SOPOT SEPTEMBER 2012 LEADER OR FOLLOWER? EUROPE IN THE MULTIPOLAR WORLD BUSINESS PERSPECTIVE

HONORARY PATRONAGE Bronisław Komorowski President of the Republic of Poland Herman Van Rompuy President of the European Council The European Parliament

WELCOME to the European Forum for New Ideas On September 26th to 28th, 2012 in Sopot, Poland, we will once again talk about Europe. This time the focus of the discussions will be Europe s political and economic role in the new, multipolar world and balance of power. In order to exit the crisis and compete with emerging economies, Europe needs to reinvent itself anew. The Old Continent has to rebalance its ambitions, competencies and capabilities. Europe needs to devise a new external relations strategy, but first and foremost, it needs to regain the trust and confidence of its citizens and restore its leadership. The business community should be active in all of these processes and strongly accentuate its views and opinions. Therefore, at EFNI 2012, we will discuss the future of the European social model and the state s role in the economy and civil society. We will explore the question of quotas and parities and examine prospective configurations of new financial governance. We will debate the energy revolution and its ability to save the world. We will address the most relevant topics such as innovation, future of education, climate and corporate social responsibility. It is our intention to stimulate an inspiring dialogue on the crucial problems Europe is faced with as well as to open up the Polish business community to the world. Consequently, a different country will be invited as a special guest to each subsequent edition of EFNI. Turkey is EFNI 2012 s Special Guest. Last year the EFNI debates gave fruit to a number of recommendations, which were passed on to most important EU institutions and state agencies. The first edition of EFNI also left an intangible legacy as hundreds of new relationships were forged by over a thousand participants, with nearly 400 being from abroad and almost 200 accredited journalists. Noble Prize Laureates, world famous authorities from science and business sectors, and high-ranking politicians from Poland and Europe attended EFNI We received dozens of enthusiastic reviews. Our guests drew comparisons between EFNI and the most prestigious conferences in the world. EFNI 2012 will be prepared with the same utmost care and attention to detail. Invitations are extended to very prominent speakers and panellists. New attractive debate formats are being developed and a conducive environment will be created to help build beneficial relationships. Sensitive topics and sharp debates are not shunned at EFNI. Since the goal is to seek out meaningful solutions, we are never closed to opposing opinions. We believe that this is the way new ideas are conceived. Join us at EFNI Henryka Bochniarz President, Polish Confederation of Private Employers Lewiatan Vice President, BUSINESSEUROPE 3 EUROPEAN FORUM FOR NEW IDEAS

Leader or Follower? Europe in the Multipolar World Business Perspective EUROPE AT EFNI The European Forum for New Ideas with its second edition in Sopot, September 2012, is an international conference of business communities, also attended by representatives of the cultural sector, scholars and politicians. EFNI is organized by the Polish Confederation of Private Employers Lewiatan in collaboration with BUSINESSEUROPE, the City of Sopot, as well as leading companies and institutions. RESONANT VOICE OF BUSINESS Economists, entrepreneurs, and executives from all over the world will arrive again at the Polish coast to join forces with the most eminent intellectuals, personalities from the cultural sector and academia, social activists and politicians to seek meaningful solutions to the most fundamental economic, political and civilizational problems facing Europe. We will never solve 21st century problems by applying methods dating back to the 18th century argued Benjamin R. Barber, renowned philosopher and political scientist. There is no time for questions. We need to look for realistic solutions as all the devils are already here said Prof. Oliver E. Williamson, Noble Prize Laureate in Economics, paraphrasing Shakespeare. REINVENTING EUROPE The role of Europe, which until recently commanded respect as a world political and economic leader, is currently marginalized. The Old Continent struggles with problems of drastic rating changes, meagre economic growth, and the lack of a long-term vision and community leadership. Europe is losing its authority and esteem, which it enjoyed at the time when it was admired for its unprecedented political and economic success embodied by the European Union. Reinventing Europe is the only possible approach to reverse this negative trend. Europe needs to decide what role it wants to play in the new emerging global order. It has to redefine its interests and responsibilities, rebalance its aspirations and capabilities, as well as identify opportunities and threats. Europe must be thinking ahead in order to predict and actively foresee future challenges, instead of merely reacting to present difficulties. 4 EUROPEAN FORUM FOR NEW IDEAS

EMINENT GUESTS AND PANELLISTS Many prominent guests will be invited to attend EFNI World famous intellectuals, economists, entrepreneurs and executives will share their knowledge, thoughts, and expertise. Business leaders from Poland, Europe and other continents, interested in European and global contexts of economic and social development, will be in attendance. Politicians, representatives of the cultural sector and academia are expected to attend the event. Representatives of business organizations, including federations that are members of BUSINESSEUROPE will take part in EFNI debates. Over one thousand participants from around the world are expected to attend EFNI RECOMMENDATIONS FOR EUROPE EFNI 2011 produced a unique document, the Sopot Declaration, which articulated the business community s strong support for a Common Europe and European solidarity, as well as further integration of the continent. In 2012, once again conclusions and ideas voiced during the EFNI debates and discussions will be presented in a form of Recommendations to the authorities of the European Union, governments of member states, institutions and the media. Europe and its ideas are very old. The new crisis and new challenges call for new ideas. Dr. Benjamin R. As a result, we came to believe that the business community appreciates the need to continue the international debate about the future of Europe. It is our intention to make EFNI a part of the business meetings calendar and ensure that it stands out as a place where the voice of European business is strongly articulated and heard. 5 EUROPEAN FORUM FOR NEW IDEAS

Participants have said Bronisław Komorowski Jürgen R. Thumann Lech Wałęsa Dr. Benjamin R. Barber President of the Republic of Poland President, BUSINESSEUROPE former President of the Republic of Poland Philosopher and Political Scientist, USA Revisiting the original sources is an effective remedy. It is not only about enlargement and deeper European integration but it is also about a deliberate launch of competitiveness mechanisms within the European Union. It is clear that Europe is at a crossroads and we must ensure that we choose the right path. European business expects political leaders to ensure stability and integrity of our common market. The defence of the common currency is an obvious necessity. Fiscal consolidation and strengthened competitiveness based on structural reforms are the main drivers, which help accelerate growth and, more importantly, create jobs. The era of states, countries and confrontations ended when the 20th century drew private interest becomes more important It is a great drama of neoliberalism that to a close and communism collapsed, than public interest. An audience ballot will determine the outcome of each debate. WHAT NEEDS TO BE DONE TO ENSURE POLAND BECOMES PART OF G20 WITHIN THE NEXT 20 YEARS? Debate between representatives of the Polish government and business leaders. Being a member of G-20 does not give any real power but it does build prestige and strengthens relations with leaders of the most important countries of the world. Poland is not a member of this group despite being one of the key economies in the Central and Eastern Europe. How can it join this elite club? What changes are required in the Polish economy to make it more innovative? How should Poland shape its foreign policy to make our country climb in the economic rankings? What should be done to make use of its potential and make it one of the global decision makers? Representatives of the Polish government and business will debate the mid and long term strategies for these aims. WHAT CHANGES DOES THE WORLD NEED? HOW TO SOLVE THE PROBLEM OF INCREASING SOCIAL INEQUALITIES? Debate between European business and representatives of the Outraged. One percent of the richest people in the world possess nearly half of the world s wealth. At the same time, the impoverished half of the population possesses merely 1 percent of the wealth. The Gini Index has reached alarming levels in many countries from the United States to China. A growing number of people all over the world, for the first time in generations, no longer believe that their children will be able to grow up to enjoy a higher standard of living then they themselves. This year s WEF report lists excessive disproportions in income as one of the biggest threats to mankind in the coming decade. How to ensure that the divide between the rich and the poor does not lead to a global revolt? How can business contribute to reducing social inequalities? WHAT TO BUY AND WHAT TO BUILD IN-HOUSE? THE REAL PICTURE OF NEW TECHNOLOGY DEVELOPMENT IN POLAND Debate between representatives of the Polish government and business leaders. Differentiate or die. This brutal rule, so well described by Jack Trout, applies not only in marketing but also to the world of global economics. Countries, which are not be able to build unique solutions and products as well as gain a competitive advantage, will be condemned to mere survival in the outskirts of the economic world. What can Poland use to differentiate itself in the ultracompetitive world? What solutions, products and industries can become Poland s trademark? Representatives of the Polish government and business will look for answers to these questions. CSR = GREENWASHING? Debate between European NGOs and leaders of European business. What is modern CSR? What is corporate social responsibility for a XXI century company and how do NGO s see it? Do they see it as just a marketing ploy to cover up destruction of the environment and disregard for public interest? Do they see that there is a growing group of enlightened entrepreneurs for whom it is more than just business? 18 EUROPEAN FORUM FOR NEW IDEAS

EFNI 2012 PROGRAMme COUNTERPOINTS, LECTURES, KEYNOTE SPEAKERS, BAYS OF DIALOGUE COUNTERPOINTS Moderated one on one discussions between outstanding specialists of economics, politics and social sciences. LECTURES World-renowned intellectuals, political scientists and economists present participants of the European Forum for New Ideas their point of view on key challenges Europe is facing. Speakers include: HOW MUCH GOVERNMENT? HOW MUCH MARKET? The crisis forced austerity measures even on governments, which had been reluctant towards intervention. In the name of a common good, governments supporting a free market once again have become active players in the economy. To what extent does such intervention regulate or ruin the free market? What should be the role of the state in the global economy of the XXI century? Where should the authority of the state end and where should the reign of the markets begin? Dr. Benjamin R. Barber University of Maryland, USA Prof. Leszek Balcerowicz Warsaw School of Economics KEYNOTE SPEAKERS Opening Gala: IS THE WEST IN DANGER OF A REVOLUTION AGAINST ITS GOVERNMENT SYSTEM? The crisis gave birth to a new global social class the precariats. Young, unemployed, forever interning without perspectives for the future and chances of a peaceful retirement guaranteed by the state. Openly called the lost generation, the precariats are becoming outraged and take to the streets of New York, Paris, London and Athens. Is a revolution looming over the countries deemed after World War II as oases of prosperity? Is the West heading towards a major and sudden transformation resembling the one that took place in the XIX century during which a market economy was born? Closing Gala: BAYS OF DIALOGUE zbigniew Brzeziński political scientist and strategist, USA Bernard-Henri Lévy author, philosopher, France Bays of Dialogue welcome residents of Sopot, tourists and passers-by to confront their views with those of the EFNI panellists during one-on-one outdoor debates.
