. Extending health insurance to dependents up to age 26. Ending out-of-pocket costs for certain preventative services. Creating the Health Insurance Marketplace where consumers can purchase health insurance coverage. Some of these changes are in effect now. Other changes will take effect in October 2013 and January : What is the Health Insurance Marketplace? : The Health Insurance Marketplace is a website where individuals and small businesses can shop for health insurance coverage. Individuals also can apply to get help paying for health insurance coverage through the Marketplace. To learn more about the Marketplace, visit Healthcare.gov. : Who will manage the Marketplace in Texas? : The federal government will manage the Marketplace in Texas and will work with HHSC to ensure that all Texans are connected to the appropriate type of health insurance. : What type of financial help is available for clients through the Marketplace? : People who are going to enroll in health insurance through the Marketplace may be eligible to receive one of two subsidies: dvance-payment premium tax credit available on a sliding scale for those with incomes from 100 percent to 400 percent of the federal poverty level (FPL). The credit is advance-payment meaning that a client does not have to wait until they file their taxes to receive the credit, but instead will immediately receive a reduction in their premium cost. Cost-sharing reduction available on a sliding scale for those with incomes from 100 percent to 250 percent of FPL for help with paying out-of-pocket costs such as co-pays. (continued on next page) 9

10 &: Health Insurance Marketplace (continued) : How does someone apply for health insurance through the Marketplace? : People can apply for health insurance through the Marketplace online at Healthcare.gov beginning Oct. 1, Printable applications also will be available on that website and can be mailed directly to the Marketplace. If a client needs help completing an application or enrolling in a health insurance plan, they can contact a federal call center at : Can clients still apply for Medicaid/CHIP through YourTexasBenefits.com? : Yes. Clients will still be able to apply for and manage their Medicaid and CHIP cases through YourTexasBenefits.com. : How is the Marketplace relevant in my role as a Community Partner? : Beginning Oct. 1, 2013, your clients who do not qualify for Medicaid or CHIP will have additional options to find health insurance through the Marketplace. We are aware that some of our Community Partners also may become certified as Marketplace navigators or counselors, or they may want to help their clients to access the Marketplace in other ways. For example, Community Partners can play an important role in guiding their clients to the best place to apply, or may want to know their area Marketplace navigators or counselors to refer clients who need more help with the Marketplace. : Will Community Partners be required to help clients access the Marketplace? : No. The Your Texas Benefits Navigator certification for Community Partners staff and volunteers will continue to cover only YourTexasBenefits.com and how to help clients apply for and manage their HHSC benefits cases through that site. ny changes to YourTexasBenefits.com will be incorporated into future trainings for Community Partners. Web-based training on the Marketplace itself will be made available to Community Partners but will be optional. : How can I help clients decide if they should apply for health insurance through YourTexasBenefits.com or through the Marketplace? : The federal and state systems will interface with one another so that there will be no wrong door for clients. No matter which door they come in, they will end up in the right place. Community Partners, however, can make the process as easy and efficient as possible by helping clients find the best door for them. Optional training modules will be available in the coming months. 10
