1 APPLICATION GUIDELINES FOR JAPANESE GOVERNMENT (MONBUKAGAKUSHO:MEXT) SCHOLARSHIP FOR 202 (RESEARCH STUDENT) UNIVERSITY RECOMMENDATION MEXT ( Ministry of Education, Culture, Sports, Science, and Technology ) offers scholarships to international students(general admission quota, PGP* admission quota, PSD*2 admission quota, and designated areas admission quota)who wish to study at Japanese universities. The scholarship is offered to international students who will be enrolled as research students coming from overseas. * PGP : The international Priority Graduate Programs conducted by MEXT *2 PSD : Science and Technology Research Partnership for Sustainable Development conducted by the Japan Science and Technology Agency.Qualifications () Eligible applicants: Eligible applicants are international students with excellent records(see ) who are at graduate level and are coming to Japan from overseas. (2) Nationality: Applicant must have the nationality of a country which has diplomatic relations with the Japanese government. Applicant who has Japanese nationality at the time of application will not be eligible. (3) Age: Applicant must have been born on or after April 2, 977. (4) Academic Background: Applicant must be a graduate from a Japanese university or have academic ability equal or superior to that of a Japanese university graduate. A person will be deemed to have academic ability equal or superior to that of a university graduate, if he/she has completed or will complete a 6-year school curriculum in a foreign country (or an 8-year school curriculum if he/she desires to enroll in a doctoral course in the field of medicine, dentistry or veterinary science, or pharmacy which is founded on a 6-year department or faculty); or

2 2 is or will be aged 22 or older and has taken an individual entrance qualification examination and has been judged by a graduate school as being equal or superior in academic ability to a university graduate (or 24 or older if he/she desires to enroll in a doctoral course in the field of medicine, dentistry or veterinary science, or pharmacy which is founded on a 6-year department or faculty). Note: Eligible applicants include those who otherwise satisfy or will satisfy qualification requirements for admission to a Japanese graduate school. (5) Major Field of Study: Applicant should apply for the field of study he/she studied at the previous university or any related field. Applicant must choose a field on which he/she can receive education and perform research at the university of his/her choice. (6) Japanese Language Ability: In the fields of research in which require Japanese ability such as Japanese linguistics, Japanese Literature, Japanese history, and Japanese law, the applicant must have sufficient Japanese ability to pursue his/her studies except under very special circumstances. (7) Health: Applicant must be physically and mentally healthy enough to pursue a study at university. (8) Arrival in Japan: Applicant must be able to leave for and arrive in Japan within two weeks of the date set by the receiving university for the beginning of the semester (in principle, in September or October, except the semester commencing April). (The applicant who cannot arrive in Japan within this set period is required to withdraw from the scholarship. Travel expenses will not be provided if the applicant chooses to travel to Japan before the designated period for personal reasons.) (9) Visa Requirement: Selected Applicants must obtain a College Student (ryugaku 留 学 ) visa prior to his/her arrival in Japan. Applicants who are already in Japan under a visa other than College Student are required to change it to College Student by the end of the 2

3 month preceding the start of the scholarship. Applicants who come to Japan under a visa or resident status other than College Student will not qualify for the Japanese government scholarship. Applicants who change their resident status to any status other than College Student after their arrival in Japan will immediately lose their status as a Japanese government scholarship student. (0) Other: Any applicant who meets any or all of the following conditions is not eligible. If identified after the start of the scholarship period, the applicant will be required to withdraw from the scholarship: The Applicant is an active member of the military or a civilian employed by the military. 2 The Applicant is unable to travel to Japan within the dates set by the receiving university. 3 If the Applicant was a grantee of a Japanese Government Scholarship in the past. Unless he/she has had at least three years of research or teaching experience between the completion of the first scholarship and the start of the second scholarship period. This exclusion will not apply to a research-student applicant, who(i)as an international student in Japan received training in Japanese studies at a university but graduated from his/her home university, or who (ii) was an international student in Japan under the Japan-Korea Joint Government Scholarship Program for the Students in Science and Engineering Departments. 4 The Applicant is the recipient of a scholarship from an organization (including a governmental organization in his/her country of origin) other than Japanese government (Ministry of Education, Culture, Sports, Science and Technology - MEXT). 5 The Applicant has applied for this scholarship through another university, or for the support program for international students by the Japanese government (MEXT)or JASSO (Japan Student Services Organization) simultaneously. (This restriction also applies to the recipient of a support program for international students conducted by the above two organizations, who is to be registered continuously in and after the semester commencing October 202.) 3

4 6 The Applicant is planning to enroll in a Japanese university in 202 as a privately-financed international student, and be on the register continuously from October 202. ) In academic achievement, the applicant must have resulted in a grade point average of 2.3 or more out of 3 in the last two years, and must have a high potential to continue to meet this condition throughout the term of scholarship. 2.Term of Scholarship The term of scholarship will differ as follows depending on the course a grantee takes in Japan: In a case where Grantee will enroll as a research student, non-degree student, or auditor, etc. (hereinafter referred to as Research Student ) after coming to Japan: His/her scholarship will be payable for 8 months from October 202 through March If Grantee enrolls in a master's course, doctoral course, or professional graduate course after coming to Japan, the scholarship will be payable from October 202 for a period necessary for Grantee to complete his/her regular course (standard course term). For a grantee in the 5-year doctoral program, two-year first stage program is regarded as a master s course, and the three-year program following that is regarded as a doctoral course. 3 As for a grantee as a research student recommended for PGP admission quota, the term of the scholarship is limited within the term of the course which is accepted by MEXT as a PGP admission quota. (To continue receiving the MEXT scholarship after advancing to a doctoral course(to the third year of 5-year doctoral program), you have to apply for scholarship extension and be awarded an extension of the scholarship. As for the program available only in a master s course, application for an extension is not accepted when proceeding to a doctoral course.) 4 Applicant for PSD admission quota is accepted only he/she is enrolled in a doctorial course(in the third year of a 5-year doctoral program). Those who enroll in a non-degree course are not accepted. 4

5 5 If Grantee desires to proceed to a regular graduate course from a Research Student course, or to a doctoral course from a master s course or a professional graduate course (, or to the third year of a 5-year doctoral program), he/she may have the term of his/her scholarship extended upon strict examination by MEXT, provided that you have outstanding academic achievement that meets certain criteria. Even if he/she meets the criteria, every application for an extension is not necessarily accepted. In addition, the extension of the scholarship is possible only when proceeding to a higher level of education. Please note, however, that on proceeding to a regular graduate course from a Research Student course, or to a doctoral course from a master s course or a professional graduate course, transferring to a different university will not be accepted. 3.Scholarship benefits () Allowance: The monthly allowance for 202 has not been fixed yet. For reference, the scholarship amount for 20 is indicated as follows. (The monthly allowance is subject to change depending on the annual budget and living cost of each year.) 50,000 yen/month(for a non-degree student) 52,000 yen/month(for a master s course student) 53,000 yen/month(for a doctoral course student) (An additional monthly stipend of 2,000 or 3,000 yen may be provided to those undertaking study or research in specially designated regions.) The scholarship will not be paid to a grantee who takes a leave of absence or is long absent from his/her university. In principle, scholarship will be cancelled for a grantee in the following cases. Furthermore, if scholarship payments were made during the period the following cases applied, the grantee may be ordered to return scholarship payments received during that period. If any of his/her application documents is found to be falsely stated; 2 If he/she is in breach of his/her pledge made to the Minister of MONBUKAGAKUSHO(MEXT); 3 If he/she is subjected to disciplinary action, such as expulsion or removal from register, taken by his/her university; 5

6 4 If it becomes definitive that the grantee will not be able to complete his/her course within the standard course term because of his/her poor academic achievement or suspension; 5 If he/she withdraws from the university or transfers to a different university; 6 If his/her resident status of College Student as provided for in Paragraph -4 of Appendix to the Immigration Control and Refugee Recognition Act changes to any other status; 7 If he/she is provided with another scholarship (except for a scholarship designated for research expenses); or 8 If he/she proceeds to a higher level of education without receiving approval for an extension of the defined term of the scholarship. (2)Traveling Costs: Transportation to Japan: Each grantee will be provided, according to his/her itinerary and route as designated by MEXT, with an economy class air ticket from the international airport closest to his/her place of residence to Narita International Airport (or following the itinerary normally used by the university where the grantee is placed). Expenses such as inland transportation from his/her place of residence to the nearest international airport, airport usage charges, airport tax, special taxes on overseas travel and travel expenses within Japan will be borne by the grantee (the place of residence of the grantee shall in principle be the address stated in the application form). Air travel from a country other than the grantee s nationality will not be covered. 2 Transportation from Japan: The grantee who returns to his/her home country within the last-payment month of his/her scholarship will be provided, upon application, with an economy class air ticket for a flight from Narita International Airport (or following the itinerary normally used by the university where the grantee is placed) to the international airport closest to his/her place of return. Note: Insurance premiums for travel to/from Japan shall be borne by the grantee. The airport the grantee departs from or returns to must be an airport of the country of 6

7 his/her nationality. (3) School Fees: Tuition and other expenses at a university will be paid by the receiving university. 4.Recommendation and Selection () Recommendation The president, after screening in a university, recommends an applicant or applicants who have shown academic excellence and need the scholarship, to the Minister of MEXT with a set of the required documents. Candidates must be ranked for each admission quota and be stated in the prescribed form. On recommendation, the university should give special consideration to select applicants so that their nationality would not be concentrated in a certain country. (Concerning recommendation for PSD admission quota and PGP admission quota, not more than three applicants of the same nationality can apply. Furthermore, applicants of the same nationality should be 50% or less of the total applicants. If it is impossible to meet these requirements due to unavoidable reasons such as international strategy the university is adopting, the reasons must be explained in an arbitral form.) In case of PSD admission quota, the applicants must be selected through the preliminary examination conducted by Japan Science and Technology Agency. In case that the program is conducted by the united graduate school in PGP admission quota, the headquarter university should take the procedure of application for MEXT Scholarship. (2) Selection: Candidates are screened and selected by the selection committee from a pool of applicants recommended by president of universities, and, based on the result of screening and selection by the committee, MEXT selects grantees and their term of scholarship. After the candidates have been selected, please make sure that the presidents of universities instruct them to contact the Japanese legation in their own countries. (3) Documents to be submitted documents to be prepared and submitted by a university(,which are to be attached to an official letter) 7

8 Original Copy a) Recommendation Report(Form ) (for each applicant) b) List of Applicants(Form 2) c) Comprehensive Evaluation Report based on the interview with Applicant(Form 3) (for each applicant) d) Survey of International Academic Exchange(Form 4) e) Recruit and Selection Criteria, and Framework for Selection and Selection Process in a university (Form 5) f) Report of Reasons(in an arbitrary form)(required only if the nationality of applicants is concentrated in a certain country) 2 documents obtained from applicants to be submitted to MEXT by a university a) Application for Japanese Government ( MEXT ) Foreign Research Student Scholarship 20 (Double-side printing) Research Program b) Recommendation letter from the head of department of the home institution(addressed to the President of the receiving university) c) Photograph (4.5 cm x 3.5 cm, taken within the past six months, upper body, full-faced, uncapped. Write the applicant s name and nationality on it s reverse side and paste it onto the application form. Digital photographs are also acceptable) 3 documents obtained from applicants to be stored at a university a) Copy of family register or proof of citizenship of the applicant s country b) Academic transcript of each academic year of the last university(undergraduate school or graduate school) attended(issued by the university attended) c) Graduation certificate or degree certificate of the last 8

9 university attended ( or an attested document certifying that the applicant will graduate from the (for each applicant) school, where applicable) d) Proof of the applicant s academic level, such as the academic ranking in his/her previous university(gpa, ABC grading, ranking of academic achievement, etc.) e) Abstracts of theses f) Qualifications that prove the applicant s language skill(such as TOEFL, TOEIC, the Japanese as a Foreign Language test of EJU ( Examination for Japanese University Admission for International Students), and Japanese-Language Proficiency Test) and specific knowledge of his/her field. 4 Additional considerations ) The documents above must be written in either Japanese or English using word-processing software, if possible. Print all required documents on A4 size paper.(for documents prepared in any other languages, attach a Japanese translation to each document.) 2) None of the submitted documents will be returned. 3) For summary of theses, prepare an outline of your research. 4) All required documents must be prepared completely and correctly and a complete set of attachments must be submitted in order for the application to be considered. The applications submitted after the deadline will not be accepted. (Those postmarked by the due date on the envelope are accepted.) 5) In cases where graduation certificate is issued by administrative official agency of his/her country, please take all possible measures to confirm the certified contents, by contacting the last university attended, for example. 6) The receiving university is responsible for investigation of applicant s health conditions. 7) The documents must be properly managed so that the receiving university can submit any of them by request from MEXT. 5.Notification of the Result A written notification of the result to the president will be made in June 202(PGP admission quota), or in April 202(other than PGP admission quota.)mext does not directly notify the applicants of the result. 9

10 6.Notes () The receiving university should make sure that applicants are fully informed of the following information prior to their arrival in Japan: terms of scholarship, set period of departure, and procedure for coming to Japan (such as obtaining a College Student visa.) (2) The academic treatment of grantees in each university should be adequately guided in advance. (3) It happens frequently that grantees forget to apply for the extension of the scholarship when proceeding to a higher level of education. To avoid such case, the receiving university should adopt sufficient management system. 7.Other () The receiving university takes responsibility for offering the accommodations and Japanese-language education for grantees. (2) After the applicant has been selected as a grantee, the university should keep track of his/her country s domestic situation, under the assumption that he/she cannot depart for Japan due to domestic reasons. (Please make sure that in such countries as China, Russia, and Myanmar, it can take a long time to get an exit permit and to obtain a visa.) (3) If the recommended applicant is in the process of deportation procedures, which makes re-entry permission hard to obtain, the scholarship will be cancelled. (4) Reasonable accommodations to the application for a College Student visa will be provided only to the Japanese Embassy/Consulate in the country where an applicant has his/her citizenship. In case that the applicant lives in a country other than his/her nationality, the receiving university must be responsible for the procedure of Visa application.
