1 Introduction The West Palm Beach Housing Authority (WPBHA) is seeking proposals from qualified Security Service providers to provide uniformed, armed security services for all properties owned by the WPBHA including: Dunbar Village, Twin Lakes, Robinson Village, Robinson Villa, Pleasant City scattered sites, 619 6th Street, 2115 Division, 905 Grant Street, Southridge Senior Community, Newton Woods, Acacia Place (formerly known as Colony Oaks) Royal Poinciana Place (formerly known as Springbrook Commons) and MerryPlace in Pleasant City. These facilities comprise 648 public housing units, 128 Low Income Housing Tax Credit units and 269 un-assisted, affordable housing. This RFP establishes the minimum requirements for a provider to be eligible for consideration as well as information to be included in the provider s RFP response. It is the intention of the WPBHA to engage a security services provider on an as needed basis only, indefinite service agreement. No definite term contract shall be awarded. The following specific criteria will be evaluated and must be addressed in the response: 1. Company History and Organization 2. Management Approach 3. Value Added Features 4. Proof of Insurance particularly endorsements to provide coverage in public housing and low income communities 5. Licensing 6. References 7. Other attributes the WPBHA should consider All responders must be duly licensed to perform work in accordance with all governing local, state and federal authorities and to the satisfaction of those authorities.

If submitted digitally, five (5) thumb drives or CD s are required in Microsoft WORD. Five (5) hardcopy proposals may be mailed or delivered to the above address. ALL SUBMISSIONS WILL BE CONSIDERED AS THEY ARE CONSTRUED BY THE AUTHORITY RESERVING THE RIGHT TO REJECT ANY OR ALL MATERIALS AND THE RIGHT TO REQUEST ORAL PRESENTATIONS OF ALL OR SOME OF THE OFFERORS AFTER REVIEWING THE QUALIFICATIONS. ADDITIONAL INFORMATION MAY BE REQUESTED BY THE AUTHORITY. Scope of Services The WPBHA shall have the right to adjust the schedule and duration of security service as they see fit. Service Provider shall provide appropriate and necessary management and supervision for all its employees and shall be solely responsible for institution and invoking disciplinary action of employees not in compliance with rules and regulations, as well as any other applicable policy established by the WPBHA. Service Provider shall develop a comprehensive set of Post Orders documenting both general procedures as well as site-specific responsibilities. All security officers will be required to read and verify they understand the Post Orders. Security Guards will undergo an interview with WPBHA contracted Risk Management prior to working WPBHA job sites. Service Provider shall ensure hiring, training and administration of motivated and professional employees that meet or exceed both the Service provider s and WPBHA s standards. Furthermore the provider shall produce all Security Guards G License yearly firearm qualifications and all certifications for non-lethal weapons and equipment (Pepper Spray, Taser, Handcuffs, etc.) for each Security Guard assigned to WPBHA. Service Provider is responsible for the appearance of security personnel. Service Provider shall provide seasonal uniforms and weather-appropriate protective clothing necessary to support continuous performance of Service Provider s requirements.

3 Service Provider shall agree to remove from the site, whenever required to do so by the WPBHA any employee considered by the WPBHA to be unsatisfactory or undesirable to the WPBHA, within the limits of any applicable laws. Service Provider shall administer all cost accounting and billing relative to service. Patrol Duties Security Officers shall be assigned on an as needed basis. Security Officers shall patrol and provide security checks at key points in each community to provide maximum security for the residents and property, including the perimeter of the fenced construction zones. These security checks shall be varied and conducted randomly throughout each shift. In some instances, bicycles and/or foot patrols may be the best option for patrol. Communication with the West Palm Beach Police Department (WPBPD). The Service Provider will ensure that the Security Officers work cooperatively with, and establish and maintain good, positive communications with the WPBPD and the Community Policing officers assigned to the geographic areas of the WPBHA developments. Security Officers shall maintain a visible presence in the community, assist in enforcing the community rules and inform residents and guests of community rules and trespass policies. Security Officers shall enforce trespass rules, ask violators to leave the premises and call WPBPD for assistance in removing uncooperative individuals. Security Officers shall issue trespass notices to individuals as appropriate. The Service Provider shall report directly to the contracted Risk Management PROVIDER, who will set any and all schedules for security deployment. In his absence, the Executive Director will be responsible for scheduling. Field Reports and Incident Reports Field Reports must be submitted within 24 hours of the start of the Security Guards Shift. Field Reports must be ed and formatted in to a Microsoft Word Document. All incident reports must be submitted by 10:00 am the next day via and formatted in to a Microsoft Word Document. Examples of written incident reports and field notes must be provided with the response to this RFP. Company History and Organization Provide a brief company history, mission statement and organizational summary. Explain ownership (private or public) and include brief biographical information regarding the personnel who would be directly responsible for the management and local supervision of this project. Management Approach: Describe in detail how your firm will be organized to manage this project. Indicate by position or title the person who will have the overall responsibility for the WPBHA account. Indicate support staff

4 available to this project manager by function. Responder must supply an Organization Chart depicting the structure of the local servicing office and regional support. Value Added Features Indicate features or programs not covered elsewhere in the response which are offered to enhance your firm s ability to effectively manage this project. Insurance The Service Provider shall carry and maintain, with respect to any work or service to be performed at WPBHA properties, insurance written by a responsible insurance company, to provide for the following: Worker s Compensation as required by applicable statute and employer s liability insurance. Upon selection, the provider must provide proof of endorsements for services provided in public housing and other affordable housing located in low income areas. Commercial General Liability Insurance. Minimum Requirements: Each Occurrence $1,000, Damage to Rented Premises (Each Occurrence) $1,000, MED EXP (Any One Person) $5, Personal and ADV Injury $1,000, General Aggregate $2,000, Products-Comp/OP AGG $2,000, Automobile Liability. Minimum Requirement: Combined Single Limit $1,000, Workman s Comp. Minimum Requirements: Each Accident: $500, Disease Policy Limit: $500, Disease Each Employee: $500, Excess-umbrella insurance. Any other insurance as may be required by licensing authority. The Service Provider shall provide the contact information of all of their insurance agents. The Service Provider shall furnish certificates of insurance and policy endorsements as evidence of compliance with the insurance requirements. Such certificates and endorsements must be signed by a person authorized by that insurance company to bind coverage on its behalf.

Insurance The Service Provider shall carry and maintain, with respect to any work or service to be performed at WPBHA properties, insurance written by a responsible insurance company, to provide for

Licensing All persons employed by the Service Provider shall maintain up to date, appropriate licenses as required by the State of Florida.
