Failure to do so may result in: An invoice for unpaid tuition and course fees The placement of a financial hold on your account The unwanted class remaining on your academic record/transcript The posting of failing or no-show grades for the unwanted class When do I receive my tuition bill? During the registration period, your registration statement notice is mailed on the Monday after you register or adjust your schedule as indicated on p. 1. You may also pick up your registration statement at any campus Enrollment Services Office. It is your responsibility for payment by the due date, whether or not a registration statement has been received in the mail. During Final Registration and the Drop/Add Period, registration statements are not mailed. You may pay either on campus or by credit card using Online Services when available. Payment is due by the end of the day you register. What if I do not receive my tuition bill or confirmation notice? You may pick up a copy of your registration statement at any campus Enrollment Services Office. Even if you do not receive your registration statement, you are still responsible for meeting payment deadlines. Possible reasons why you might not receive your tuition bill or confirmation notice: Registration statements are not mailed after March 23, If you have moved and have not notified the college of your new address, your registration statement or confirmation notice may be delayed or returned to the college. You may correct your address at any campus Enrollment Services Office with proof of residency (see Table of Contents). If you did not wait to hear if your registration request was confirmed, there may have been a problem, and Web registration may not have been able to process your request. IMPORTANT INFORMATION REGARDING DROP/ADD: If a change in your schedule results in a balance due for a course, that course is subject to deregistration if payment is not received by the due date. (See front inside cover for payment deadlines.) Examples: If you drop a 3-credit class and add a 4-credit class, there will be a balance due for 1 credit. If you exchange one 3-credit class for another 3-credit class and the new class has a course fee, there will be a balance due for the amount of the course fee. (See p. 14 for residency information) Registration fee (non-refundable)...$25.00 Technology fee (non-refundable)...$10.00 The $10 per semester fee is used to help defray the cost of advances in technology throughout the college. OCC is committed to providing up-to-date technology for its students as pledged in its strategic direction that states: OCC will be a student-centered learning community that employs current technology and anticipates future technological developments to enhance learning and communication. Course fees...varies by course Payment of Tuition and Fees Methods of Payment: Oakland Community College accepts payment for tuition and fees in the form of check, money order, MasterCard, Visa, Discover or American Express. You may pay immediately following your registration using your credit card or you may pay by mail using the envelope provided with your registration statement. Mail-in payments received after the deadline will be returned to the student at the current address on file. Payments may also be made at the campus Business Office. Payments of cash must be made in person. Students receiving financial assistance must take care of their bills at the campus if their financial assistance does not cover the balance due. High school dual-enrolled and other students whose financial obligations are being met by employers or third party sponsors, MUST submit their paperwork to the college by the payment due date. Payment vouchers, billing authorization letters, and Scholarship/Escrow Account Authorization Forms must be taken to the campus Business Office. Please DO NOT MAIL. Students are responsible for amounts not covered by financial assistance and third party sponsors. It is the student s responsibility to ensure that payment is received in full on or before the payment due date, whether or not a registration statement has been received in the mail. Administrative Fees Students issuing checks not honored by their bank will be assessed a twenty-dollar ($20) fee and be notified of such by mail. Should the student s entire obligation not be fulfilled by the deadline specified in the notification letter, the student will be withdrawn from classes and may not be allowed to re-register for that semester. The student will continue to be responsible for the bad check fee of $20, as well as the non-refundable registration and technology fees. However, if the student fails to resolve the issue before the end of the specified deadline, he or she will be responsible for his or her full tuition amount. Credit Card Payment Information Payment by MasterCard, Visa, Discover, or American Express will be available using Online Services during normal system hours and at the campus Business Offices (see p. 1). Online Services will accept credit card payments during operating times indicated. Online Services will prompt you to enter your credit card number and four-character expiration date. (If these numbers are not entered, your transaction will not be charged to your credit card.) Your balance due will be submitted for credit card approval. Students are entitled to 100% of their tuition and course fees; however, the registration and technology fees are non-refundable. Failure to attend class does not constitute an official drop. Failure to obtain official release may result in failing grades in all subjects and a deprivation of tuition privileges in effect at the time of drop. Refunds are mailed to the student at the current address on file or the student may opt for direct deposit of their refund. Students are responsible for maintaining a current mailing address with the college. Refunds for payments made online or at the campus business office by credit card will be issued back to the credit card account. All other refunds are issued by check or e-check (direct deposit) to the student. For more information about direct deposit refunds, see E-Check Direct Deposit FAQ at : In the event of a drop occasioned by extenuating circumstances such as serious illness or a mandatory work-shift change, a student will be refunded 50% of the tuition ONLY. Documentation indicating that the circumstances of the drop occurred prior to the last two weeks of the semester must be submitted during that session. If the student paid tuition and/or fees entirely out of personal funds and received no financial aid funds, any refund will go directly to the student. Senior Citizen Tuition Discount You must provide proof that you are 60 years of age on or before the first day of classes of the semester for which the discount begins. You must be a U.S. citizen and resident of the State of Michigan to be eligible for the Tuition Discount Program. No retroactive tuition discounts are given. Tuition discounts applied for after the first day of classes will begin the next semester. This 20% discount applies to tuition only. 100% of registration, technology and course fees are the responsibility of the student. To apply for the Senior Citizen Tuition Discount, please visit a campus Enrollment Services Office. Please have your Michigan Driver s License, your Secretary of State Personal Identification, or an official document that verifies your birth date. 9 REFUND INFORMATION Last Day for 100% Tuition Refund All drop deadlines can be viewed by clicking on the specific class section in Online Services. Note: The nonrefundable Registration and Technology Fees are assessed when you register. If you drop classes or are dropped from classes for nonpayment, you are still responsible for these fees. 15-week or longer classes...close of 6 th business day from the start of the class * 13-week through 14-week classes...close of 5 th business day from the start of the class * 10-week through 12-week classes...close of 4 th business day from the start of the class * 7-week through 9-week classes...close of 3 rd business day from the start of the class * 4-week through 6-week classes...close of 2 nd business day from the start of the class * 2-week through 3-week classes...close of 1 st business day from the start of the class * 1-week classes...prior to 1 st class meeting * The day a class is scheduled to begin is considered the first business day. A business day is any day that Enrollment Services is scheduled to be open for business. If the last day for 100% refund falls on a Friday, students may drop classes online through Sunday night, remaining eligible for 100% refund. Enrollment Services Office Hours College Enrollment Services, which includes the offices of Admissions, Business, Financial Assistance and Scholarships, Records and Registration observe the following business hours: Monday - Thursday... 8:30 am - 6:00 pm Friday... 8:30 am - 5:00 pm Payments or drops received after the close of business will be processed the next business day. Payments or drops will not be processed if the deadline for receipt has passed at the time of processing. Service requests or payments left with any office other than the processing office will not be considered received until they have reached the appropriate office. Cancelled Classes The college may cancel sections at any time for any reason. In those instances, a 100% refund of applicable tuition and fees for those specific sections will be issued. There is no guarantee that an alternate class may be available. Drop A Course All drop deadlines can be viewed by clicking on the specific class section in Online Services. Students may drop a class or cancel enrollment by web during registration periods. Student-initiated drops may be transacted on the web or in person at any campus once classes begin. Student drops transacted after the refund period will appear as a W mark on the transcript. No later than end of the business day following the first class meeting N Mark (Non-Attendant) This mark is awarded to students who, though registered, never attended class, did not officially drop, and (if an online or hybrid class) have no gradable work. Marks of N do not satisfy prerequisites and are non-transferable. This mark is not used in the calculation of GPA, but it may affect eligibility for financial aid. Instructors confirm non-attendance by the N Mark Report Date (found in Online Services for each section) and then submit their N marks to the institution. Students who have received an N mark will not be permitted to enter the class, nor will the student be able to drop the class. 10 STUDENT FINANCIAL RESOURCES AND SCHOLARSHIPS COLLEGE INFORMATION Application Process Students applying for financial assistance must complete the Free Application for Federal Student Aid (FAFSA) online at: The FAFSA covers the Fall 2014, Winter 2015 and Summer 2015 semesters. For current OCC application deadline dates, check the OCC website. All information submitted should be complete and accurate. Once your FAFSA has been received, you should allow 6 to 8 weeks processing time. Satisfactory Academic Progress Federal regulations require a student to make academic progress toward the completion of a degree or certificate when receiving financial assistance. The complete policy is available at Financial Assistance Refund Policy and Enrollment Status Changes Students receiving financial assistance must notify Student Financial Resources and Scholarships immediately when there is a change in enrollment status. If a student never attends class, stops attending class, or officially drops a class, the financial assistance award will be recalculated. Any student who has never attended that course will be reported to the Student Financial Resources and Scholarships Office. Non-attendance will be recorded as an N mark on the student s academic transcript. Students who receive an N mark will have their financial assistance reduced or cancelled. As a result: the student will be responsible for paying back financial aid funds; the student will not be allowed to register for the following semester; the student may be subject to collections and; the student s credit rating may be adversely affected. Students who want to withdraw from a class or classes must complete and submit the official course drop information to Enrollment Services. Verification of enrollment is done at the point of disbursement. Students must have at least six (6) credits to receive student loans. Student loan funds are returned to the Federal government when enrollment is less than six (6) credits. The complete Return of Title IV Federal Aid Policy is available at Administrative Withdrawal The college reserves the right to administratively drop students from courses for which they do not meet the requirements. Eligibility for class attendance includes the removal of unmet obligations (academic and/or financial) to the college and the satisfaction of course prerequisites. 11 COLLEGE WEBSITE PROVIDES ONLINE SERVICES The college has added additional capability to its website to provide increased service to students. The site allows you to: Register for, drop and add classes Pay for classes Check final grades Print a copy of your schedule Print a copy of your academic record Search the Schedule of Classes Check your financial records View updates to classes View status of transcript request Make sure to activate your OCC student account OCC student is required for registration. OCC provides student powered by Google. You must have an OCC student account to register for classes. Go to oaklandcc.edu to activate your account. Once you set up your account, you will also have access to all of the Google apps. OCC will increasingly use your student address to send college information to you. You will receive messages about registration, enrollment, student services, student activities, emergencies and class-specific activities. More and more, OCC will use as a primary method of communication with students. This will allow Enrollment Services to send a reminder of the payment due date if you have an outstanding balance, notify you if you are dropped from classes due to non-payment or a failed prerequisite, notify you if a section you are enrolled in is cancelled, send information about the course syllabus, cancelled class meeting, special assignments etc. Registration on the web All students who have an application on file may use the college website to register for classes. To access registration and other services, click on the Online Services link on OCC s homepage, or go directly to onlineservices.oaklandcc.edu. This link will get you to the Main Menu page where you are provided with a tutorial on how to register using the college website. For first-time visitors: Once in the tutorial, read the instructions on how to use this website. There are several links on the page to explain different aspects of the registration process. At any time you can return to Online Services by clicking Close Window at the top of the page. Although you can search the schedule without logging in, to protect your privacy you must log in to the system to access other functions. To log in, click the Log In button in the upper right corner of the Online Services menu. o Enter your user name. In most cases, it is in the form lastname.firstname. If you are unsure of your user name click on the What s my user name link on the student menu. o Next enter your password. When logging in for the first time, your initial password is the lowercase first letter of your first name, the uppercase first letter of your last name, and your 6-digit birth date (FLMMDDYY). o Click the Submit button. o The system will immediately prompt you to change your password. Enter the new password and make a note of it for future access to Online Services. This password must contain 6-9 characters and include at least one upper case letter, one lower case letter and one number. o Click the Submit button. When accepted, you will be at the Online Services main menu. From here click on Online Services for Students link. From the Student Menu page, you can now register by clicking the Register for Sections link. For those who have used the Online Services and have changed their default password: If you forgot your password, click on the What s my password? link. If you remember the password you created during the last registration, click on the Log In button and enter your user name and password. Click the Submit button. You will be at the Main Menu; click on Online Services for Students. From the Student Menu page, click on the Register for sections link. Should you need to review how Online Services works, you can access the tutorial from the Student Menu. What do I need in order to register using Online Services? A computer connected to the internet. Your user name (which can be identified using Online Services). Your password (for first-time users, this is the lowercase first letter of your first name, the uppercase first letter of your last name, and your 6-digit birth date (FLMMDDYY). The current Schedule of Classes, also available on the web. The current OCC Catalog to assist with course information and prerequisites, also available on the web. Reduce first day of registration delays! OCC now provides students with the opportunity to select course sections well ahead of registration day! The shopping cart concept will allow students to pre-select the names of course sections in which they might like to be registered. Then, at registration time, the simple press of a button can get the section registered. Time spent registering can be significantly reduced because of the pre-selection of sections. 12 WAITLISTING Waitlisting The Waitlist process allows students to place their names on a Waitlist for a full section of select courses. If an opening occurs, an is sent to the first student on the Waitlist informing the student that he/she has a certain amount of time to register for the course (usually the same day the is sent). The Waitlist process is only available through Online Services. Waitlisting Steps how to get on a waiting list for a class using Online Services You ve used Search and Register for your desired class, but observe that it has a status of Waitlisted do the following to get onthe waiting list: Select the class by clicking the checkbox in the Select. Sections column and clicking the Submit button. The class will appear on your My Preferred Sections (Shopping Cart) list. Choose WL-Waitlist from the drop-down box to add yourself to the waiting list for the class. Click the Submit button. If the transaction was successful, you ll be presented with the Registration Results page, which will display the Status On Waitlist for the course section you chose. Students must meet the prerequisite to any course prior to registering. Please Note: If you waitlist into a section of a class and then register into another section of the same class, your original waitlisting will be deleted. Registering first and waitlisting second will help you avoid this happening. Registration for a Waitlisted class using Online Services If you receive an , you must register for the class within the time deadline. Once the deadline is passed, you will lose your place on the Waitlist, and the next student on the Waitlist will have the opportunity to register for that section. Note: (If you no longer want the class, just ignore the or remove yourself from the Waitlist.) Go to Manage My Waitlist. You must meet all course prerequisites prior to adding yourself to the Waitlist. Look for a Waitlist Status of Permission to Register for your class. Choose RG-Register or AU-Audit from the drop-down list (in the Action column) for that course. Click the Submit button. If successful, you will see the message Registered for this section on the Registration Results screen. If not, follow the on-screen messages to identify the problem. Be sure to go to My Class Schedule and verify that you are now registered for this class. Your registration for this course is not complete until it displays on your class schedule. 13 WAITLISTING FAQS Waitlist FAQ s Q. What is Waitlist? A. The Waitlist allows a student who wants to register in a closed section of a course to use Online Services to place his/her name on an electronic waiting list for an opening. Q. Will all sections offer a Waitlist? A. Most sections have Waitlisting available. Sections for which Waitlisting is not available are identified in Online Services in the course notes for that section. Q. How do I get on a Waitlist? A. You can add yourself to a section s Waitlist when you attempt to register into a section that is full. Make sure to register for all desired courses FIRST before adding yourself to any Waitlisted course. Q. Will Waitlist check for prerequisites? A. Yes. If you do not satisfy the prerequisite, you cannot add yourself onto the Waitlist for the section and you will not be eligible to register for that course. Q. What is the last day I can add myself to a Waitlist? A. Two days before Final Registration begins is the final day students can add themselves to Waitlists for the semester with hopes of receiving a permission-to-register . The day before Final Registration begins is the final day students on a Waitlist might receive any notification of an available seat. (Waitlisting for Summer I and Summer II ends the day before Summer I Final Registration begins.) Once Final Registration begins, waitlisting is turned off, and openings are available to the first student to register into them. Q. Does being on a Waitlist for a closed section guarantee me a seat in that section? A. No. The only way to guarantee a seat is to register for an open section. Register immediately once you receive the Permission to Register notification . Q. How do I know I can register for a section for which I am Waitlisted? A. If an opening occurs in a section on your Waitlist and you are first on the Waitlist, you will receive an letting you know the deadline by which you can register for that section. You are encouraged to check your OCC student daily. Q. What do I do after I receive the giving me permission to register? A. Register for the section via Online Services before the expiration date and time indicated in the notification. Q. If this is the third time taking a course, how do I register for the course if on the Waitlist? A. This is called a 3-Peat registration. When you receive permission to register, you must register on campus. Q. What happens if I do not register before the deadline? A. If the deadline passes, you will lose your place on the Waitlist, and the next student on the Waitlist will have an opportunity to register for that section. Q. What if I change my mind and want to remove myself from the list? A. Go to Manage My Waitlist on Online Services to remove yourself from the Waitlist. Q. What happens if I drop a section and want to get back into the same section? A. If there is a Waitlist, you must place yourself at the end of the Waitlist. Q. What if I am deregistered from my classes due to nonpayment? A. You will need to re-register for your courses, and if there is a Waitlist, you must place yourself at the end of the Waitlist. Q. Can I Waitlist into more than one section of the same class? A. No. Students can only Waitlist for one section of the same class. Q. How do I monitor where I am on the Waitlist? A. 14 Cut Here ADMISSION INFORMATION Admission Application Deadlines Fall Semester August 15 Winter Semester December 15 Summer Semester No Deadline Admission to credit courses is open to all high school graduates, college transfer students, and persons 18 years of age or older provided that their high school class has graduated. Former OCC students who have not attended OCC for three or more years must re-apply for admission. For more information regarding admission and registration, see the OCC catalog or contact the Enrollment Services Office at the campus you plan to attend. (Please refer to the Campus Directory on p. 2.) New Students and Those Who Must Re-Apply Applications for Admission are available at NewStudents.aspx and at any of the campus Enrollment Services Offices. Current proof of residency must be provided with the application. Guest Students from Other Colleges Students should complete a Michigan Uniform Guest Application available at www. oaklandcc.edu/futurestudents/gstudents. aspx, the home institution, or any campus Enrollment Services Office. This application is valid only for the semester for which it is submitted and must be completed by the home institution. Guest Students from High Schools Students are eligible to enroll for credit courses at OCC provided they are concurrently enrolled in the 9th grade or higher from any area high school and have the signature of approval from the high school principal or designee. An Application for Admission may be obtained from area high schools, any OCC Enrollment Services Office or at FutureStudents/HSGStudents.aspx. The High School Guest/Dual Enrollment Approval form on the application must be completed. Your application and approval form are valid for one semester and must be renewed each semester you plan to attend. Authorization to Release Information ADS 74 6/08 The Family Educational Rights and Privacy Act (FERPA) protects the privacy of student education records. Oakland Community College cannot release any personally identifiable information contained in a student s educational records without the prior written consent of the student. Spouses, relatives and parents (of students 18 years of age or older) are included in those restricted from free access to student information. (The law does grant certain privilege to parents of dependent children under 18). Students may grant a third party access to selected personal information when said party is acting as an agent of that student as may be variously defined from time to time. The agent(s) identified below will be granted limited and restricted access guided by the discretion of the appropriate College Officer. Oakland Community College does not abrogate any of its rights, under this procedure, which permit denial of access to information deemed not appropriate in the instant circumstance. 15 RESIDENCY / GENERAL EDUCATION ATTRIBUTES Admissions (continued) F-1 Status Students Students who currently hold an F-1 visa or who would like to obtain an F-1 visa please go to: oaklandcc.edu/international/admission_requirements.aspx. There you will find instructions for applying to OCC and also applying for I-20 issuance. Required forms are linked at that site. Residency Residency status is initially determined at the time of processing the application. This activity precedes registration. If the status must be changed, this adjustment can be made at any campus Enrollment Services Office with proper documentation. (See Proof of Residency on this page.) Students are responsible for maintaining a current mailing address on file with the college. Tuition Rate Determination A. Persons eligible for in-district tuition rates are: a. Persons living in the College District at the beginning of the semester for which they register, including; i. U.S. citizens; or ii. In-district property owners, spouses and their dependents, regardless of citizenship or visa status; or iii. Permanent residents, refugees, asylees, nonimmigrants on work visas (E, H, I, L, O, P, Q, R or T status) and Deferred Action for Childhood Arrivals (DACA). B. Persons eligible for out-of-district tuition rates are: a. Persons living in Michigan outside of the College District at the beginning of the semester for which they register, including: i. U.S. citizens; or ii. Out-of-district property owners, spouses and their dependents, regardless of citizenship or visa status; or iii. Permanent residents, refugees, asylees, Au Pairs, nonimmigrants on work visas (E, H, I, L, O, P, Q, R or T status) and Deferred Action for Childhood Arrivals (DACA). C. Persons eligible for out-of-state/international tuition rates are: a. Persons living outside of Michigan, F-1, non-au Pair J-1, and M students who do not own property in Michigan or undocumented students who do not own property. D. Tuition rate categories are set at the time of the processing of the application. However, students may adjust, with appropriate documentation (see Proof of Residency), their status through the FIFTH business day of the current semester. Changes made after that time will be effective the following term. Proof of Status for Non-U.S. Citizens To prove eligibility for tuition category placement, non-u.s. citizens must present one of the following, or they will be assessed at the out-of-state/international tuition rate: A. Permanent residency card; or B. Proof of asylum/refugee status; or C. An I-94 card verifying non-immigrant status; or D. An I-797 Notice of Action or EAD card with C33 code verifying DACA status. Non-U.S. citizens are responsible for proving valid documentation of immigration status to Enrollment Services, or they will be assessed the out-of-state/international tuition rate. If you have questions regarding your immigration status, please contact the Enrollment Services Office at any campus. (Please refer to the Campus Directory.) Proof of Residency It is the responsibility of the student to ensure a correct address is on file with the College at all times. When changing their address, students are required to provide proof of residency for that address. The College reserves the right to require a student to verify residency for the address on file. Failure to maintain a correct address with the College will result in the student being assessed at the highest tuition rate. Paperwork for proof of address and proof of residency must be submitted to the Enrollment Services Office at any campus for processing. OCC requires the presentation of at least, but not limited to, ONE of the following to verify residency: 1. Driver s License or Secretary of State Personal Identification Card reflecting the current address of the bearer. 2. Voter Registration Card reflecting the current address of the holder. 3. Current property tax receipt for the place of residence. 4. Current lease agreement for the place of residence. Students who own property on which taxes have been paid in the College District or outside the College District who wish to have their tuition assessed based upon the location of the property must provide Enrollment Services with a current property tax statement for the property. Tuition will then be assessed based on the location of the property for the remaining semesters in the academic year. After the Winter Semester has ended, students who wish to continue having their tuition assessed based on the location of the property for the upcoming academic year (which begins with the Fall Semester) must re-prove they still own the property by providing Enrollment Services with the most-recent property tax statement. Students who use a Post Office Box (P. O. Box) as their mailing address must provide proof of residency for the address where they currently reside with one of the aforementioned documents to prove residency. Tuition will be assessed based on the residence location, not on the location of the P. O. Box, for the remaining semester in the academic year. After the Winter Semester has ended, students who wish to continue using the P. O. Box for the upcoming academic year (which begins with the Fall Semester) must re-prove residency with one of the aforementioned documents.
