2 Tecumseh Public Schools Student/Parent/Guardian Laptop Handbook Overview/Introduction Tecumseh Public Schools (TPS) is committed to preparing students to be successful citizens in a global economy. Within the global learning communities, Tecumseh Middle School is implementing a laptop program for one to one computing. This program immerses our students in a technology rich instructional environment to help ensure that our graduates are prepared for the workplace and life. Students and parents/guardians must have an understanding of the procedures and policies for this program to be successful. Please read and sign the following Student/Parent/Guardian Guidelines/Agreement. The signed Student/Parent/Guardian Guidelines/Agreement establishes a contract for the rules and responsibilities agreed to by the parties involved in the laptop program. TPS Learning Goals Deployment Promote student learning beyond the classroom. Prepare students to be safe, responsible, and innovative digital citizens. Engage students in solving real world problems by collaborating, communicating, and creating within a global learning community. Enable students to be responsible for their own learning. Support faculty in the development of interdisciplinary, project based learning environments. Parent(s)/guardian(s) will be informed by letter and/or an and/or Blackboard Connect message of location, date, and time of mandatory orientation/meeting. The program and Student/Parent/Guardian Laptop Agreement will be explained. The parent/guardian and student must sign the agreement in order for the student to be issued a laptop. Prior to students being issued a laptop: Parent/guardian must attend a mandatory orientation meeting Student must attend mandatory deployment training Parent/guardian and student must sign Student/Parent/Guardian Laptop Agreement and TPS Responsible Use Policy Terms of Laptop Loan Terms of Loan Tecumseh Middle School will issue a laptop to each student after compliance with the following: o Student deployment training session o Parent/Guardian orientation session o A signed Student Responsible Use Agreement (Internet Use) o A signed Student/Parent/Guardian Laptop Agreement o Signed insurance acceptance or waiver form
3 Legal title to the laptop remains with Tecumseh Public Schools. A student s right of possession and use is limited to and conditioned upon full and complete compliance with the Board Policy. Students may be subject to loss of privilege, disciplinary action and/or legal action in the event of intentional damage and/or violation of policies and guidelines as outlined in the Student/Parent/Guardian Laptop Handbook and the TPS Acceptable Use Policy. A student s possession of the laptop terminates no later than the last day of the school year unless there is a reason for earlier termination by the District (e.g., drop out, expulsion or transfer to another school). If a laptop is damaged, loaner laptops will be available. We will make every effort to repair damaged laptops as soon as the deductible/damage payment has been made. o Damage to the laptop will be the financial responsibility of the parent. An insurance policy for $30 per laptop per school year can be purchased. Loss or Theft Theft is determined by a police report documenting forcible entry to a secured place containing the laptop or forcibly taking the laptop in any way from a student s possession. Stolen laptops should be reported to the school principal, who will determine if the laptop was stolen and then proceed with the police report. The burden is on the student to truthfully report the laptop theft and provide the details for the police report. NOTE: The last page of this document indicates parent/guardian is responsible for police report. Loss is defined as a laptop reported missing by a student while it was left unattended or in an unsecured/unsupervised location. The burden is on the student to truthfully report the laptop loss and provide the details for the administrative report. Lost laptops must be reported to a middle school administrator immediately; or within a 2 day timeframe. Lost laptops must be reported to the TPS student Help Desk. The student or parent/guardian will be responsible for the total cost of the laptop in the event the lost laptop is not found. The purchase price, and the insured price, of the laptops is $269. o Paretn/Guardian electing the insurance option will not be responsible for the $269 fee. Damage The student and/or the student s parent/guardian shall be responsible for compensating the school district for any losses, costs, or damages to the laptop. The student and/or parent/guardian are liable for replacement(s) costs resulting from intentional damage and/or neglect as outlined in this document. The purchase price, and the insured price, of the laptop is $269, the maximum cost for which a parent/guardian is responsible. Parent/Guardian electing the insurance option will not be responsible for the $269 fee.
4 If unapproved changes or software installs are made to the laptop, the laptop will be re imaged to its original configuration. Repossession TPS reserves the right to repossess the laptop at any time if the student does not fully comply with all terms of this agreement. Laptops left unattended will be turned in to the Help Desk and held for 24 hours before a student may reclaim the laptop. Appropriation Failure to return the property at the designated times and/or the continued use of it for non related school purposes may be considered unlawful appropriation of Tecumseh Public Schools property. Modification to the Laptop Program Tecumseh Public Schools reserves the right to revoke or modify the program or its terms at any time, to include re distribution of the laptops within the district. Expectation of Privacy for Student Laptops The laptops are considered property of Tecumseh Public Schools and are not subject to the same privacy expectations as private property. However, there is a limited expectation of privacy afforded to the student laptops when taken off the TPS campus. TPS has the right to monitor the laptops in the following ways: Teachers and administrators may remotely view and control student laptops while in class. This is required for effective classroom management. Teachers and administrators may search the computer for inappropriate material if they have reasonable suspicion of its existence. Technology staff will have the ability to remotely control student laptops to troubleshoot technical issues. Technology staff will have the ability to monitor all network traffic to troubleshoot network issues. All Internet traffic will pass through the content filter. This filter will log all attempts to access inappropriate material. Repeated attempts will result in disciplinary action. Restrictions on the laptop will block the student from certain functions such as accessing administrative software or installing certain programs. Any attempt to circumvent these restrictions, on or off campus, will be seen as a violation of this contract and appropriate disciplinary action will be taken. General Use of the Laptop Students are REQUIRED to bring his/her laptop to school each day with a fully charged battery. Students will not be given the use of a loaner laptop if he/ she leaves his/her device at home. Students leaving laptops at home will be required to complete assignments using alternate means (as determined by the teacher). Students will be able to save files directly to the laptop. However, files for instructional use should be backed up to the student s home directory, and it will then be backed up by
5 the district. If a laptop is experiencing a technical issue, it is likely to be re imaged which will destroy all local data that is not backed up. Laptops are not allowed on overnight trips or field trips without the express written approval of the lead chaperon and the parent/guardian. Students may not download or install software applications on TPS issued laptops. The use of the Internet at school is a privilege, not a right, and inappropriate use may result in suspension/termination of user privileges. Student laptops will be subject to routine monitoring by teachers, administrators, and technology staff. While off campus, parent/guardian monitoring is highly recommended. Periodic laptop checks will be conducted during the school year, inspecting for physical damage and/or loss. Students/parents/guardians may be billed for repairs. Upon the district s or school s request, students will provide access to any laptop computer and/or accessories that they have been assigned. An individual search of the laptop and other stored student files may be conducted by administrators if there is suspicion that policies or guidelines have been violated. Log in Procedures School Use: Students will log in to the TPS network by using their assigned user name and password. Home Use: Away from school, students will log in to their laptop using the same user name and password they use at school. A designated area on the hard drive will be available for storing school related files; backup of any data stored on the hard drive is the responsibility of the student. DO NOT share passwords. Students are responsible for anything done using their login. accounts will be provided through Google Apps to students by TPS. Students will abide by all guidelines as outlined in the TPS Board Policy Online user accounts Students may be asked to create online user accounts (i.e. Skype, Google, Voki) for educational purposes only. Teachers will be responsible for supervising the use of these accounts during instructional time. Parents/guardians will be notified of the use of such accounts within the course syllabus at the beginning of each semester. General Care of the Laptop Students are responsible for the laptop they have been issued. Laptops in need of repair or damaged must be reported to the TPS Help Desk through the district website. Failure to report damage may result in disciplinary action. Guidelines to follow : Always close the lid before moving and/or transporting your laptop, taking care not to close the lid on objects inside the laptop.
6 For prolonged periods of inactivity, you should shut down completely before closing the lid. This will help conserve the battery. Overloading the laptop case will damage the laptop. Take precaution when placing the case on a flat surface. Please store the laptop in a separated section of the case. Textbooks, notebooks, binders, etc. should NOT be in the same section of the laptop bag as the laptop itself. Never sit or place any object on the laptop case. When using the laptop, keep it on a flat, solid surface so that air can circulate. For example, using a laptop while it is directly on a bed or carpet can cause damage due to overheating. Liquids, food and other debris can damage the laptop. You should avoid eating or drinking while using the laptop. DO NOT keep food or food wrappers in the laptop bag. Take extreme caution with the screen. The screen is very susceptible to damage from excessive pressure or weight. In particular, avoid picking up the laptop by the screen or using excessive force when in laptop mode. Dimming the LCD brightness of your screen will extend the battery run time. For help, consult your teacher, technician, or technology specialist. Never attempt repair or reconfiguration of the laptop. Under no circumstances are you to attempt to open or tamper with the internal components of the laptop. Nor should you remove any screws, doing so will void the warranty and may result in disciplinary action. Take care when inserting cords, cables, and other removable storage devices to avoid damage to the laptop ports. Do not expose your laptop to extreme temperatures, direct sunlight, or ultraviolet light for extended periods of time. Extreme heat or cold may cause damage to the laptop. Do not write, draw, paint, or place stickers/labels on your laptop or case. Remember the laptops and carrying cases are the property of Tecumseh Public Schools. Keep your laptop away from magnetic fields, which can erase or corrupt your data. This includes but is not limited to large speakers, amplifiers, transformers, and some television sets. Cleaning Your Laptop Routine maintenance on laptops will be done by the district technology support team. However, students are encouraged to perform simple cleaning procedures as outlined below: Always disconnect the laptop from the power outlet before cleaning. Never use liquids on the laptop screen or keyboard. Clean the screen with soft, lightly dampened, lint free cloth or use anti static screen cleaners or wipes. Wash hands frequently when using the laptop to avoid buildup on the touch pad. Grease and dirt can cause the cursor to jump around on the screen Clean the touch pad with a lightly dampened cloth. General Security Never leave your laptop unattended or unsecured. Laptops should be secured in a designated storage facility or a secured locker. Unsupervised laptops will be confiscated by staff, and disciplinary actions may be taken.
7 Each laptop has several identifying labels (i.e., TPS asset number, and serial number). Under no circumstances are you to modify or destroy these labels. Virus Protection All laptops have antivirus protection software installed. The virus software will automatically scan any unprotected storage space at startup. Do not remove or add any virus protection software. Internet Access/Filtering As required by the Children s Internet Protection Act, a content filtering solution is maintained by the district for school use on this laptop. This is a good faith effort to block all inappropriate content; but, the district cannot guarantee that access to all inappropriate sites will be blocked. It is the responsibility of the student and parent/guardian to follow guidelines for appropriate use of the network and the Internet. TPS does filter content at home, but TPS will not be responsible for any problems suffered while the student is using the laptop off of the TPS network. Attempting to disable or circumvent Tecumseh Public Schools Internet content filter and firewall, including using or attempting to use proxies to access sites that would otherwise be restricted is not permitted. Usage Guidelines/Discipline Unacceptable use includes, but is not limited to: Network activities o Illegal activities, including copyright violations o Gaining unauthorized access to any network resources, logging in as system administrator or bypassing TPS content filter or firewall o Intentionally causing network congestion or wasting finite Internet resources Security o Using another person s login credentials or sharing passwords (or any other personal information) for any reason o Vandalizing or tampering with any equipment or software either on the network or the personal laptop Physical hardware o Attempting to repair, remove, or install computer hardware or software; opening the laptop case to access internal parts o Writing, drawing, painting, defacing, or placing stickers or labels on a school owned laptop or laptop accessory, or causing intentional damage Student Conduct o Cyber bullying in any form is unacceptable. Students will not engage in any cyber bullying activity. In situations in which cyber bullying originates from a non school computer, but is brought to the attention of school officials, any disciplinary action will be based on whether the conduct is determined to be severely disruptive of the education process so that it markedly interrupts or severely impedes the day to day operation of a school. In addition, such conduct must also violate a school policy. Such conduct includes, but is not limited to,
8 o threats or making a threat, on or off school grounds, to harm a member of the school staff or another student. Discipline for cyber bullying will be handled on a case by case basis as deemed appropriate by the school administration. In addition, when any kind of threat is communicated or when a hate crime is committed, it will be reported to local law enforcement. Unacceptable use includes assisting, observing, or joining any unauthorized activity using the laptop, network, or Internet. Consequences 1st Offense The laptop will be taken from the student. The parent or legal guardian will be contacted to meet with a school administrator and a discipline referral will be recorded, signed by the parent/guardian. 2nd Offense The laptop will be taken from the student s possession for the remainder of the semester. 3rd Offense The laptop will be taken from the student s possession for the remainder of the school year. NOTE: The TPS Administrators have the discretion to permanently confiscate the laptop from the student at any time. Parent/Guardian Expectations This is an exciting learning opportunity for your student(s); participate with them as they learn to use this instructional tool to enhance their educational experience. While the school system will provide Internet content filtering for the security of your student, there is no substitute for parental supervision when using the laptop. Parents/Guardians are ultimately responsible for monitoring student use of the laptop and Internet at home. Parents/Guardians should ensure that their child is familiar with and adheres to the Internet policies and guidelines set forth in this handbook. Parents/Guardians should ensure that repairs, loss, theft, and/or damages are reported to the TPS Help Desk no later than the next school day. Parents/Guardians should review the Tecumseh Public Schools Responsible Use Policy and the Laptop Handbook with their child. Use of the laptop by other family members is not allowed. Parents/Guardians may use the laptop to assist their child who is assigned the laptop with homework and school assignments or to learn what their student is doing with this instructional tool. The laptop may not be used by other family members for personal or business use. Parents/Guardians are responsible for ensuring the return of the laptop and all accessories at the end of the current school year or before the student withdraws from school.

I understand the laptop is property of Tecumseh Public Schools and is assigned to me. I will use the laptop appropriately for school purposes. I will care for the laptop assigned to me and not leave it unsupervised in unsecured locations. I will be responsible for all damage or loss caused by neglect or abuse. I will not loan the laptop to another individual. I will charge the laptop battery before each school day. I will not disassemble any part of the laptop or attempt any repairs. I will carry the laptop in the case provided by the school. I will not place stickers, drawings, markers, etc. on the laptop. I will not deface the serial number/asset number stickers on the laptop. I agree to return the laptop, case, power cord, and other accessories assigned to me in working condition.
10 I will follow the policies, procedures and guidelines outlined in the Student/Parent/Guardian Laptop Handbook and the Technology Acceptable Use Policy at all times. I understand that I may be criminally charged if my laptop is not returned at the designated time. However, I recognize that it is impossible for the Tecumseh Public Schools to restrict access to all questionable materials, and I will not hold the school system responsible if my child accesses or acquires such materials on the network. I hereby give permission for my child to use network resources provided by the Tecumseh Public Schools. I accept responsibility for my child s Internet use when the laptop is in use at home. I understand that I will file a police report in case of theft/vandalism; and will be responsible for the insurance deductible in the event of accidental damage.
