Buyer ID - Id de l'acheteur REQUEST FOR INFORMATION REGARDING A CENSUS PROGRAM DATA VIEWER (CPDV) SOFTWARE SOLUTION FOR STATISTICS CANADA Background and Purpose of this Request for Information (RFI) Public Works and Government Services Canada (PWGSC), on behalf of Statistics Canada (StatCan), is releasing this Request for Information (RFI) in order to obtain information on commercial off-the-shelf (COTS) data visualization software that is available to meet the requirements identified in this RFI. PWGSC is also looking to solicits comments, concerns and where applicable, alternative recommendations from interested parties regarding how the requirements or objectives described in this RFI could be satisfied. No commitment exists under this RFI and no award will be granted. The RFI is published solely for the purposes of collecting market information. Based on the information obtained, PWGSC, on behalf of Statistics Canada, may develop a procurement strategy that may be in the form of competitive bidding which may lead to a contract award for COTS visualization software and/or services that will be used in the development of a Census Program Data Visualization (CPDV) tool. This RFI has been developed because Statistics Canada is looking to implement an interactive data visualization tool (CPDV) adapted from existing COTS software from the private sector in order to validate, certify, and disseminate indicators and results from the 2016 Census and National Household Survey (NHS). Ideally, custom development will be kept to a minimum in order to meet the time frames. The CPDV is primarily intended for dissemination of census/nhs indicators and results to the general public, media, key stakeholders/partners and academia. It would complement other existing dissemination products from the census/nhs such as data tables and reference products. The CPDV is to be an interactive web-based application that will support thematic mapping, pre-defined bar charts, analytical text and HTML links in a 'dashboard' format. Two identical versions of the CPDV are to be hosted on Statistics Canada s servers, the first one for the 2016 Census, the second one for the 2016 NHS. The CPDV will allow users to choose from a list of available census/nhs indicators. The CPDV will also allow the indicators to be mapped according to various levels of geography, and will allow multiple layers of geography to be mapped. The CPDV will include analytical texts and an HTML link to census data tables that will be displayed interactively depending on the area selected on the interactive map. The HTML link will ensure that users can do a cross-walk navigation from census/nhs indicators to census/nhs detailed data tables. The CPDV will also include a bar chart displaying the indicator chosen for all regions of a given geography level, allowing users to establish rankings. The chart will be interactive, allowing users to select a given bar to identify the related region on the map. The CPDV should also allow the users to customize the way the map and chart are displayed, and to export the view elsewhere (including social media). Buyer ID - Id de l'acheteur The CPDV must be available in both English and French and must allow the user to set/toggle the tool to the official language of their choice. The CPDV will have to be delivered and fully implemented within the Statistics Canada production environment by August 2016 at the latest. Training for Statistics Canada s employees who will be using this tool also has to be completed by that time. The tool will need to be open-ended, in order to allow Statistics Canada to independently implement new modifications after the 2016 Census/NHS Dissemination Project. Furthermore, the customization of any existing tool will need to be done in partnership with Statistics Canada s employees at all stages to allow for knowledge transfer. Nature of Request for Information This is not a bid solicitation. This RFI will not result in the award of any contract. As a result, potential suppliers of any goods or services described in this RFI should not reserve stock or facilities, nor allocate resources, as a result of any information contained in this RFI. Nor will this RFI result in the creation of any source list. Therefore, whether or not any potential supplier responds to this RFI will not preclude that supplier from participating in any future procurement. Also, the procurement of any of the goods and services described in this RFI will not necessarily follow this RFI. This RFI is simply intended to solicit feedback from industry with respect to the matters described in this RFI. Nature and Format of Responses Requested Respondents are requested to provide their comments, concerns and, where applicable, alternative recommendations regarding how the requirements or objectives described in this RFI could be satisfied. Respondents are also invited to provide comments regarding the content, format and/or organization of any draft documents included in this RFI. Respondents should explain any assumptions they make in their responses. In addition to written submissions, private-sector companies are invited, if they wish, to demonstrate their existing tools to the review team and senior subject-matter representatives involved in this project. Demonstrations can be made in advance of the RFI closing date if interested parties wish to do so. Demonstrations are not a mandatory component of this RFI and it is up to each private-sector company to decide if they wish to do a demonstration. After the closing date, Statistics Canada may limit the number of presentations based on the number of responses received. It would be beneficial to the review team to make available to Statistics Canada on a trial basis any COTS software being proposed. Demonstration will be held at Statistics Canada s head office, located at Tunney s Pasture, Ottawa, Ontario and not offsite (i.e., at the industry respondent location). If the industry respondent is located outside of the National Capital Region and it is deemed not possible or convenient to come to the head office to conduct their demonstration, a teleconference/video conferencing via Webex or Team Viewer can be arranged. In this case, StatCan would require at least 2 weeks notice in advance to work with their remote conferencing team to set-up. Demonstration will be for a maximum one hour and a half (1h30) length of time. To book a demonstration a written request must be sent to the Contracting Authority via . StatCan will facilitate security clearance and escort to and from the meeting room. Response Costs Canada will not reimburse any respondent for expenses incurred in responding to this RFI. That also includes any expenses for travel to and from the StatCan head office for demonstration. Treatment of Responses a) Use of Responses: Responses will not be formally evaluated. However, the responses received may be used by Canada to develop or modify procurement strategies or any draft documents contained in GovernmentofCanada CensusProgramDataViewerSoftwareSolution(CPDV) 3

Canada may, in its discretion, review responses received after the RFI closing date. b) Review Team: A review team composed of representatives of the client (where applicable) and PWGSC will review the responses. Canada reserves the right to hire any independent consultant, or use any Government resources that it considers necessary to review any response. Not all members of the review team will necessarily review all responses. c) Confidentiality: Respondents should mark any portions of their response that they consider proprietary or confidential. Canada will handle the responses in accordance with the Access to Information Act. d) Follow-up Activity: Canada may, in its discretion, contact any respondents to follow up with additional questions or for clarification of any aspect of a response. Contents of this RFI This RFI contains a draft Statement of Work. This document remains a work in progress and respondents should not assume that new clauses or requirements will not be added to any bid solicitation that is ultimately published by Canada. Nor should respondents assume that none of the clauses or requirements will be deleted or revised. Comments regarding any aspect of the draft document are welcome. Question to Industry See Annex A. Format of Responses Cover Page: If the response includes multiple volumes, respondents are requested to indicate on the front cover page of each volume the title of the response, the solicitation number, the volume number and the full legal name of the respondent. Title Page: The first page of each volume of the response, after the cover page, should be the title page, which should contain: i) the title of the respondent s response and the volume number; ii) the name and address of the respondent; iii) the name, address and telephone number of the respondent s contact; iv) the date; and v) the RFI number. Numbering System: Respondents are requested to prepare their response using a numbering system corresponding to the one in this RFI. All references to descriptive material, technical manuals and brochures included as part of the response should be referenced accordingly. Number of Copies: Canada requests that respondents submit one (1) electronic copy of their responses. The electronic file format of the response must be in either Adobe Portable Document Format (PDF) or in a file format that is readable by the Microsoft Office Suite. Provision of an electronic copy is required in order to facilitate the distribution of the RFI responses to PWGSC and Statistics Canada representatives. Responses are to be submitted in one of the two official languages of Canada (English or French). Buyer ID - Id de l'acheteur Requirements / Specifications This section includes a more detailed description of some desired specifications of the CPDV. 1.1 Typical map functions The map window must include typical mapping functions such as zoom in, zoom out, etc. These functions are described in more detail below. A. ZOOM IN / ZOOM OUT TOOLS Allow the user to zoom in (+) Allow the user to zoom out (-) Allow the user to zoom in (+) to pre-defined scales Allow the user to zoom out (-) to pre-defined scales Allow the user to zoom completely to a Canada-wide view The exact number of zoom levels is still to be determined but will follow industry standards. B. PAN BUTTON This function allows the user to move the map by dragging to centre it at a desired location. The whole map will appear to move and when the user releases the mouse button, the map will be refreshed in its new position while retaining the original scale. C. RESTART BUTTON The user will be able to refresh the map to the user s initial view (Canada). D. RETURN TO DEFAULT VIEW The user will be able to return to the original default view. E. IDENTIFY TOOL / LAYER CONTROL / AREA INFORMATION The user will be able to identify areas using an interactive interface. Basic information will be presented for the selected area (e.g., geographic name, geography type [if applicable], geography level, key highlight data characteristics). After the user selects an area, he/she will be presented with pre-determined charts and/or graphs, customized highlight text (for selected levels of geography) and tabular data for that area. The map will be able to display multiple geographic layers. If two geographic levels are shown, the user will be able to switch between the two. The user will have an indication of the selected layer, along with the selected geographic area. The user will be able to select indicators by various topics and change the information presented on the map by topic. F. LEGEND / SCALE BAR / NORTH ARROW The map will be able to display and hide a map legend. Within the map legend, there will be limited map control for changing geographic levels or adding/removing map labels. A scale bar and North arrow will always be present on the map. G. AREA SEARCH The user will be able to search for various areas of interest using search criteria such as place names, geographic names and postal codes. Back-end look-up tables to support this functionality will be those of Statistics Canada. The search component utilized within the application could be a component of the mapping software or could be a component outside of the map that calls the mapping application. 7

Buyer ID - Id de l'acheteur Thematic mapping Thematic mapping will allow users to map statistical indicators from the 2016 Census/NHS. The list of available indicators will number from 50 to 60 for the census, and about 300 for the NHS. The tool will need to support the organization of these indicators into categories/hierarchies. For each indicator, the tool should allow title descriptions and related units to be displayed. The tool will allow users to switch indicators and geography, to overlay multiple geographic levels (layers) on the map, and to map simultaneously two or three indicators using different thematic mapping techniques, for example, a choropleth map (colours) with graduated symbols for displaying information for another variable. Additionally, users should have the capability of customizing the way they want the two or three indicators to be displayed on the map. For certain geographic areas, no indicators or results will be available. These areas will have to be mapped using a different colour and this colour and associated description should be included in the map legend. Although the CPDV will use pre-defined ranges and colours specified by Statistics Canada when displaying maps, the user will have the ability to change these pre-defined ranges or switch between colour palettes. Upon selecting an indicator or area on the map, other elements of the CPDV included in the dashboard-style web page (chart, analytical bullets and HTML links) will need to be updated in an interactive way. Conversely, the map will have to be responsive to items selected in the chart and map legend (see Section 1.13). 1.3 Geographic data Ideally, geographic data (geospatial data) should be separated from statistical data, allowing for an easy and quick update of the statistical data, if needed. The geographic data should be structured/formatted in such a way as to achieve the performance requirements (see Section 1.13). Base maps should include hydrography and major roads of Canada, allowing users to understand the area being displayed. Base maps should also support English and French names. Upon zooming, base maps should include details for neighbour countries (e.g., United States). Examples of base maps available from StatCan can be found at Base maps sourced from outside StatCan, including hydrography and major roads, could be used within the tool, but will need to meet Statistics Canada vertical integration requirements with the StatCan boundary layers. Cartographic design of the base maps should not detract from the primary objective which is to display statistical information. The cartographic design and selection of symbology should be modern and follow current industry trends. For the census, geographies will include: Canada Provinces and territories Census metropolitan areas (CMAs) and census agglomerations (CAs) Census divisions Federal electoral districts Census subdivisions Census tracts (among CMAs and tracted CAs) 8

Buyer ID - Id de l'acheteur For the NHS, geographies will include: Canada Provinces and territories Census metropolitan areas (CMAs) and census agglomerations (CAs) Census divisions Other levels of geography (to be determined) Statistics Canada s geographic data are in ArcGIS SDE format. 1.4 Statistical (tabular) data The format and structure of Statistics Canada's statistical data are still being determined. For the purposes of this RFI, the statistical data will be in either stand-alone data tables or in a relational database. 1.5 Mousing The map of Canada will have mouse-over capabilities allowing statistical information related to any given region to be displayed. The charts and tables should have similar capabilities. 1.6 Interactivity There should be interactivity between elements. For example, if a user selects a feature within a chart, the map display should be adjusted accordingly and vice versa. 1.7 Analytical bullets A space displaying up to three analytical bullets will be available on the CPDV dashboard web page. These bullets will be interactive, that is, will change based on the area being selected either in the map or in the chart. These analytical bullets will be custom-made and provided by Statistics Canada for Canada, all provinces and territories, all census metropolitan areas, and some census agglomerations. For other geographies, there may be standard text that will be provided for all areas. This standard text will be structured as a generic template in which data points are populated. The text can change when users are selecting different indicators. 1.8 Footnotes / metadata A space for footnotes / metadata will be available on the CPDV dashboard web page. The information displayed in this space will have to be updated each time users select an indicator to be displayed. The format and structure of the footnotes / metadata are still being determined. For the purposes of this RFI, the footnotes / metadata will be in either stand-alone data tables or in a relational database. 1.9 Census profiles The information tool available with the map should allow users to replace the chart on the dashboard by a report providing, for the selected area, a list of all available results (results for all indicators would be displayed). It should be possible to export (or print) this report easily, for example, in a PDF format Other census years It is envisioned that this tool will be used in the future. Therefore, the tool should be designed to allow for a menu allowing the users to select other census years and display the related results. 9

Buyer ID - Id de l'acheteur Export functionalities The CPDV will allow users to save images (e.g., JPG) to be utilized in other outputs or called into other applications such as social media (e.g., Facebook). HTML links should be transferrable and capable of re-creating the users' customized view Performance The CPDV is to be housed in the current census and NHS web module infrastructure within the StatCan website infrastructure. The expected performance metrics for the Census Dissemination Project allows, at peak capacity, 5,000 concurrent users. It is anticipated that most transactions will be processed in real-time with the expectation of reasonable time response. The page response times should be instantaneous during normal operation and less than two seconds during peak demand User platform responsiveness The CPDV will use responsive web-design techniques. It will adapt to the device from which it is accessed. Building native apps to access the CPDV should also be possible. These apps should be capable of running as stand-alone apps. Optimal page design should be based on a 1024 x 768 screen resolution IT compliance The tool will need to be compliant with most modern operating systems and browsers. Statistics Canada uses N-tier architecture in the development, quality assurance, as well as the production environments used for disseminating information on the web. Any solution should be able to provide the same architecture. The application should also be scalable. Any costing estimates need to account for this architecture Government of Canada s web standards The tool will have to conform to the web standards set by the Government of Canada: Web Interoperability, Web Usability, Web Accessibility (Web Content Accessibility Guidelines [WCAG] 2.0 AA compliant) and Standard on Optimizing Websites and Applications for Mobile Devices. More details and technical specifications on these standards can be found on the Treasury Board of Canada Secretariat website, at 2 Contents of the Request for Information 'Respondents' to this RFI are defined as companies (or consortia led by a company) with the capability to deliver COTS data visualization software. The word 'companies' also includes, in this context, companies that modify or adapt existing COTS software for which they do not own the Intellectual Property (IP). These respondents are invited to submit a reply to the RFI that addresses any or all of the topics listed below. To facilitate the review of the responses to this RFI, respondents are asked to address and present the requested information in the order in which the topics are presented. Such topics are described in the following subsections. 2.1 Respondent information The respondent should provide background information on the company (or consortium members that would be created to deliver such a service), company / consortium management team and company / consortium experience in the delivery of similar services. 10

Buyer ID - Id de l'acheteur The respondent must provide the name, telephone number and address of a representative who may be contacted for clarification or other matters related to the response. 2.2 Technical information The respondent should provide a description of the product or service(s) that may be proposed to meet or exceed any or all of the requirements stated in Section 3. This description should provide, in sufficient depth, technical evidence that the proposed service(s) would meet or exceed Canada s minimal performance requirements. The respondent shall specifically comment on: a. Please describe the minimum information technology infrastructure requirements needed. b. Please describe any additional information technology infrastructure requirements needed to meet the performance requirements. c. Please describe the design of the required database / data structure and format of data (tabular and spatial). d. Please describe any process or transformations that would need to be applied to the data (tabular and spatial) in order to meet the performance requirements. e. Please describe the data requirements needed for running the CPDV as a stand-alone native app. f. Please describe the technical competencies and knowledge needed to adapt / customize the software. g. Please describe the process to design/customize the final user interface presented on the web. h. Please describe the resources available for training of users. i. Please describe the resources and availability of technical support. j. Please describe any specific functionality available within the COTS software that would address accessibility standards (WCAG 2.0). k. Please describe any considerations or constraints associated with being able to produce a printable version of what is displayed on screen. l. Please describe any technical requirements (data, design or IT related) that are needed for near real time rendering of results as a user navigates within a map, chart or table. m. Please provide any suggestions on possible interactivity between elements that have not been identified yet. n. Please provide your opinion of the technical feasibility of meeting all requirements identified for the CPDV. o. In the case or cases where requirements cannot be met, please describe, in your opinion, why that is. p. Please describe alternate ways of meeting all requirements (e.g., possibility of multiple solutions). q. The respondent should also clearly identify and describe all assumptions that could impact the delivery of the CPDV. 2.4 Cost estimates The respondent should provide a cost estimate and breakdown for the proposed service, while specifically answering the following questions: a. What is the pricing model for all products and services offered (e.g., licensing fees), as well as the associated pricing structure? b. What additional capability options are available to the client (i.e., additional data feeds, online viewers / tool accounts) and estimated cost? c. What type(s) of contract (e.g., firm unit price; limitation of expenditure; or a combination) and method of payment (e.g., monthly; lump sum upon completion) do you feel would be most appropriate for any resulting contract? The respondent should indicate any significant underlying assumptions used to establish these cost estimates and any areas that could be potential cost risks. 2.5 Miscellaneous The respondent should address the following: a. Respondent plans over the period of the contract regarding the evolution and development of company service offerings, and associated technologies. b. Any other data visualization services offered that may be of interest to Canada. 2.6 Recommendations, suggestions or comments The respondent may provide general feedback and/or any recommendations, inputs or comments (including technical information) that could assist Canada in developing future Request for Propositions or refining a statement of work. The respondent may provide general feedback and/or any recommendations, inputs or comments that could assist Canada in minimizing the costs and risks. 12
