6 History of GIS at Pinellas County GIS Milestones Non-Esri customer until 2011 (Munsys, MapGuide, Oracle Spatial) Highly customized and heavily integrated system - Unsustainable due to key programming staff losses, system upgrades, complexity - Custom GIS solutions and applications were the rule, not the exception - No mobile presence whatsoever (access with smartphones or tablets) - Web solution was unsupported In 2011, Pinellas County officially adopted the Esri platform for GIS and created centralized Enterprise GIS - Formed governance committee (Enterprise GIS Steering Committee) made up of executive level members to provide vision, funding, prioritization. - Invested in infrastructure, staff, licensing (ELA) and consulting services (EEAP) to get Enterprise GIS program off the ground

Established executive sponsorship and governance structure - Enterprise GIS Steering Committee (monthly) - Enterprise GIS Working Group (quarterly) Created a close working partnership with Esri through our countywide Enterprise License Agreement and Enterprise Advantage Program Adopted a strategy to deploy COTS (commercial off the shelf) applications and minimize customization Adhere to best practices for hardware/software configurations as provided by Esri Designed a robust and scalable system architecture Created a living Enterprise GIS strategic plan document updated regularly

Never be afraid to speak to someone above your paygrade about GIS (it s usually lonely at the top anyway) Understand that all success starts with the relationships you build Learn your customers business as if you had to work in their department Invest in quality staff and give them freedom to innovate, learn and progress (Work yourself out of your current job) Never let process get in the way of progress (if it is, you have too much of it) Leadership in GIS involves leaving your office... A lot! (Don t wait for the customer to come to you) Value ideas, especially the crazy ones...
