1 Ministry of Communication and Information Technology (MCIT) Islamic Republic of Afghanistan Request for Expressions of Interest for Individual Consultant Consultancy Services: International Consultant E-GIF, ITIL standards and IT Governance Project: E-Government Resource Center (EGRC II) Position: International consultant E-GIF, ITIL standards and IT Governance Number of Positions: 1 Contract Type: Services Contract (Advisory Services) Duration: 3 Months (Possibility of Extension) Closing Date: 30, Sep, 2015 Duty Station: Kabul Background MCIT would establish An E-Government Resource Centre (EGRC-II) in the premises of MCIT to be the center of excellence in E-Government in the country and to be the source of technical expertise and skills, advice and guidance for development and deployment of E- Government in the agencies and departments of the GIRoA. The proposed E-Government Resource Centre will assist in the development of National E-Government Information Management and Data Standards and policies within the framework of the already developed e-gif (E-Gov Interoperability Framework) and e-government Strategic Master Plan. The proposed center will provide guidance, advice and technical expertise to GIRoA for design and development of the E-Government program as a whole and for specific projects within it. The Centre will also provide services to donor supported projects and other agencies of the government at the central and provincial levels in the development and deployment of ICT for governance and development including training and capacity building in the agencies and in the development and implementation of E-Government projects in various application areas. As it is apparent that huge number of projects are being designed and implemented by donor organizations directly, which include the ICT module in it, the EGRC will have a unit tasked to monitor such projects by liaising with donor organization and also monitoring their

2 websites and bilateral agreements with the Ministry of Finance of GIRoA. EGRC will also deploy CIOs in 10 Ministries for the first phase of the project, which will report on the ICT deployments in these organizations on time to time bases; this will insure the implementation of common ICT policies and platforms throughout the government sector. MCIT will arrange MoUs with donor organizations, which will enable the EGRC to carry forward the coordination tasks in this area. Services to be rendered by the proposed E-Government Resource Centre can be classified into the following major categories: 1. E-Government Consulting and Advisory Services 2. E- Government Human Resource Capacity Development 3. E-GIF Implementation and IT standardization Services 4. IT and e-gov Audit Basic Function of the Position E-GIF has been already prepared by MOCIT; the framework contains technical policies, guidelines and standards for achieving interoperability between the technical systems in the government. The developed framework contains in excess of 100 technical standards. The framework also provides guidelines for implementation and compliance. The COBIT framework provides a tool for the business process owner that facilitates the discharge of this responsibility. The framework starts from a simple and pragmatic premise: To provide the information that the organization needs to achieve its objectives, IT resources need to be managed by a set of naturally grouped processes. IT service management is concerned with delivering and supporting IT services that are appropriate to the business requirements of the organization. ITIL provides a comprehensive, consistent and coherent set of best practices for IT service management and related processes, promoting a quality approach for achieving business effectiveness and efficiency in the use of IS. ITIL service management processes are intended to underpin, but not dictate, the business processes of an organization. Major Duties and Responsibilities Developed e-gif standards fully developed and adopted. Within the framework of e-gif design and draft the technical standards for comments. Release the Request for Comments (RFC) versions of the various standards and after due deliberations submit the same to the National ICT council for final discussions and eventually facilitate the adoption of the technical standards and policies. Develop the e-government Controlled vocabulary in Dari, Pashto and English as per the guidelines given in the e-gif. Expand the localization work initiated by MOCIT to include development of ICT terminology in Pashto and Dari and Optical Character Recognition engine for Pashto and Dari. Develop the e-government Metadata standards (e-gms) for Afghanistan as per the guidelines given in the e-gif. Develop the final versions of the technical standards and policies and implementation procedures for adoption by the various agencies of the government.

3 Assist in the development and deployment of a repository of XML schemas to facilitate systemic data exchange within the government enterprise as per the guidelines given in e- GIF and in line with the policy of the government to follow Service Oriented Architecture Provide advice and guidance to the various agencies, departments and Ministries of the Government Developed ITIL standards plan for MCIT and government agency. Develop acceptable ITIL definitions for delivering e-government services to businesses and citizens. Develop appropriate and adoptable standards, policies, frameworks and guidelines based on international practices and Afghanistan government current condition and procedure assessment Administered various architecture and engineering process of government entities. Develop COBIT (Control object for Information technology) for e-government and IT services based on international practices and assessment of current government IT infrastructure. Analyzed and recommended improvements to all new systems and ITIL processes. Developed and documented various ITIL standards. Performed gap analysis on all present infrastructure programs. Participate in various cross function architecture sessions. Preformed research in various architecture integration processes. Re-engineer work flows and engagement models creating efficiencies and delivery standards Guide a team of IT infrastructure professionals supporting systems running reliably. Ensure technology platforms are appropriately architected, configured, deployed and maintained. Ensure that the reliability, performance and functionality of enterprise wide systems releases meet expectations. Mentor and manage teams of technical infrastructure specialists and IT business process professionals. Gathering & managing ITSM business requirements; documenting "as is" processes, developing "to be" processes, determining ITSM process maturity, process gaps, & areas of inefficiency; enhancing & developing new ITSM processes consistent w/itil best practices. Manage change control requests across the enterprise and ensure each change is completed without major impact to the applications or operations environments. Design and planning of the information and communication technologies (ICT) infrastructure. Assure the consideration of functional and non-functional requirements. Ensure that services are appropriately tested before live operational use. Assess the possible risks and impact on existing infrastructure caused by new or modified systems. Define future service requirements. Deliverables and Reporting Requirements: a) Report-1(Inception Report): To be submitted within 3 weeks after joining the Assignment. This should include: i) Analysis of the best international practices on ITIL, COBIT and IT Governance, with a view to assess their suitability for adoption/implementation in Afghanistan Scenario;

4 ii) Recommendations on the most feasible approach to review ITIL, COBIT and IT Governance. b) All the reports as outlined above shall: i) be written such that they stand alone, without the reader needing to refer to other documents; ii) shall include a dated cover letter with the distribution list and shall note key issues of interest in the report for management s attention; iii) All the Reports (Copies) in English and Dari/Pashtu languages should be submitted to E-Government directorate. Required Skills Incident management, Problem management, Configuration management, Change management, Release management, Service desk management, Capacity management, Availability management, Financial management for IT services, Service Level management, IT service continuity management, The development of new systems, Operating and maintain the existing systems, Holistic service management IT service managers, Audit and Assurance. Qualification / Evaluation Criteria Master Degree in computer Engineering, Computer Science or equivalent. ITIL V2/V3 Manager/Expert Certification COBIT 5 certification ITAM Software Asset Manager (CSAM)/ Certified Hardware Asset Management Professional (CHAMP) certification preferred Minimum 12 years of experience in ITIL/ITSM implementation and delivering ITSM Solutions. Experience in managing IT service desk or service management organization. Working experience in designing, planning, implementing, & maintaining service management functions. Working Experience with implementing, configuring service management software(like Microsoft System Center Service Manager, BMC-Remedy, HP Service Manager Center, or other) in a large enterprise Working Experience/Knowledge in ITIL Process Design tools. Working Experience/Knowledge in Incident Management, Configuration Management, Availability Management, and Change Management. Strong Knowledge in related methodologies and best practices like MOF, TOGAF and Cobit. Strong oral and written communications skills.
