3 Single item mail General Information In this booklet you will find information on the products, services and rates of Post. Weight categories The rates for single item mail are per item and always apply up to the highest weight stated for the relevant category. Up to 50 grams therefore means that an item may not weigh more than 50 grams. VAT In terms of the Postal Act, 2009, Post is obliged to offer certain products and services. These products and services are listed on pages 5, 6, 7 and 21 and are exempt from VAT unless they are shown in grey. In the latter case the rates include VAT. VAT is charged on our other products and services. (for parcels): for these rates, the increased liability of 1.65 is exempt from VAT. Insured Service (for parcels): for these rates, the increased liability of 7.50 is exempt from VAT. Payment Service (for letters and parcels): for these rates, the increased liability of 1.65 and the Payment Service surcharge of 8.30 are exempt from VAT. Letters and parcels franked with the NetSet franking machine are exempt from VAT. If you have opted for a contract with annual volume discount, VAT is charged on all domestic products included in that contract. Franking methods You can frank your postal items in the following ways: With stamps. If you use our stamps with a number, you no longer have to put on additional stamps. With prepaid stamps. If you want to frank your domestic parcel, you can do so with a prepaid parcel stamp. You can also use a prepaid stamp for your domestic registered postal item. Simply print your stamp yourself using a DYMO LabelWriter and you will always have the correct postage for your letters, parcels and letterbox mail. For more information, visit digitalepostzegel.nl. With our Online Shipping Service. Using your own computer and printer you can prepare letters and letterbox packets for dispatch with Track & Trace within the Netherlands online. For more information, go to onlineverzendservice.nl. With a NetSet franking machine. With this machine you can easily frank small and large numbers of mail items. In most cases you pay a lower rate than the normal stamp rate. All single mail item products and services are available from the Post postal outlets. So you can also have your letter, letterbox item or parcel franked by an employee at a postal outlet. How many stamps do I need? The stamp value is indicated by a number. 4 Single item mail General information Conditions Specific conditions are applicable to our single item mail and services: The General Conditions for the Universal Postal Service (latest version) are applicable to letters, registered items and letters with the Insured Service. The General Conditions for the Universal Postal Service (latest version) are applicable to standard parcels, registered parcels and parcels up to 10 kg (domestic) and 20 kg (foreign) sent using the Insured Service. The General Conditions for the Transport of Goods (latest version) are applicable to heavier parcels. The General Conditions for the Universal Postal Service (latest version) are applicable to letters and parcels franked with a NetSet TM franking machine. Also when they are registered or insured. The situation changes when an annual volume discount is applicable. For then the General Conditions for the Transport of Bulk Letterbox Mail (for letters) or the General Conditions for the Transport of Goods (for parcels) apply. For more information about annual volume discount, please see page 14. The General Conditions for the Transport of Goods (latest version) are applicable to letters and parcels with Payment Service. The General Conditions regarding the Transportation of Goods are applicable to letters and parcels with Speed Service. Braille Different conditions apply to items for the blind and persons with impaired vision. You can find more information at postnl.nl/braille. Addressing for International items On mail items to cross border destinations the country of destination must always be written out in full, either in Dutch or English, on the bottom address line. Make sure you write the name of the country, as well as the name of the town, in capital letters. Other address details, such as the name of the addressee and the street, may be written in the language of the country of destination. If a country makes use of zip codes, you must state them in the address. An item destined for a foreign country must also state the address of the sender in the Netherlands. Transit time for International mail When mail is sent abroad, the transit time depends on the country of destination. Single item mail for cross border destinations is sent with the Priority Service. Priority mail must be franked with a priority stamp, a priority sticker or a Priority image pre-printed on the item. These images can be found at postnl.nl. Stickers are freely available at Post outlets or can be ordered in the MijnPost Shop at postnl.nl/mijnpost or via postkantoor.nl. Stamps Internationaal already include the Priority image. If you are using this type of stamp, there is no need to add any additional Priority image yourself. A priority indication is always required and ensures that your mail receives priority treatment abroad as well. You will find the transit time per country in Annexes 2 and 3 on pages 27 and 28. Goods and customs For the delivery of goods outside the European Union, customs forms must be used. Please go to postnl.nl for the necessary customs forms or ask for them at a Post outlet. Clearance by customs in the country of destination may result in your mail item being delayed. Postal rates January

Sending weight up to 2 kg. When your letterbox is too small or full, we will ring the doorbell in order to deliver the parcel. The item can be followed on tracktrace.nl. For the delivery of small goods, like books or dvd s. More information can be found on postnl.nl/ brievenbuspakje. Delivery in the Netherlands, from Monday up to Saturday. For the delivery of valuable letters and important documents. As of 2015 it will be possible to prepare your items online. You may then be eligible for an online discount. You can find extra information at postnl.nl. The item can be followed on tracktrace.nl. If delivery at the door is not possible, the item can be collected at a Post outlet for up to three weeks thereafter. abroad For the delivery of letters with goods up to a value of 425 to countries outside the European Union, customs form CN22 must be used. When the value exceeds the amount of 425 the customs form CN23 is required. Insured Service Delivery in the Netherlands, from Monday up to Saturday. When sending valuables such as money, jewels, entry cards and documents with monetary value, the use of a Sealbag at 2.05 (incl. VAT) is compulsory. These can be obtained at the Post outlets or from the MijnPost shop at postnl.nl/ mijnpost or via postkantoor.nl. The item can be followed on tracktrace.nl. Insured Service is not possible in combination with the Collecting Service. The item must be handed over at a Post outlet. Insured service abroad For the delivery of goods with a value of 425 and more outside the European Union, customs form CN23 must be used. When sending a letter abroad with Insured service, the use of a Sealbag at 2.05 (incl. VAT) is compulsory. These can be obtained at the Post outlets or from the MijnPost shop at postnl.nl/ mijnpost or via postkantoor.nl. Payment Service Delivery from Monday up to Saturday. The item is handed over after the recipient has paid Post the amount indicated. The maximum amount to be recovered is 1,000 (including VAT). Post pays the amount recovered subtracting 1% provision to the sender. Payment Service is not possible for items addressed to a P.O. box. Payment Service is possible to domestic destinations only. Parcels Domestic parcels If no one is present at the delivery address, attempts will be made to deliver to one of the neighbours. International parcels For the delivery of parcels with Track & Trace to countries outside the European Union (zones EUR 3 and World), customs form CN23 must be used. For the delivery of parcels without Track & Trace to countries outside the European Union (zones EUR 3 and World), customs form CN22 must be used. For sending valuable items. Insured Service International parcels with Insured Service When sending valuables such as money, cheques, jewels, entry cards and documents with monetary value within the Netherlands, the use of a Sealbag at 2.05 (incl. VAT) is compulsory. These can be obtained at the Post outlets or from the MijnPost shop at postnl.nl/mijnpost or via postkantoor.nl. International parcels with Insured Service When sending parcels abroad with Insured Service, the use of a Sealbag at 2.05 (incl. VAT) is not compulsory. However, it is recommended to make use of a Sealbag when possible. If you do not use a Sealbag, you must ensure that the item is securely packaged and sealed. For the delivery of parcels to countries outside the European Union (zones EUR 3 and World), customs form CN23 must be used. Payment Service The item is handed over after the recipient has paid Post the amount indicated. The maximum amount to be recovered is 1,000 (including VAT). 9 Bulk mail Product range Post offers an extensive and simple range of bulk mail options. Its main features are: Clear division into sizes: Mixed, Small, Large and Special (and for international shipments, including parcels). Choice of delivery speed within the Netherlands: 24 hours, Basic 48 hours and Basic 72 hours. With Basic you can have all your bulk mail delivered on Tuesday, Thursday or Saturday. An easy way of composing and handing in your Bulk mail consignments. Features of bulk mail shipping, domestic and international You hand in your bulk mail based on size. 11 Bulk mail General information How does bulk mail work? General What is a consignment? Bulk refers to a consignment of postal items from one domestic sender, which is handed over to Post for dispatch at the same time and at the same location, to be delivered with the same delivery speed accepted at a rate per item that differs from the single item rate. In order to be classified as Small, Large and Special formats, the items in a consignment must have the same look and size. With the exception of Mixed bulk mail, consignments of bulk mail may not exceed the weight category for the product in question. Within their weight category, the items may vary (e.g grams). Consignments must be handed in sorted into the categories Small, Large or Special. A Mixed consignment may consist of items in the Small, Large and Special sizes. International consignments may also contain packets. The latter may differ in size, packaging, contents and look and may weigh up to 2 kg per item. Franking Franking with Post Port Betaald (postage paid) Postal items in a consignment must be franked with the standard indication Post Port Betaald. For foreign countries this is Post Port Betaald/Port Payé Pays-Bas or Post Port Betaald/Postage Paid The Netherlands. You may find images at postnl.nl/downloads. If you still have envelopes with the outdated TNT Post Port Betaald, you may still use them. Franking with a franking machine Domestic bulk mail in the categories Small, Large or Special can be franked with a franking machine. If you hand in these items as bulk mail at one of our Business locations and your consignment meets all the conditions set by Post, you may qualify for the bulk mail rate. Weight categories The rates for bulk mail are applied per item, and in every weight category the item weight is always up to and including the highest weight stated. For example, in the category 40 to 50 grams no item may weigh more than 50 grams. Addressing for international items On mail items to cross border destinations the country of destination must always be written out in full, either in Dutch or English, on the bottom address line. Make sure you write the name of the country, as well as the name of the town, in capital letters. Other address details, such as name of the addressee and streetname, may be written in the language of the country of destination. If a country makes use of zip codes, you must include them in the address. Items with a destination outside the Netherlands must also state the address of the sender in the Netherlands. Then please take note of the following: Design For consignments of bulk mail consisting of 2,500 items or more that fall within the categories of Small, Large and Special, the design of your mail is subject to the terms and conditions described in our brochure Conditions for designing mail items (latest version). For consignments of Small, Medium or Special bulk mail consisting of fewer than 2,500 items, this brochure is provided for advisory purposes only. Sorting consignments Bulk mail in the categories Special and Periodicals can be handed in sorted from 5,000 items upward. You then qualify for a lower rate. Sorting becomes easier with the sorting program e-sort, which you can download free of charge via postnl.nl/e-sort. For more information about sorting methods, visit post.nl or contact our Business Service on Tender via MijnPost MijnPost is the digital customer environment of Post. With MijnPost you can arrange your postal affairs quickly and effectively, like for instance the administrative preparation of your bulk mail consignments. First you tender a consignment in MijnPost. Then you can choose for: a yellow Sealbag; a postal bag with a yellow tie-wrap; a P1700 order form. The yellow Sealbags and the tie-wraps are featured with a barcode. When you prepack your consignment in a yellow Sealbag or in a postal bag with a yellow tie-wrap, you will have to mention the barcode alongside the order itself in MijnPost. When you choose to use a P1700 order form, you will have to attach this form to the consignment. MijnPost, and for each invoicing period you will receive a management report. With this report you can allocate the products and services you have purchased to your own cost centres. In short, MijnPost enables you to take care of the financial administration of all your postal affairs. You can sign up for MijnPost at postnl.nl/mijnpost. Note We will charge an admin fee of 3.00 for manually completed order forms. Pre-alert If you have large consignments, please inform us in advance with regard to the size and contents of the consignment, so that we may offer you the appropriate level of service. Notifying in advance is easy with MijnPost. This is specified in the relevant rates. Would you like to hand in a consignment with fewer items than the smallest defined consignment size? Then you may either pay the minimum order amount, or you may pay for the missing number of postal items at the bulk order rate. Already using MijnPost? Then you will receive a digital order confirmation in MijnPost the day after you have handed in a consignment at our business location. 13 Bulk mail General Information Handover to Post Post has a very extensive network of locations where you can handover mail. These locations are open on business days. Small consignments, up to 5,000 items, may be presented at any of our more than 2,000 Post outlets and/or Business Points. Consignments up to 25,000 items, including those using rolling bins (maximum of 6), may be presented at some 30 Business Points XL (often located in retail outlets). Do you have a consignment of more than 25,000 items, or are you using more than 6 roll containers? Please hand them over at one of the business counters at one of our 6 sorting centres. Note: When you offer your bulk mail after closing time or on a Saturday, your consignments will be regarded as delivered on the next workday. Handover conditions The Conditions for designing mail items (latest version) apply to the way of handing in bulk mail. Bulk mail must be submitted in countable units of (for example) 25, 50 or 100, with the address placed on the same side and running in the same direction on each item. When handing in consignments of (Basic) Direct Mail, Samples or Periodicals, an additional copy (not addressed) must be handed in for evaluation. Please indicate to which consignment a mail item belongs when you hand in multiple consignments at once. Preferably we receive an order form for each separate consignment. Delivery We aim to deliver the mail on the date of your choice. If you opt for Bulk Mail 24 hours within the Netherlands, your mail can be delivered from Tuesday to Saturday. If you opt for Basic, delivery can be done on Tuesday, Thursday or Saturday. Payment Payment of your bulk mail is preferably done on account. If you only send bulk mail occasionally, you may also pay by single direct debit. Ordering consumables by telephone We will apply a service charge of 4.00 for ordering consumables (such as rolling bins or postal bags) by telephone. You can order your postal aids simply, swiflty and free of charge via postnl.nl/hulpmiddelen or via your MijnPost account. Additional information regarding mail items For bulk mail items Small, Large, Special and Special e-sort that do not comply to the Conditions for designing mail items (latest version), as mentioned under Size-Classification, Post will charge the rate of bulk mail Special (or Special e-sort) plus 10 euro cents per item. Mixed bulk mail items that do not comply to these conditions will be charged at a Mixed bulk mail rate plus 10 euro cents per item. As of 1 Juli 2015 the following arrangements will apply: Subject to capacity a possibility to hand in bulk mail consignments at a sorting centre, after it s closing time (between and 21.00), will be offered. Convenience mail With Covenience mail we take over some of the proceedings for sending your mail and packages. 14 Bulk mail Rates and discounts Post offers a number of different discount arrangements. Our discounts are given on standard rates. To qualify for discounts, you must have a written agreement with Post. Domestic discounts Annual volume discount on letterbox mail Upwards of an annual volume of 50,000 items of letterbox mail (items no larger than 380 x 265 x 32 mm and no heavier than 2 kg), you qualify for an annual volume discount. The higher your annual volume, the higher the discount. The discount is at least 3% off the standard rate. In determining your annual letterbox mail volume, the following products are taken into account: Domestic bulk mail Domestic business reply items* Domestic letterbox mail franked with a NetSet franking machine.* If the annual volume is 50,000 items or more, the discount on your bulk mail and your domestic business reply items is included in your contract rate. The discount on domestic letters franked with a NetSet franking machine is always credited retroactively at the end of the year. If your annual volume is less than 50,000 items, but the letterbox mail franked with a NetSet franking machine during the year does exceed 2,500 items, a discount of 1% is given on this volume. This discount is credited retroactively each year. Domestic business reply items* You may qualify for a discount on the rate for regular domestic business reply items if your items comply with the design as described in our brochure Conditions for designing mail items (latest version). The discount applies when you send upwards of 25,000 business reply items a month. The discounted rate is 5 % below the standard business reply item rate. Location discount You qualify for a 1% location discount on large consignments when: you hand in your consignment during the opening hours of one sorting centre; your consignment is 25,000 items or more; you have presented your consignment with MijnPost and given us notice by pre-alert which centre you will be delivering your consignment; it is bulk mail for All destinations Netherlands. Annual volume discount on non-letterbox mail You receive a 1% discount on the following products if you send at least 100 items per calendar year: items franked with a NetSet franking machine.* Parcels franked with a NetSet franking machine.* KIX discount on letterbox mail You qualify for a 0.5% KIX discount if your annual volume of domestic letterbox mail is at least 50,000 items and you ve added a special bar code (KIX) to the printed addresses. The KIX discount does not apply to sorted consignments, business reply consignments and domestic letterbox mail franked with a NetSet franking machine. * Products eligible to rates and discounts at a preset volume are subject to the General Conditions for the Conveyance of Bulk Letter Mail. Sending Goods When sending letters and parcels with goods up to a value of 425 to countries outside the European Union, customs form CN22 must be used.
