2 GRADUATE COUNCIL The Academic Standards and Curriculum Committee (ASCC) of the Graduate Council met on March 5, 2014 and reviewed the proposal for the Graduate Certificate in Global Health. The ASCC recommended this proposal for approval. On Wednesday, March 12, 2014, the Graduate Council approved the Graduate Certificate in Global Health. PROGRAM AND BUDGET COUNCIL This certificate supports and better prepares students in addressing public health in a global context. It offers potential students the knowledge and skills in global health to compete as a professional in this market. The five required courses are aligned with competencies described by the Association of Schools and Programs of Public Health. Resources required have been committed to by the department and respective Dean. At its meeting on March 12, 2014, the Program and Budget Council unanimously approved the Graduate Certificate in Global Health. PROPOSAL DEVELOPMENT A. Describe the Proposal. The School of Public Health and Health Sciences' Public Health Practice program has received national recognition for excellence in preparing public health professionals. At the request of the students, the SPHHS is creating a global health certificate in order to prepare students for addressing public health in a global context. The proposed certificate is designed to provide students with a specialization in global health. Upon completion of this certificate program, individuals will be able to: 1. Understand emerging health concerns including infectious diseases in a cross-cultural context. 2. Describe their role in planning, implementing, and evaluating global health programs from the community, regional, and national perspective. 3. Analyze the social, political, and medical, factors that influence the health of populations globally. 4. Describe issues related to health equity and human rights in a global context. 5. Describe the role of Non-governmental organizations and the management of health concerns in a global context. B. Provide a brief overview of the process for developing the Proposal. This proposal was intiated in response from current MPH students who have requested we create the certificate in order to better prepare students for addressing public health in a global context. Research was completed on existing global health certificates already in existence, both on-campus and online programs were evaluated. The international Programs Office at UMass was consulted regarding the feasibility of the international practicum and a list of practicum sites was obtained. Statistics were gathered on the current average enrollment in the existing courses and market analysis was conducted. The proposal was developed by a subcommittee of the PHP/MPH Advisory Committee and then was approved by the full committee and the SPHHS Curriculum Committee.
4 II. PURPOSE AND GOALS Describe the Proposal s purpose and the particular knowledge and skills to be acquired. The purpose of this proposal is to offer potential students the knowledge and skills in global health in order to complete as a professional in this market. On the completeion of five courses students will describe the golbal health problems in today s world and be able to analyse the social, political, and medical factors that effect global health. The goal of this certificate in global health is in line with the goal of global health and competencies described by the Association of Schools and Programs of Public Health. The goal of global health education is to promote population health, safety, and well-being at local and global levels, as well as eliminate health and social disparities worldwide. The competencies are: DOMAIN 1: Capacity Strengthening Capacity strengthening is the broad sharing of knowledge, skills, and resources for enhancement of global public health programs, infrastructure, and workforce to address current and future global public health needs. 1.1 Design sustainable workforce development strategies for resource-limited settings. 1.2 Identify methods for assuring health program sustainability. 1.3 Assist host entity in assessing existing capacity. 1.4 Develop strategies that strengthen community capabilities for overcoming barriers to health and well-being. DOMAIN 2: Collaborating and Partnering Collaborating and partnering is the ability to select, recruit, and work with a diverse range of global health stakeholders to advance research, policy, and practice goals, and to foster open dialogue and effective communication. 2.1 Develop procedures for managing health partnerships. 2.2 Promote inclusion of representatives of diverse constituencies in partnerships. 2.3 Value commitment to building trust in partnerships. 2.4 Use diplomacy and conflict resolution strategies with partners. 2.5 Communicate lessons learned to community partners and global constituencies. 2.6 Exhibit interpersonal communication skills that demonstrate respect for other perspectives and cultures. DOMAIN 3: Ethical Reasoning and Professional Practice Ethical reasoning and professional practice is the ability to identify and respond with integrity to ethical issues in diverse economic, political, and cultural contexts, and promote accountability for the impact of policy decisions upon public health practice at local, national, and international levels. 3.1 Apply the fundamental principles of international standards for the protection of human subjects in diverse cultural settings. 3.2 Analyze ethical and professional issues that arise in responding to public health emergencies. 3.3 Explain the mechanisms used to hold international organizations accountable for public health practice standards. 3.4 Promote integrity in professional practice. III. RESOURCES If this proposal requires no additional resources, say so and briefly explain why. If this proposal requires additional resources, explain how they will be paid for. For proposals involving instruction, indicate how many new enrollments are expected and whether the courses have room to accommodate them. The certificate will require the hiring of 2 additional adjunct visiting lecturers. The new faculty will be paid from funds generated from enrollments. The courses in Global Health already exist. Please see the attached Excel file for the enrollment breakdown and projected enrollments in the first couple of years. The online nature of the certificate allow for the increase with little or no impact on quality of instruction. The certificate will also require the development of additional courses in global health including courses on International Health Policy and Humanitarian Crisis and International Responses. These will be developed by the new faculty. Compensation for the development of these courses is included in the overall compensation for teaching the courses.
