2 Definition of Deliverability NYCA Deliverability: The NYCA transmission system shall be able to deliver the aggregate of NYCA capacity resources to the aggregate of the NYCA load under summer peak load conditions. This is accomplished through ensuring the deliverability of new Large Facilities, new Small Generators larger than 2MWs, and any existing facility increasing its capacity by more than the 2MWs allowed by NYISO OATT Attachment S, Section IX.B.3, in the three Capacity Regions in New York State. 2
3 Designation of Highways, Byways, and Other Interfaces Highways: All New York Control Area inter-zonal facilities 115 kv and higher that make up the key ROS interfaces among the LBMP Zones A I. Also included are NYS Power System facilities 115 kv and higher that are determined to be in series with the interface facilities. Byways: All Transmission facilities that are neither Highways nor Other Interfaces. This includes all transmission facilities within Zones J and K. NYCA Tie Facilities ( Other Interfaces ): Interfaces between NYCA Capacity Regions and between NYCA and external Areas. 3
4 Three Types of Tests Impact on Transfer Limits for Other Interfaces ( No Harm ) Determine any degradation of transfer capability between NYCA and external Areas Impact on Transfer Limits within ROS ( No Harm ) Identify any degradation of transfer capability to Highway interfaces Deliverability Test Determine if Highways or Byways constrain deliverability of capacity resources within Capacity Region 4
5 Deliverability Test Process Perform No Harm tests Class Year Projects are evaluated on an aggregated basis For Other Interfaces, if transfer limit is degraded by the lesser of 25MW or 2% of the limit determined for the ATBA case For Highway Interfaces: If transfer limit is degraded by the lesser of 25MW or 2%of the limit determined for the ATBA case and the NYCA LOLE increases by 0.01 event/yr or more Determine level of deliverable capacity, or bottled capacity, within applicable Capacity Region 5
6 Cost Allocation Process Determine cost of System Deliverability Upgrades ( SDU )--Cost of SDUs allocated to projects based on impact of requested CRIS level. Project cost responsibility: 100% of Byway upgrade Pro-rated portion of cost of Highway upgrade unless threshold met Based on MW amount of upgrade needed vs. total upgrade size 100% of Other Interface upgrade Alternatively, projects can accept reduced CRIS level determined to be deliverable. 6
7 Transfer Limit Assessments (ATBA/ATRA) Use linear assessment (PSS TM MUST) Within ROS Capacity Region Evaluate generation-to-generation transfer from west/north zone(s) to east/south zone(s) Identify transfer constraint(s) for each interface within the ROS Capacity Region: Measure interface total transfer capability (FCTTC) Incremental transfer limit (FCITC) indicates the additional generation above the base case dispatch that can be exported from the zone(s) to the importing zone(s) (Initial generation dispatch + incremental) is compared to total Pmax of all generation in exporting zone(s) Same process for ATBA and ATRA cases 7
8 Base Case Assumptions (ATBA/ATRA) Forced Outage Derates specific to Capacity Region ROS 5.08% NYC 5.66% LI 5.28% Specific intermittent capacity derates Land-based wind 90% Offshore wind 60% Small hydro 45% Large hydro 1.25% Load Forecast Uncertainty Based on 2008 IRM analysis = 7.3% Treatment of Controllable Devices PARs between external Area(s) and NYCA and between NYCA Capacity Regions are fixed in all cases at schedules determined in accordance with established procedures Controlled tie lines with assigned UDR rights are represented at the full value of the UDR PARs within a NYCA Capacity Region may be adjusted to mitigate overload(s) in the base case 8

E External controlled tie-lines at UDR NYC, LI capacity regions generation dispatch Import schedule consistent with IRM transfer levels ROS (Zones A I) generation dispatch Supply load within ROS and Additional generation to supply J&K import (IRM transfer) level All generators are assumed in service within NYCA 9
10 Base Case Assumptions (ATBA) Generator Pmax For grandfathered generation, Pmax is the highest DMNC of 5 years Wind generation Pmax is design nameplate Other generation (prior Class Years) w/o DMNC test, Pmax is design nameplate Levelized Dispatch within Capacity Region All generation modeled in service; generation within each Capacity Region uniformly dispatched proportional to the aggregate Pmax for the Capacity Region 10
11 Base Case Assumptions (ATRA) Class Year Projects added to the ATBA case e.g., all CY 2007 Projects are located in ROS All are wind generation; PMax is proposed nameplate Dispatch within ROS levelized including the Class Year generation projects capacity 11
12 Summary for ROS (CY 2007) Preliminary assessment of 2007 Class Year Projects Impact Inter-Area minimal changes in transfer limits External to NYCA limits slightly higher in ATRA case Inter-Capacity Region no changes Cross-State ( ROS ) Assessment Observed Changes in interface transfer limits Largest change is 48MW decrease (West-Central) Most transfer pairs are limited by the 92/91 binding constraint before any respective local constraint Interface constraints are above the installed capability of the exporting zone(s) generation After consideration of EFORd and LFU, both cases (ATBA/ATRA) appear fully deliverable within the ROS Capacity Region No capacity bottled within ROS Capacity Region 12
13 Preliminary Analysis Performed for J and K Capacity Zones Comparison of ATBA and ATRA cases: No prospective Class Year Projects in either Capacity Region Inter-Capacity Region and external BA interface No Harms Test No significant change in the transfer limits between the NYCA Capacity Regions No impact on J/K to external Area as all facilities are HVdc, VFT or PAR controlled facilities NYISO staff working with local TOs on the application of deliverability testing procedure to Intra-zonal transfer limit assessment within Zones J and K 13
14 Remaining Issues Two remaining issues to be worked out with Stakeholders for future tariff filings: LSE Upgrade Funding Mechanism This issue concerns deferred construction of Highway upgrades and collection of funds from LSEs above that paid by Developers Requested 6 months to resolve this issue Modeling Emergency Assistance ( EA ) This issue concerns how to consider EA in the power flowbased evaluations of deliverability of interconnection projects and external capacity Requested 4 months to resolve this issue Interim proposal to not model EA in Class
