1 SWCA Environmental Consultants Northwest Archaeological Associates MEMO TO: RE: FROM: Elizabeth Dubrieul Scope of Work for February Drawdown Chris Miss DATE: February 1, 2012 Elizabeth You received the overlay maps of homesteads and structures from Johonna last week and the following scope includes reference to them. In addition we have completed significant new historic research that requires adjustment of our interpretation of some sites and may warrant effort to identify additional properties associated with the pre-dam homestead era in the lower Baker River Valley. The following tasks are suggested for the upcoming drawdown and assume a maximum drawdown of 380 ft asl on Lake Shannon: Task 1: Project Management/QA-QC This task provides for report reviews and coordination with PSE regarding field work and reporting. Task 2: Treatment/Monitoring 45SK252, Weston Homestead. This site is lower in elevation than others recorded and is not generally exposed at standard drawdown elevations. The treatment plan called for skim shoveling the unstable edge of the eroding terrace, allowing for a 30 meter strip at each of three known artifact concentrations and placing erosion monitoring markers and checking them annually. To date only one of the 30 meter strips has been completed and the erosion markers placed. Completion of the remaining two strips and recording measurements from the erosion monitoring points would be undertaken during the drawdown. Standard pedestrian survey of the site margin and remaining site area would be also be completed to fulfill monitoring requirements. Additional survey using a metal detector accompanied by limited field truth excavations using shovel probes would also be completed, see Task 3. 45SK253, Edgar Homestead. This site has been interpreted since first recorded as the remains of the Henry S. Edgar homestead, established in The site contains remnants of several structures in the form of depressions and artifact scatters. Additional research on the chain of ownership for the property (Table 1) and review of historic maps (see p. 3 of 5 of recently transmitted maps) shows that 45SK253 is unlikely to represent the Edgars and may represent later occupation by Carl Johnson and his family from 1906 to at least Neither maps nor written descriptions located to date show a structure within the boundaries of 45SK253. 3 method for ascertaining the history of this site. We propose to conduct a final surface sweep with metal detector to finalize boundaries and selection of sampling units. We expect the drawdown time to be too short for full data recovery and the weather too foul. This action will be delayed until the Fall drawdown and this enhanced monitoring visit will be the final opportunity to adjust future data recovery strategy. In the interim additional public outreach proposed for this site could be undertaken. A draft data recovery plan is nearly complete as is much of the historic context research. Task 3: New Survey Research for the homestead context supporting data recovery at 45SK253 has identified a number of locations that may be accessible with a drawdown to 380 ft (Table 2, Maps). The highest potential for new discovery is at the north end of the reservoir. Access may require some cross country hiking and the metal detector will again be used to search for evidence of historic occupation. Any discovery will be ground-truthed with shovel probes and the location recorded as a new site. In addition, efforts will again be made to identify the powder house at the south end of the reservoir and 45SK250, recorded as a debris scatter will be revisited. This site has been interpreted as a short duration loggers camp, however, the recently created overlays show the site to be the location of two buildings dating at least to The site has never been fully evaluated because it has never again been visited at a drawdown as extreme as that when the original HRA survey was completed in In sum, there are 13 locations that may be accessible with a drawdown to 380 ft (Table 2).
