1 Option to enter the PhD program directly from the BA degree was superseded by GFC Doc No GRADUATE FACULTY COUNCIL DOCUMENT NO. 452 APPROVED FEBRUARY 17, 1986 RECOMMENDATIONS OF THE FACULTY OF THE DEPARTMENT OF POLITICAL SCIENCE FOR CHANGES IN THE REQUIREMENTS OF THE DOCTOR OF PHILOSOPHY DEGREE PROGRAM IN POLITICAL SCIENCE. I. Current Requirements for the Doctor of Philosophy Degree Program in Political Science Doctor of Philosophy in Political Science Admission. An applicant must meet general Graduate School requirements plus these departmental requirements: Master's degree in political science. A graduate from UWM must have fulfilled all requirements for the master's degree. Evidence of a high standard of achievement in graduate work at master's level. A graduate student with a master's degree is considered for admission on the basis of the student's undergraduate and master's record, scores on the Graduate Record Examination and three letters of recommendation. Reapplication. A student who receives the master's degree must formally reapply for admission to The Graduate School before continuing studies toward the PhD. Major Professor as Adviser. The student must have a major professor to advise and supervise the student's studies as specified in Graduate School regulations; the student may not register for any courses without that adviser's prior approval. The incoming student is advised by the chairman of the departmental Graduate Committee; as that student develops specialized interests within the discipline, the student selects a major professor from within that area of specialization. Course of Study. Minimum degree requirement is 54 graduate credits beyond the bachelor's degree, 27 of which must be earned in residence at UWM at the doctoral level. The student, in consultation with the major professor, plans a program of studies through which competence will be gained in these three fields: American politics: systems and behavior; urban and state politics; comparative politics. In addition, the program of studies must provide for the student to gain competence in a fourth field selected from: political theory and methodology; public administration; international relations and foreign policy. The requirement for this fourth field may be met by presenting 6 credits in that field, 3 of which must be earned in a graduate seminar. The student must also include in the program of studies Pol Sci 817 and 875 or their equivalent; these courses do not satisfy the theory and methodology requirement. The student must take the major portion of work in political science courses numbered 700 or above. If approved by the major professor, a limited number of level courses may also be included: this is normally permitted only if necessary to overcome some deficiency in the student's background. Research Requirements. Attainment of the PhD denotes a high level of competence in research skills relevant to the discipline of political science. The student must demonstrate a level of sophistication in research methods appropriate to the area(s) of specialization. These research skills may be evidenced through demonstration of competence either in quantitative research techniques or in language skills. Competence in quantitative research techniques is typically demonstrated through coursework in a minimum of three of the following five areas: nonexperimental research methods, experimental research methods, mathematics, computer programming, and formal theory. This tool requirement is fulfilled by satifactorily completing twelve hours of graduate or undergraduate coursework. Such courses may be taken on a "Credit/No Credit" basis and are available in many departments. Competence in foreign language skills, often necessary for significant research in chosen area(s), is demonstrated through a reading knowledge of one foreign language with advanced competence as established by examination through the Educational Testing Service (ETS) Graduate School Foreign language Tests. Advanced competence is equivalent to six semesters of college level work in the language. Each student's plan for satisfying this tool requirement must be approved by the Graduate Committee. The student submits a letter, approved by the adviser, which describes the combination of courses at UWM and/or elsewhere which the student plans to complete. The Committee, after reviewing the proposal, approves the plan or recommends modifications. Evaluation of Student Progress. The Department annually evaluates the progress of each student, in order to identify areas of strength and weakness as an aid to the student and the student's major professor in planning the program of study. This evaluation is also used to determine whether or not the student should be encouraged to pursue further graduate work. Residence. The student must meet minimum Graduate School residence requirements. Comprehensive Preliminary Examination. At or near the end of the formal preparation the student must pass a comprehensive preliminary examination to qualify for formal admission to candidacy for the degree. The Department requires that the student demonstrate competence in four fields, of 1) American politics: systems and behavior, 2) urban and state politics, and 3) comparative politics must be demonstrated through a written comprehensive examination. Competence in one additional field must be demonstrated through the presentation of 6 credits of graduate level work therein. Dissertation. The candidate, working under the supervision of the major professor and the candidate's dissertation committee, must write an acceptable dissertation. Guidelines for preparation of the dissertation are available from The Graduate School and from the departmental Graduate Committee Chair. Final Oral Examination. The candidate must, as a final step toward the degree, pass an oral examination in defense of the dissertation. The candidate who does not pass this examination within five years of admission to candidacy may be required to take another comprehensive preli111inary examination and be readmitted to candidacy.

Admission: Change to allow the possibility of direct admission to the PhD program. 2. Reapplication: Clarification of language; no substantive change. This heading is dropped ane new language merged with the "Admission" section. 3. Course of Study: Change to allow students latitude in selecting examination fields rather than having the department mandate examination fields. A distribution requirement governs field selection. A new requirement of at least one course in urban political science has been added. The required number of examination fields remains unchanged. 4. Research Requirements: Section has been retitled "Core Research Requirements." There is no substantive change. Text has been reorganized and some detail has been omitted. Required courses in research methodology have been moved to this section from the "Course of Study" section. 5. Comprehensive Preliminary Examination: There is no substantive change. This section has been shortened by omitting description. III. Justification for Proposed Changes 1. Admission: Change intended to enhance recruitment of superior applicants. 2. Reapplication: Change made for logical consistency. 3. Course of Study: Change made to add flexibility to the program and to allow for better alignment of student interests and program requirements. Further, the change will allow recruitment from a larger pool of prospective applicants. The urban aspect of our program is retained with the requirement of at least one course in urban political science. No diminution (or enhancement) of student preparation is implied by this change. 4. Research Requirements: Changes are intended to increase clarity and logical ordering. No substantive change is implied. 5. Comprehensive Preliminary Examination: Change eliminates descriptive information which is redundant with the new text of the "Course of Study" section.

Admission: An applicant must meet general Graduate School requirements plus these departmental requirements: o o Master's degree in political science. Evidence of a high standard of achievement in graduate work at the master's level. In some instances where the applicant's record demonstrates exceptional promise, the department will consider applications for admission to the Ph.D. program directly from the B.A. degree. Such admission does not consitute a waiver of any of the requirements indicated below. All applicants for admission to the Ph.D. program will be evaluated on the basis of their prior academic record, scores on the Graduate Record Examination, and three letters of recommendation. 2. Course of Study: Minimum degree requirement is 54 graduate credits beyond the bachelor's degree, 27 of which must be earned in residencce at UWM at the doctoral level. In consultation with the major professor the student plans a program of studies through which competence will be gained in four of seven instructional fields, selected from a minimum of three of the four groups presented below: Group A Urban/State Politics and Public Policy Public Administration Group C American Politics: Institutional Processes and Behavior Group B Comparative Politics International Relations and Foreign Policy Group D Political Theory and Methodology American Politics: Mass Political Behavior In three of the four fields chosen, competence is demonstrated by written and oral examination. Competence in the fourth field is demonstrated by six credits of approved coursework. In addition, each student must demonstrate familiarity with the subject matter of urban political science. The requirement is statisfied by at least three graduate credits of approved coursework or the equivalent.

If approved by the Graduate Committee a limited number of level courses may also be included, although this is normally permitted only if necessary to overcome some deficiency in the student's prior preparation. 3. Core Research Requirements: Attainment of the Ph.D. denotes a high level of competence in research skills relevant to the discipline of political science. Thus, all students must complete the core departmental research seminars Political Science 875 and 817. Since skills learned in these courses are important elements in dealing successfully with subject matter presented in other seminars, students should enroll in these seminars immediately upon entering the graduate program. In addition, students must earn twelve credits in research methodology from approved courses available in the Department of Political Science and other departments. Students may take any of these courses on a "Credit/No Credit" basis, where the grade of "Credit" demonstrates satisfactory completion of the requirement. Upon successful petition to the departmental Graduate Committee a student may gain exemption from some or all of this requirement, based on coursework completed in the five years prior to entering the graduate program. Alternatively, students may fulfill this requirement by passing an approved proficiency examination in lieu of coursework. In some cases, competence in foreign language skills is necessary for significant disciplinary research, and students may fulfill the research requirements, beyond Political Science 875 and 817, through demonstration of a reading knowledge of one foreign language. Competence is established either by approved coursework or by examination through the Edcuatonal Testing Service's (ETS) Graduate School Foreign Language Tests, where the student must perform at a level equivalent to six semesters of college level work in the language. Each student plan for satisfying the core research requirement must be approved by the Graduate Committee. The student submits a letter, approved by the adviser, which describes the combinations of courses at UWM and/or elsewhere which he/she plans to complete. The Committee, after reviewing the proposal, approves the plan or recommends modifications. 4. The Doctor of Philosophy degree program in Political Science is approved for revision as reflected in the proposed changes and Graduate School Bulletin copy described above. 2. The revised requirements are effective immediately for students seeking admission for next enrollment period following administrative approval of recommendation il above. Students who have already been admitted may continue under the former program or may select the revised program.
