2 Atkvæðagreiðsla um sáttatillögu ríkissáttasemjara frá 20. febrúar 2014 Skýringar Ágæti félagi, Fjölmennur fundur samninganefndar Flóafélaganna, Eflingar, Hlífar í Hafnarfirði og VSFK í Keflavík, samþykkti þann 20. febrúar að senda sáttatillögu ríkissáttasemjara til atkvæðagreiðslu félagsmanna á almennum markaði. Niðurstaðan skal liggja fyrir ekki síðar en 7. mars kl Hér á eftir fer kynning á sáttatillögunni jafnframt því sem minnt er á helstu niðurstöður undirliggjandi samningstilboðs SA frá 21. desember Meginatriði sáttatillögunnar Samningurinn er afturvirkur og gildir hann frá 1. febrúar Jafnframt kemur sérstök eingreiðsla fyrir janúarmánuð miðað við starfshlutfall kr ,- Desember og orlofsuppbætur hækka samtals um kr. frá síðast gildandi kjarasamningi. Desemberuppbót miðað við fullt starf verður á árinu 2014 kr ,- Orlofsuppbót fyrir orlofsárið sem hefst 1. maí 2014 miðað við fullt starf verður á árinu 2014 kr ,- Minnt er á meginatriði sem taka þarf afstöðu til ásamt sáttatillögu ríkissáttasemjara: Að sáttatillögunni samþykktri gildir kjarasamningurinn frá 1. febrúar Eingreiðsla vegna janúar 2014 kr ,- Virkir launaflokkar í launatöflu hækka að meðaltali um kr ,- Virkir launaflokkar í launatöflu hækka í prósentu um 4,4% 5% Allar launtölur frá launatöflu upp að kr. hækka um kr ,- Almenn launahækkun fyrir laun 285 þúsund og hærri er 2,8% Hækkun desemberuppbótar frá síðast gildandi samningi kr ,- Desemberuppbót verður fyrir árið 2014 kr ,- Hækkun orlofsuppbótar frá síðast gildandi samningi verður kr ,- Orlofsuppbótin verður fyrir árið 2014 kr ,- Aðrir kjaratengdir liðir samningsins hækka um 2,8% Tekjutrygging samkvæmt samningi fyrir árið 2014 verður kr ,- Í kjarasamningnum er lögð sérstök áhersla á hækkun lægstu launa. Þeir sem taka mið af launatöflu hækka um 4,4% 5%. Þeir sem taka laun á bilinu kr kr. hækka á bilinu 2,8% 4,5%. Laun yfir kr. hækka um 2,8%. Þá skal ítrekað að allir kjaratengdir liðir hækka um 2,8% nema um annað sé samið innan fyrirtækjanna en kjarasamningurinn er lágmarkssamningur eins og aðrir samningar á vinnumarkaði. Opið fyrir kröfur í sérsamningum til 1. apríl Jafnframt skal minnt á mikilvægi þess að um aðfarasamning er að ræða til 12 mánaða og á þeim tíma gefst félagsmönnum, stéttarfélögum og fyrirtækjum kostur á að fara í gegnum sérkjarasamninga, fyrirtækjasamninga og aðra samninga á sínum vettvangi og leggja fram kröfur og hafa frest til 1. apríl nk. Mikilvægt að taka þátt í atkvæðagreiðslunni Við teljum að sá aðfarasamningur sem nú er í boði og sáttatillaga ríkissáttasemjara sé raunhæfasta leiðin til að ná þeim stöðugleika sem er mikilvægur fyrir þjóðfélagið til að byggja á til framtíðar. Afstaða þín skiptir miklu máli og er mest um vert að þú nýtir atkvæðisrétt þinn og sýnir þannig afstöðu þína og hafir áhrif á niðurstöður kjarasamninganna. 3 Conciliation proposal submitted An English summary A conciliation proposal was submitted by the State Mediator on February 20 th after months of conflict between the Icelandic Federation of Labour and The Confederation of Employers. Among those unions that accepted the proposal were The Flóabandalagið Unions, Efling, Hlíf in Hafnarfjörður and VSFK in Keflavík. The extended negotiation committee voted unanimously the same evening to put the proposal to the vote among the union members. This proposal covers agreements on the general labour market in the Flóabandalag Unions. The highlights of the conciliation proposal and the agreement The agreement is retroactive i.e. it takes effect from February 1 st A one-time payment of isk.14,600 is paid out for the month of January for a full time job and proportionally for part time jobs. December- and holiday bonuses are raised by isk 32,300,- from the last collective contract. December bonus for a full time job in 2014 will be isk 73,600,- Holiday bonus for the holiday year starting May 1 st 2014 for a full time job will be isk ,- for that year. If the reconciliation proposal is accepted the new collective agreement is valid from February 1 st One-time payment for January 2014 isk. 14,600,- Wage rates in use in pay scales increase on the average by isk. 9,800,- Wage rates in use in pay scales increase by percent by 4.4% 5% All wages in the wage table up to isk are raised by isk ,- General incease in payment for wages higher than 2.8% The December bonus is raised from the last contract by isk. 21,500,- The December bonus for the year 2014 will amount to isk. 73,600,- Increase of holiday bonus from the last contract will be isk. 10,800,- The holiday bonus for the year 2014 will amount to isk. 39,500,- All deducted payments in the contract are raised by 2.8% Minimum full-time employment pay will be for the year 2014 isk. 214,000,- In this proposal and agreement a special importance is given to the lower wages. The lower wages are raised by 4.4% 5%. Those in the pay scales from isk 230, ,000,- will have their payments raised by 2.8% 4.5%. Payments higher than isk 285,000,- will have a raise of 2.8%. Remember that all deducted payments should be raised by at least 2.8% and this collective agreement is a minimum agreement. It is very important for you to know that this agreement is a short term contract only lasting for some 12 months and planned to pave the way for a long term agreement with the employers. Therefore in the coming months up to April 1 st the branch- and company contracts are open for changes until that time. Finally we would like to encourage you to use your vote. Please note that your vote must be in the post before March 6 th as we intend to announce the results of the vote on the following day March 7 th. 4 Głosowanie nad wnioskiem pojednawczym negocjatora państwowego z dnia 20 lutego 2014 roku Objaśnienia Drodzy członkowie, W dniu 20 lutego podczas posiedzenia negocjacyjnego stowarzyszeń Flóafélögin, Efling, Hlíf z Hafnarfjörður a także VSFK z Keflaviku podjęto decyzję o przekazaniu wniosku pojednawczego do głosowania przez członków stowarzyszeń na rynku ogólnym. Wynik głosowania powinien być udostępniony najpóźniej 7 marca o godz. 16. Poniżej jest podana treść proponowanego wniosku pojednawczego, a także główne zagadnienia zawarte w ofercie umowy SA z dnia 21 grudnia 2013 roku. Główne zagadnienia wniosku pojednawczego Umowa jest retroaktywna i obowiązuje od 1 lutego 2014 roku. Umowa obejmuje również specjalną jednorazową opłatę za styczeń w zależności od etatu i wynosi kr. Dotacje grudniowe i urlopowe zwiększają się łącznie o kr. w porównaniu z ostatnią umową zbiorową. W roku 2014 dotacja grudniowa w przypadku pełnego etatu wynosi kr. W roku 2014 dotacja urlopowa za rok urlopowy rozpoczynający się od 1 maja 2014 roku w przypadku pełnego etatu wynosi kr. Przypominamy o głównych aktualnych zagadnieniach a także wniosku pojednawczym negocjatora państwowego: Po przyjęciu wniosku pojednawczego umowa zbiorowa obowiązuje od 1 lutego Opłata jednorazowa za styczeń 2014 wynosi kr ,- Aktywna podwyżka płac w skali średniej wynosi około kr ,- Aktywna podwyżka płac procentowo w skali średniej wynosi 4.4% 5% Wszystkie wynagrodzenia do kr ulegają podwyżce o kr ,- Podwyżka ogólna płac od kr i wzwyż 2.8% Podwyżka dotacja grudniowej w porównaniu do aktualnej umowy kr ,- Dotacja grudniowa za rok 2014 wynosi kr ,- Podwyżka dotacji urlopowej w porównaniu do aktualnej umowy kr ,- Dotacja urlopowa za rok 2014 wynosi kr ,- Wszystkie wypłaty związane z wynagrodzeniem zwiększają się o 2.8% Gwarancja dochodowa za rok 2014 wynosi kr ,- W umowie zbiorowej szczególnie ważna jest podwyżka najniższych płac. Płace w skali średniej ulegają zwiększeniu o 4.4% 5%. Wynagrodzenia od kr. do kr. ulegają zwiększeniu o 2.8% 4.5% Wynagrodzenia od kr. i wzwyż ulegają zwiększeniu o 2.8% Zatem należy przypomnieć, że wszystkie płatności związane z wynagrodzeniami ulegają zwiekszęniu o 2.8%, chyba że uzgodniono inaczej w ramach umowy zbiorowej przedsiębiorstw, jednak umowa zbiorowa wyznacza minimalne wymogi obowiązujące na rynku pracy. 10 Til fé lags manna stétt ar fé laga Flóa banda lags ins Eflingar, Hlífar og VSFK Ágæti fé lagi, 2. janúar 2014 Stéttarfélagið þitt hefur nú undirritað kjarasamning sem við gerum grein fyrir í þessu kynningarefni. Við höfum reynt að vanda vinnu okkar að kjarasamningunum eins og kostur er í því erfiða ástandi sem ríkt hefur á vinnumarkaðnum undanfarin ár. Þar er atvinnuleysi meðal félagsmanna ennþá allt of hátt, kaupmáttur langt frá því að vera ásættanlegur, verðbólga of há og við höfum lagt mikla áherslu á lækkun skatta á lægri tekjur. Það vantraust sem grafið hefur um sig meðal launafólks í kjölfar vanefnda stjórnvalda hefur leitt til þess að verkalýðshreyfingin treystir sér einungis til gerðar skammtímasamnings, aðfarasamnings að lengri kjarasamningi. Markmiðið er að byggja upp starfskjör með forsendur fyrir nýjum trúverðugum kjarasamningi á vinnumarkaði. Við biðjum þig að íhuga að tvívegis í desembermánuði s.l. slitnaði upp úr viðræðum um kjarasamninginn. Allt frá vordögum 2013 höfum við unnið að undirbúningi kjarasamninganna með stórum hópi trúnaðarmanna og síðan fjölmennri 120 manna samninganefnd frá sl. hausti. Byggt hefur verið annars vegar á viðhorfskönnun Capacent Gallup og fjölmennum fundi trúnaðarmanna félaganna. Þar var einróma áhersla á kaupmáttaraukningu, lækkun skatta og stöðugleika á vinnumarkaði. Þegar kom að lokaáfanga samninganna, samþykkti fjölmennur hópur samninganefndarmanna að vinna eftir framkomnum forsendum og heimilaði að senda samninginn þannig í almenna atkvæðagreiðslu. Mikilvægasti ávinningur kjarasamninganna er að hafa náð launastefnu í samræmi við vilja félagsmanna okkar. Þar er grunntónninn sá sami og sleginn hefur verið á annan áratug. Að þeir sem búa við lakari tekjur fá meira í sinn hlut en hinir. Þannig hækkar taxtakerfið og tekjutryggingin meira en almenna launahækkunin. Með sérstakri hækkun taxtakerfis og tekjutryggingar er öryggisnet lægri launa varið og um leið öryggisnet þeirra sem liggja utan við taxtakerfi kjarasamningsins. Á undanförnum árum er það einmitt hækkun taxtakerfis og tekjutryggingar sem hefur verið ein helsta vörn þeirra sem búið hafa við lægri laun og tekjur í samfélaginu. Ef þessi aðfarasamningur verður samþykktur, hefjast viðræður um lengri kjarasamning aðila þar sem unnið verður áfram á grundvelli vaxandi kaupmáttar og stöðugleika. Snemma á árinu 2014 munu viðræður fara í gang sem snúa að sérmálum ýmissa starfahópa. Kröfur þurfa að koma fram fyrir lok janúar Breytingar á þrepum tekjuskatts og skattahlutfall hefur í för með sér skattalækkun hjá stórum hópi launafólks. Öll stærstu sveitarfélög landsins hafa samþykkt fyrir áskoranir samningsaðila að hækka ekki gjaldskrár sínar nú um áramótin. Gjaldskráhækkanir ríkisins eru lægri en upphaflega var áætlað skv. fjárlögum. Aukið fé er lagt samkvæmt kjarasamningnum til starfsmenntamála sem er sérstaklega mikilvægt meðal félagsmanna Flóafélaganna. Áfram verður unnið að nauðsynlegum, félagslegum umbótamálum og skipta þar áform í húsnæðismálum mestu þar sem áhersla er á nýtt húsnæðiskerfi með öryggi fyrir alla, hvort sem þeir eru eigendur eða leigjendur húsnæðis. Við sem höfum unnið að gerð þessa kjarasamnings undanfarna mánuði teljum að ekki hafi verið unnt að ná lengra án átaka. Til að snúa af leið hárrar verðbólgu sem étur upp launahækkanir, verður að þora að taka skrefið. Við viljum ekki leyna vonbrigðum okkar með að ekki tókst að ná fram hærra framlagi stjórnvalda í skattamálum sem hefði verið afgerandi styrkur fyrir þennan kjarasamning. Það er niðurstaða okkar að þessi aðfarasamningur sé raunhæfur kostur og grunnur til að byggja á til framtíðar. Við vonumst til þess að þú sért sammála okkur. 11 The new collective agreement of Efling, Hlif and VSFK January 2nd 2014 Unions within ASÍ, including Efling, Hlíf and VSFK, signed last December 21st a new collective agreement in the general labour market. This is a short-term agreement of one year which serves the purpose of a preparation period for a long-term agreement with the aim of ensuring stability in the Icelandic economy and a long-term increase in purchasing power. Drafts of the agreement had been presented to the extended negotiation commmittee of the unions the same morning and affirmed with a vast majority. It has been a great support for our negotiators that all decisions and policy making has been made in co-ordination with a large group shop stewards and union representatives. We have also had a back up from surveys made by Capacent Gallup. The agreement will now be put to the vote in the trade unions and the results must be available by the upcoming January 22nd. If it is agreed upon by the vote the agreement will be in effect until December 31st The main objective of the agreement is to increase purchasing power, raise the lower wages more than other wages, ensure low inflation and promote economic stability. It is very important as a basis for this collective agreement that negotiations start early in the year 2014 on the special contracts of various workgroups. Demands must be presented to the employers before the end of January Main elements of the collective agreement Wage components Minimum income guarantee: Minimum income for a full time employment will be raised by 4.9% or 10,000 kr. and will be 214,000 kr. from January 1st Special increase of wage rates: The wage table will be raised from January 1st 2014 by 8,000 kr. in addition to one pay grade, see table on page number 6. General wage increase: January 1st 2014 wages shall be raised by 2.8% or 8000 kr. at a minimum per month for a full time daytime employment. Other wage related components shall also increase by 2.8%. Daytime employment wages from 230,000 kr. to 285,000 kr. are raised by a minimum a 8000 kr. for a full time employment. Pay grades above 285,000 kr. will increase by 2.8%. December bonus: Based on a full time employment Decembers bonus is 53,600 kr. for the year Vacation bonus (1.May to 30. April): Based on a full time employment vacation bonus is kr. 29,500 kr. for the year Contributions to educational- and vocational training funds will be increased by 0.1% and this means that the whole contribution to the education and the vocational training funds will be 0.3%. Changes in income tax The government has released a statement relating to changes in individual income tax, the threshold between the first and second steps will increase from 256,000 kr. to 290,000 kr. The tax rate in the second step will be lowered from 25.8% to 25.3%. The personal tax credit will increase due to a Collective Agreement from See table on page 10. Price control The country s main municipalities will not raise their tariffs at the beginning of the New Year. Tariff increases of the state will not succeed 2.5% per year, the government will reconsider changes of charges/ fees and tariffs which have already been approved. Tariff increases of companies owned by the state and municipalities shall be within the inflation goals of the Central Bank of Iceland. Social- and educational issues In the new agreement and the statement of the government parallel to the SA/ASÍ agreement there are important social and education issues that will promote and improve the situation of workers especially in the private labour market. These concern e.g. more equal pension rights compared to the public pension system, important reforms in housing policy, reforms in education and the formation of an active labour market policy with the aim of promoting the welfare of those working in this country, and with a special emphasis on active participation of most workers in the labour market. 12 Nowa umowa zbiorowa stowarzyszenia Flóabandalagið Dnia 21 grudnia 2013 roku związki zawodowe Konfederacji pracodawców islandzkich, w tym stowarzyszenie Flóabandalagið, podpisały nową umowę zbiorową. Umowa jest krótkoterminowa na okres jednego roku, której celem jest przygotowanie umowy długoterminowej, która zapewni stabilność gospodarki islandzkiej i wzmocni siłę nabywczą w przyszłości. Projekt umowy został przedstawiony komitetowi negocjacyjnemu stowarzyszenia Flóabandalagisið wcześniej tego samego dnia, po czym został jednogłośnie przyjęty. Decyzję i zakres polityki opracowano we współpracy z dużą grupą mężów zaufania i negocjatorów. Dużą uwagę poświęcono również ankietom przeprowadzonym przez Capacent Gallup. Nad zatwierdzeniem umowy będą teraz głosować członkowie a wyniki głosowania będą udostępnione 22 stycznia br. W przypadku zatwierdzenia umowy w głosowaniu, będzie ona ważna do końca roku czyli do 31 grudnia 2014 roku. Celem umowy jest zwiększenie siły nabywczej, podniesienie najniższych a także innych wynagrodzeń, zapewnienie niskiej inflacji i stabilizacji. Bardzo ważne jest, aby na podstawie tej umowy zbiorowej wszczęto negocjacje na początku 2014 dotyczące spraw poszczególnych grup zawodowych. Najważniejsze zagadnienia umowy zbiorowej Zagadnienia wynagrodzeniowe Zapewnione wynagrodzenie minimalne: Wynagrodzenie minimalne za pracę na pełnym etacie zostanie zwiększone o 4,9% czyli kr. Od 1 stycznia 2014 roku wynosi kr. Zwiększenia taryf wynagrodzeniowych: Od 1 stycznia 2014 roku taryfa wynagrodzeniowe ulega zmianie o kr. oprócz zwiększeń wynagrodzeń jednej grupy zawodowej, patrz str. 5 Ogólne zwiększenie wynagrodzeń: Od 1 stycznia 2014 roku wynagrodzenia ulegają zwiększeniu o 2,8%, przy czym minimalnie o kr. miesięcznie za pracę dzienną na pełnym etacie. W przypadku wynagrodzeń za pracę dzienną od kr. do kr. zwiększenie minimalne wynosi kr. za pracę na pełnym etacie. W/w wynagrodzenia zostana zwiększone o 2,8%. Dodatek grudniowy: w roku 2014 dodatek grudniowy za pracę na pełnym etacie wynosi kr. Dodatek urlopowy (1 maja do 30 kwietniu): w eoku 2014 dodatek urlopowy za pracę na pelnym etacie wynosi kr. 2. stycznia 2014 Składki do funduszu naukowego oraz funduszu pracowników zwiększają się o 0,1% a całkowita składka do funduszu pracowników Starfsafl wynosi 0,3%. Zmiane podatkowe Obok nowej umowy zbiorowej, zarząd wydał oświadczenie, które ma wpływ na podatki dochodowe od osób fizycznych. Maksymalny limit co do najniższego poziomu podatku dochodowego wzrósł z kr. do kr. Stawka podatku na poziomie średnim spadła z 25,8% do 25,3%. Zatem zwiększeniu ulegają zniżki osobowe oraz dochody zgodnie z umową zbiorową z 2006 roku. Patrz tabele na str. 10. Taryfy W nowym roku największe gminy nie będą podnosić swoich taryf. Podwyżki taryf państwowych nie będą większe niż 2,5% w skali rocznej, rząd dokona przeglądu zmian w już zatwierdzonych taryfach. Taryfy przedsiębiorstw państwowych i gminnych pozostaną w ramach inflacyjnych Narodowego Banku Islandzkiego. Zagadnienia społeczne i edukacyjne W umowie zbiorowej i oświadczeniu rządowym zawarte są niektóre z aspektów dotyczących spraw edukacyjnych i społecznych mających na celu wzmocnienie pozycji pracowników w sektorze prywatnym. Dotyczy to m.in. zrównania uprawnień emerytalnych, reformy edukacji, mieszkalnictwa i systematycznego formułowania polityki rynku pracy, której celem jest promowanie dobra osób zatrudnionych na rynku krajowym i zachęcanie jak największej ilości osób do aktywnego udziału w rynku pracy. 13 Nýr aðfarasamningur Skrifað var undir nýjan kjarasamning við Samtök atvinnulífsins þann 21. desember síðast liðinn sem gildir frá 1. janúar 2014 til 31. desember Hér er um að ræða aðfarasamning sem felur í sér að auk þeirra launabreytinga sem samið var nú um til eins árs verður unnið að gerð langtímasamnings sem á að tryggja stöðugleika í íslensku efnahagslífi og kaupmáttaraukningu til framtíðar. Snemma á árinu 2014 munu viðræður fara í gang sem snúa að sérmálum ýmissa starfahópa. Kröfur þurfa að koma fram fyrir lok janúar Samningurinn fer nú í almenna atkvæðagreiðslu meðal félagsmanna og skulu niðurstöður hans liggja fyrir þann 22. janúar nk. Verði hann samþykktur í atkvæðagreiðslunni, gildir hann til 31. desember Launabreytingar Með nýjum kjarasamningi var sérstök áhersla á hækkun lægstu launa og hækkar því tekjutryggingin um 4,9% eða kr. og fer úr kr. í kr. Launataflan hækkar um kr. auk hækkunar um einn launaflokk, samtals hækkun á bilinu 4,2% 5%, samanber töflu á bls. 7. 20 Tímamæld ákvæðisvinna í ræstingum Eldra fyrirkomulag í tímamældri ákvæðisvinnu fellur úr gildi 1. febrúar Í síðustu kjarasamningum 2011 var samið um nýtt greiðslufyrirkomulag í tímamældri ákvæðisvinnu við ræstingar þar sem tekið er mið af því samningsumhverfi sem gildir almennt þar sem álagstímabil fyrir eftirvinnu hefst kl virka daga. Í kjarasamningi við Samtök atvinnulífsins mun álagstímabilið breytast í áföngum þannig: kl verður og kl verður frá 1. janúar Ákvæðisvinnuálag fyrir tímamælda ákvæðisvinnu er 20%, þar af er 8% álag fyrir neysluhlé. Lágmarkstaxti fyrir tímamælda ákvæðisvinnu við ræstingar er launaflokkur 2, auk 20% ákvæðisvinnuálags. Til viðbótar kemur 33% eftirvinnuálag virka daga á kvöldin og 45% álag á nóttunni og um helgar.
