2 Information sur le projet Titre: Code Projet: Année: 2008 Type de Projet: Statut: Accroche marketing: Résumé: European Framework for Lean Training in Healthcare Organisations European Framework for Lean Training in Healthcare Organisations LLP/LdV/TOI/2008/IRL-506 Projets de transfert d'innovation En cours as english BackGround to the Proposal EFLTHO (European Framework for Lean Training in Healthcare operations) will focus on transfer of LEAN training developed as a result of the Development of Innovation project Lean Across Europe (LeanXEur project number LdV ) to Health Operations. Lean, as a concept, is concerned with Efficiency. The LEAN approach involves the systematic elimination of all non-value-adding activities (in other words, Waste anything that that is not of benefit to the patient or the institution, such as duplicating work, excess stock, Waiting, Excess Movements etc.) in critical processes. The goal is to only have activities that produce value to the patient. This proposal was developed after a)the highly successful results of the LeanXEur project and an analysis of benefits accrued to industry overall as a result of having applied principles of Lean and Total Quality Management. These two factors combined with the realisation that healthcare, and the skill sets of fulltime professionals in the HealthCare industry were significantly behind that of industry, with no accessibility or progression path defined to allow learning of Lean and Total Quality Management principles. This situation is happening at the same time as significant reductions in funding available to healthcare, escalating costs, but most importantly, an increase in demand for health services. It is this combination of factors that makes the development of a masters in healthcare critical in developing the skills of health professionals in positions that are tasked with resolving this situation. Description: The main aims and objectives of the projects Provision of a comprehensively researched, successive learning path for those engaged in clinical operations. Delivery of proven change management principles in tandem with a complete suite of Lean techniques Training in organisational change diagnostics not currently available on any clinical practice orientated course Innovation by use of blended offering, incorporating problem and case based learning with the internet as the primary delivery supported by mobile technology supporting LdV s operational objective of innovation in pedagogy. A European Wide Qualification fully recognised and accredited in all partner countries Making LEAN change management technique a core tool in evolving healthcare culture in Europe. The partnership involves several organisations with long-standing experience in European programmes, both as leaders and partners. Moreover, every partner works with HealthCare as part of their normal business and all have a Excellent understanding of the issues and challenges facing HealthCare in Europe. The consortium has been developed so that each Academic partner in Each Country has either a direct Healthcare provision organisation as a partner or a healthcare consultant with access to multiple healthcare organsiations. Placing the project on an excellent platform both for first hand research and for exploitation and dissemination of project results. Core strengths of the partnership include; Extensive experience both in participation and management of EU and international 2

The outcomes from the project will be: Research results describing the barriers to both individuals and organisations to uptake of lean tools Development of content for a focused two year accredited masters program of applciation of Lean prinicples in Healthcare in all partner countries. Development of knowledge dissemination using internet and moobile technology. Provision of skills to full time healthcare employees to facilitate career progression and international movement. It is expected that the results of the project will have significant impacts beyond the life of the funding period. The piloting of the product during the period of the project will result in the programme being ready for a rollout across not just the partner institutions but throughout the entire HealthCare sector in each of the partner countries and beyond. There will be a significant cascade factor also as those who complete the programme apply their learning in their respective work places and to new work places as they change positions for career development purposes. 3
