3 1. Introduction The Union Cycliste Internationale (UCI) is the world governing body for cycling and its different disciplines. With this document we want to give you an overview about all necessary details to plan the broadcasting of our cycling events and programs. We would like to point out the fact that all calendars have not been confirmed yet and that some updates will be sent during the season. In order to make sure that you are working with the final schedules, please always refer to the latest version of this document. 11 7. News access (VNR) UCI WORLD CHAMPIONSHIPS AND UCI WORLD CUPS News play outs (VNRs) will be offered at each Competition day of the mentioned events. Duration will be 3 4 min. The VNR will be distributed by satellite app. 2 hrs after the end of the last competition pf the day. Availability on FTP / UCI Download centre as soon as possible after the satellite playout. VNRs will not contain official UCI TV Graphics (except event title, results and rankings). Shotlists, Scripts, dope sheets etc. related to the VNRs will be available on the UCI download centre. Please note: VNRs will not contain English commentary or voice over. 9

13 9. Technical distribution information and rates LIVE SATELLITE SIGNAL HD 1080i/50 for all events, available in HD 1080i/60 for all American rights holders. Aspect ratio 16:9 (4:3 safe). All signals with Official UCI TV Graphics in English. All signals will be available with English commentary. Based on this: Audio Channel 1 2: IT only, Audio channels 3 4 English Commentary. Satellite synopsis will be communicated 3 days before the event at the latest. Satellite signals start 10 minutes before the start of the live program to give enough time for technical set up. Satellite distribution for the multilateral live, news feeds, satellite bookings and additional proceedings for unilateral play-outs will be coordinated by the UCI. THE ABOVE SERVICES WILL BE CHARGED/INVOICED DIRECTLY BY THE UCI. Examples: 2015 UCI Track Cycling World Championships, Saint-Quentin-en-Yvelines (FRA) - (18 Mhz signal): 640 per hour Satellite fee per hour for on-pass to local end at BT Tower; e.g. 3 hours = local end. Technical distribution information and rates Booking deadlines If you decide to participate and access a live signal or news feed, please respect the following deadlines: UCI World Championships: one (1) week before the event. UCI World Cup: three (3) days before the event. Event coordination During the events, there are two main coordination points: The relevant contact details of the satellite uplink will be provided with the synopsis. The UCI TV Coordinator on site s relevant contact details will be provided with the synopsis. Satellite provider UCI has appointed Arquiva as its satellite provider for the 2015 season. For the distribution of the satellite signals the following satellites are being used: Eutelsat 7B (7 East) Eutelsat 10A (10 East) Asiasat 5 (100.5º East) Intelsat IS805 (55.5º West) Intelsat NSS806 (40.5º West) Local ends at BT Tower London As the signal is made available on a European satellite, UCI shall be pleased to assist with the organisation of a turnaround to the customers broadcast facilities. Relevant costs for the turn-around are on request. Encryption The live signals will be encrypted by a BISS 1 Code. UCI will communicate the relevant code with the synopsis. THE SATELLITE INFORMATION / SYNOPSIS WILL BE DISTRIBUTED BY THE UCI TV DEPARTMENT APPROXIMATELY 3 DAYS AT THE LATEST BEFORE THE RELEVANT EVENT. PARTICIPATION IN THE SATELLITE TRANSMISSION CAN BE BOOKED VIA THE QUESTIONNAIRE OF THE EVENT RATE CARD. 14

Technical distribution information and rates Host broadcasting services Prices will be communicated by the event rate card for World Championships and on request for the World Cups for commentary positions, play outs for uni-laterals, pre- or post-multi stand ups, tape copies of the live broadcast etc. For live stand ups / tape play out 90/10 minutes satellite access fee will be charged. Fee for camera usage of the host broadcaster is not included and will be charged by him (fee calculated by 10 min slot). Please contact Tobias Friedrich (UCI) for more information. Commentary All Live signals will have English Live commentary. Price per feed: 750 UCI will send out information on the commentator before the event Please contact Tobias Friedrich (UCI) for more information. HIGHLIGHT PROGRAMS The programs will be distributed on tape and via the UCI download centre. All programs contain official UCI TV Graphics. All programs are available with English voice over. Scripts, music cue sheets etc. belonging to the magazines will be available on the UCI download centre. Shipment dates refer to the date when tapes are dispatched by the UCI Production partner. File transfer via UCI download centre: Digital version of the programs will be available at no cost via the UCI download centre ( Access coordinates will be communicated via UCI. Please contact Tobias Friedrich. 52 minutes highlight programs may be split up in various videos in order to reduce the file size. Prices for tape copy and shipment 26 min magazines: min magazines: 280 Tape formats will be communicated per event. Price of HD tapes will be communicated per event. 18 10. Multilateral TV production PRODUCTION PHILOSOPHY General Cycling is a unique sport with many diverse disciplines and even within the disciplines with different specifications and competitions. For this reason it is not possible to give one general guidance or description of the preferred production for all. However, as the Host Broadcaster has to fulfill broadcaster s and viewer s expectations UCI strongly recommends considering the following criteria: To offer the best coverage possible: informative, detailed, colorful, completely impartial; Focus on the story line (riders, courses etc.) and the location To strive to improve on the coverage of previous events; To carry out clear and comprehensive coverage of the event which can be easily understood by broadcasters and tv viewers; Well balanced mixture of close and wide shots with avoiding long total camera angles. Try to transfer the speed and dynamic of all forms of cycling to the fans in front of the TV sets Cameras should be as close as possible to the courses and camera positions should not be too high respecting all security requirements. Pre race / Pre event The world feed shall start 5-10 minutes before the start of the competition. In this sequence the following information will be provided: 20 Seconds intro-trailer of the relevant discipline It is the broadcaster s obligation to show the specific discipline trailer at the beginning of its broadcast. In case the broadcaster does not show the complete world feed from the beginning the discipline trailers can be download from the UCI download centre. Graphic element with the event title Approximately seconds clip introducing the country/city where the event is held. Graphic element with the weather details (conditions, wind, temperature etc.) Graphic element with the course details Course animations Pov shots of the course Graphic element with the programme (if multiple competitions) Graphic element with current World Cup standings (if applicable) or recent World Championships Graphic element with start lists Atmosphere of the venue and at the start Show favorites 16

Multilateral TV production Post race Across all disciplines the following parts shall be part of this sequence: Arrival of winner and other riders Celebration of the winners and fans Graphic element with results Emotional shots Flash interview with the winner in English or French (official UCI languages) Podium ceremony 30 seconds race highlight clip TV RUN DOWNS Please review the standard running order in Appendix 2. Please be aware that this a sample and is subject to change. Actual versions of the run downs for the relevant races will be made available approximately 2 days before the event. GRAPHICS AND TIMING INFO UCI has appointed Swiss Timing and ChronoRace (for Cyclo-Cross) as its official time keeper and graphics provider. Depending on the produced signal, the graphics are available in: SDI 16:9, 4:3 protected HD 16:9, 4:3 protected 4:3, for PAL and NTSC OPENING AND CLOSING SEQUENCES For each event an opening/closing sequence is produced by the UCI and provided to the Broadcaster. 17

20 11. Unilateral TV productions The UCI - in cooperation with the Host Broadcaster - will prepare an event information sheet including a rate card and a booking form for each event/series. This information will be circulated among the rights holders approximately 10 weeks before the relevant event and shall be completed and returned by the rights holders by the deadline defined by the Host Broadcaster. The rights holders shall send the bookings to UCI who will forward the booking requests to the respective entities. STANDARD RATE CARD SERVICES The standard services provided by the Host Broadcasters usually include: Broadcast Compound space Commentary positions Containers and Scaffolding - Furniture Editing facilities Power (price based on consumption) Feeds and isolated cameras/feeds Interview zones (with own ENG) Provision of cameras Stand-up positions Tape Play-outs Tape copies/dubs Catering Please find below a more detailed description: Broadcast compound space Access to the Broadcast Compound space is granted to rights holders upon booking only. For vehicle access to the Broadcast Compound, the rights holder shall provide the following information: License number Dimension and description of each vehicle Arrival and departure date THE DRIVERS OF THE RELEVANT VEHICLE(S) SHALL BE ACCREDITED. 18

21 11. Unilateral TV productions Commentary positions Commentary positions are offered by the HB for the full duration of the event with the specification in fully and partially equipped positions. In addition radio reporter positions are also offered. Fully equipped positions contain: 1 ISDN-codec 1 Commentary unit Technical Power 10 Amps. 220 V. 2 Headsets including microphones 1 World feed monitor 3 chairs and table 1 CIS Monitor / Commentator information system Partially equipped positions contain: 1 Commentary unit Technical Power 10 Amps. 220 V. 2 Headsets including microphones 1 World feed monitor 3 chairs and table 1 CIS Monitor / Commentator information system Radio commentary positions contain the same features but can cater only one person. ISDN LINES ARE NOT INCLUDED AND NEED TO BE BOOKED VIA YOUR NATIONAL TELECOM PROVIDER. Containers and scaffolding Containers and scaffoldings can be ordered through the relevant Host Broadcaster. For the containers relevant furniture and equipment may also be made available to order. Editing facilities This service includes editing facilities with editor working on different formats that will be confirmed on event-by-event basis. Feeds and isolated camera/feeds The following additional feeds may be offered: Clean Feed Isolated cameras 19

22 11. Unilateral TV productions Provision of cameras Broadcasters who may not have their own cameraman on-site, but only a reporter, may book an ENG crew from the Host Broadcaster. Live camera with cameraman ENG camera with cameraman These may be bookable for certain timeslots. The cameraman would be accredited by the Host Broadcaster. Stand-up positions This service may include: Camera (with cameraman) Technician/technical assistance 1 2 microphones, depending on number of reporters Up-link and satellite space (separate costs may apply) Timeslot 1: from -30 to -20 minutes before the start of the world feed Timeslot 2: from +15 to +45 minutes after the end of the world feed Tape play-outs and recordings Tape play-outs are normally available from the OB Van/Uplink truck of the Host Broadcaster. All tape play-outs are subject to booking and length of time-slots is communicated by the relevant Host Broadcaster, as well as the available tape formats that can be played out. This service may include: Equipment in OB Van/Up-link truck Technical assistance in OB Van/Up-link truck Up-link and satellite space Timeslot 1: from -30 to -20 minutes before the start of the world feed Timeslot 2: from +15 to +45 minutes after the end of the world feed ALL SERVICES ARE ALWAYS SUBJECT TO BOOKING, AVAILABILITY AND CONFIRMATION. 20

Unilateral TV productions BOOKING PROCEDURE As mentioned, the UCI in cooperation with the host broadcaster will prepare for each event respectively series a broadcasting information manual including a rate card and questionnaire. This information will be circulated among the rights holders and they have to send back the information before a deadline which is defined by the relevant host broadcaster. The unilateral bookings however shall be sent back to UCI who will forward these to the right entities. INVOICING Thus, invoices for the provided unilateral services will be sent by the entities delivering the services directly to the rights holding broadcasters. UCI is not invoicing any unilateral services, only for the booked satellite capacities CANCELLATIONS Cancellation timelines and fees are set by the relevant Host Broadcaster. Please review the respective rate cards issued on an event-by-event basis. DO S AND DON TS As the most important and general point, the media is kindly asked to treat all members of the cycling family (riders, coaches, officials etc.) and spectators with the necessary respect. Further, the following rules shall be respected: Any broadcasting equipment must be used and positioned in a way that it does not present any danger to the riders, officials, spectators etc. Pre-Race - In most disciplines the uni-lateral ENG cameras can film until 2min before the start of the race from the front of the startline, but they must not interfere with the host broadcaster cameras. Race - In general no uni-lateral camera can be on the course or race tracks during the racing (respect of the field of play). Filming during the races is only permitted in designated and safe areas alongside the course. Only the host broadcaster with identification of the grey/ white bibs can film on the course respectively track. This is also valid for the finish arrival. Post-race - Interviews can only be done in the dedicated areas. Also the different corridors must be respected by the different categories of the media. Also strictly forbidden is to do interviews on the course after the finish line. Interviews must be done in the mixed zone. UCI reserves the right to withdraw instantly accreditations from the present Media in case of any wrongdoings and also to put individual persons on the UCI accreditation black list which is valid for all future UCI events. 21

24 11. Unilateral TV productions INTERVIEWS AND MIXED ZONE The Mixed Zone is a designated area to conduct interviews with the riders directly after the end of the races within the event area. Access to the mixed zone is only possible to ENG crews who have valid accreditation, Bibs and camera stickers (please refer to chapter 12). With slight differences across the UCI cycling disciplines the mixed zone is located next to the exit respectively end of the course and all riders have to go through this area. The mixed zone is separated in 3 corridors/areas: a) Rights holders with bookable positions These positions are exclusively dedicated to the broadcasters who ordered the positions from the Host Broadcaster. Each position shall be approximately 1.50 m wide for TV and 1 m for Radios. For the access of the bookable position dark blue bibs and for the UCI Road World Championships in addition a special access card is needed. This access card will be handed out by UCI with the TV Bibs and camera sticker. Allocation of the individual position within this section depends mainly on technical set-up and cabling. b) Rights holders without booked positions This corridor is dedicated to the rights holders who have not booked a dedicated Mixed Zone position. To access the corridor one member of each crew needs to wear a dark blue Bib. This corridor shall be at least 8 meters wide. Positions are not allocated by UCI but are on a first come-first serve basis. c) Non Rights holders / Sublicensees Last corridor is dedicated to sublicensed TV stations and Radios. They have to wear the bright blue Bibs. This corridor has a width of at least 5 meters and positions are occupied on a first come-first serve basis. Apart from the top 3 riders who will be guided immediately to the presentation/podium area all other cyclists will pass on their way out of the finish area after the race on the different corridors from a) to c). The rights holders have to call the single riders and ask for a short interview, to which the riders are however not obliged to. After the podium and before the press conferences the top 3 riders will be guided back to the mixed zone and are available for interviews. 22

25 12. Media facility and accreditation PRESS CENTRE All members of the ENG crews have access to the press centres of the UCI events with a valid accreditation. In the press centre the event organizer offers free internet access and hands out additional helpful information. ACCREDITATION The accreditation requests are all handled and approved by the UCI TV Department. On-line accreditation Access information will be provided by UCI once the necessary media rights have been cleared. The access data remains valid for all UCI event rights cleared and the existing account will be re-opened for the relevant event(s). Visit Accreditation procedures It is recommended that the rights holder appoints a responsible person handling all the accreditation requests within the organisation. This person can enter the data for all its staff working at the event. Once data has been entered for core staff working regularly at UCI events (step 2), the data can be re-actived for the upcoming event and the accreditation can be requested (step 3). It is at UCI TV Department s discretion to approve or decline accreditation requests. All members of the TV/Radio crews on-site must be accredited. The accreditation badges are issued with a photo of the holder. The accreditation must be collected by each staff member at the accreditation center on-site. Further details on accreditation center locations and opening dates and times are communciated in the event guide which is issued for each event. 23

27 12. Media facility and accreditation ENG Crews on World Championships Broadcasters may bring their own ENG Crew for additional coverage of the events. In principle, an ENG Crew consists out of 2-3 persons: Cameraman Reporter/Journalist Technician/Audio assistant, if applicable UCI divides the audiovisual media (TV/Radio/Web) in rights holders and non rights holders / sublicensees. The latter get only accreditation when they can provide a written confirmation of the rights holder in their country that a sublicense was granted. As UCI is often not aware of the specifications of the individual sublicenses, UCI will not control if the terms of the sublicense are executed on site apart from standard procedures which are described in this document. The ENG crews can only film in designated and secured areas. Bibs and Camera stickers For identification of the rights status the camera operator must wear the TV bib at all time during his presence at the venue. UCI uses three different types of bibs. 28 12. Media facility and accreditation The Bibs must be collected from the UCI TV representative at the UCI TV office during the indicated opening hours. UCI charges a deposit of 40 (or the equivalent in the national currency) per Bib. In addition to the Bibs each ENG camera must be registered with a camera sticker in order to avoid that more cameras than allowed are used by the media. On-site operations and logistics PARKING Parking tickets for the media parking will be distributed by UCI in combination with the TV Bibs, stickers etc. with a preference to the rights holders on a first come first serve basis depending on availability. ACCOMMODATION Information on assigned Media Hotels and accommodation booking procedures will be made available on an event-by-event basis, with the Broadcasting Information Manual. TRAVEL AGENCY The UCI is pleased to offer you travel packages at reduced rates via our travel service - UCI Travel. Please consult for more information. TRANSPORTATION / SHUTTLE-SERVICES Information on on-site transportation matters and available shuttle-services will be made available on an event-by-event basis, with the Broadcasting Information Manual. 27

32 15. Glossary Broadcasting information manual ratecard and questionnaire sent by the UCI on an event basis. The questionnaire needs to be filled in and sent back to the mentionned contacts. Federation means the Union Cycliste Internationale (the UCI ) Host Broadcaster means the entity appointed by the LOC or UCI to provide production facilities, and other services at Championships. Separate entities may be appointed to be the Host Broadcaster for television and radio broadcasts. International Signal means the signal (picture and sound) to be produced by the Host Broadcaster and which shall consist of a color television picture and necessary related background sound and effects (international sound) in live HD 1080i/50, aspect ratio 16:9 format (unless otherwise agreed) as further elaborated in these Guidelines. Any graphics shall be placed in the 4:3 protected area. LOC means the Local Organizing Committee which can be a Federation s member federation and/or other entity appointed by the Federation to be the organizer of a Championship. Mixed zone place where the interview can be conducted. The mixed zone is divided into corridors for rights holders and sublicensed audiovisual medias (see p.23). Rights Holder(s) means any television and/or radio broadcaster (including the Host Broadcaster and Unilateral Broadcasters) that has been granted by the Federation television rights to a Championship. Television Rights shall be understood in the widest sense of the term, as it may be used from time to time, and shall mean the right to broadcast the Championships live and/or deferred, wholly or in part, by means of any Linear Television Service or Non-Linear Television Service. UCI World Championships means the UCI Track World Championships (the Championships ) UCI World Cup is a competition contested over a number of events in different countries. The events shall be organized for men and women elite in the disciplines Road, MTB, Track and Cyclo Cross. Unilateral Broadcaster means any television and/or radio broadcaster (including the Host Broadcaster in its capacity as a national broadcaster for the territory in which the Championships are being held), that has been granted by the Federation the right to exploit television rights of the Championship and to use on-site facilities and services at the Championship. Venue means the locations of the Championships and shall include the stadia, press centres, broadcasting centres and any other area where the Championships or part of it take place. 30

Appendices APPENDIX 1 - THE UCI DISCIPLINES BMX BMX race The BMX race is performed on a BMX track, measuring between 300 and 400m, with alternating jumps, banked corners and flat sections. 8 riders battle for first place and it is necessary to finish in the first four of the heats to have a place in the next round and then in the final. All BMX races for Challenge categories are organised on traditional BMX tracks. Besides the traditional BMX races, there are also Supercross races for Junior and Elite riders. These competitions are held on a spectacular BMX track with an 8m high start ramp and several pro sections with technical jumps. The Junior and Elite World Championships and the Olympic Games are raced on a Supercross track. BMX Time Trial The BMX Time Trial is raced on a Supercross BMX track and consists of two phases: Time Trial qualification and Time Trial Super Finals where the best riders battle for victory. During BMX Time Trial races, riders set off one at a time and cover the track as quickly as possible. The World Championships Time Trial were organised for the first time in Cyclo-Cross In a cyclo-cross race, riders complete multiple laps of a short ( km) course which is both technical and hilly. Sections may be raced on asphalt, grass, mud, sand and dirt. As well as steep banks, obstacles can include, steps, sandpits and plank barriers. These obstacles may require the rider to quickly dismount and carry the bike in order to navigate the obstruction. Races last approximately one hour. Cyclo-cross provides a real education in cycling as it requires accomplished bike handling skills and unfailing physical fitness. Although some parallels can be drawn with mountain bike cross country racing, cyclocross differs in that the terrain is not quite as rough. Rather, more emphasis is put on negotiating different types of technical challenges after which the rider needs to get speed back up as quickly as possible. Raced typically in autumn and winter, the European cyclo-cross season lasts from September to the end of February. 31

Appendices Mountain Bike Cross-country Olympic: Cross-country Olympic format races are held over undulating circuits (with technical descents, forest roads, rocky paths and obstacles) of 4 to 6 km, which riders must complete several times. The Elite racing times, for men and women, vary from 1 h 30 minutes to 1 h 45 minutes. An attractive course design must ideally use the venue in the form of a clover leaf. At the same time a double Feed/Technical Assistance zone should be installed. Cross-country Marathon: The marathon event is a long version of cross-country held over a course of 60 to 120 km. A special feature is that riders from all categories, from enthusiasts to professionals, race together. The marathon event is held in a mountainous region. Cross-country Eliminator: As with 4X, after a qualifying round the cross-country eliminator sees four riders compete against each other in each heat. The two fastest go on to the next round. The short eliminator courses require speed, technical skill and strength. This format appears for the first time on the World Championships programme in Downhill: Downhill (also referred to as DHI) is a race against the clock in which the rider negotiates a succession of fast and technical passages. The participant must demonstrate courage as well as sharp technical and piloting skills in order to affront tree roots, banked sections, bumps, jumps and other natural obstacles along the way. 32

35 16. Appendices Road Cycling Road Race (part of the Olympic programme): The riders start together in a bunch. The courses are of varying distances (approx. 260 km for Elite Men and 140km for Elite Women in the UCI World Championships). Road races have several different formats: One-day races from one point to another (eg Paris-Roubaix or Tour of Flanders) One-day races on a circuit in which riders race over numerous laps of a shorter course (eg UCI Road World Championships) Stage races in which riders race on consecutive days (eg Tour de France, Giro d Italia or Vuelta a España). Individual Time Trial (part of the Olympic programme): At the UCI World Championships and Olympic Games, the individual time trial is raced over km for Elite Men and km for Elite Women. The riders set off individually at regular intervals (1-2 minutes), with the reigning Champion leaving last. Without the motivation of other riders around them and the slipstream advantage of bunch riding, the time trial competitor must rely on huge mental strength to keep up the pace and cover the course in the fastest time possible. Team time trial The principle is the same as for the individual time trial but this event is raced by teams of a minimum of 2 riders and a maximum of 10 riders who remain together along the course. The team time trial is on the programme at the UCI Road World Championships as of 2012, (6 riders per team) and is open to UCI ProTeams, UCI Professional Continental Teams, UCI Continental Teams and UCI Women s Teams. 33

36 16. Appendices Track Cycling Sprint Events Individual Sprint (part of the Olympic programme): This is a very tactical event in which riders try to out-manoeuvre their opponents. After the qualification time trials and knockout heats, the best two riders fight it out in the final. Sometimes riders will come to a standstill in an effort to make their opponent take the lead, which is the least advantageous position before the final sprint to the finish line. Team Sprint (part of the Olympic programme): This spectacular speciality sees two teams start off on opposite sides of the track. It is raced by teams of three riders over three laps for Elite Men and two riders over two laps for Elite Women. Each rider leads for a lap before dropping back. Kilometre / 500m: This is an individual time trial from a standing start. Elite Men race over 1km and Elite Women over 500m. The competitor with the fastest time is the winner. Keirin (part of the Olympic programme): Keirin racing originated in Japan. Contested over 2 km, the field of three to seven riders follows a pacing motorbike at an increasing speed, all the while jostling for position depending on where their biggest rivals are. When the motorbike pulls off the track with two and a half laps to go, the battle begins to win the sprint to the finish. 34

37 16. Appendices Endurance Events Individual Pursuit: After the preliminary rounds which are held on a time trial basis, the four best riders progress to the finals. Two riders start on opposite sides of the track and compete over 4 km for Elite Men and 3 km for Elite Women. The winner is the rider who manages to catch his/her opponent or who records the fastest time. Team Pursuit (part of the Olympic programme): Two teams of 4 riders (3 riders for women) start on opposite sides of the track and compete over 4 km (3 km for women). The winning team is the one that manages to catch its opponents or that records the fastest time. Points Race: This superbly tactical discipline is contested over a long distance, usually 40 km for men and 25 km for women in major events. The final result is determined according to points gained during sprints (one every 10 laps on a 250 m track) and when a rider manages to lap the rest of the field. Madison: Up to 18 teams of two riders take part in this relay race contested by means of intermediary sprints. While one team member races, the other slows down to take a rest. When he rejoins the race, his teammate throws him into the action with a hand sling. The classification is established according to the distance covered and the points won in the sprints (every 20 laps). The Madison is held over distances of km for Elite Men depending on the competition. Scratch Race: This is a race for up to 24 individual riders over 15 km for men and 10 km for women. The first across the finish line is the winner. Omnium (part of the Olympic programme): The omnium is made up of 6 events and is disputed over 2 consecutive days. The final classification is established by adding up the finishing places in each event. The winner is the rider who has the lowest total.
